Dear Mayor and Council I am one of the 36 current home owners in the Parklands Subdivision.This subdivision was started in 2007 with the Town and developer establishing the form and character of the subdivision.the concept that was established was what we bought into when we purchased.all 3 phases with the green space were sold to us.i believe most of the buyers bought here because of the "Green " concept. Parklands is our home where we invested our hard earned dollars.we didn't just buy a house,we bought a home in Parklands.A Green development well thought out by the developer. Why then does the developer feel that he now has to change that concept and densify phase 3? Just imagine that half way through the construction of the George the developer wanted to take away the boardwalk and other Greenspace so he could build more condos! The developer decided to rezone and take 8 meters of a phase 1 town road and the phase 3 12 m Greenspace and build a house on it.a fact that the assistant town planner missed and the planner and town manager signed off on. My extensive experience allowed me to catch this immediately.if I had not caught this the council would have Approved it because their staff recommended it.the next day the developer went to the Town and at least he changed the part where he was going to dig up the Phase 1 road, sidewalk,grass Boulevard and trees to gain an extra lot. The town planner told a neighbour it was a good catch by me. In the July 20,2012 Coast Reporter they ran a story Head lined " Developer criticizes Gibsons bylaws" where Mr Hagedorn addressed the July council meeting. On May Mr Hagedorn wrote a letter to the town in regards to this rezoning. (See the attached article and letter) In 2012 he said he only had 6 transactions and the marketing conditions were challenging. In 2016 there are 36 homes and the market is booming. In 2012 he said his cost to provide the phase 1 Geothermo intrastructure to each home had doubled from $2800 to $5600 In 2016 he says in the letter his costs for Geothermo intrastructure to each home was $15,000. In 2012 he says that "In an effort to make Parkland more marketable he opted to begin work on $400,000 worth of amenities,including a tennis court" (his choice as a marketing tool) In 2016 he says in his letter he says"he incurred the costs of building the park and Tennis courts" for $450,000. (My wrong impression when I first read this was that the town made him build the tennis courts.) In his 2016 letter he says he dedicated $1,150,000 in parks in Parklands.I guess the area around the tennis courts and pump house. Thank You. (The 16 acres across from us on Payne Rd with 2 houses and a covered horse ring just sold for about $1,500,000 and is about the same size as our whole subdivision ) Now the Pond In correspondence with the town planner he told me that "according to Town bylaws the developer needed to provide a storm water management solution for the development" in order to develop Parklands. It has been noted by the town planner there is no pipe to the ocean and it would cost the Town about $4,000,000 or more to run a pipe to the ocean. (Parklands is in the northwest corner of Gibsons and about as far as you can get from the ocean) "The Pond was a proposed solution (by the developer) for storm water management that met with the Towns

The pond is on developer owned property and the existing location was determined by the developer and his engineer.the reason it wasn't placed where they want to move it to is something only the developer and his engineer can answer.i know we are supposed to feel sorry for the developer because wants to move the pond to build a road and more houses but!!!!! So we are to believe that trading our promised Greenspace for the new Muddy Hole (pond) is going to be a great thing for us. I am hoping that the town will support the 36 owners that pay about $100,000 property taxes and about $50,000 for services every year and keep the form and character of Parklands the way it was promised.
