CALL TO ORDER, ROLL CALL, INTRODUCTIONS Chairman Martin called the meeting to order at 1:30 pm. A quorum was present. Guests in attendance: Liz Belcher, Roanoke Valley Greenway Commission; William Fralin, Jr., Commonwealth Transportation Board, Salem District; Mike Gray, Virginia Department of Transportation-Salem District; and Court Rosen, Commonwealth Transportation Board, At- Large Member. 2. APPROVAL OF THE APRIL 24, 2014 MINUTES The Minutes of the April 24, 2014 meeting of the Roanoke Valley Area MPO Policy Board were previously distributed. Roanoke Valley Area MPO Policy Board Action: Upon motion by Dr. Cutler, seconded by Mr. Ferris and carried, the Minutes of the April 24, 2014 meeting were approved, as distributed. 4 Page CHAIRMAN S REMARKS Chairman Martin welcomed Court Rosen to the meeting and congratulated him on his recent appointment as an At-Large member to the Commonwealth Transportation Board (CTB). Mr. Rosen stated he was honored to be appointed to the CTB and is looking forward to working with William Fralin and the other CTB members. Mr. Rosen also noted that he was eager to assist the region and encouraged MPO members to advocate for I-73 as an economic development tool for the region. On behalf of the Roanoke Valley Area MPO Policy Board, Chairman Martin provided priorities/comments to the CTB and VDOT officials at the recent VDOT Six-Year Improvement Program Public Hearing held on May 19, 2014 at Northside High School. 4. ROANOKE VALLEY GREENWAY COMMISSION PRESENTATION Liz Belcher, Coordinator of the Roanoke Valley Greenway Commission, presented a resolution of appreciation to the Roanoke Valley Area MPO and the Regional Commission for their contributions to the Valley s greenway effort over the years. In 1995, the Commission organized and staffed the Greenway and Open Space Steering Committee, which led to the development of the first Conceptual Greenway Plan for the Roanoke Valley. The Regional Commission provided the initial office and meeting space for the Greenway Coordinator. In 2013, the MPO Policy Board Policy Board approved a little over $12 million in Regional Surface Transportation Program (RSTP) funds to complete the Roanoke River Greenway by bridging the gaps. Staff continues to assist the Greenway Commission with helping to secure grants, and providing website design and mapping assistance. 5. FIRST REVIEW OF THE REGIONAL SURFACE TRANSPORTATION PROGRAM (RSTP) PROJECT DEVELOPMENT & SELECTION PROCEDURES Mark McCaskill reported that with the MPO Policy Board on the cusp of accepting new applications for future RSTP funding, staff felt that a set of policies and procedures concerning the RSTP should be updated. MPO members were presented a first draft of RSTP Project Development & Selection Procedures. Mr. McCaskill reported that the document is also being reviewed by the MPO s advisory committee, the Transportation Technical Committee. Issues such as funds to large projects, bundling projects, cost estimates, cost overruns, as well as a timeline for RSTP applications were addressed. The draft document will be brought at the June meeting for further review and endorsement. Mr. McCaskill also reported that the next round of applications requesting RSTP funds will be due in September. 6. SECOND REVIEW OF THE DRAFT FY TRANSPORTATION IMPROVEMENT PROGRAM (TIP) The Transportation Improvement Program (TIP) is a four-year financial program that describes the schedule for obligating federal funds to state and local projects. The TIP contains funding information for all modes of transportation including highways, greenways, and transit capital/operating costs. State, regional and local transportation 4
5 Page -3 agencies update the program each year to reflect priority projects in the Constrained Long-Range Plan. Although capital transportation projects (and non-capital), funding sources and estimated completion dates are given for projects in the plan, it should be noted that the TIP is not, in the purest sense of the term, a Capital Improvement Program (CIP). The TIP represents an agency's intent to construct or implement a specific project and the anticipated flow of federal funds and matching state or local contributions. Unlike a CIP following its annual adoption by a local government, the TIP may be amended or adjusted multiple times annually to reflect scope, funding and project changes. The first year of the TIP is called the Annual Element. Projects that have funds programmed in the Annual Element are eligible to receive federal funding in that fiscal year. Bryan Hill stated that the cost of all projects contained in the FY TIP exceeds $1 billion. However, the amount of funds actually obligated to these projects is approximately $127 million or 10%. Mr. Hill asked members to contact him with any comments/suggestions to the draft TIP. At the conclusion of the 45-day comment period, a public hearing on the TIP will be held. The public hearing will take place at the June 26, 2014 MPO meeting at which time action on the final plan is expected. 7. REGIONAL PEDESTRIAN VISION PLAN UPDATE Cristina Finch reported that work on the Regional Pedestrian Vision Plan is continuing and she updated members on the latest Draft Goals, Strategies and Performance Measures for the Pedestrian Plan. Ms. Finch asked for any feedback from members. Mr. Cary asked the staff to make sure that the performance measures listed are outcome based measures (is the outcome getting where us where we want to go are we making progress). Mr. Osborne stated that for performance measures to be meaningful they have to relate to a goal or action step which is stated in the same way. Ms. Finch stated that she would look into the restructuring the performance measures as stated. 8. PARTNERSHIP FOR A LIVABLE ROANOKE VALLEY SUMMARY PLAN WRAP-UP AND ADOPTION OF SUPPORTING RESOLUTION ENDORSING THE PLAN Jake Gilmer reported that the Partnership for a Livable Roanoke Valley Plan concluded a two year process involving seven local governments, over 60 organizations in the Roanoke Valley, as well as numerous individuals serving on working groups to address key issues affecting the region. The initiative was to promote economic opportunity and an enhanced quality of life for the residents of the region through the development of the area s first regional plan for livability. Partner organizations, as well as 1,300+ citizens, were engaged to gain a clearer understanding of the region s values, vision, and priorities. The Plan outlined eleven strategic initiatives to achieve the goals in the four key areas: economic development, workforce development, health and natural assets. The Summary Plan can be found on the Regional Commission s website at Mr. Gilmer stated that he would like to have endorsement of the Plan from the MPO Policy Board, the Roanoke Valley-Alleghany Regional Commission, participating localities and various stakeholder groups. A resolution was presented for endorsement of the Plan, and 5
6 Page -4 for the MPO s continued commitment to work with the partnering organizations to implement the plan. Roanoke Valley Area MPO Policy Board Action: Upon motion by Mr. Adams, seconded by Ms. Johnson and carried, the resolution endorsing the Livable Roanoke Valley Plan was adopted, as presented. 9. OTHER BUSINESS/COMMENTS Mr. Gilmer also reported that a Livability Summit will be held on June 25, 2014 at the Salem Civic Center (from approximately 7:30 am to 1:30 pm). The Summit will include speakers who will focus on the key areas and initiatives outlined in the Livable Roanoke Valley Plan. Mr. Gilmer noted that information on the Summit will be forthcoming. Ms. Perkins asked if the aging population, need for individuals to receive care for dementia, nursing homes, assisted living and in-home health care were addressed in the Livable Roanoke Valley Plan. Mr. Strickland pointed out Strategy G, Action G.1 Identify provider capacity needs in the Plan (page 26). Mr. Gilmer also reported that the Healthy Roanoke Valley group, which is funded by United Way and Carilion, would be looking at addressing some of those issues as well. Mr. Strickland mentioned that the need to address the elderly population was also presented in the Age Wage Study: Demographic Analysis of the Roanoke Valley-Alleghany Region of Virginia, which was prepared by the Regional Commission staff in A copy of the study can be accessed at MPO members were reminded of the Open House to be held on Tuesday, May 27, 2014 from 3:00-6:00 pm at the Regional Commission office. Chairman Martin reported that Lee Osborne currently serves as the Roanoke Valley Area MPO s representative on the Roanoke Valley Greenway Commission. The Greenway Commission is asking Mr. Osborne to serve another term on their board and he has expressed a desire to continue serving. Roanoke Valley Area MPO Policy Board Action: Upon motion by Mr. Tripp, seconded by Mr. Smith and carried, Lee Osborne was appointed to serve another term on the Greenway Commission as a non-voting liaison member of the Roanoke Valley Area MPO. 8 Roanoke Valley Area METROPOLITAN PLANNING ORGANIZATION Staffed by the REGIONAL commission roanokempo.org 313 Luck Avenue, SW Roanoke, Virginia P: F: STAFF REPORT SUBJ: Clarification of Action from the May 22, 2014 MPO Meeting After reviewing the recording of the May 22, 2014 MPO Policy Board meeting, staff has determined that the motion concerning appointing Lee Osborne to serve as the MPO s representation to Roanoke Valley Greenway Commission may need further clarification. The wording of the May motion was a mixture of two separate issues --- (1) the possible designation of the Roanoke Valley-Alleghany Regional Commission to serve as a non-voting liaison member on the MPO Policy Board after July 1, 2014, and (2) the appointment of Lee Osborne to serve as the MPO s representative on the Roanoke Valley Greenway Commission for another term. In order to address any doubts that may result, staff is asking the MPO Policy Board to consider the two items as outlined below at the June 26, 2014 MPO Policy Board meeting. A motion designating the Roanoke Valley-Alleghany Regional Commission to serve as a non-voting liaison member on the Roanoke Valley Area MPO Policy Board, effective July 1, (The Regional Commission, at its meeting immediately following the MPO Policy Board meeting, will take action to appoint a Commissioner to serve as its representative on the MPO Policy Board. Lee Osborne currently serves in this capacity.) A motion to appoint Lee Osborne to serve as the MPO s representative on the Roanoke Valley Greenway Commission for a three-year term (July 1, 2014 June 30, 2017). 9 STAFF REPORT SUBJ: Final FY Transportation Improvement Program The Transportation Improvement Program (TIP) is a list of all transportation projects receiving federal funds in the Roanoke Valley Area MPO region for federal fiscal years 2015, 2016, 2017 and The TIP represents the transportation priorities for implementing the region s Constrained Long-Range Transportation Plan In keeping with the Public Participation Policy the MPO Policy Board, at its June 26, 2014 meeting, will hold a public hearing prior to final approval of the TIP. The Public Hearing concludes a 45-day public comment period. Staff will brief and summarize the MPO Policy Board on all public comments received prior to and outside of the Public Hearing. Accompanying the TIP document is a Supporting Resolution and Statement of Certification (see attached). Staff Recommendations: (1) Approval of the Final FY Transportation Improvement Program, subject to additional changes based on public input received at the TIP Public Hearing; (2) Adoption of the Supporting Resolution; and (3) Approval of the Statement of Certification Roanoke Urbanized Area. 10 The 26 th day of June, 2014 RESOLUTION Approving the Final Transportation Improvement Program for Federal Fiscal Years 2015, 2016, 2017 and 2018 for the Roanoke Urban Area WHEREAS, it is the position of the Roanoke Valley Area Metropolitan Planning Organization that projects proposed for improving transportation in the Roanoke urban area should be examined closely; and WHEREAS, the Transportation Improvement Program has been prepared to initiate review by the Roanoke Valley Area Metropolitan Planning Organization of proposed transportation improvements for federal fiscal years 2015, 2016, 2017 and 2018; and WHEREAS, inclusion of transportation projects in the Transportation Improvement Program is a condition of federal participation in the funding of that project; and WHEREAS, the Transportation Improvement Program is required to be submitted to the Virginia Department of Transportation for inclusion in the State Transportation Improvement Program; and WHEREAS, the Transportation Technical Committee has reviewed this document and has recommended that the Roanoke Valley Area Metropolitan Planning Organization forward the Transportation Improvement Program to the Virginia Department of Transportation for inclusion in the State Transportation Improvement Program; THEREFORE BE IT RESOLVED that the Roanoke Valley Area Metropolitan Planning Organization Policy Board does hereby approve the Transportation Improvement Program, as presented. 11 STATEMENT OF CERTIFICATION ROANOKE URBANIZED AREA The Roanoke Valley Area Metropolitan Planning Organization (MPO) and the Virginia Department of Transportation (VDOT) hereby certify and attest that the transportation planning process conducted within the Roanoke urbanized area is addressing the major issues in the metropolitan planning area and is being conducted in accordance with all applicable requirements of: (1) 23 U.S.C. 134 and 135, 49 U.S.C. 5303, 5304, and 23 CFR part (a); (2) Title VI of the Civil Rights Act of 1964, as amended (42 U.S.C. 2000d 1) & 49 CFR part 21; (3) 49 U.S.C. 5332, prohibiting discrimination on the basis of race, color, creed, national origin, sex, or age in employment or business opportunity; (4) Section 1101(b) of the SAFETEA LU (Pub.
