Bouck 630 North Cedar Street Jason Ferguson Undersheriff Mason, Mi Chief Deputy (517) Sam Davis FAX (517) Major TO: FROM: Delhi Township Board of Trustee s Lieutenant Dennis Hull DATE: May 12, 2017 RE: April 2017 Monthly Report HIGHLIGHTED CASES AND INCIDENTS: 4/1/17 Delhi units responded to an address in the 2600 block of Frank St for a husband and wife physically fighting. Upon arrival it was determined that both of them had been taking turns assaulting each other. Both were arrested and charged with domestic assault and lodged at the Ingham County Jail. 4/2/17 Delhi units responded to an apartment complex 2342 N. Aurelius for a female subject who was making threats toward several of her neighbors. We are very familiar with this female so when we tried to make contact with her she would not let us into her apartment. After several minutes of negotiating with her through the door she began to make statements that she was going to hurt herself. Her door was unlocked so we made entrance into her apartment to keep her from harming herself. She was then taken into protective custody and transported to CMH where she was admitted for mental health issues. 4/10/17 Deputy VanElls received information that a female victim was being held against her will at a hotel in the area of Cedar/Aurelius. She was also able to determine the name of the female victim and the male suspect who was holding her against her will. However we were unable to determine what room she was in. After several hours of surveillance a female subject came out of a room that

2 Page 2 of 4 appeared to match the description of our victim. We immediately made contact with her and we did identify her as our victim and took her into protective custody. During our interview with her we able to determine that we had enough information to get a search warrant for the room and arrest the male subject. Once we obtained the search warrant the male subject had already left the room. After a lengthy week long investigation we were able to get a warrant for the subject s arrest. The subject, 46 year old Alphonso Russell was arrested and lodged at the Ingham County Jail on charges of Criminal Sexual Conduct 1 st degree and kidnapping. He is currently lodged at ICJ awaiting future court dates. 4/16/17 Deputy Daza was contacted by the Meridian Township Police Department to check a residence in Delhi Manor. They had 3 subjects in custody for breaking into cars in their township and they were driving a car that registered to a subject in Delhi Manor. Deputy Daza made contact with the registered owner and asked him who had his vehicle and he said it was in the driveway. The owner looked out in the driveway quickly realized that his car had been stolen. Deputy Daza then took a stolen vehicle report from him. One of the subjects that MTPD had in custody admitted to stealing the car so he was lodged at Ingham County Jail and charged with UDAA (vehicle theft). 4/10/17 thru 4/16/17 Delhi units took several reports of Larceny for Auto complaints during this time period in several different neighborhoods throughout the township. The unknown subjects were going thru unlocked vehicles and taken small items. We continue to remind the public to pay close attention to their surroundings, lock their houses and cars, and if you see something suspicious call us right away. 4/23/17 Delhi night shift units assisted Lansing Police Department with arresting a subject who was wanted out of their department for Felonious Assault and kidnapping. It was report that the subject intentionally rammed his car into another car to keep it from getting away and jump out and took a child out of the car. LPD was able to ping his phone and the phone came back to an address in the 2500 block of Lanier St. Delhi Units along with Deputy Matusko and K9 Titan responded to the house. The owner of the house let us into the house to look for the suspect however the suspect would not show himself. Deputy Matusko gave the command the he would turning his K9 partner loose if he did not show himself and then Titan started to bark. Within seconds of the dog barking the suspect came out of hiding and complied with further orders and was taken into custody without further incident. He was turned over to LPD. 4/16/17 Deputies Ward and Simison responded to the Kroger parking for a stolen vehicle report. The registered owner stated that he went into Kroger and when he came out of the store his car was gone. He said that he was current will all payments and had his car keys in hand. On 4/27/17 LPD was dispatched to 1815 Potomic Circle in the city of Lansing on a suspicious vehicle complaint. This was same vehicle that was stolen out of the

3 Page 3 of 4 Kroger parking lot. Deputy Jackson was able to respond to their location to recover the vehicle. He canvassed the area and processed the vehicle for any evidence left behind. He was able to locate 3 finger prints that were sent to MSP crime lab for analysis and he was able to find video footage from a nearby Doctors Office that showed a male subject exiting the stolen vehicle. The male subject did not match the description or the vehicle owner. The vehicle was turned over to the owner and this case remains under investigation. STATISTICS: During the month of April, Deputies responded to 410 calls for service (written and blotter complaints). They made 102 arrests of which 37were self initiated, and 4 was for OWI. Deputies responded to 26 traffic crashes. Deputies made 292 traffic stops and issued 99 citations. Deputies conducted 397 business/property checks, 40 school contacts, and spent hours in Community Policing. Deputies participated in 52.1 hours of training. Policing hours: 15.2 Complaints taken: 19 Training hours: 8.5 Traffic stops: 14 Citations issued: 5 Arrests: 2 Contacts (school): 1 Contacts (business): 16 COMMUNITY POLICING ACTIVITY: During the month of April I changed my schedule to assist Delhi Patrol Dayshift because there was an officer off on FMLA. Along with my normal community policing activities, I assisted by taking complaints and patrolling Delhi Township. I assisted Rob Dale with maintaining the Ingham County Sheriff s Office // Delhi Division Facebook webpage. I attended weekly meetings at 55 th District Court for Sobriety Court. Each week we would review who was in compliance and who was violating their probation. I made contact with Kerrie and Angie in the management office at Stonegate. I spoke with them about lot #197. There were multiple complaints at lot #197 where the residence kept getting broke into while the owner was at work. It is suspected

6 Page 2 of 4 that it is the resident s son kept breaking into the residence. The locks on the doors were changed and management was asked to call if they see the resident s son at the residence. I made contact with Pam Spaulding at Old Orchard Apartments. Pam advised that since the residents in apartment #37 were evicted she has not been receiving any complaints from any of the other residents. I am part of the Behavioral Assessment Unit in Delhi Township. The person that I am assigned is a 19 year old male that resides in Huntley Villa Townhomes with his mother. On I went to the apartment to introduce myself and I was met by the mother. The mother stated that her son was currently hospitalized and she did not know why I was at her residence. The mother became very upset that I was at her residence. On I received a complaint from the counselor at the Holt High School. The counselor stated that she was concerned about a student making statements that he wanted to harm himself in the near future. The person the counselor was referring to is my BAU assigned subject. I went to the residence with Sgt. Daenzer and we made contact with the male and his mother. The mother stated that her son just came home from a mental hospital and while her son was at the mental hospital he was put on a medication that she did not want him taking. As soon as the son returned home, his mother took him off from the medication that he was currently on. The son stated that he was not planning on harming himself. On there was a special assignment in Delhi Township. The entire staff at the Delhi Office worked on this day. In the morning we started off with conducting school bus traffic violations. I rode on the bus and if I witnessed any school bus traffic violations, I would call out the vehicle description for a traffic stop. I did not witness any violations in my area. After Cops on the Bus, I was assigned to patrol a sector of Delhi Township looking for any parking ordinance violations. Later in afternoon there was a distracted driving sting. We were looking for anyone who was texting on their cell phone while operating a vehicle. OTHER MATTERS During the month of April I responded to 19 calls for service. Some of these calls included vehicle accidents, suspicious situation, domestic assault, civil disputes, retail fraud, and assist other agency. On I responded to the Village Inn for an intoxicated male subject lying on the ground in the parking lot. Contact was made on scene and the intoxicated male was transported by Delhi Fire to Sparrow Hospital. The intoxicated male was acting belligerent so he was issued a citation for disorderly conduct. On I responded to 1375 Cedar St for a trouble with subject complaint. Contact was made with all parties involved. Two males were having a verbal

7 Page 3 of 4 argument over property. Both parties were separated and they were provided information on how to contact civil court. On I responded to the area of Huntley Villa Townhomes for a 911 hang up. The male caller stated that there was a female with a knife and then the line disconnected. The cell tower pinged to the area of 1594 Aurelius Rd. Multiple Deputies arrived on scene and we walked the entire Huntley Villa Complex. Everything in the complex appeared to be okay. No additional reports were made in this area. On I responded to 7-Eleven for a retail fraud that had just occurred. I made scene in approximately 1 minute and made contact with a juvenile male that taken beef sticks. The property was returned to the business. The juvenile s father came to the business and the juvenile was turned over. The juvenile was issued a no trespass letter. On I took a late larceny complaint on Selma St. A female reported that her disabled vehicle was parked in her driveway and someone took a Kenwood TV stereo system and a Viper Security Bar. No suspects were located. On I took a report of a trouble with subject on Nancy Street. It was reported that a juvenile male was suicidal and he was holding a butcher knife to his chest. Contact was made at the residence and the juvenile was no longer holding the knife. I transported the juvenile to his case worker for CMH at Families Forward. On I was dispatched to Hope Middle School to check a possible intoxicated male in the parking lot. Prior to arrival it was reported that the suspicious vehicle left Hope Middle School and the vehicle collided with three mailboxes on Greenwood Ave. The vehicle continued down the roadway and did not stop. Approximately 1 hour after this complaint I was contacted by DeWitt Township Police Department about the suspect vehicle. I was advised that they had the driver in custody and there was damage to the vehicle. I will be seeking charges against the driver for hit and run. On I took a harassment complaint at Hungry Howie s. A male subject continually called the business asking for Kevin. Kevin is one of the owners of Hungry Howie s. I was advised that on someone created a fake craigslist ad and people from across the state were showing up at the business s grand opening for its new location. On I responded to Bond Ave for a medical complaint. A 9 year old female reported that she could not wake up her babysitter. Sgt Matthew Flint and I arrived on scene. The female was not breathing and she did not have a pulse. We immediately began CPR. Medics from Delhi Fire arrived on scene and started advance cardiac care. The female was transported to the hospital. Family

8 Page 4 of 4 members were contacted via the phone as I was on scene. The daughter of the female called and reported that her mother was alive and that she suffered a massive heart attack. On I responded to the apartments at 1970 Aurelius Rd for an assault complaint. The female that called the police reported that her roommate was standing in her door so she bit him in the shoulder. The female was arrested for domestic assault. In the process of placing the female in handcuffs, the female attempted to bite Deputy Kay VanElls. The female was lodged at the Ingham County Jail. On I took a late larceny complaint at the Crystal Bar. Two females reported that they had their wallets taken from inside their purses while they were at the bar. One wallet was located inside of the dumpster outside of the bar. The entire incident was caught on camera. Since the incident I have made contact with the suspect and the rest of the stolen property has been returned. I will be seeking charges against the suspect for larceny from a building. Matt Hutting #5312 DATE: May 12, 2017 RE: April 2017 Monthly STATS: Complaints: 07 School Checks: 42 Community Policing Hours: 45.8 Training Hours: 1.5 SCHOOL EVENTS: On April 12 th a Lockdown drill was performed at Wilcox Elementary School. The drill went very well. No major problems arose. On April 18 th I scheduled Cops On the Bus for the Delhi shift. We had 2 Deputies ride on busses while the other Deputies were the chase cars. On April 25 th a Lockdown drill was performed at Midway Elementary. A few problems arose regarding the infants and toddlers. Discussions on how to handle the situation were very productive. COMMUNITY POLICING HIGHLIGHTS: On April 13th I participated in the Coffee with the Superintendent at Mike s Restaurant. On April 11 th I met with a student who requested to meet me regarding larcenies. The student had numerous questions about the process and what to expect from Law Enforcement if a situation occurs.

10 Page 2 of 3 On April 13 th I met with a student at Dimondale Elementary that I have been working with to address anger and larceny issues. Through discussions with the student and the teacher we discovered the student is doing well and progressing nicely. On April 18 th I assisted in organizing an area wide training for Honor Guard Units at HHS. Honor Guard units from across the area came to HHS and worked on such things as: casket watch, flag folding, casket movement, color guard, and rifle detail. Approximately 90 Honor Guard members showed up to participate. On April 23 rd I participated in presenting the National Colors at the Susan G. Komen race with the ICSO Honor Guard. On April 25 th I met with Mr. WILLARD and Ms. SWEITZER at HHS to get a jump start on prepping for the 2017 Homecoming Events. On April 26 th I met with a student at Hope M.S. regarding complaints the school was receiving from parents at Elliott Elementary. I was informed the student was being extremely rude and making inappropriate comments to parents that were picking up there kids. The discussion proved beneficial in addressing the issue and also discovering possible future issues with the student. On April 27 th I participated in the Dep. Grant Whitaker flag raising event at ICSO. The flag was raised with the ICSO Honor Guard. On April 28 th I made contact with a student at HHS regarding his attendance. The student and I came up with an agreement that would require him to have perfect attendance for the remaining 6 weeks of school. COMPLAINTS: During the month of April I responded to twenty two (22) total calls for service. This includes calls for assistance as well as blotters and written complaints. It should be noted that the first full week of April was Spring break. I was off on vacation during that time. Selected Complaints include: On April 10 th I responded to HHS North Campus regarding a student passing out. I assisted Delhi Fire in getting the student out of the school and into their vehicle. The student was subsequently transported to the hospital for treatment. On April 11 th I responded to HJHS regarding an assault. Investigation determined a student assaulted another student which resulted in an altercation between the two of them. On April 17 th I responded to HJHS regarding a late Criminal Sexual Conduct complaint. There was no immediate danger for the alleged victim. On April 21 st I responded to HJHS regarding a late Harassment complaint. Investigation determined a 21 year old male had contacted a 13 year old student via social media. Investigation determined no criminal action occurred. Information was forwarded to the Michigan State Police Sex Crimes Unit.

11 Page 3 of 3 On April 21 st I was informed of an anonymous letter found at HHS that stated that it was overheard a freshman might have had a gun or a knife. Only a possible first name was known. HHS staff had already checked the lockers and bags of every student with a matching/rhyming first name. No weapons were found. It could not be determined when the letter was written. On April 25 th I responded to HHS North Campus regarding a suspicious situation. Investigation determined that a former student had received a threatening phone call from an ex. Both parties lived on campus at Central Michigan University. The ex made veiled threats to two (2) current students at HHS. The HHS students did not receive any direct threats from the individual. I contact CMU Police Department and forwarded them all of the information I was given. CMU made contact with the student to resolve the situation. On April 27 th I responded to HJHS regarding a possible Child Pornography issue. Investigation determined that a student sent an inappropriate photo to a second student who sent it to other students. The incident was able to be resolved in talking to the students and their parents. On April 28 th I responded to HJHS regarding a possible late Criminal Sexual Conduct complaint. The information was received and forwarded to the ICSO Detective Bureau TRAINING: On April 12 th I participated in update training for Less Lethal Force and Drug Forfeiture Procedure. These attempts centered on tax information and unemployment. The victim s information had been compromised at some level and the need for information security is paramount. I provided all parties with protection information from the Federal Trade Commission and encouraged all to flag their accounts with their financial institutions. On April 10 I was dispatched to a check welfare call at the Village Inn. I located the room from the owner of the Village Inn. When I approached the door I noticed it was slightly opened about two inches. I pushed the door open and heard water running from the bathroom sink. I saw a pillow on the bed covered with blood stains. A forty-eight year old white male exited the bathroom area and approached me. I secured the male and told the other occupant of the bathroom to come out. A white female in her late forties exited the bathroom with a black eye and a small cut under her eye. I interviewed both subjects and arrested the male for Domestic Assault. I lodged the male in the Ingham County Jail with no bond until arraignment by the 55 th

Harless Undersheriff Mason, MI Chief Deputy (517) Sam Davis FAX (517) Major District Court. The woman refused medical treatment and went to her sister s house in the City of Lansing. Later on April 10 th I assisted in a human trafficking complaint regarding a white female currently at the Village Inn. This incident was turned over to the detective bureau for further investigation and interviews. April 11 th I was contacted by Charlie s Bar just before 11 am regarding a black male who was panhandling behind and around Charlie s Bar. I located the male and educated him on the Delhi Township ordinances and told him he was not wanted on the property. I found the subject was released from the Ingham County Jail the day prior. The subject declined my offer to transport him to the City Rescue Mission. The male left the property and proceeded northbound on Cedar St. to Lansing. That afternoon I witnessed a vehicle proceed through a steady yellow signal at Aurelius Rd. and Cedar St. I initiated a traffic stop and found the driver was not licensed, the vehicle was not registered and she had no insurance on the vehicle. I placed the vehicle in impound and it was towed from the scene by Shroyer Towing. April 12 th I assisted another Delhi deputy with a domestic assault incident on Main St. The subject had left the scene. The suspect female who assaulted her mother has a mental health history and is currently treated by Community Mental Health. The suspect was located at the Delhi Library and voluntarily transported to Community Mental Health Crisis Services for evaluation. April 13 th I responded to the 7-11 at 1997 Aurelius Rd. for a shoplifting call with another Delhi deputy. The suspect had attempted to steal merchandise and was spotted and confronted by one of the owners of The report was taken by the other deputy and the suspect was interviewed and released to his father at the scene. On April 19 th I received a shoplifting report from Kroger Loss Prevention. A white male had pushed a cart out of the Kroger store after placing several packages of meat and two cases of

Harless Undersheriff Mason, MI Chief Deputy (517) Sam Davis FAX (517) Major beer into the cart. I received information the identification of the suspect and have started an investigation. The suspect has been active at numerous area businesses between South Lansing and Delhi Township. Upon completion of the investigation, I will be seeking felony Retail Fraud charges due to the suspect s extensive criminal history. I was dispatched to a Domestic Assault complaint at Huntley Villa Apartments on 4/20/17. I interviewed the complainant, who had no injuries. I located the male party at the Delhi Library. The male party had injuries to his face and neck. The male party refused medical treatment. I interviewed both parties and have forwarded the incident to the Ingham County Prosecuting Attorney s Office for the charge of Domestic Assault against the female party. On April 21 st I was dispatched to an unresponsive white female on Limerick Circle. I responded to the scene and the woman was pronounced deceased. I secured the scene until the Medical Examiner Investigator was able to complete her investigation. The death was ruled natural and the next of kin had been notified. Later on April 21 st I was dispatched to 1250 N Cedar St. at the Michigan Recovery lot for an unwanted subject. I made contact with a white male to state Michigan Recovery had recovered his vehicle and he took care of the payments that he was behind in. The male stated Michigan Recovery had towed his vehicle again, after the matter was settled. The male stated he came all the way to this location to pick up his vehicle but it was not there like he was told. The male stated he was extremely angry because his vehicle has been towed all the way to Saginaw where he has to recover it now. The male vented his frustration and left the property as requested. On April 24 th I assisted Delhi Fire Department with a house fire at 4008 Canyon Cove. I responded to the scene and was advised by Sgt. Flint that the residence was clear. I went to the house to the west and made contact with the homeowner to evacuate while the fire department cleared the residence. The incident was cleared with no injuries. On April 26 th I checked some Kroger shopping carts behind Baryamas Cleaners. A male from the apartments above Rocky s Roadhouse called down to me and told me he wanted to report some property that wasn t his. I opened the door to the stairwell behind Rocky s and found

The tools totaled $450 and the tools were all stolen from Lowe s on Cedar St. in Lansing. I recovered all the tools and interviewed the witnesses in the area. I contacted LPD and returned the tools to Lowe s. The suspect is the same suspect in the previous Kroger meat/beer push out. Upon my return to Delhi Township I saw the suspect walking in front of Red Wing Shoes. I stopped the subject and conducted an interview. This interview will be used in the warrant submission to the prosecuting attorney s office. On April 27 th I received a destruction of property call at Shroyer Towing. The damage reported was to the working vehicles of the towing company. I photographed the damage on scene and made contact with adjacent businesses in an attempt to recover video. There was no video of the incident. Also on April 27 th I received a walk in complaint of firearm larceny. The reporting party stated he had left his.22 caliber rifle in a pole barn of his brothers. The rifle was not in a secured area inside the pole barn and the pole barn was not secured. The reporting party advised me of a suspect that was working in the pole barn during the disappearance. I located the suspect currently in the Ingham County Jail. I interviewed the suspect who denied knowing anything about the rifle. I entered the rifle into LEIN as stolen.
