Penrith, Liverpool and Campbelltown were declared as cities of the west a number of years ago. To label Badgerys Creek as the city of western Sydney is an insult. Why not nominate Mascot the city of the East? I will never be going there and if and when the airport is built in 10 years time I might catch a plane. Badgerys Creek is a grass paddock and will be a century before Badgerys Creek will ever be as large as Penrith or Liverpool. To label a city around an airport is a joke. Not too many people would like to live near an airport. Most people only visit an airport about a few times in their lives. Also, a city is when there is a population to support it. Cows do not equal people. When the population meet the criteria for a city it should be considered in the future. Badgerys Creek with a airport expected to be opened in The surrounding area suits aircraft industries and industrial. People want to sleep at night and this airport is proposed for 24hr use. I have not intentions to move anywhere near a noisy and polluted airport living under jet fuel and soot. Windsor and Richmond are not rural areas and they are both major urban centres including Richmond Airforce base that protects Sydney. We also have a University, TAFE, Hospital, major employment and a railway line. Disappointing about the lack of vision between Windsor, Richmond and

2 Penrith. This is the future urban area. I believe that the Western City District should be split in 2 * Northwest City with Penrith being the City and * Southwest City with Liverpool and Campbelltown both cities. Request that the M2 Castlereagh Motorway extension from the M7 motorway at Colebee to at least The Northern Road Londonderry to alleviate traffic around the Penrith area and M4 Motorway. Urban Development of Berkshire Park Expansion of the North West Growth Centre to include Berkshire Park. Berkshire Park is located adjacent to Marsden Park and the North West Priority Growth Area that has reached the final stages of planning. Berkshire Park is surrounded by other urban developments of Bligh Park and Windsor Downs. Berkshire Park is located adjacent to Marsden Park, Windsor and Riverstone town centres and railway stations with access to both the western line and the new Northwest Metro. Excellent main road access is provided by Richmond Road, Windsor Road, Stoney Creek Road, The Northern Road, M7 & M4 motorways. Several schools is provided in Marsden Park, Bligh Park and Llandilo. Bus services is provided in the area providing a direct link to local schools, Windsor, Mt Druitt & Penrith CBD areas. Berkshire Park covers approximately 1900 hectare of which approximately 600 hectare would be suitable for urban development for approximately of a mixture of low to medium density homes with a neighbourhood centre, easy walking and cycling connections throughout the development and to Vineyard, Riverstone & Marsden Park Railway stations, schools and town centres. The rest of Berkshire Park is the Castlereagh Nature Reserve and home to 3 correctional facilities including, The John Morony Correctional Centre for men, the Outer Metropolitan Multi Purpose Correctional Centre, for men, and Dillwynia Correctional Centre for women that are all connected to a sewerage pumping station and reticulation sewerage. The current grid road system makes the area easy to develop and stage the area for future urban housing. The area is currently zoned rural RU4 Primary Production Small Lots See

Berkshire Park is located adjacent to Marsden Park and the North West Priority Growth Area that has reached the final stages of planning. We note that Box Hill North (The Gables) is outside the North West Priority Growth Area that has been approved and construction is well advanced by Celestino and is of similar size to this proposal. Berkshire Park is surrounded by other urban developments of Bligh Park and Windsor Downs. Berkshire Park is located closed to the Marsden Park, Windsor and Riverstone town centres and railway stations with access to both the western line and the new Northwest Metro. Excellent main road access is provided by Richmond Road, Windsor Road, Stoney Creek Road, The Northern Road M7 & M4 motorways. Several schools is provided in Marsden Park, Bligh Park and Llandilo. Bus services is provided in the area providing a direct link to local schools, Windsor, Mt Druitt & Penrith CBD areas. 6 The attributes of the area are listed below that makes this area one of the easier and low cost development sites in Sydney s North West with opportunity to utilise current infrastructure already in place, reducing the initial capital cost that will help develop this area. The urban release of this area would indorse Penrith as a major city centre in western Sydney connecting the current North West Growth Centre, Yours sincerely GENERAL Berkshire Park is surrounded by residential development such as Windsor CBD, Windsor Downs, Bligh Park, Riverstone and the proposed Marsden Park town centre and developments. TRANSPORT The area is located between the Kingswood - Penrith Western Railway Line and the Riverstone - Richmond railway line with direct access to St Marys and Kingswood railway stations on the Kingswood - Penrith Western Railway Line and access to Windsor, Mulgrave and Vineyard and Riverstone Railway Stations and the proposed Marsden Park town centre and Metro Station. The Riverstone- Richmond western railway line is has been recently duplicated to Schofields with plans to duplicate the line to Vineyard Station. Transport can be provided by using buses between the Kingswood- Penrith Western Railway Line to the Riverstone- Richmond Railway Line. There is currently a bus service by West Bus 674 from Windsor- Berkshire Park - Mt Druitt back to Berkshire Park - Windsor and 673 Windsor - Berkshire Park- Llandilo- Penrith and return. This can be expanded with the development. A bus service could also be provided along Richmond Road to the proposed Marsden Park town centre and employment hubs through to Blacktown Transport interchange. WATER SUPPLY The area has easy access to major water supply from reservoirs located on The Northern Road Berkshire Park see figure 1, North St Marys South Windsor see figure 2, Cranebrook see figure 3, South Windsor see figure 4 reservoirs 3

9 SEWERAGE The area also has access to several sewerage treatment plants located at South Windsor see figure 5, Riverstone/Vineyard see figure 6 and St Marys see figure 7 and a sewerage pumping station located on the corner of The Northern Road and Richmond Road at Berkshire Park see figure 8 that services the John Morony and Dillwynia correction services facility at Berkshire Park and connects to the South Windsor Sewerage Treatment plant. 11 EMPLOYMENT Employment areas have been identified on the attached fig 1 Berkshire Park & Llandilo urban release area at the following locations: HOSPITAL Penrith Kingswood North St Marys Dunheved Mt Druitt Riverstone Bligh Park Windsor Marsden Park Industrial area (Under construction) Riverstone West (Under construction) Marsden Park Town Centre (Proposed) The area is surrounded by 5 major hospitals listed below: Nepean at Hospital Kingswood Mt Druitt at Hospital Windsor at Hospital Blacktown at Hospital The Hills Hospital at Bella Vista POLICE & LAW INFORCEMENT The area is surrounded by a number of major Court Houses & Police Stations in the following locations as listed below: Penrith Court House & Police Station Windsor Court House & Police Station Blacktown Court House & Police Station Mt Druitt Police Station Riverstone Police Station Quakers Hill Police Station SCHOOLS The area has a number of existing schools located at: South Windsor Bligh Park Llandilo Cranebrook Jordon Springs (Proposed) Kingswood Penrith 8

12 UNIVERSITY AND TAFE COLLEGES The area is in close proximity to a number of existing TAFE & University Colleges as listed below: TAFE Colleges Penrith Richmond Mt Druitt Blacktown Nirimba at Quakers Kingswood University of Western Sydney Werrington North Campus Werrington South Kingswood Richmond Nirimba SHOPS AND CENTRE The area is surrounded by a number of existing or proposed major and minor shopping centres just a short distance as listed below. Penrith City & CBD Kingswood St Marys CBD Ropes Crossing Bligh Park Cranebrook Jordon Spring Centre (Proposed) Windsor CBD Llandilo Marsden Park Town Centre (Proposed) Riverstone The urban development of the Berkshire Park and Llandilo area will help with the viability of the Windsor CBD and the shopping area. In the recent decade there has been a downturn in the commercial areas in Windsor and with the additional population will help revitalise the city centre to its former status and increase local employment. ROADS The area has easy access to M7 & M2 and M4 Motorways. Easy access to: Penrith & St Marys CBD via the local street network and The Northern Road and Forrester Road Windsor CBD Riverstone Town Centre Plans are underway to improve Richmond Road north of the M7 Motorway in the current NSW Government Budget. 9

13 Easy road access to Railway Stations at St Marys, Kingswood, Windsor, Riverstone. Note: Access to Vineyard and Mulgrave Railway stations is anticipated with the development of the Marsden Park North precinct as part of the North West Growth Centre Development. SPORTING AND SOCIAL CLUBS The area is surrounded be easy access to number of sporting and social clubs. Below is a list of some of the major local social clubs. Conclusion: Windsor Leagues Club Bligh Park Windsor RSL South Windsor Windsor CBD Riverstone RSL, Riverstone St Marys Leagues North St Marys St Marys Band Club Large amounts of restaurants and clubs in Penrith area including Penrith RSL & Penrith Panthers Rugby League Club. We request that the Greater Sydney Commission plan for the urban development of Berkshire Park as part of the future urban release and expand the development of the North West Growth Centre. The attributes of the Berkshire Park area are listed above that makes this area one of the easier and low cost development sites in Sydney north west with opportunity to utilise current infrastructure reducing the initial capital cost associated with housing developments.
