1 RESPONSE TO INQUIRIES Operator: TORNGAT MOUNTIANS BASE CAMP AND RESEARCH STATION (Base Camp) Issue Date: February 5, 2018
2 Inquiries & Responses: 1) Will the fuel tanks be filled by Nunatsiavut Government (NG)? Do you have the dip charts? NG is responsible for fueling of the tanks. Should the Operator want to take this over in the future this can be discussed with NG 2) With regards to the BC RFP, I am a little confused about the specific requirement under project experience (pg.8). I don t quite know what policy research would be valuable in this operation. Is this perhaps from a different type of RFP? (The text in question is at the top of page 8) Project experience should include a comprehensive list of all relevant policy research, analysis and writing completed by key personnel, including links to publically available examples where possible. Apologies, this was entered in error. 3) Is there a report of the operation of the camp with assets, number of resources, volume of activities etc.? NG had an internal review completed on the operations last season. This report will be made available to the successful bidder. NG is currently developing a finalized list of assets in Base Camp. NG owns all physical infrastructure in the camp such as the research building and the main building (includes the kitchen) and the bathroom facilities. Volume of activities: To be determined between Parks and the successful applicant. In the past activities have been dependent on the number of tourists, researchers and the youth program. 4) Is the camp opens all year long? No, Base Camp is normally open for 5-6 weeks during the late summer. Middle of July to the end of August. The length of the season can be determined by the operator. 5) Is there a possibility to extend the date of the submission deadline? No 6) What is the scope of the Youth Leadership Program? Who is to develop the program? Is the staffing and coordination to be provided by the Operator? Who is paying for this program? The scope of the Youth Leadership Program is still in the developmental stage. The program is being developed by NG. The staffing and coordination for the program will be done by a staff person for the Youth Leadership Program through NG. This staff person will work with the operator in regards to scheduling of activities for the youth. All costs associated with the Youth Leadership Program will be funded through NG. 2
3 7) What is the scope of coordinate programming at Base Camp and in the Park with Parks Canada? Is the operator responsible programming? The Operator is responsible for the development, implementation and resource management of the daily programming for visitors in Base Camp. It will be important for the successful applicant to have discussions with Parks Canada around programming. 8) Have the members of the pre-planning committee been established? Is this committee to be part of the governance structure of BC? The partners on the committee are operator, NG, and Parks Canada 9) What are the expectations from Department of Culture, Recreation and Tourism have as to the involvement with marketing? Is it as advisor? Or to be simply to be briefed on marketing efforts? Will the operator still have full control over target sales, sales and revenue generation? This would be an advisor type of role. The operator would be in full control over target sales, etc. but NG would help to promote through our various partnerships such as Destination Labrador, etc. 10) In reference to planning for the 2018 season, when can the successful bidder expect to receive a contract award? Will the RFP itself be used as the management contract? The submission deadline for the RFP is February 12, They will then be reviewed internally and a successful applicant will be contacted the week of February 26, The RFP will be the guide for the development of a contract between the Operator and the NG. 11) Are the accommodation identified on page of the RFP newly acquired? Or are referencing Nunatsiavut Group of Company s Solutions assets? There are accommodations owned by the NG as well as those owned by the previous season s Operator. The successful operator, if required, could negotiate with NGC Solutions for the usage of those assets. 12) In the past, the operator has supplied significant resources and support for Hebron operations. Should resources be set aside/scheduled for assistance to Hebron in the bid? Should the NG require resources or support for the Hebron Ambassador program or tourists to travel to Hebron, then this can be negotiated separately. The operator is the emergency back-up for Hebron. NG has approximately six staff in Hebron during a portion of the summer months (July and August). 13) Who presently do the camp management? Is it Park Canada? A private company? Or another Governmental (Fed, Prov.) entity? In 2012, NG entered into an agreement with a private company to operate Basecamp for a 5 year period which has now expired. 14) Which business model (Financial model) NG is looking for the operation of the Base Camp? Management fee, cost +, full P&L NG would like the operator to run this as a private business. 3
4 15) To give us an idea of the potential volume, Is it possible to have a view of the occupancy per week and per year for the last 3 yrs. The total number of guests as reported by the Operator for 2017 was 174. The following numbers were accumulated by Parks Canada which would be all visitors to the park, including cruise ships, Year Total # of Visitors Total # of * Inuit in the park base camp, and people who come in on their own. * Construction / Killiniq Trip 16) What are the different daily rates for the visitors (Research or tourist)? The rates noted below were in effect during the 2017 season; however, the operator has the final determination on the rates. There were negotiated rates between the operator and Parks Canada for their costs. There were also separate negotiated rates between the operator and the NG in terms of rates for researchers. Researchers: Staying in Base Camp - $300 / day. Includes food, hot water (ie. Showers) and the ability to pitch a tent in the tenting area. It is really important to note that researchers are not using resources in the same sense as tourists, they don t go out for hikes, or out on excursions. Any time they leave camp and take a bear guard they are being charged for it. Researchers generally eat breakfast, pack a lunch and come back around supper. Bear Guard $350 / day. Return Flight from Goose Bay to Saglek - $1600. Zodiac - $400 / day and $50 / hour. Helicopter - $3000 / hour. Parks Canada ~ $ per night which covers all costs for staying in the Base Camp. Tourists: Please see Appendix A for the 2016 price chart which was also in effect for 2017 season. 17) How many employees are working every summer to operate the Base Camp and all the services attached (onsite and offsite) The following denotes the staff complement used during the 2017 season. The operator will have the final decision on the number of staff they require to run the Base Camp. NG would like to be 4
5 informed on the staffing complement and encourage the hiring of as many Labrador Inuit in its operations. The NG can assist with the provisions of names with relevant experience and provide a contact within the NG who may be able to assist with funding of training programs. There were approximately staff operating Base Camp. The following are positions under the Operator: Basecamp Manager Hospitality Manager 2 Cleaners Maintenance Cook Cooks Assistant Medic Boat Operators x Bear Guards 2 Basecamp Coordinator- 1 Goose Bay & 1 Nain Parks Canada also have staff during the operating Season. 18) The responsibilities of the Operator of the Torngat Mountains Base Camp: a. Administration of all aspects: Can you please give more details about: all communications. The operator would work in partnership with Parks and NG would act as an advisor. There are hand held radios, internet and satellite phones. The operator would be responsible for coordinating any communications with the airline, charter boats, Parks Canada and NG. b. Can you please provide more details: Accommodations for staff, helicopter pilots and radio technicians; The operator is responsible for the accommodations of staff, helicopter pilots and radio technicians. Accommodations are made available for these positions as well as Parks Canada Staff. c. Coordination of contracts (air charters, helicopters, tour boat(s), and usage of airstrip): Is it the intent that NG or Parks Canada will stay the owner of those existing contracts and that you are expecting the Camp operator to only coordinate/manage those subcontracts? These contracts have been coordinated by the operator. The operator would be responsible for negotiating/coordinating/managing the contracts with the airlines, tug 5
6 and barge, Raytheon for the airstrip, and the tour boat. Parks Canada has their own contracts as well with Helicopter services and tour boat. d. Insurance: Can you please provide more details around responsibility, liabilities and insurance. The operator will be responsible for all insurances for their employees and resources such as tour boats if this is not negotiated with the supplier. 19) Mandatory Requirements; a. Proponents must be capable of providing accredited professional services: Can you please provide more details (list of accredited professional services)? Where possible, the NG requires that Labrador Inuit be hired. As well, we expect that staff have the appropriate education and experience for their positions (i.e Medic, bear guards). 20) Is NG expects only 1 supplier to operate the whole park? Or NG will accept a proposal to operate only a portion of the activities at the camp? NG is looking for 1 operator to run, manage and market the Base Camp. 6
