Issue No. 24 April 2016 Engineer s Message was a busy year for the s Office and the Richland County Highway Department. We no sooner finished battling the weather with plowing snow and ice control then we were replacing or repairing bridges or performing major patching, seal coating, resurfacing or base stabilization of the highways. Finances continue to be of concern to the County Engineer s Office. Revenues have remained flat for several years now while expenses continue to increase. Salt, asphalt, etc., have doubled in cost since We continue to try to do more with less, such as purchasing used equipment, reducing staff levels through attrition and applying for grant money when available. Finally, we are trying to accomplish as much as possible with the money that is available, but our employees are our most important asset. Without their knowledge, experience and hard work, we would not be able to accomplish all of the important work carried out throughout the year. To them we say thank you for a job well done. 2 Page 2 The Benchmark Work Zone Safety In 2015, the County Engineer purchased a portable traffic signal system for use by the Highway Department while performing road maintenance work. This purchase was made possible due to a 75 percent grant from the Ohio Bureau of Workers Compensation. This equipment has already proven to be an important tool for work zone safety. Whether we are using the portable traffic signal or other means of controlling traffic in a work zone, we ask motorists to please slow down when they pass by our work crews on the highway. There are a number of work zone accidents on highways in the State of Ohio each year and most could be prevented with the motorists using caution and slowing down in work zones Revenues & Expenditures Motor Vehicle License 2,625, Payroll 2,203, Gasoline Tax 2,356, Fringe Benefits 866, Additional License Tax 941, Fuel & Utilities 234, Ohio Dept. of Transportation Funds Ohio Public Works Commission Funds 633, , Road & Bridge Materials (includes salt & pipe) Other 891, , Refunds & Reimbursements Misc. Revenue, Amish Road Funds, Interest, etc. 117, , Capital Improvements, Equipment, etc. 3,363, Carryover from ,731, Total Expenditures 7,853, Total Available Revenue 9,098, Projected Carryover to ,244, Rome-Greenwich Road Bridge Accident & Repair During this past summer, a motorist hit the west side of the Rome-Greenwich Road bridge causing considerable damage to this bridge. The County Bridge Crew made the repairs to the bridge at a cost of 21, As with all property damages on a county highway, the County pursued reimbursement for the damages and received payment from the motorist s insurance company.

Several roads in this section of the county are in fair to poor condition due to the heavy traffic to the Rumpke Landfill on Noble Road. Crum Road had to be closed to traffic in the Spring of 2015 due to pavement failure. During the Fall, over 3,500 tons of stone were brought to the site and mixed with the existing gravel base in order to strengthen and stabilize the road. The road is now passable, but may weaken in the future if heavy trucks continue to use this road. This office has proposed to Richland County Solid Waste Authority that money be provided for road repairs in the vicinity of Rumpke Landfill. BRIDGE MAINTENANCE Since Mr. Beck took office in 1989, 213 bridges have been replaced or undergone major rehabilitations resulting in a like-new bridge. That s the good news. The bad news is that there are another 68 bridges that need the same treatment during the next few years. The reason more bridges have not been replaced is because there is insufficient funding available to do this work. Consequently, approximately 79 of Richland County s bridges are still considered inadequate, either because of their poor rating or due to their narrow width. Each of our 360 bridges is inspected annually (critical bridges more often) with results of the 2015 inspections below. At the current rate, it would take nearly 15 years to replace the inadequate bridges. It is the policy of the Highway Department to replace a damaged or destroyed mailbox with a standard steel sheet metal mailbox mounted on a steel pipe or wood post installed to U.S. Postal Service standards. No brick or concrete mailbox will be installed or permitted. These installations could become a roadside hazard for the motoring public.
5 Issue No. 24 Page 5 New Wastewater Treatment Plant The Richland County Highway Department on North Main Street in Mansfield washes all of their trucks and equipment regularly. The discharge water contains contaminants that the trucks and equipment have picked up from the highways, especially during the winter. This wash water must be treated prior to discharge to the sanitary sewers. The existing wastewater treatment plant at the Highway Garage was replaced in 2015 with a completely new system using stainless steel tanks and computer operated controls. The cost of this new system was slightly over 100,000. The quality and reliability of the new system is much improved over the outdated and unreliable old wastewater treatment system. This was an expensive, but necessary, cost for our extensive operations. The new Wastewater Treatment Plant at the Mansfield Garage. Brine Application for Snow & Ice Control In the past, the Highway Department has used salt for snow and ice control on roads during the winter. However, since 2013, salt prices have increased from 38 to almost 63 per ton. In order to save money, we have been mixing salt with water to make a brine solution. We then either apply the brine directly to the highway or apply the brine to grits or small gravel and then apply this mixture to the highway. The County saved over 25,000 on salt in 2014 by making and applying brine to the highways. Above Brine Tank and Brine Delivery System At Left Brine System
6 The Benchmark Page 6 The Ohio Bridge Partnership The Ohio Department of Transportation is replacing or has replaced ten (10) bridges on county or township roads in Richland County. Bridges on Five Points East Road, two on Pleasant Valley Road, Bellville-Johnsville Road and Hay Road have been completed to date. Bridges on Kuhn Road, two on Millsboro, Shauck Road and Moffett Road/Union Street and Bromfield Road are yet to be started Thank you Ohio Department of Transportation for this much needed and important program.
