4 Opiio A4 Thursday, JANUARY 18, 2018 Moitorig the future BY DEB NARO Cotributor Moitorig the Future (MTF), coducted by researchers at the Istitute for Social Research at the Uiversity of Michiga at A Arbor sice 1975, is oe of three major surveys supported by the U.S. Departmet of Health ad Huma Services that provide data o substace use amog youth. The others are the Natioal Survey o Drug Use ad Health ad the Youth Risk Behavior Survey. The survey measures how tees report their drug, alcohol, ad cigarette use ad related attitudes i 12th graders atiowide. Eighth ad 10th graders were added to the survey i Overall, 43,703 studets from 360 public ad private schools participated i this year's MTF survey. The followig relates some of the survey data results. Vapig: Nearly oe i three studets i 12th grade (27.8 percet) report past year use of a vapig device i the year prior to the survey. Whe asked what they thought was i the mist they ihaled the last time they used, 51.8 percet of 12th graders said, just flavorig, 32.8 percet said icotie, ad 11.1 percet said marijuaa or hash oil. Amog 12th graders, more tha 1 i 10 say they use icotie, ad about 1 i 20 report usig marijuaa i the device durig the past moth. We are especially cocered because the survey shows that some of the tees usig these devices are firsttime icotie users, said Nora D. Volkow, M.D., director of NIDA. Recet research suggests that some of them could move o to regular cigarette smokig, so it is critical that we itervee with evidece-based efforts to prevet youth from usig these products. Opioids: While opioid overdose rates remai high amog adults, the survey shows that tees are misusig opioid pai medicatios less frequetly tha a decade ago. I overall pai medicatio misuse, past year misuse has dropped sigificatly amog 12th graders sice its survey peak i 2004 to 4.2 percet from 9.5 percet. Iterestigly, tees also thik these drugs are ot as easy to get as they used to be. Oly 35.8 percet of 12th graders said they were easily available i the 2017 survey, compared to more tha 54 percet i O the local level, CADY collaborates with Speare Memorial Hospital, Plymouth Police Departmet, ad Bristol Police Departmet to prevet prescriptio drug diversio with our TAKE IT TO THE BOX iitiative. This ivolves 24/7 aoymous disposal of uused, uwated, or expired prescriptio medicies i permaet medicie retur boxes at both police departmets. Thousads of pouds have bee collected locally ad statewide i these locked, secure boxes alog with Rx Take Back evets sposored by the DEA. Whe we prevet illicit access we prevet Rx drug misuse ad save lives. The declie i both the misuse ad perceived availability of opioid medicatios may reflect recet public health iitiatives to discourage opioid misuse to address this crisis, added Volkow. However, with each ew class of tees eterig the challegig years of middle ad high school, we must remai vigilat i our prevetio efforts targetig youg people, the adults who urture ad ifluece them, ad the health care providers who treat them. If we ca prevet youth substace abuse, we ca prevet addictio ad save may lives. Agai, the Bristol Select Board is advocatig throwig your tax moey at a perceived problem without doig their homework. By compariso, the Tow of Epsom is doig the same project, buildig a ew tow office, but they will oly be spedig $899,000 for a 4,500 square foot buildig to serve a commuity of 4,685 people, 1,600 more people tha Bristol. Did I metio that Epsom is situated o major routes North, South ad East West, you may be familiar with the Epsom Circle, a true "Hub." I'll bet they did't sped $95,000 for their plas either. Why are Bristol's taxpayers always beig raked over the coals? If you are a taxpayer i Bristol, you'd better pay attetio; the Select Board is proposig a icrease i the operatig budget of $471,000, plus aother $900,000 i warrat articles i additio to the ew Tow Office. If these items pass Tow Meetig, your tax bill will icrease by $3 per thousad. Wake up, taxpayers, before it's too late! Elea Worrall Food For All New Hampto To the Editor: Did you kow that corporatios ejoy more rights to decide what happes i your commuity tha you who live i your commuity eve more tha your local muicipal govermets? There are two mai reasos for this. 1) State ad federal govermet agecies issue operatig permits that legalize harmful corporate projects ad activities that would otherwise be illegal. 2) Corporatios routiely use their rights of persohood to prevet commuities from usig local lawmakig to stop these projects ad activities that are ot i the best iterest of the commuity. Corporate activities such as the Norther Pass trasmissio lie, fracked-gas pipelies ad ifrastructure, ad large groudwater withdrawals are just a few examples of harmful projects that are decided without the ivolvemet of local goverig authority. State ad federal agecies such as the state Site Evaluatio Committee (SEC) ad the Federal Eergy Resource Commissio (FERC) are appoited, ot elected, for the sole purpose of issuig operatig permits to idustry, eve if this meas usig preemptio to override health-protectig, safety-protectig, ad rights-protectig local laws. Preemptio dictates that higher govermet trumps lower govermet. Whe preemptio is used to force harmful activities upo local commuities, residets are deied their ualieable right to protect the health, safety, ad welfare of the people ad atural eviromets where they live. The NH Commuity Rights Amedmet would empower people ad their local govermets with the authority to eact local laws that are free from preemptio ad corporate claimed rights whe these local laws protect the rights of people, commuities ad atural eviromets to defed their health, safety, ad welfare. This amedmet would add Article 40. Right of Local Commuity Self-Govermet to the New Hampshire Costitutio s Bill of Rights.
