1 TOWN OF MOUNT PLEASANT, SOUTH CAROLINA ACCOMMODATIONS TAX ADVISORY COMMITTEE Thursday, 12:00 p.m. Municipal Complex Building A - Public Meeting Room Ann Edwards Lane, Mount Pleasant, SC MINUTES Members Present: Edward Riggs, Chairman; Monique Semper-Flynn, Jennifer Bagwell, Kenda Sweet, Cheryl Craven Members Absent: Tracy Mitchell, Su McManus-Frost Also Present: Elton Carrier, Council Liaison Staff Present: Ashley Richardson, Community Dev. & Tourism Office Call to Order: Chairman Riggs called the meeting to order at 12:00 p.m. 1. Approval of Minutes from April 4, 2013 meeting Ms. Semper-Flynn moved to approve the minutes; motion seconded by Ms. Sweet. Motion carried unanimously. 2. Financial Statement for period ending July 31, 2013 Ms. Richardson had provided two financial statements; one for the last fiscal year that ended June 30, 2013 and the current fiscal year. She said the fourth quarter revenue payment had not yet been received from the prior year so they have not closed out that year yet. She had a handout on Reserve for Projects which totals $63,768 which is less than anticipated. She suggested that until they have more information about additional funds, to think conservatively when considering amounts for the events. She said she would keep the committee posted regarding revenues and staff would recommend funding prior to the September 5 th meeting. 3. FY 13/14 Funding Presentations a. Mount Pleasant Velo, Inc Hellhole Gravel Grind 2-Day Stage Road Race Jeff Duncan and Christopher Moore presented. Mr. Duncan said this is the first time they have asked for funding for this event. It will be a three-day staged bicycle race that will be held in the Francis Marion National Forest and will the only one held in South Carolina. They are anticipating 300 racers to show up on Friday and stay the entire weekend. They said that 40% of the people registered are from out of town and they expect that trend to continue. They are already getting inquiries from all over the country and in nine weeks they already have over 400 likes on their Facebook page. They got about 3,500 views in the first two hours the event was posted on Facebook.
2 Page 2 of 5 Mr. Moore stated that the event begins on Friday evening and the main race begins on Saturday. The total distance for the race is about 130 miles over the course of the three days and they are all off-road races in the forest. Ms. Semper-Flynn asked if the event will grow. Mr. Duncan replied yes and they may have to cap it this first year to 500 racers. He said the whole race course goes around Hell Hole Swamp. b. Scottish Society of Charleston, Inc. 42 nd Annual Charleston Scottish Games and Highland Gathering Karolea Lucas, President of the Scottish Society Charleston and Ron Hayes, vicepresident, presented. She said the Scottish Games are in their 42 nd year and it will be their 22 nd year at Boone Hall. She said they outgrew Middleton Place years ago and Boone Hall is the perfect location for the event. They are a 100% volunteer organization and they have no paid employees. The purpose of their games is to educate, celebrate, promote and preserve Scottish Heritage and customs. She said that everyone who attends is Scottish for the day and those within the Society are of Scottish ancestry. She said they expect 6,000 7,000 people to attend. Last year they had 8,000 attendees. The expected out-of-towners are about 5,000. They have 20 pipe bands this year coming from all over the southeast and they will have, for the first time, the Charleston Hurling Club performing a demonstration. Their honored guest this year is from Scotland, Lord & Lady MacKenzie. They will arrive on Wednesday and stay until Sunday. The host hotel is the Holiday Inn at the base of the bridge. The secondary hotels are The Best Westin, the Hampton Inn and the Holiday Inn. They estimate about 3000 room nights in the Mount Pleasant area. She said their ads and promotional materials will all mention Mount Pleasant and Boone Hall. Mr. Hayes mentioned that they will also feature the Celtic Nations which include the Isle of Mann, Ireland, Cornwell, Brittany and a number of other places. They will have a tent that will celebrate those nations. He said the games are a familyoriented event which includes music, athletic competition, children s games, etc. Their largest beneficiary of the event for many years has been the Ronald McDonald House. That character in costume shows up every year and the kids enjoy him very much. c. Wando High School Band Boosters - Lowcountry Invitational Marching Festival Rebecca Imholtz presented. She thanked the committee for the funding they provided last year and they appreciated it very much. The upcoming event will be held in October and they bring in at least 20 marching bands from the area. Last year they had three bands from outside the State of S. C. She said they encouraged them to stay in the area and they had about 80 room nights last year for the out of area bands. They put together a Beach Bash to encourage the visiting bands to stay in the area and they will do that again this year. Ms. Imholtz said they have a brand new trailer and they will put the Town s logo on it
3 Page 3 of 5 and wherever the band goes that logo will be seen. She said they will make more of a proactive promotional effort to get the bands to stay in town. She said that currently they have 280 marching band members and they are working on an awesome show with a theme of Frank Lloyd Wright called All is all right. Ms. Imholtz said they put together the Beach Bash to encourage bands to stay an extra night and they will do it again this year to encourage the local bands to stay an extra night. d. Wando High School Wando Invitational Volleyball Tournament Margo Shisler presented. She said it is their 26 th year that they have hosted the tournament. There are usually about 16 teams and 8 10 of them come from all over the state. They host four levels of state championships. There are about 250 coaches and athletes and their families who attend. Total ticket sales were just under 1000 people and most of them stay for at least one night for 240 room nights. She said they do extensive advertising locally and over the state. e. SC United FC Mount Pleasant Women s Charleston Select Shootout Matt Palmer presented. This is the 15 th year for holding these events in Mount Pleasant. He said both the Women s and Men s events are three-day events beginning Friday evening. The games are played here in Mount Pleasant and they average teams on both weekends. Last year they grew significantly and they are up to teams per event. The hotel nights for the Women s weekend were 218 rooms. They market on-line and through partner clubs. This year they will have gift bags for the teams at check-in that will include information on the Yorktown aircraft carrier, etc. f. SC United FC Mount Pleasant Men s Charleston Select Shootout [Matt Palmer combined coverage of this event in the above item.] g. Confederate Heritage Trust, Inc. Assault on Battery Wagner Randy Burbage and Chris Houke presented. This will be their 24 th year at Boone Hall Plantation. This year they will commemorate the 150 th anniversary of the assault on Battery Wagner. In the future they will alternate the Battle of Secessionville and Battery Wagner each year and both events will be at Boone Hall Plantation. This year s dates will be November 8, 9, &10. On Friday, November 8, they will have a School Day and last year they had 1200 children attend the educational event. They also had kids attending from Rock Hill and Charlotte. This year, it should be even better attended because this year marks the 150 th year since the attack of the 54 th Massachusetts on Battery Wagner and there will be a full scale re-enactment of that battle. Ms. Houke said they are expecting 36 vendors this year from Pennsylvania, Missouri, Florida, etc. She said Boone Hall has asked them to fire a cannon one evening this year to show their destructive power. She said she is trained as an instructor in four states in the handling of such explosives.
4 Page 4 of 5 h. Family Circle Tennis Center Dunlop Junior Tennis Championships Dewey Caulder presented. He said this is their 12 th year and most of their participants are from out of town. He said the attendance last year was 800, but there should be more this year. He said 512 were from out of town. He said most of the accommodations and dining are in Mount Pleasant. i. BB&T Charleston Wine + Food Festival - BB&T Charleston Wine + Food Festival Rick Jerue and Austin Nelson presented. He has been on the board for the festival for seven years and after the last festival in April, their executive director, Angel Postell decided she wanted to step back into her own private business activities. He is filling in until they find a permanent director. He said they held one of their signature events on closing night in Mount Pleasant last year that has been renamed, Rigs, Pigs & Swigs. They will also have three other events in Mount Pleasant; the Lowcountry Oyster Roast at the Charleston Harbor Resort & Marina and they will be doing two of their dinner events at Red Drum and Opal with visiting chefs. He said the event will be March 6 9, This past year they had 23,000 people attend the festival and 36% of that number came from more than 50 miles away. He said 13% were first time visitors to the area. Last year they had over 20 local hotels all participating in the event. More than 71% of the non-local guests stayed in paid hotel accommodations for an average of more than 3 nights. Out-of-town guests spend an average of $877/person during their stay. This is all an increase over the prior year. He said they will have an aggressive advertising campaign this year. Ms. Nelson said all of the funds received from the Town of Mount Pleasant go directly towards their marketing efforts. Their ticket brochure has the Town of Mount Pleasant logo on it as well as other materials. They sent this information last year out to 100,000 people and they really push the ticket brochure that highlights everything that is offered. They also utilize postcards, an on-line campaign through their website and e-newsletters. They also have an official program on site on the weekend of the festival with promotional ads. j. Cooper River Bridge Run 37 th Annual Cooper River Bridge Run Julian Smith presented. He said they have one of the largest races in the world and the 6 th largest 10K in the world and the 3 rd largest in the U.S. and the 7 th largest running event in the U. S. He said they sold out last year on vendors for the expo and may be able to add another 20 this year. The funds received from the committee are primarily used for police and security in the three towns and is over $60,000. In the light of what happened in Boston, they are arranging security meetings with all of the local, state and federal agencies on a monthly basis right up to the race. Mr. Smith said they are one of the greenest races in the country and they recycle everything, cardboard, plastic, etc., including compostable food materials for potting soils that are sold in stores. Mr. Smith said the Citadel performs an economic impact for the race and survey the runners. The last race
5 Page 5 of 5 had a 93% satisfaction rate. He said that last week they selected the design for the 2014 bridge run. k. Charleston Restaurant Foundation Lowcountry Oyster Festival Kathy Britzius presented. It is the 31st year for the festival that is held at Boone Hall Plantation. They will have 80,000 pounds of oysters at the event. The College of Charleston gives them the survey figures on how well they did and the visitor percentage remains strong at 30%. Eighty-two percent of the visiting attendees come because of the oyster festival and they get calls from all over the country. Jennie Peppler stated that they promote through extensive advertising, locally as well as nationally. Ms. Britzius said that traffic control worked well last year and they will come back next year. It was a very good move, but an expensive one, and they are confident it was a good decision. She stated the next festival is on Sunday, the 26 th of January. Mr. Carroll said the average visitor spends $166 compared to $40 in the past. They are staying in Mount Pleasant to be close to the event location. Parking continues to be a problem for Shem Creek after the event and they need a parking garage/deck at Shem Creek. Ms. Britzius said that last year they added a children s area and that worked out very well. 4. Tourism Activity Report Ms. Richardson said that Mr. McCants could not make the meeting today. She reported visitor counts at the center are increasing and they are spending more money on ticket sales and hotel reservations. 5.
