24 October 16, 2013 TO: FROM: RE: Transportation Advisory Group (TAG) Fran Larkins, Vanessa Griffin, and Tom Carlson Alternative River Crossing For the past six months, we have been discussing and researching options for relieving traffic congestion in the Fredericksburg area. In particular, we have been focusing on an Eastern Bypass following the corridor of the Northeast Quadrant of the original Outer Connector. The majority of this route would be in Stafford County, but it would also need to include improvements to Route 17 East in Spotsylvania and a new intersection with I-95. We had planned to bring our proposal for your consideration at the TAG meeting on November 6. As we re sure you are aware, however, the Virginia Secretary of Transportation recently requested that FAMPO localities provide alternative roadway projects they believe will help alleviate congestion on I-95 and adjacent arterials in this area. To meet his October 31 deadline, this was placed on the October 15 agenda of the Stafford County Board of Supervisors. We presented an Eastern By-pass proposal, and were pleased that it was approved, along with other options. We were surprised, however, at the Board of Supervisors meeting that this was mentioned as being from the TAG. Our memo to the Board and our comments at Presentations by the Public, clearly identified us as a small group of three TAG representatives from Stafford County. We wanted to assure you that we will be presenting our proposal for your consideration at our TAG meeting on November 6. At that time, we hope you will agree with us it is an option that should be considered by VDOT. Attached are our points justifying this alternative river crossing along with two maps. Thanks for your understanding and we welcome your feedback.

25 Eastern Fredericksburg By-Pass October 17, 2013 The need for a better transportation network and by-pass around the city of Fredericksburg is now even more imperative than it was when the first Outer Connector studies were completed in There are currently proposals for the I-95 Rappahannock River Bridge, and CD/toll lanes on I-95. Route 3 in Spotsylvania County has been widened and work has also begun on widening U.S. 17 and improving the Falmouth intersection. These projects are not enough, however, to improve mobility long-range in our region. Many sections of roads will remain at an F Level of Service (LOS) which is totally unacceptable. Additional improvements need to be considered for recommendation by FAMPO to the Virginia Department of Transportation. In order to provide substantial and long-term traffic congestion relief to I-95 and the FAMPO region, an Eastern By-Pass should be one of the options supported as an Alternative River Crossing. Per the March 1998 Major Investment Study Report, the Northeast Quadrant of the Outer Connector would have run from I-95 north in Stafford County (at the now Centreport Parkway intersection) to Route 17 East in Spotsylvania County. Today, this route, in conjunction with construction of the Berea Parkway and improvements to Route 17 East to I-95 could form an Eastern By-Pass. The Stafford County portion of this route is already included in the Stafford County Comprehensive Plan. Similar to the Berea Parkway, it would be a four-lane divided highway with limited access. It would allow for continuity of traffic flow and relieve congestion throughout the FAMPO region. It offers many benefits not possible with the other alternatives proposed thus far. An Eastern By-Pass around Fredericksburg would offer a complete alternative route for north/south traffic. It could eliminate a freight transportation bottleneck in the region by providing a continuous circuit for Route 17 around the City of Fredericksburg. Currently, unless traffic on Route 17 follows Business 17 through the center of Fredericksburg, it has no other option than to use the already extremely congested I-95 corridor to continue further east on Route 17. This adds to economic costs for freight because an unacceptable amount of time is spent traversing the region. It also compromises air quality and mobility for the entire Fredericksburg area. Trucks coming east on Route 17 could take Berea Parkway and the Eastern By-Pass to continue to the Hampton Roads area without entering I-95. Completion of the these two segments would allow vehicles on Route 17 to continue to points in the Hampton Roads area without entering I-95 at all. Alternatively, if the southern portion of Route 17 is also made four lane, they could intersect with I-95 at a point much further south past the majority of the congestion. This would contribute to significant relief from congestion and improve traffic flow on I-95, Route 1, US 17, and Route 3.

26 Route 17 has been designated by the Commonwealth Transportation Board (CTB) as a Multimodal Corridor of Statewide Significance. This roadway functions as an alternative to I-95, especially between Northern Virginia and Hampton Roads; is a major freight corridor west of I-95 especially as a connection from I-95 to I-66; and provides access to the tourist and recreational destinations in the Northern Neck and Middle Peninsula regions. The 2010 Virginia Statewide Multimodal Freight Study found that U.S. 17 represents a crucial component of Virginia s transportation system and its ability to carry freight efficiently will affect, positively or negatively, the overall competitiveness of the State s economy. A way must be found to enable this highway to carry freight more efficiently. Access to I-95 would be greatly improved for residents to the east of Fredericksburg. Commuters would no longer have to use rural, local roads as alternate routes to reach I-95 thus improving safety on these roads. An Eastern By-Pass would improve access to the Route 301 Bridge and provide a more direct route to Ft. A.P. Hill. An Eastern By-pass would provide easier access to Virginia Railway Express (VRE) stations which are on the eastern side of I-95. Safety would be improved as it would ensure faster emergency times to Stafford Hospital and other hospitals in the region. According to the original Outer Connector studies, both the Berea Parkway and the corridor recommended for the Northeast Quadrant created the least amount of impact and disruption to residential and business communities. While there is increasing development in this corridor, we believe this statement is still true. There are fewer areas of historic significance within the route of an Eastern By-Pass. It could also be well designed to attempt to preserve scenic views and the right-of-way could allow for bike paths and pedestrian traffic. The recommended corridor from the Northeast Quadrant Major Investment Study (MIS) of 1998 included a bridge over the Rappahannock River. This would have crossed the river to the east of Fredericksburg with the north side between Forest Lane Road and Caisson Road and the south side skirting to the east of Ruffins Pond. It found that an eastern bridge over the Rappahannock River provides the greatest potential for long term improvement to travel in the region. From a transportation standpoint, the proposed crossing would be ideal for connecting the southern end of the corridor near the important intersection of US Route 17/US Route 17 Business and State Route 2 located southeast of the river crossing at New Post. In response to concerns regarding possible environmental impacts associated with the bridge, further study found that while there is a limited window available for a crossing, the river crossing location for the recommended strategy has many advantages compared to other possible river crossings upstream or downstream. The proposed site would have less impact to wetlands, floodplains and forested lands near the river than most other sites. It also would have no impact to nature conservancies or large forested tracts away from the river.

27 While there would need to be new major intersections at I-95 with Centreport and Massaponax, we believe any financial costs would be justified by more efficient travel throughout our region.
