2 fftan 0 8A L- September 19, 2014 VA HAND DELVERY Mr. Scott Sanchez Zoning Administrator Department of City Planning 1650 Mission Street, Suite 400 San Francisco, CA ckdf 6/ - i Re: Temporary Use Authorization for Ballpark Parking Lot- Cirque du Soleil Performances (g q /cc tx c Dear Mr. Sanchez: am writing on behalf of China Basin Ballpark Company ("CBBC") and the Port of San Francisco to request authorization for temporary use of the property known as AT&T Parking Lot "A" (the "Property") by Cirque du Soleil ("Cirque") for performances taking place over the period from November 13, 2014 to January 18, Set up is to occur over the two weeks prior to performances and tear down and restoration would occur over the two weeks after performances. As you are aware, authorization for use by Cirque has been sought and granted on several previous occasions over the years. Cirque proposes to return to the property to present a new touring show in substantially the same format, as detailed below. The Property is located in the northern portion of Assessor s Block 3880, at Third Street and Terry A. Francois Boulevard. t is owned by the Port and leased by CBBC. The Property is part of the Mission Bay Use District (Planning Code Article 9) and is zoned Mission Bay Open Space ("MB-OS"). Temporary uses within the Mission Bay Use Districts are governed by Planning Code Section 985(b). As noted above, performances would run from November 13, 2014 through January 18, 2015 with approximately nine to ten performances during each week, including two performances on certain Thursdays and Fridays and each Saturday and Sunday. Each performance lasts about 2 /2 hours. The anticipated performance schedule is set out in the attached summary. The Cirque set-up is standardized and involves a "Big Top" (approximately 22,000 square feet) where the performance occurs, as well as an entrance area and areas for the sale of concessions and novelty items. Cirque will need access to potable water, a connection to the sanitary sewer, and sanitary units for use by patrons. No excavation will be required; the components of the set-up will all sit atop the asphalt parking lot surface, anchored by spikes driven into the ground. The maximum seating capacity for each performance is approximately 2,724 persons. Cirque estimates that o attendance will require parking for.. The amount of parking corresponds to the availability and use of public transportation services in the area, and is consistent with CBBC s past experience with Cirque.
