The property was owned by the Fitzpatrick family for more than 60 years. Mattamy Homes purchased the property from the Fitzpatrick family, and later sold the land to the City of Brampton. This land complemented the land the City already had in its ownership, to the west. In 2011, the City commenced construction on the first phase of development at the site - the development of a new community centre and nearby outdoor amenities. This first phase is scheduled to open this fall. In light of the planned opening of the first phase building and to aid in the identification and promotion of the project, the City's Naming and Signage Committee identified the need to conclude a formal name for the building and the associated park. This report has been prepared for Council's consideration in this urgent matter. The Committee considered many names from several sources, having regard for City's naming criteria and related emergency response considerations. The Committee recommends that Council approve the names "Gore Meadows Community Centre and Library" and "Gore Meadows Community Park - East" and "Gore Meadows Community Park - West" for the building and parkland, respectively. With Council's support, these names would be reflected in building and park signage, and used in promotional material for the official facility launch later this year.

THAT the report from Steve Bodrug, Acting Manager, Open Space Design and Construction, Planning, Design and Development, dated June 7, 2012 to the Council meeting of June 20, 2012, re: Recommendation Report - Naming of the Community Centre/Library and Community Park, Northwest Corner of Castlemore Road and The Gore Road - Ward 10 (File # MOO-Naming) be received; and 2. THAT Council approve the names "Gore Meadows Community Centre and Library" and "Gore Meadows Community Park- East" and "Gore Meadows Community Park- West" as the official names for the building and park that is being constructed at the northwest corner of Castlemore Road and The Gore Road, and that these names be used in all official signage and promotional material related to the development. BACKGROUND: In 2008 the City of Brampton acquired a 43 ha (108 ac.) parcel of land at the northwest corner of Castlemore Road and The Gore Road. The property was purchased from Mattamy Homes. The property has been commonly referred to as the "Fitzpatrick Property" in recognition of its previous owner, James Fitzpatrick, whose family occupied the lands for over 60 years for agricultural operations. Given the site's development capability, prominent visibility, excellent access and centrality to the Bram East community and linkage to the West Humber Valley, it was seen as an ideal candidate for Community Park development. The acquisition of the "Fitzpatrick Property" was also desirable given its proximity to the existing, City-owned lands to the west, commonly referred to as the "McVean/Castlemore" site, and located at the northeast corner of McVean and Castlemore Roads. This site was purchased in 2000 and is traversed by two streams and valleys that divide the developable tableland portion of the property into several, but disjointed parcels. The size, topography and irregular configuration of the parcels inhibitsfull development of the site for active recreation purposes (e.g. sports fields) and has contributed to it not being developed to date. Combined with the Fitzpatrick site, the McVean/Castlemore park site was thought to have the capability for more passive recreational pursuits such as picnicking, trails' development and limited sports field development, (see Appendix # 1). In 2011, the City commenced construction of the first phase of the Community Park with the initiation of construction of the community centre and library. A 35,000 square foot

3 library facility and a 35,000 square foot community centre facility are being constructed in the first phase. The project, when complete, could accommodate a building as large as 300,000 square feet, subject to funding availability. The building will initially include a library, community centre facility with gymnasium including bleacher seating and change rooms, fitness room and fit zone area and both large and medium sized program spaces. Outdoor amenities will include a reading garden, basketball courts and an accessible playground. The surrounding park will be developed in a later phase but is envisaged to include major sports field development including soccer and cricket facilities (see Appendix # 2). CURRENT SITUATION: The first phase construction of the community centre and library is well underway with an opening planned later in Neither the building nor the park has been officially named. This has prompted the City's Naming and Signage Committee to begin its review of naming possibilities. The Naming and Signage Committee includes staff representatives from the Community Services, Planning, Design and Development and Buildings and Property Departments as well as staff from Corporate Communications and Clerks. The Committee was advised that the building must be named by late May in order to guarantee that the name can be promoted and implemented for the opening of the building this fall. Naming Options The Naming and Signage Committee reviewed several naming options obtained from heritage organizations, councillors, private citizens and staff. It generated additional suggestions through internal dialogue. Many of the names identified had restrictions based on the adherence to existing naming conventions. Formal names beginning with words like 'The", "Bram", "West" etc. are restricted due to the potential confusion it creates for emergency service providers. Appendix # 3 provides a complete list of names considered and the acceptability for use. In considering naming options, it was assumed that the building name would end with the words"... Community Centre and Library" to match other similarly named facilities in the City. Likewise, it was assumed that the adjacent park would end with "... Community Pari? which would also match other similarlynamed major parks in the City. To

4 W'*'* distinguish between the City owned parklands on the east and west side of the river, it is suggested that "East" and "West" be used to distinguish between the two holdings. The Committee therefore concluded that the most suitable option as the official names for the building and park is: 1. "Gore Meadows Community Centre and Library" "Gore Meadows Community Park - East" "Gore Meadows Community Park - West" o o "Gore" recognized the historic settlement area, The Toronto Gore Despite the fact that there may be confusion between "Gore...", 'The Gore, and "Goreway", and the other existing names that contain "Gore..." in the region, staff have conferred with Fire and Emergency Services and confirmed that this naming convention is acceptable. INTERDEPARTMENTAL COMMENTS: The Community Services Department and Brampton Library will co-occupy the proposed community centre and library and have been consulted on the proposed names and the final recommendation in this report. The Buildings and Property Management Department are responsible for the building's construction and likewise have no concerns. CONCLUSION: This report recommends that the community centre and library currently being constructed at the northwest comer of Castlemore Road and The Gore Road be named "Gore Meadows Community Centre and Library" and that the associated park be named "Gore Meadows Community Park - East" and "Gore Meadows Community Park West", to distinguish between the two City-owned parcels on either side of the West Humber tributary. The names recognize the historic settlement area that the building and park is located within. Staff is seeking Council's approval of the name so that preparations for the opening of the building this fall can acknowledge the formal name.

Community Centre and Library" to match other similarly named facilities in the City. It's likewise assumed that the surrounding Park would end with a matching name ending with"... Community Pari? to match other similarly named facilities in the City. Table 1 Other Potential Names that Meet Naming Criteria Requirements Identified Naming Options Gore Rivers Fitzpatrick Humber River Explanation "Gore Rivers" refers to the name of an original homestead in the area, but since this is generally not known, people might associate "Gore..." with "The Gore Road". Therefore, as long as the building's address is on The Gore Road, this name could be considered (despite the potential confusion between "Gore...", "The Gore...", and "Goreway", and the multiple existing names that contain "Gore..." in the Region). The Fitzpatrick's already have a road named after them (first road south of The Gore Bocce Club and it goes west from The Gore Road.) However, since the road has only 9 houses on it, is only about Yz mile from the recreation centre, and is accessed from The Gore Road, "Fitzpatrick..." could be used. While the park and community centre are not on the main Humber River, the West Humber River runs adjacent and it is part of the broader Humber River watershed.
