1 Frost Law Weight Restrictions DATE: March 04, 2013 SUBJECT: Seasonal Weight Restrictions Effective 6 AM Monday, March 11, 2013, the Genesee County Road Commission will place seasonal weight and speed restrictions on all county roads within Genesee County. These restrictions will remain in effect indefinitely. When spring weight restrictions are in effect on frost-restricted routes, axle loadings are reduced by 25 percent on rigid-based roads and 35 percent on flexible-based roads. Most restricted county roads reduce axle loading by 35 percent. Speed limits on frost restricted routes are reduced to 35 mph for every vehicle over 10,000 lbs. gross weight. No truck, tractor or tractor with trailer, or any combination of such vehicles with a gross weight, loaded or unloaded, in excess of 5,000 pounds shall exceed a speed of 50 miles per hour on highways or streets or 55 miles per hour on freeways. Speed shall be reduced to 35 miles per hour where reduced loadings are being enforced during the period of seasonal weight restrictions. Dodge Road is closed until further notice between the segments of this jog). For drivers eastbound on Dodge the detour is: turn left (north) on Vassar, right on Wilson, right on Irish and left back onto Dodge; for westbound drivers the detour is: turn left (south) on Vassar, right on Scott, right on Genesee and left back onto Dodge. (810) Ext. 232 Reconstruction and Widening of Fenton Road to Begin Wednesday The Genesee County Road Commission, Michigan Department of Transportation, Fenton Township and City of Fenton are pleased to announce the reconstruction of Fenton Road in the City of Fenton and Fenton Charter Township. Starting Wednesday, May 8 th at 7:00 a.m., Fenton Road between Bly Street and Butcher Road will be under construction. The entire project will be constructed in phases in order to minimize disruption to the local community. The first stage will start at Bly Street and end just north of Garnet Drive. This phase of construction will be built while maintaining one lane of traffic in each direction of travel. The anticipated completion date for this phase of construction is July 3, The remaining phases will be constructed after the July 4 th holiday and will require a detour of Fenton Road. Genesee County Road Commission will keep the public updated as new phases begin. The detour route, once posted, will be Thompson Road, Torrey Road and South Long Lake Road. Detouring will not be posted until after July 4th. The anticipated open to traffic date of the entire project is Friday, October 25, Motorists are advised to allow themselves additional time to reach their destinations. 12 FOR IMMEDIATE RELEASE May 2, 2013 Contact: Steve Katenhus, Michigan Department of Transportation MDOT Update Lane closures on I-75 in Flint, May 5th The Michigan Department of Transportation will be performing a routine bridge inspection on the CN Railroad bridge over I-75 in Flint on Sunday May 5 th. The CN railroad bridge is just south of the I-75/I-69 interchange. Lane closures will be necessary on I-75 in order to perform the work. Lane closure and expected times are as follows: Starting at 6:30 am on May 5th, the center and outside (right) lanes of southbound I-75 will be closed and one lane of traffic will be maintained in the median lane. Both ramps coming from I- 69 will remain open to traffic and will be allowed access the SB I-75 median lane. Lane closures will be in effect until approximately 8:30 am. Once inspection is completed, crews will move to northbound I-75. Starting approximately 9:30, the median (left) and center lanes of northbound I-75 will be closed and one lane of traffic will be maintained in the outside (right) lane. All ramps will remain open and traffic will be allowed access northbound I-75. Lane closures will be in effect till approximately 11:00 am. 14 FOR IMMEDIATE RELEASE May 6, 2013 Contact: Ken Johnson (810) Public Meeting/Open House/Input Session - Flushing Road Rehabilitation The Genesee County Road Commission has announced that a public meeting, open-house and input session for the rehabilitation of Flushing Road from Mill Road to Eldorado Street will be held on May 13, 2013 from 6:00 pm to 7:00 pm before the Flint Charter Township Board meeting at the Flint Charter Township Government Center, located at 1490 South Dye Road, Flint, Michigan. The purpose of the meeting is to share information and get public input regarding the proposed resurfacing of Flushing Road from a 4 lane to a 3 lane roadway. The agenda will be an informal "Open House" with proposed maps, plans, costs and study reports available for public review. Comments from the public will be recorded. The public is welcome and encouraged to attend. The project is presently being designed. Actual construction work will begin in July 2013, with the goal of being completed by early October The road will be open to thru traffic during construction with at least one lane open in each direction. Reconstruction of this heavily traveled corridor is expected to cost over $917,000. It is being funded primarily with federal 2013 Surface Transportation Program funds administered through

15 the Michigan Department of Transportation, the Federal Highway Administration and the Genesee County Road Commission. This open house and input session complies with the intent of the Michigan Operations Manual D-121 for projects proposing to convert 4-to-3 lane roadways using Federal Aid transportation funds through the Michigan Department of Transportation and the Federal Highway Administration. 27 FOR IMMEDIATE RELEASE October 7, 2013 Contact: Construction Manager John Plamondon (810) ext 232 Upcoming road work, Week of October 7-11, 2013 The Genesee County Road Commission announces the following construction work for the week of October 7-11, 2013: Fenton Township Fenton Road Bly to Lakeside Fenton Road is closed to through traffic from just north of the Marina (Skipper Buds) northerly to Lakeside. Fenton Road is open to traffic from Bly Road northerly to the Marina. We ask that all traffic in the area obey the 25 mph speed limit. Storm sewer is complete except for some additional drainage work behind the curb at the Marina. Roadway grading from Bluewater to Butcher Road is complete. Sanitary Sewer work at Butcher is underway and should be completed tomorrow Saturday October 5 th. Fine grading of the road bed will start next week with curb line pours starting mid next week. Based on current construction and utility relocations that are still needed the anticipated open to traffic date is still October 25 th. Thompson Road Culvert over the Indian Creek Approximately ¼ mile East of Linden Road Utility relocation for this location will begin soon. The anticipated start date is October 29 th. Thompson Road will be closed to all traffic once the existing culvert is removed. We expect this work to finish in Early December. Genesee Township Richfield Bridge over the Kearsley Creek Richfield Road is closed at the bridge just west of Genesee Road. Foundation and footing work for the south side widening is underway. Based on current construction the anticipated open to traffic date is now November 8 th. Richfield Road Center to Genesee Richfield Road is closed at the bridge just west of Genesee Road. Paving of the center lanes and driveways are complete. Restoration behind the curb Monday and Tuesday, Relief joints Wednesday, Pavement markings and Drainage Structure Cleanout Thursday. The road from Center Road to the Kearsley Creek bridge should be open to traffic Friday October 11 th.

28 Flint Township Flushing Road Mill to Eldorado is complete and fully open to traffic. Grand Blanc Township Braemoor Subdivision Full depth pavement removal and replacement is underway. Profile milling should start early next week with paving to follow immediately afterwards. Vienna Township Saginaw Road Outside (right) lane of southbound Saginaw Road from Clio Road to Farrand Road will be closed from 7:30 a.m. to 2:00 p.m. Monday and Tuesday for ditching. Flushing/Montrose Townships Frances Road Frances Road between McKinley Road and Elms Road in Flushing and Montrose Townships will be closed to thru traffic on Monday, October 7th from 6:30am until approximately 8:30pm for pavement repair. Forest Township M-57 at Gale Road Vienna Road (M-57) and Gale Road in Forest Township will be closed to all traffic on Monday, October 7, 2013 for crosstube replacement. The intersection will be completely closed from 8:00 a.m. to noon on Monday. Additional Note October usually starts the rainy fall season and all work is subject to weather. Morris Road Bridge over Flint River The Genesee County Road Commission will perform bridge joint repairs on the Mt. Morris Road Bridge over the Flint River in Flushing Township starting the morning of Monday, October 14 th until Thursday, October 17 th. One lane of traffic in each direction will remain open, but will be shifted to one side of the bridge. Motorists are advised to proceed with caution through the work zone and allow themselves additional time to reach their destination. 31 FOR IMMEDIATE RELEASE October 22, 2013 Contact: Construction Manager John Plamondon (810) ext 232 Upcoming road work, Week of October 21-25, 2013 The Genesee County Road Commission announces the following construction work for the week of October 21-25, 2013: Fenton Township Fenton Road Bly to Lakeside Fenton Road is closed to through traffic from just north of the Marina (Skipper Buds) northerly to Lakeside. Fenton Road is open to traffic from Bly Road northerly to the Marina. We ask that all traffic in the area obey the 25 mph speed limit. Sanitary Sewer work at Butcher is complete. Concrete Curb and concrete driveways are complete. Most utility relocations have been completed. Asphalt paving and restoration is currently underway. Weather permitting the top course of Asphalt will start next week from Bly Road in the City of Fenton northerly to a point 500 foot north of Butcher Road. Based on current construction the anticipated open to traffic date is November 1 st. Thompson Road Culvert over the Indian Creek Approximately ¼ mile East of Linden Road Utility relocation for this location will begin soon. The anticipated start date is November 4 th. Thompson Road will be closed to all traffic once the existing culvert is removed. We expect this work to finish in Early December. 33 FOR IMMEDIATE RELEASE October 25, 2013 Contact: Permits Specialist Corey Jarbeau (810) ext 246 Carpenter Road closed at CSX RR in Flint for track replacement The Genesee County Road Commission wants motorists to know that Carpenter Road is closed at the CSX railroad crossing just west of M-54/Dort Highway in Flint. CSX Railroad closed the crossing under permit from the Road Commission on Thursday morning to replace the tracks at the crossing. 36 FOR IMMEDIATE RELEASE November 6, 2013 CONTACT: Cathy Gillen desk (202) cell (443) GENESEE COUNTY, MI ROAD COMMISSION RECEIVES NATIONAL HONORS Proactive Safety Improvement Plan for County Roads Recognized (Washington, DC) -- At an awards ceremony on Capitol Hill, the Roadway Safety Foundation (RSF) and the Federal Highway Administration (FHWA) today recognized the Genesee County, MI Road Commission (GCRC) for its proactive Safety Improvement Plan for County Roads. The GCRC maintains more than 1,813 miles of roadway and more than 250 signalized intersections. The GCRC recently developed a Safety Improvement Plan for County Roads that was funded jointly by the GCRC and the AAA Foundation for Traffic Safety, sponsor of the U.S. Road Assessment Program (usrap). The plan development was based on the usrap Tools software, an innovative software tool for identifying infrastructure improvement needs for safety. Elements of the safety improvement plan include shoulder paving, pedestrian crossings, sidewalk provisions, delineation improvements, lane widening, intersection signalization, left-turn lane provisions, roadside barriers, road surface improvements, and rail crossing upgrades. The development of the plan was completed in early 2013 and is now proceeding to the programming and implementation stage.

39 FOR IMMEDIATE RELEASE November 7, 2013 Contact: Manager-Director John Daly (810) ext 243 Genesee County Road Commission wins national Roadway Safety Award The Genesee County Road Commission's focus on highway safety and its penchant for forming strategic partnerships with other agencies have been acknowledged by the Federal Highway Administration and the Roadway Safety Foundation, in the form of a 2013 National Roadway Safety Award. The award, which "recognizes the particular benefits of the usrap Safety Improvement Plan for County Roads in Genesee County Michigan and the commitment to roadway safety of [the Road Commission]", was presented to the Road Commission at the biennial Roadway Safety Awards Ceremony on Wednesday, November 6, 2013 in Washington D.C. The U.S. Road Assessment Program (usrap) is a project of the AAA Foundation for Traffic Safety. Designed to facilitate strategic investments in safety, usrap provides powerful tools for understanding risks on local, state, or interstate road networks. It is modeled after similar programs in Europe and Australia which are currently being used in over 70 countries to inform road agencies of the level of safety on the roads they manage and to help them provide informed advice to motorists, auto clubs and others. In 2008, the Road Commission participated in an 8-state pilot project to quantify the benefits of usrap and assess and benchmark the relative safety of roads using crash history data and

40 roadway inventory data. In 2013, following successful completion of the pilot, usrap conducted a study of 535 miles of Primary and Local roads in Genesee County. The study used the usrap Tools software to develop alternative safety improvement programs which recommend various safety improvements. The program with the highest value in safety benefit to the County road system, based on estimates of the societal cost of crashes used in Michigan, would cost $ 15.9 million over 20 years and provide $37 million in benefits, translating to an overall benefit-cost ratio of 2.3..The improvements in the recommended program include shoulder widening and paving, pedestrian crossings, and sidewalks. Other safety improvements recommended for consideration for various locations in Genesee County include road surface improvements, lane widening, signalizing intersections, installing roundabouts and upgrading railroad crossings. According to Fred Peivandi, County Highway Engineer and Director of Engineering for the Road Commission, inadequate road maintenance funding, a longstanding problem in Michigan, might limit options. "Our biggest challenge is to find the funding to incorporate the feasible recommendations into projects. We will try to implement these recommendations into already proposed projects and have done so in our current road improvement program." At the same time, he points out that even if funding for project implementation is limited, the program is still valuable. "We can also use the recommended locations as applications to MDOT for statewide competitive federal safety funds." Road Commission Manager-Director John Daly described the usrap project as "an investment in the safety of Genesee County motorists". The award, which "recognizes individuals for their work in public purchasing, involvement with their community, and contributions to MPPOA and to the purchasing profession", is intended to acknowledge individuals who have "completed a unique or special project or have been outstanding employees within the past year."
