1 Minute-By-Minute is the Monthly Newsletter of the North Carolina Association of Municipal Clerks President Moore s July Message: July 2017 Inside this Issue: President s Message 1 Director s Article 3 Birthday Calendar Nominees 5 Association News 7 Bonjour! I had the honor, privilege and pleasure to attend the 71 st Annual International IIMC Conference in Montreal, Quebec, Canada May What an amazing experience! Thank you for allowing me to represent NCAMC, North Carolina and Rural Hall. NCAMC was well represented with Stephanie Kelly, Charlotte & IIMC Incoming President; Lisa Vierling, High Point & Region III Director; Melody Shuler, Waxhaw; Sherry Scoggins, Wendell; Thelma Rooney, Valdese; Pam Casey, Rocky Mount; Pam Megill, Fayetteville; Cara Reed, Conover; Desiree Perry, Brevard; and, Jean Bailey, Retired from Rocky Mount; and, myself. As NCAMC President, I proudly represented our organization at the State Presidents and International Associations meeting. I was also able to give an update of recent activities in North Carolina at the Region III meeting and invite our neighboring states to join us in Atlantic Beach. Since the conference was held internationally, I was unable to carry our state flag during the opening ceremony; however, our Region III Directors were so disappointed we didn t have this honor, they gave each Region III State President a small state flag and we proudly marched into the Region III meeting representing our respective states. Special thanks to our Region III Directors Pamela Smith, Sanibel, FL and Lisa Vierling, High Point, NC for their thoughtfulness, support and encouragement. There were so many educational sessions to choose from and often times the classes would fill quickly. If you ever have the opportunity to attend the IIMC conference, please do. It s an experience you won t forget and it is very beneficial. Which brings me to say, please make plans to attend the IIMC Conference next May in Norfolk, VA when our very own, Stephanie Kelly, Charlotte, will be sworn in as IIMC President. NCAMC Board Meeting On June 9 th, the NCAMC Board met for their quarterly meeting. The Budget for NCAMC was adopted and it includes an appropriation for a reception for Stephanie Kelly in Norfolk, VA. The Director description was amended to state the following: Promote the purpose and objectives of the We Share Our Services Committee by aiding committee members in recruiting mentor clerks and in matching new clerks with mentors and by participating as a mentor whenever possible. This helps to get the Directors more involved and fulfill the mission of WSOS. The Past Presidents Committee submitted a report on their review of the policy for officers and NCLM Board representatives stating they feel the current requirements are sufficient and strongly recommended no changes. Continued on Page 2 President s message
2 Continued from Page 1 President s Message On the recommendation of the Scholarship Committee, the Board awarded the following scholarships: 2 college scholarships in the amount of $1,500 each to: Kristen Howard - granddaughter of Jackie Hampton, Bolton William Slack nephew of Betty Smith, Raeford 3 clerk certification scholarships in the amount of $700 each to: Tola Ellis, Saluda City Clerk Traci Storey, Roanoke Rapids City Clerk Angela Murphy, Montreat Town Clerk The Board voted to recommend honorary membership to Jeanne Giblin (Past President) and Jayne Danner for her service on the State Certification and Legacy committees. Honorary membership is officially conferred to a past president at the August Business Meeting. Membership will vote on conferring honorary membership to Jayne Danner at the August Business Meeting. The Nominating Committee offered the following slate of Officers and Directors for The Board approved the recommendation and this will be voted on by the membership at the August Business Meeting. District 2 District 4 District 6 District 8 District 10 District 12 Recording Secretary Second Vice President Cynthia Bennett, Washington Melissa Corser, Goldsboro Diana Schreiber, Durham Melody Shuler, Waxhaw James Byrd, Wilkesboro Tammie Drake, Hendersonville DiAnne Enoch, Elon Amy Miller, Mount Holly Annual NCAMC Conference The Program & Education Committee has worked diligently to ensure the August Conference will be educational and fun. The conference will be held at Doubletree by Hilton in Atlantic Beach August When the registration material is released, be sure to note if you have any dietary restrictions (examples: diabetic, lactose intolerance, no salt, gluten-free, etc.). It is not an inconvenience and is much easier for everyone to have this information early. As of this writing, the hotel is booked. If you cancel a room, please contact Athena at abanks@nclm.org prior to canceling. Once the rooms are canceled, Athena is unable to get the rooms back into the block. Silent Auction Don t forget about the Silent Auction! Money raised from this event funds our Scholarship Program, whereby scholarships are given for college and clerk certification. The silent auction is a fun and exciting part of the annual conference. It s always fun to see everyone standing around the tables the last 5 minutes of the auction watching their bids, hoping to walk away with the prized item! Bid sheets will be posted before the conference and will also be available at the registration table. Please bring an item, or two, for the auction and help fund our scholarship program. Silent auction items can be left at the registration table. Door Prizes Everyone likes getting a gift! During the conference, door prizes are given out during breaks and/or the end of the day. You can bring items from your municipality, community or something you have purchased. Door prizes can be left at the registration table. Remember, you have to be present when your name is called in order to win. The secret of change is to focus all of your energy, not on fighting the old, but on building the new. ~ Socrates Dora Moore, MMC, NCCMC NCAMC President We Are Family Minute by Minute July 2017 Page 2
3 Looking for a Leisurely Road Trip? Try the Blue Ridge Parkway! Maggie Burleson, District 12 Director Clerk's in the western part of the state are very familiar with the Blue Ridge Parkway. But, for those of you in the central and eastern part of North Carolina, you might not know that the Blue Ridge Parkway offers plenty of spots for roadside picnics; many, many overlooks of breathtaking vistas; and easy to difficult hiking trails. The Parkway consists of a no admission fee of 469 miles of no stop signs or traffic signals that follows the ridge of the Blue Ridge Mountains. Even though there are no North Carolina towns on the Parkway (you have to exit via a crossover) you'll not want to miss some notable stops in North Carolina including: (1) Asheville (known for its culinary scene, beer, music and art), (2) Blowing Rock, (the former home of Moses Cone the "denim king" is now the Parkway Crafts Center); (3) Mount Airy (Andy Griffith Museum); (4) Spruce Pine (former mining center with a mineral museum and gem mining attraction; trout fishing); (5) Bryson City (convenient to fishing, whitewater, tubing creeks and family-friendly "float" rafting spots); and (6) Cherokee (Oconaluftee Indian Village, an outdoor drama performance space, and the Museum of Cherokee Indian). So, go slow and enjoy the scenery. The speed limit is 45 mph and you'll need to gas up before you get on the Parkway because there are no gas stations on the Parkway. There are; however, gas stations located on intersecting highways near the Parkway exits. Restrooms are located at picnic areas and visitor centers. You may park on the road shoulders (unless noted) and if you do park on the shoulder, please be sure to have all 4 wheels off the pavement. Go to to plan your trip! Minute by Minute July 2017 Page 3

10 Old Fashioned Lemonade I N G R EDIENTS 1 ½ cups sugar 1 ½ cups water Zest from one lemon 1 ½ cups fresh lemon juice Ice cubes Cold water or sparkling water Lemon slices Fresh mint leaves D I R ECTIONS 1. Measure the sugar and water into a sauce pan. While stirring with a wooden spoon, bring the mixture to a boil for 5 minutes. Remove the mixture from the heat. Let cool slightly. 2. Add fresh squeezed lemon juice and lemon zest to the sugar syrup. Let cool completely. Pour the lemonade syrup into a quart jar. Cover tightly with the lid. The syrup can be kept in the refrigerator for 2-3 weeks. 3. When you re ready to serve the lemonade, put some ice cubes into the bottom of a glass. Pour 1/4 cup of lemon syrup over the ice cubes. Add 3/4 cup of cold water or sparkling water and stir. 4. Float a thin slice of lemon and, if you like, a fresh spring of mint on each glass. This recipe makes enough syrup for 14 glasses of lemonade. Pink lemonade: Add 1/2 cup of grenadine syrup to the lemonade syrup and stir. Strawberry lemonade: Add 2 Tbsp. of fresh strawberry puree into each glass. Limeade: Replace lemon with lime juice and lime zest. Minute by Minute July 2017 Page 10
