1 Corporation of the City of Kingston Heritage Properties Working Group Briefing Notes Members Present: Regrets Don Taylor Ed Grenda Helen Finley Bob Cardwell Councillor Schell Ryan Leary (staff) Sherman Hill Date January 23, 2018 Time Location Contact 1:00pm 3:30pm Loyalist Room, City Hall, 216 Ontario Street, Kingston Ryan Leary, Senior Planner, Heritage Notes: Listing Report Limestone Boundary Wall - Ryan presented a draft listing report for a limestone boundary wall to the rear of a number of properties facing Queen, Wellington and Barrack Streets. - The Working Group provided edits and minor suggestions to the wording of the draft report. Ryan to incorporate comments into final report. Listing Report Memorial Centre property - Ryan presented a draft listing report for the Memorial Centre property at 303 York Street. - Ed suggested adding further reference to the history and significance of hockey to this property and the community. - Bob questioned the date of purchase of the property in relation to when the Crystal Palace was relocated to the site. He will report back to the Group. 321

Kingston Penitentiary designation - Ryan provided the list of Heritage Attributes from the draft designating by-law and displayed a series of pictures of each feature. - The Working Group reviewed the Main Cell Block, Dining Hall/Chapel, Hospital and the Keeper s Hall buildings in the Heritage Attributes list and suggested a number of changes. - Don suggested a separate meeting be called to discuss the interior attributes of the Main Cell Block building. His concern was that they were simply screwed in to the wall of the alleyway and could be targeted for theft. Ryan to contact Braebury Homes to inform them of this concern. - Helen noted to new paint colour at the former K-Kups business on Brock Street and inquired whether a permit had been granted. To which Ryan noted that one had not. Ryan to contact the owners. 323
4 Kingston Penitentiary designation - Ryan provided the list of Heritage Attributes from the draft designating by-law and displayed a series of pictures of each feature. - Bob noted that the structural steel brackets listed as attributes in the Dining Hall building were more accurately referred to as struts. He further noted that the round openings in the Main Cell Block building should be referred to as oculi. Ryan to make the necessary changes to the list of attributes. - The Working Group reviewed the South and East Workshops in the Heritage Attributes list and suggested a number of changes. - Ed asked when the skylight was added to the centre rotunda of the South Workshop. Ryan to contact Dave St. Onge in this regard. - Helen asked about the history and artist for the mural on the walls of the gym in the East Workshop. Ryan to contact Dave St. Onge regarding this matter. - Bob questioned whether the term pavilion was correct to describe the projecting portions of the East Workshop. He will research and report back. - Don suggested a joint/separate meeting with the Cultural Heritage Working Group would be useful with respect to describing and discussing options to conserve the intangible heritage aspects of the property. Bob further noted that the alternating smooth and dressed stones on the pillars at the original north wall of the South Workshop should be referred to as banded instead of ribbed. He further noted that the stringcourse running horizontally across the walls of the East and West Workshops should be referred to as sill level stringcourses. Ryan to make the necessary changes to the list of attributes. - The Working Group reviewed the West Workshop and Women s Prison buildings and property in general in the Heritage Attributes list and suggested a number of changes. 325
6 - Ed asked for further information regarding small openings below the windows on the west wall of the West Workshop building. Ryan to contact Dave St.Onge in this regard. - The Working Group suggested that the limestone former Masonry Shed (c.1919) and Works Office (c.1931) buildings be noted as heritage attributes in the designating by-law for their historical associative value. She noted that further pictures are required. Helen request that once pictures are compiled, a meeting with the City s Communication s officer and designer should be arranged. - Ryan noted that Ben Poirier, from the Heritage Resource Centre, has been asked to assist in this project. Kingston Penitentiary designation - Ryan provided the complete revised list of Heritage Attributes, amended by the Working Group, for final review. - The Working Group suggested a number of minor edits to the list. Ryan to make the changes and forward the completed list to Andre Scheinman who will begin work on amending the draft by-law. 327
8 771 Kingston Mills Road Burrows House - Bob asked about the future designation of the Burrows House. Ryan noted that it was listed on the Heritage Register but that was not flagged as a priority designation. - Bob noted that he is working with a local group to prepare an application to the Historic Sites and Monuments Board to have the building declared a National Historic Site. - Bob noted that local historian, Bruce Gordon, has prepared a book on Thomas Burrows life. Wolf Island Ferry Terminal building - Helen noted the heritage value of the building, designed by Inglis and Downey, which is proposed to be demolished as part of the terminal improvement plans. She noted that she and Shirley Bailey, President of the Frontenac Heritage Foundation, have an appointment to speak to local MPP Sophie Kiwala regarding this matter. Accessory Structures - Ed asked about the progress on protecting the Kingston Penitentiary fence posts and monuments. Ryan noted that listing these features is likely the best way to give them heritage protection. Ryan added that Ed s report on these structures has been used to aid in their protection from nearby development. - Helen added that the hitching posts on King Street should also be listed. - Bob added that the stone boundary markers on James Street in Barriefield should also be returned to their proper location.
