1 This report contains the results of the DVC commute travel survey, conducted during the weeks of April 0 through May 8, 207. The survey was sent out electronically via econnect, the system the college students use to reach students, faculty, and staff. The student enrollment is roughly 27,000 and there are 2,8 faculty/staff members. The survey was in English only and online only. A prize drawing of ten $5 Peet s Coffee & Tea Gift cards were conducted for returned surveys. The information collected can be used to understand how students, faculty and staff get to the campus and why they choose specific modes. The results are useful for planning and focusing efforts on strategies to encourage the use of sustainable travel modes, such as carpooling, EV and charging needs, transit, and bicycling. A total of 57 surveys were completed for a response rate of 2%. Of the survey responses, 0 were students and 67 were faculty/staff. Students, Faculty, and Staff The survey found that 80% of faculty and staff drive alone while 55% of students drive alone. Among the 20% of faculty and staff who do not drive alone they report that they do so most commonly for environmental reasons, as opposed to students who don t drive alone out of necessity. Compared to faculty and staff, students are 8 times more likely to walk, 6 times more likely to use a scooter/motorcycle, times more likely to use the bus and times more likely to carpool. Based on the survey, all respondents are more apt to carpool if there were incentives, assistance finding someone to carpool with, and a guaranteed ride home. Ridesharing The ride sourcing app, Lyft, reported 800 pickups and,000 dropoffs at DVC s Pleasant Hill campus from January to April 207. Of those,800 trips, 5% were Lyft Line trips generated via the carpool portal of the Lyft app. This percentage is likely to grow as less expensive versions of ridesharing like Lyft Line and Uber Pool become more available. Uber would not provide similar information. Carpooling Of the people that drive alone to campus, 2% say they do so because they have no one to carpool with. 2 driver were reported as things that would encourage people who drive alone to consider carpooling. On average, survey respondents reported being willing to pay $.6 to ride as a passenger in a carpool. Electric Vehicles 7.5% of respondents had electric or plugin hybrid vehicles. 6% of these people currently charge their vehicle on campus. 72% said they would charge their vehicles more often if more chargers were available. % of electric vehicle users said they would be willing to pay a nominal fee for use of Level 2 charging stations. Bicycling 5% of respondents indicated that they biked to campus one or more times per week and less than % of respondents indicated that they biked or more days per week. Both students and faculty/staff had approximately the same number of people who biked to campus. When asked about what is needed to encourage drivers to use an alternative form of transportation, respondents asked for Shower Facilities on Campus (9.7%), Better Bike Routes to Campus (9.0%), Secure Bike Lockers (7.8%), Secure Bike Racks (7.6%) and Bike repair options on campus (5.%). Transit Students use transit more often than faculty/staff. Buses were used by % of students at least one day a week vs 5% of faculty/staff. BART was used by 8% of students at least one day a week while only % of faculty/staff used BART. Among fulltime students, 6% used a bus three or more days per week and % used BART three or more days per week, while only 2% of fulltime faculty/staff used either bus or BART three or more days per week. Drivers indicated that Better/more frequent Bus Transit (26.%) and Subsidized Transit (9.6%) would encourage them to switch to using transit. Students were more interested in subsidized transit with 20.9% of students requesting this versus 6.7% of faculty/staff. Because the total number of respondents using transit was so low, further study may be needed to better assess transit usage among DVC commuters. Opportunities 5 Contra Costa already provides both a onetime monetary incentive for ridesharing as well as a guaranteed ride home program. Students, faculty, staff can sign up to receive these incentives at no cost at Greater awareness among faculty and staff of the incentives and guaranteed ride home program should be the first priority. This could be accomplished through the DVC website and digital campaigns (any and all communications portals used by DVC). This effort could result in a fewer number of singleoccupant vehicles arriving and parking on campus, without requiring financial contributions by the Contra Costa Community College District. Future surveys should query awareness of these campaigns and ways to improve their visibility and uptake of ride sharing programs. Incentive programs such as 5 Contra Costa s Scoop pilot are likely to be very relevant to encouraging carpooling among DVC students, faculty and staff as they provide payment to drivers and it addresses the issue of finding someone to share the ride with. In addition, the best DVC Travel Survey Executive Summary May 207 2

3 parking spaces at DVC could be made available to carpools to further encourage ridesharing to the campus, as well as reduced parking rates for carpoolers together with increased parking fees for singleoccupancy vehicles. Additionally, 5 Contra Costa is working with the local transit operator and ride sourcing companies to develop a ridesharing program. One element of the program would be a last mile solution between BART and DVC. Another element of the program could consider arrangement with the ride sourcing companies to offer subsidized rides, whereby the user pays a flat rate and the school and 5 Contra Costa covers the balance through an agreement. Such a scheme is currently being tested in communities with low transit propensity. 5 Contra Costa s ability to develop and launch such a program will require commitment on the part of the senior leadership at Diablo Valley College. Another possible arrangement to reduce singleoccupancy vehicles while boosting the low transit use is to provide a shuttle service operated or managed by the College that connects to the nearest BART station. With frequent service scheduled to meet trains, this can be an alternative and convenient mode of travel. Furthermore, carsharing schemes should also be investigated. Greater awareness of the fact that showers and lockers are available in the gym is needed to help encourage cycling to campus. In addition, better promotion of the various campus bicycle rack locations is needed. An environmental studies student, Sara Nilsson walked the campus and created a simple bicycle parking map in 207 for the Sustainability Committee review. Perhaps work can be done to formalize the map and place it prominently on the DVC website and social media channels. Moreover, highlypublicized Bike to School or Bike to Work days or weeks, can act as special events aimed at highlighting the benefits of active transportation and minimizing barriers to uptake. These events can also grow sustainable mode choices, while also involving the larger community. Overall, the convenience and thus the prevalence of driving to campus reveals the difficulty of growing the use of alternative and more sustainable modes. Our findings suggest that while a willingness exists to try alternative modes, increased awareness of available modes and their benefits is needed, likely through marketing and promotional campaigns.
