1 ACTIVITY LOG WEEK OF June 29, 2018 July 5, 2018 June 29 Traffic stop at the intersection of Wine Country Road and Gap Road. Officers stopped the driver for a defective middle brake light. The driver was arrested for warrants and DWLS 3 rd Degree. Traffic hazard reported at the intersection of Brown Street and Park Avenue. The Reporting Party advised there was a travel trailer parked in such a way that it was blocking the view of other cars. Officers arrived at the location and determined the travel trailer was temporarily and legally parked. Suspicious vehicle reported on Nunn Road. The Reporting Party advised a vehicle had been parked on the side of the road for the past 3 days, thinks it s possibly stolen and also had someone knock on their door late the night before. Officers were unable to locate the phone number for the owner of the vehicle and placed a tow warning on the automobile. Malicious mischief reported at the skate park in the 900 block of Kinney Way. The Reporting Party advised there were juveniles tearing down the fence that was blocking the entrance to the skate park. The Responding Officer searched the area but was unable to find any suspicious activity and determined there was no damage to the skate park fence. Missing person reported in the 1000 block of Sadie St. Reporting Party advised Officers she and her husband had gotten into an argument and that he had left their residence three days prior. The RP stated that is the last time she had seen him. She said she had been calling friends, his place of work and known associates in an attempt to locate him, but had been unsuccessful. The male was entered into the system as missing and RP was advised to contact the PD right away if he were to return home. Investigation is ongoing. Suspicious person reported at Cottage Market in the 1800 block of Wine County Road. The Reporting Party advised there was a male pacing back and forth carrying either a stick or a hammer in their hand. The RP advised they were watching from a distance and could not see what the object was. RP stated the male dumped items of his bag out onto the grass, placed the hammer into another bag, was carrying it in his hand and then walked into Cottage Market. Officers arrived at the location and contacted the male who advised he was walking around outside waiting for his ride and that the hammer was from work. Officers determined there was no criminal activity. Traffic stop of two vehicles at the intersection of 7 th Street and Stacy Avenue. The first vehicle had traveled around the road closed sign and then the second vehicle followed. Both drivers were given verbal warnings. June 30 Drunk driver reported at Bern s Tavern in the 600 block of 6 th Street. The Reporting Party advised there was a male who could hardly walk and was bouncing off of other vehicles as he walked to his vehicle. The male was reported to have gotten into his vehicle and drove away. Responding Officers located the suspect vehicle. Officers followed the vehicle and observed it to be traveling below the speed limit. The vehicle was seen crossing a solid double yellow center line. Officers stopped the vehicle at the intersection of Wine County Road and North River Road and made contact with the male driver who appeared to be intoxicated. Adult male was taken into custody and booked into the Benton County Jail for DUI. Traffic stop at the intersection of Benson Avenue and Mercer Court. Officer stopped the vehicle for driving in the middle of the roadway for approximately 50 yards. While stopping his vehicle, the driver

2 nearly hit a parked car. Officer contacted the male driver and suspected he was under the influence. Adult male was arrested and booked into the Benton County Jail for DUI. Vehicle collision reported in the intersection of 6 th Street and Dudley Avenue. Officers arrived at the scene of the accident and contacted the parties involved. One driver admitted to being at fault. The other driver was transported to Prosser Memorial Hospital with minor injuries. Verbal disturbance reported at Food Depot in the 1300 block of Meade Avenue. The Reporting Party advised there were three subjects being loud and arguing with each other on the left hand side of the store. The RP advised they hadn t actually seen them fight, but they were being disturbingly loud. Officers arrived and contacted the individuals who advised they just speak loud and they weren t arguing. Officers determined no crimes had been committed. Traffic stop at the intersection of Benson Avenue and Alexander Court. The driver was stopped and given a verbal warning for their front fender dragging. Officer discovered non gang graffiti in the 300 block of Nunn Road. Upon contacting the homeowner, Officer was advised the graffiti been there for over a week. Officer informed City Hall employees so it could be cleaned up. Reckless driving reported at the intersection of Gap Road and Wine Country Road. Reporting Party advised there was a vehicle swerving and driving West bound in the East bound lanes. Officers checked the area, but were unable to locate the suspect vehicle. Information was passed on to the Washington State Patrol and Grandview Police Department. Traffic stop at the intersection of Old Inland Empire Hwy and Chardonnay Avenue. Driver was stopped for speeding and for a defective middle brake light. Officers gave the driver a verbal warning for only having a permit, speeding, and defective brake light. Traffic stop at the intersection of 6 th Street and Bennett Avenue. The driver was stopped for driving without headlights on. Upon contact with the male driver, Officer detected a strong odor of intoxicants coming from the vehicle. Officer conducted field testing and arrested the male on suspicion of driving under the influence. While searching the male, suspected cocaine was located in his pockets. The vehicle was towed to Prosser Police Department for further investigation and the adult male was booked into Benton County Jail for DUI. July 1 Traffic stop at the intersection of Gap Road and Merlot Drive. Driver was stopped and cited for expired registration. Officers arrested and booked the driver into the Benton County Jail for DWLS 3 rd Degree and warrants. Traffic stop at the intersection of Albro Road and Wine Country Road. Driver was stopped for a defective left and middle brake light. Upon contact with the driver, Officer was informed he did not have a current driver s license. The adult male was cited and released for DWLS 3 rd Degree and was given a courtesy call to his brother to recover the vehicle. Suspicious person reported at the intersection of W Byron Road and S Ward Gap Road. The Reporting Party advised there was an elderly female in a bathrobe walking in the middle of the roadway. Officers contacted the female s husband who advised his wife has dementia and had wandered away from home. The husband took his wife home and no other problems occurred. Malicious mischief reported at EJ Miller Park in the 900 block of Kinney Way. The Reporting Party advised there were three juveniles who broke down the fence to the skate park and went inside. Officers contacted the group of juveniles who were not in the skate park at the time, but admitted to being in it earlier. Officers informed them they were not to enter the fenced off area. No further problems were reported. Suspicious activity reported at the intersection of SW Montecito Drive and SR 22. The Reporting Party advised there was a suspicious vehicle outside of a house that they had been informed nobody should be in. Officers arrived at the residence and were unable to locate a vehicle or any suspicious persons.

3 Public disturbance reported at Love s Truck Stop in the 700 block of Wine Country Road. The Reporting Party advised there was a male truck driver urinating right outside of the building. Officers contacted the male and warned him about urinating in public. The male advised he understood and would not do it again. The RP stated they did not want to press charges. Officers assisted the Benton County Sheriff s Office with a DUI at the intersection of King Tull Road and Pioneer Road. It was reported that a vehicle had driven into the ditch and the driver was throwing beer cans into the canal. Officers and Deputies arrived on scene. BCSO arrested the male and booked him into the Benton County Jail for DUI. Traffic stop at the intersection of Albro Road and CR 12. Vehicle was stopped for speeding. Upon contact, Officer observed the two occupants appeared to be extremely nervous. The driver informed the Officer that he did not have a license, only a Mexican ID card. Officer was given consent to search the vehicle and found nothing suspicious. The driver was cited and released for Driving without a Valid License. Both occupants were released to a licensed driver. Traffic stop at the intersection of Old Inland Empire Hwy and Chardonnay Avenue. The vehicle was stopped for a defective left brake light. Upon contact with the driver, the Officer was informed he did not have proof of insurance. Officer advised the male if he was able to provide proof of insurance he would not give him a citation. A few days later the male gave the Officers a copy of his valid insurance. Officers contacted an adult male and his son fishing in the area of Sheridan Avenue and Stacy Avenue. Officers advised them that the parks closed at 11:00 PM. They advised Officers they would leave the park. July 2 Traffic stop at the intersection of Gap Road and Wine Country Road. The driver was cited and released for DWLS 3 rd Degree. Suspicious activity reported in the 900 block of Alexander Court. The Reporting Party advised there were two subjects outside of her apartment that she believed were trying to break in through the screen door. The RP advised she knows the subjects and they were trying to break in because they don t like her. Officers arrived at the residence, checked the area but were unable to locate any suspicious activity or people. Traffic stop in the 700 block of Wine Country Road. Driver was cited for Speeding. Traffic stop in the 800 block of Wine Country Road. Officer stopped the vehicle for speeding and upon further investigation discovered the driver did not have a valid license. The driver was cited and released for DWLS 3 rd Degree as well as Speeding. The passenger had a valid license and was able to drive the vehicle away. Suspicious person reported in the 1900 block of Benson Avenue. The Reporting Party advised a male walked into his yard and was looking into his vehicles. The RP also stated he waited to call the Police and that the subject had just walked past the middle school. RP stated he was concerned about the situation because of the recent theft of fuel in the area. Officers conducted a search of the area for the subject but were unable to find anyone matching the description. Officers also advised the RP to purchase a locking gas cap to prevent fuel theft. Suspicious person reported in the 900 block of 7 th Street. The Reporting Party advised there was a man sitting in his car staring at the kids playing in the playground. RP also stated the male drove off, but came back to the park more than once. Officers checked the City Park, the Library as well as EJ Miller Park and the City Pool but were unable to find a vehicle matching the description. Officers advised the RP to call the Police if she sees the vehicle again. Officers will also be conducting extra patrol in the area regarding the situation. Citizen report of a dog in a hot car at Shopko in the 400 block of Wine Country Road. The Reporting Party advised there was a small dog in the back seat of a car with two of the windows partially down. Officer responded to the area and found the dog in good health and reported that the windows were down and the dog was not in distress.

4 Officers pink tagged an abandoned vehicle a few days prior on the 100 block of Nunn Road. The vehicle was towed away by Halls Towing on 07/02/2018. Suspicious person reported in the 1300 block of Desert Cv. Reporting Party advised there was a male wearing a black shirt with a Brinks logo on it in the area, and it appeared he may be casing the neighborhood. Officer contacted the male in the area of Concord and Market. The male provided the Officer with a State business license. Male was advised he needed a City of Prosser business license to solicit within the City limits. Suspicious persons reported at the intersection of Budd Avenue and Playfield Avenue. The Reporting Party advised there were four males in a vehicle who were possibly casing the neighborhood. Officers checked the area and were unable to locate any vehicles matching the description. July 3 Officers responded to a burglar alarm at Golden Yan in the 1200 block of Meade Avenue. Officers found the front door open and cleared the building. The owner was contacted and responded to the location to secure the front door. Hit and run at Starbucks in the 10 block of Merlot Drive. The Reporting Party advised she was in her vehicle when she felt something strike the rear end of it. The RP observed a vehicle drive away towards Chevron but then lost visual. A Starbucks employee contacted Officers and advised that the suspect appeared to be eating something when they struck the other car and drove off. The RP s vehicle had scratches and gouges on its rear bumper with paint residue from the suspect vehicle. Chevron gas station video showed the fleeing vehicle but the license plate was unreadable. The investigation is ongoing. Reckless driving reported at the intersection of Larch Street and Spruce Avenue. The Reporting Party advised there was a vehicle speeding throughout the neighborhood. Officers searched the area but were unable to locate the offender. Upon further investigation, Officers discovered who the vehicle belonged to and contacted the adult female. The female advised she was going way under the speed limit. She also advised Officers that she discussed it with the RP and will be more aware of the perception of her seeming to drive too fast. Officers responded to a No Contact Order violation at the Boys and Girls Club in the 800 block of Park Avenue. Officers were informed there was an unauthorized male trying to take home a child without being on the pickup list. The mother arrived at the location and advised Officers of the No Contact Order. The unauthorized male left the scene and Officers applauded the Boys and Girls Club for handling the situation well. Officers advised them to call the Police if he comes back and that Officers would continue to keep an eye out for the male. Reckless driving reported in the 100 block of Kelandren Drive. The Reporting Party advised there was an ongoing problem with construction workers speeding through the area. The RP also stated they talked to the construction workers about the speeding but now they are speeding even more. Officers spoke with the construction workers who advised they would slow down. Officers pink tagged two vehicles in the 100 block of Spruce Avenue. The vehicles were given written warnings for unregistered vehicles on a City street. Officers responded to a house alarm in the 900 block of Roza Vista Drive. Officers contacted a neighbor who advised they opened the front door to put a glass inside and it set off the alarm. Officers asked the neighbor to stay out of the house until the homeowners arrived home. Request for welfare check received in the 1900 block of Benson Avenue. Officers arrived in the area and observed a male known to Officers. The male appeared to be very agitated. The male s girlfriend was also at the location and advised that he had been acting oddly and she believed he was having an issue with his medications. Officers attempted to speak with the male to calm him down. The male ran from Officers and then returned shortly after. The male came towards Officers in a very aggressive manor and at one point he walked toward a PPD Officer and grabbed him. The Officer was able to break away from the male and the male again ran from the location. The male returned to the location once more and refused to obey commands from Officers to sit on the curb. The male approached Officers again in an

5 aggressive manor, running towards them. Officers deployed their tasers which had little or no effect on him. Officers then deployed OC Spray and were finally able to gain control of the male along with the assistance of Benton County Sheriff s Deputies. Medics arrived on scene and administered medication to calm the male in order to transport him to PMH for evaluation. The male was evaluated and staff determined he was not a threat to himself or others. Male was then transported to the Benton County Jail and booked for Assault 3 rd Degree. Verbal disturbance reported in the 200 block of Canyon Drive. The Reporting Party advised they could hear slamming doors and yelling. Officers contacted the parties who advised it was only verbal and that they were going to work out the issue in the morning. Officers suggested they separate for the night, but both parties refused. Hit and run at McDonalds in the 100 block of Merlot Drive. The Reporting Party advised she noticed damage to her vehicle and contacted the driver in the vehicle next to hers. The RP also stated that the driver denied hitting her car and drove away. The RP had a video of the suspected vehicle but did not have the license plate number. July 4 Verbal disturbance outside of the Prosser Police Department in the 1200 block of Bennett Avenue. Officers responded to a male and a female who advised they had an altercation in Richland. The male stated that the female hit him in the face with a set of keys. Officers observed a small cut on his face. The female agreed to leave and go to her home in Prosser. The male waited for a taxi to take him to his residence in Richland. Animal complaint received at the rest stop in the 10 block of Merlot Drive. The Reporting Party advised there was a dog running loose in the area. Officers advised Animal Control of the situation. Telephone harassment reported in the 100 block of Old Inland Empire Hwy. The Reporting Party advised his daughter has been receiving calls from a private number and the caller was identifying themselves as an Officer with the Prosser Police Department. RP stated the caller would say rude and vulgar things. Officers assured the two that it was not a Prosser PD Officer. Investigation is ongoing. Officers responded to a report of suicidal threats in the 900 block of Alexander Court. The Reporting Party advised that their client had been acting strange and was making suicidal statements. Officers contacted the female who advised she said things out of anger following a meeting about possible eviction. The female also advised Officers that she didn t mean to cause any concern and had no intention of harming herself. Traffic stop at the intersection of SR 22 and Wine Country Road. Officer stopped a vehicle that had a missing bumper and no front license plate. Upon further investigation the Officer discovered the adult male did not have insurance and was driving with a suspended license. The driver was given a verbal warning for no license plate, a citation for No Insurance and a citation for DWLS 2 nd Degree. The vehicle was legally parked, secured, and left for a licensed driver to recover at a later time. Suspicious person reported in the 1200 block of Quarter Horse Trail. The Reporting Party advised there was a male walking on the sidewalk talking to himself. Officers conducted a search of the area, but were unable to locate the subject. Officers assisted Benton County Sheriff s Officer with a verbal disturbance report in the 7000 block of Moore Road. The Reporting Party advised that his son was intoxicated and causing a disturbance by causing loud noises which was not allowing the family to sleep. Information was passed onto BCSO Deputies and the RP was advised that if things got worse and he needed Police to call 911. Verbal disturbance reported in the 400 block of North River Road. The Reporting Party stated there was a juvenile male being aggressive with his mother at the location. Officers arrived on the scene and were advised that the juvenile had stayed out longer than his mother allowed and when he returned home they had gotten into an argument. Officers were also advised the juvenile pushed his sister who attempted to intervene. Officers provided the mother with resources to help and told the juvenile to work on controlling his emotions better as well as asking for help when needed.

6 Traffic stop at the intersection of Paterson and Sunset Drive. Officer stopped the vehicle for failing to come to a full stop at a stop sign. Upon contact with the driver, Officer detected an odor of marijuana coming from the vehicle. Officer conducted DUI field tests on the driver who appeared to be under the influence. Adult male was arrested and booked into the Benton County Jail for DUI. July 5 Malicious mischief reported at Prosser City Park in the 1300 block of Sommers Avenue. The Reporting Party advised graffiti had been found in the park bathroom. The damage was estimated to be around $ Burglary reported at the Chevron on Merlot Drive. The Reporting Party advised single packs of cigarettes, lights and cash had been taken. The case is under investigation. Assault reported at the Prosser Swimming Pool in the 900 block of Kinney Way. A juvenile female advised that while swimming with friends a juvenile male had touched her and a friend inappropriately. Investigation is ongoing. Animal complaint reported in the 1300 block of Prosser Avenue. The Reporting Party advised a dog had ran up to her while she was walking down the street and the dog appeared to be malnourished. She stated the dog did not have any food or water. Officers spoke to the owner of the residence who advised he was watching the dog for a friend. Officers observed that the dog had food and water, but did notice that its fur was falling off in some areas. The male advised that the dog was shedding due to the hot weather.
