DIRECTOR'S REPORT AND BOARD OF SUPERVISORS HEARING SUMMARY: Mr. Parker informed the Commission that the Community Services Department will be going to the Board on June 10 th. Also, that the all park fees Board item will be in from of the Board on March 12 th. Mr. Langlands informed the Commission that a request for proposals has been posted for recreation at Goleta Beach. He also informed the Commission on some staff retirements. Camping reservations for Cachuma have occurred and will go live for Jalama on March 5 th. X. PARK COMMISSIONER S NON-AGENDA ITEMS: Fourth District Park Commissioner James Mosby informed the Commission about the spread of invasive pests and diseases through firewood. STANDARD AGENDA: 1. Cuyama Family Resource Center and Pool For Information Recommendation: That the Park Commission receive an update on the Cuyama Library, Family Resource Center and pool. ACTION: County Architect, Robert Ooley gave the Commission a status update on the condition of the Cuyama pool and a project update on the new Cuyama Family Resource Center. 2. Orcutt Trails Commission & Orcutt Trails System For Information & Discussion Recommendation: That the Park Commission receive a briefing and update on the activities of the Orcutt Trails Commission and Orcutt Trails System. Fred Hall Show March 6 10: Parks was present all week, and Neal Taylor Nature Center board member Dave Hale and wife Barbara attended the booth Saturday, March 9 to promote the Nature Center annual trout derby fundraiser. Jalama Beach Reservations went online on March 5 and appear to be well received. Continue to paint tables and parking lot striping. Work on repairing shower building. 8

12 STAFF REPORT DATE March 28, 2013 TO: Park Commission FROM: Claude Garciacelay, Parks Planner CC: Herman Parker, Director; Paddy Langlands, Deputy Director SUBJECT: Parks Trail and Access Planning and Development Projects Coastal Trail Gaviota Coast (3 rd Dist): No Change Various development applications are being reviewed by the County between Goleta and El Capitan Ranch Road that could yield segments of the Coastal Trail. Naples/Santa Barbara Ranch project has not been re-submitted. Current active projects are Paraiso del Mare, a two lot residential development, and Las Varas Ranch west of Santa Barbara Ranch. New trail locations on Las Varas are being considered for subsequent environmental review. The Gaviota Coast Plan is being developed by Long Range Planning and will address future trail opportunities on this section of coast. Franklin Trail Carpinteria (1 st Dist.): All necessary funds have been raised for construction by private non-profit Friends of the Franklin Trail; County contributed $75K from mitigation funds. Land Trust for SB County will act as project manager for development. On-going discussion/negotiations to locate the trail on the northwest corner of High School have yielded a final location that will allow the project to move forward. County and CUSD negotiating an MOU pursuant to the use agreement previously executed. Land Trust for SB County has submitted a Coastal Development Plan (CDP) permit application for the County portion of the trail. The CDP for the City of Carpinteria will be submitted soon. Santa Claus Lane Beach Access Carpinteria (1 st Dist.): Overall planning effort for the Project which includes streetscape and beach access is being managed by Long Range Planning (LRP). CSD-Parks assisting LRP on beach access part of project. LRP has hired a consultant to complete design and application package to go to California Public Utilities Commission (CPUC) to permit RR crossing. LRP is preparing an environmental study necessary for the application. Coastal Commission and Coastal Conservancy support the project with the Conservancy being a potential source of capital to construct. CSD-Parks will manage construction phase of beach access project. 12

13 MARCH 28, 2013 Baron Ranch Trail (3 rd Dist.): No Change Trail opened December 2010, assessment continues for compatibility with ag operation. Phase II, a trail up to the ridge of the range is being reviewed and processed by the USFS. Opening phase II will require certain modification on types of use and implementation of daily use on the County portion of the trail. Front Country Trails (1 st & 2 nd Districts): A cooperative agreement exists between the agencies (City of SB, County and USFS) for coordinated management, and the agencies will cooperate on State Trails Day on April 13th. Limited activity of the Front Country Trails Task Force in 2012 due to limited resources and staff. 13

29 STAFF REPORT DATE: March 28, 2013 TO: Park Commission FROM: Paddy Langlands, Deputy Director CC: Herman Parker, Director SUBJECT: New First District Parking Signage RECOMMENDATION: That the Park Commission receive a report on the new signage posted at Loon Point, Lookout Pak and Rincon Beach Park in the First District. BACKGROUND: During the second week of February, it was brought to staff s attention that local constituents, who from time to time, use the parking lots at Loon Point, Lookout Park, and Rincon Beach Park were upset that the signs No RV, Bus or Truck and Trailer Parking had been posted, which forbade horse trailers from parking and making use of the parking lots. Staff had two phone conversations with Mr. Cooney explaining why the signs had been placed there. Mr. Cooney offered to obtain a letter from the constituents that had brought it to his attention and forwarded the letter to the County. From these conversations it was decided that the signs were installed without input from local constituents and users of the parks. NEXT STEPS: Parks staff will visit the parking lots and meet/discuss the issue with the constituents to resolve the matter. 30 Date: March 1, 2013 To: County Parks Commissioner Suzanne Perkins From: Graham Goodfield, Sarah Moore, Los Padres Outfitters Suzanne Duca, Resident, 3015 & 3001 Padaro Lane, Carpinteria, CA Re: No Trailer Parking at Loon Point, Padaro Lane We are commercial and private horse owners hoping to open a dialogue with you about the recent sign at the Padaro Loon Point parking area on Padaro Lane prohibiting parking for trailers of all kinds. We were riding from our homes on Padaro Lane on February 2, 2013, and saw the no trailer sign for the first time. We spoke with a park employee who was in the area and were told that the sign had been put up recently and that it applies to all county parks. We live very close to the parking area and wondered how we could have missed a public hearing about such an important issue to the horse community here. After an inquiry by the 1 st District Planning Commissioner, we learned that, evidently, there was no public hearing or discussion. We were told that the sign was a response to complaints about the large horse trailers that sometimes take up several parking spaces at Padaro Loon Point. The south end of Santa Barbara County is a popular horse area with many horses publicly and privately boarded in the area. We have access to a very limited number of beaches, allowing horses at specified times, with parking for horse trailers. Loon Point and Rincon are our safest entries. We consider ourselves knowledgeable concerning the horse trailer parking at Padaro since we live there and act as informal proctors. Horses are allowed on beaches between May 1 st and Nov 1 st before 10 am and after 5 pm. We know that there are times, usually on warm holiday weekends, that there is overflow parking at Padaro Loon Point, which on occasion, is exacerbated by the occasional larger horse trailers in the lot. One must realize that there is overflow parking parallel on Padaro Lane even without trailers on these weekends. We can easily affirm that there are never parking issues in the mornings never. Riders normally use the lot early in the morning when general use of the 30

31 lot is minimal. As well, we can confirm that the majority of trailers are the smaller 2/3 horse trailers that park at the west end of Padaro Loon Point, adjacent to the trail head. These trailers fit easily within the oversized parking spaces. Cars can easily pass around the trailers. In fact, the most likely complaint about the larger trailers blocking access should be from other trailers who might not be able to get around if parked on the east end, near the lot entrance. We can also confirm that there is plenty of parking the vast majority of the time for cars and trailers during the off season between Nov 1 st and May 1 st when there is no restriction on horses at the beach. The days are shorter and cooler, kids are in school, the tides often wash away some of the sand making it unwelcome for horses, and far fewer people come to the beach. We would like to meet with you and share ideas. We would appreciate it greatly if you will consider supporting a modification of the new parking regulation at Padaro Loon Point. Since there is never a parking problem in the morning, it is unnecessary to prohibit trailer parking at this time. We would like to suggest two simple signs, one at the entrance prohibiting trucks and 4 horse plus trailers from parking on summer weekends after 10:30 am. and a second sign, or series of signs, prohibiting all trailers from parking on the east end near the entrance. As well, we would encourage the Parks Department to assign the oversized spaces for the 2/3 horse trailers at the west end of the lot which will not require more than one space per trailer. We want to work with you to reach an equitable solution. We also want to avoid the hardship and danger of trailers parking parallel on Padaro or other frontage roads near horse trails in the county. Horse owners love to come to the beach and use the horse trail system in the county. The restriction on parking at Padaro or other county lots will only lead to anticipated and unanticipated problems in the future. Thank you for considering our ideas.
