2 2015 NATIONAL CONVENTION EVANGELICAL LUTHERAN CHURCH IN CANADA Shaw Conference Centre Edmonton, Alberta July 9 12, 2015 February 23, 2015 Dear Delegate/Visitor: Preparations have begun for the 2015 National Convention which will convene at the Shaw Conference Centre (SCC) in downtown Edmonton from July 9 to 12, For four days, 400 Lutheran church leaders will meet, worship and vote on issues affecting the future of our church. Lay and rostered ELCIC members from across the church come together at National Convention, along with many visitors and volunteers, to engage in the work and ministry of the ELCIC. At the 2015 National Convention, delegates will discern resolutions of witness, church structure and function. Delegates and visitors alike will stand up for issues that demand a faithful witness and join together in worship The National Convention gets underway on Thursday, July 9 with an orientation session at 11:00 a.m. and lunch at 12 noon, followed by opening worship and the first business session. Please refer to the enclosed Program-at-a-Glance for an overview of our convention schedule. In preparation, we have compiled a Registration Information Package to assist you with your registration, travel and accommodation plans. 3 February 23, 2015 REGISTRATION INFORMATION LETTER Welcome Delegates and Visitors! The 2015 National Convention will take place at the Shaw Conference Centre (SCC) in Edmonton, Alberta from July 9 12, For four days, Lutheran Church leaders will meet, worship and vote on issues affecting the future of our church. The SCC is located in downtown Edmonton and is within 2 20 minutes walking distance from our six convention hotels, and minutes by car or public transportation from our three university accommodations. At some of the locations, LRT stations are nearby for a faster commute. Check our website at Edmonton for updated information on our 2015 National Convention as it becomes available. The SCC is situated on the side of the riverbank in the heart of downtown Edmonton and overlooks the beautiful North Saskatchewan River Valley. SCC has established itself as one of Canada s premier meeting and convention venues, and has won recognition for its architecture, cuisine and environmental stewardship. Delegate travel only to and from Edmonton (no accommodations) is included in the delegate registration fee. Book your accommodations at one of the hotels or universities indicated in the accommodations list. The registration form and credit card payment can be completed online at Edmonton. Look for the online registration link. Don t forget to print a copy of your registration online form for your records. The online registration will open on Monday, March 16. Alternatively, you can also complete the registration form or the PDF fillable form found online and return it by mail with your credit card information or cheque payment to the National Office. Keep a copy of the registration form for your records. If your spouse wishes to attend the National Convention and is not a delegate, they are required to register separately as a visitor either online or by completing and mailing a copy of the registration form. Please carefully complete the travel section on the registration form with your travel times and accommodation information to assist our Local Arrangements Committee in Edmonton with local travel co-ordination. Confirmation of Registration: A statement acknowledging receipt of your registration form and payment will be ed or mailed to you.

4 The National Convention gets underway on Thursday, July 9 with an orientation session at 11:00 a.m., lunch in Hall D at 12:00 noon, followed by Opening Worship and Eucharist, and then our first business session. The National Convention will conclude at 10:30 a.m. on Sunday, July 12 with a Closing Worship and Eucharist at Trinity Lutheran Church. This letter provides you with detailed information on travel and accommodation arrangements. A draft copy of the convention agenda will be posted to the website in mid-march ORIENTATION SESSION An optional one-hour orientation session will be offered to all attendees at 11:00 a.m. on Thursday, July 9. This session will familiarize you with the SCC, the agenda and schedule for our meetings and other convention information to make your time at the meetings productive and enjoyable. Please indicate on the registration form if you plan to attend this orientation session. REGISTRATION DELEGATE ELECTIONS Rostered delegates are elected at conferences with notification to the synod office prior to November 30, In December 2014, the synod offices will have informed parishes if they are eligible to elect a lay delegate (a baptized member who has not been ordained or consecrated). Parishes must elect their lay delegates and lay alternates by March 8, Once the parish has elected their lay delegate and two lay alternates, the Lay Delegate Notification Form is to be completed and faxed to your synod office by Wednesday, March 11, 2015 or sooner. The Lay Delegate Notification Form is available on the National Convention website at in a PDF fillable format. Please note that you will be unable to book any travel with Continental Travel Group until the Lay Delegate Notification Form has been submitted. ONLINE REGISTRATION Once your parish has notified us of your participation as a delegate, you will then be able to complete the registration process to attend the National Convention. We encourage all delegates and visitors to use the online registration system. The registration form and credit card payment can be completed online at Look for the Online Registration link in the left-hand frame under Coming to Convention. Don t forget to print a copy of your online registration form for your records. Online registration will open Monday, March 16. Alternatively, you can also complete the registration form or the PDF fillable registration form found online and return it by mail with your credit card information or cheque payment to the National Office. Keep a copy of the registration form for your records. All delegate registrations are to be submitted by April 22. An acknowledgment of your registration and payment will be forwarded to you by or mail.

5 DELEGATES ROSTERED or LAY The delegate registration fee is $1,350 per delegate. The delegate registration fee includes travel to and from Edmonton, lunch and dinner at the National Convention but no breakfast or accommodation. Delegates are responsible for booking their own accommodation. The registration fee, accommodation and other expenses are to be paid for by your parish/congregation. Please see the attached accommodations list to make your room booking. All registration fees are non-refundable after June 8, YOUTH ASSEMBLY DELEGATES The youth assembly delegate registration fee is $675 per participant. Youth assembly delegates will meet one day prior to the beginning of the National Convention to learn about convention procedures, and to get acquainted. Therefore, the dates for the Youth Assembly are July Youth assembly delegates are appointed by their synods and information for youth delegates will be provided in a separate information letter to the synods. Paul Gehrs, Assistant to the Bishop, Justice and Leadership by at pgehrs@ elcic.ca or toll free , extension 156 or in Winnipeg at (204) VISITORS For visitors to the convention, the registration fee is $100 per person without meals and without accommodations but will include refreshments provided in the morning and afternoon. Daily registration fees (no meals) are also available at $35 per day. The online Bulletin of Reports will be available for download as of May 25, Should you wish to join the convention attendees for meals, the available visitor meal package fees are as follows: $255 Visitor Meal Package (no Saturday banquet). This package includes three lunches (Thursday, Friday and Saturday) and two suppers (Thursday and Friday). $65 Saturday Banquet, July 11 Visitors will not be able to purchase meal packages on-site. 6 WI-FI INTERNET ACCESS Wi-Fi Internet access at the Shaw Conference Centre for the entire event is $24. Therefore, if you require Wi-Fi Internet access during the sessions, please don t forget to indicate this option and payment on the registration form. NATIONAL CHURCH COUNCIL (NCC) & OTHER COMMITTEES NCC and other committee meetings will take place before the convention. Please check times with your council or committee contact person prior to planning and booking your travel arrangements. TRAVEL DELEGATE TRAVEL Delegate travel to and from Edmonton is included in the delegate registration fee and will be billed directly to the ELCIC convention account with Continental Travel Group. The approved convention airfare for delegates is the least expensive applicable fare plus one checked-in baggage fee each way. Service fees for seat selection, insurance, and airline meals are not covered by the convention. Some airlines do not allow a purchased airline ticket to be transferred to another delegate. If you booked an air ticket, and later cannot attend the convention, you will be personally responsible for the ticket. Before lay delegates can book travel to Edmonton, your parish needs to submit the Delegate Notification Form so that we are aware that you are an elected delegate to the convention. When arranging travel with Michelle, please quote purchase order number TRAVEL BY AIR OR VIA RAIL Delegate travel for air and VIA Rail Canada transportation is to be arranged through Michelle Thorvaldson of Continental Travel Group. Contact Michelle to arrange your travel by at michelle@continental trav.com or by phone at toll-free or in Winnipeg at Please book your travel by air or VIA Rail prior to registering so that this information can be included on your registration form. In most instances, travel for the National Convention is by electronic ticket. Michelle will require an address to issue an electronic ticket and itinerary. travel booking is the most efficient option. However if you don t have any , you can make alternate arrangements with Michelle. Airline seat selection, insurance and meal purchases are not covered by the convention. The convention will cover the cost of the baggage fee for one suitcase checked-in each way. Delegates travelling from an airport that has an airport facility fee in effect are requested to pay the fee and to include this item in your expense claim along with the receipt. Visitors are welcome to use the services of Continental Travel Group but will be required to pay for their own travel arrangements.

7 INSURANCE An accident insurance policy under the convention s coverage will be in place to cover delegates and visitors during the National Convention from July Travel health insurance and trip cancellation are not covered. NON-AIR TRAVEL & EXPENSES If you are driving to the National Convention, you may submit an expense claim for 20 cents per km for one delegate plus 3 cents per km for each additional delegate up to the equivalent cost of an air ticket based on the excursion rate approved for convention. Parking fees, gas, accommodations and meals along the way are not reimbursable. If you are travelling by bus or train, the most economical and applicable fare will be reimbursed to you for your travel costs. Special requests for extensions or additions to your itinerary will be accommodated. However, any additional costs above the approved convention fare will be your responsibility. Car rental expenses will not be reimbursed. EDMONTON LOCAL TRANSPORTATION Arrivals: Transportation from the Arrivals area at Edmonton Airport, the VIA Rail station or the Edmonton bus terminal will be provided by the Local Arrangements Committee starting on Wednesday, July 8 from 1:00 p.m. to 9:00 p.m., and Thursday, July 9 from 7:00 a.m. to 1:00 p.m. Delegates arriving outside the above hours will be responsible for their own local transportation arrangements. Transportation will be provided from the Edmonton Airport, the Via Rail station or the bus terminal to the six convention hotels and the three universities only. Delegates staying at alternate locations will be responsible for their own local transportation. Departures: Transportation to the airport, rail station or bus terminal will be provided Sunday, July 12 after the Closing Worship and Eucharist ends starting at 10:30 a.m. until 12:00 p.m. Delegates departing outside this time frame will be responsible for their own local transportation arrangements. Reminder: Please be sure to indicate your arrival and departure times on the registration form to enable the Local Arrangements Committee in Edmonton to coordinate local transportation. NATIONAL CONVENTION LOCAL TRANSPORTATION No local transportation will be provided on a daily basis to and from the Shaw Conference Centre and hotels or universities. The hotels are all within walking distance of the conference centre and the universities are accessible by car or public transportation. For those delegates with mobility concerns, only a limited schedule to and from the convention hotels will be provided. Those delegates with mobility concerns should indicate these on the registration form. ACCOMMODATIONS Delegates and visitors are responsible for booking their own accommodations. Payment for delegate accommodation is the responsibility of the delegate s congregation as the delegate registration fee does not include accommodation. Visitors are responsible for their own accommodation costs. See the attached 2015 National Convention accommodations list for details and booking information. A map of downtown Edmonton with the location of the hotels and universities indicated is also attached.

8 The six main convention hotels and three university accommodations are in close or fair proximity to the Shaw Conference Centre. When booking at any of these locations, please mention that you are with the 2015 Evangelical Lutheran Church in Canada (ELCIC) National Convention. The convention hotel rate is only available until June 8, 2015 Please make your booking before this date to receive the convention rate. Please indicate where you are staying on the registration form to assist the Local Arrangements Committee with their transportation coordination. MEALS For Delegates: Six meals are included in the delegate registration fee. All lunches and dinners will be served in Hall D of the SCC. The banquet will be held in the Alberta Ballroom of the Chateau Lacombe Hotel. Receipts for meals eaten elsewhere are not reimbursed. Meals are scheduled during the convention as follows: Lunch 12:00 1:00 p.m. Thursday to Saturday Dinner 5:00 6:30 p.m. Thursday to Friday Banquet 6:00 9:30 p.m. Saturday Delegates are to indicate in the events section of the registration form if they plan to attend the banquet. For Visitors: Should you wish to join the convention attendees for meals, the available visitor meal package fees are as follows: $255 Visitor Meal Package (no Saturday banquet). 9 PARKING Parking costs are not covered or reimbursed by the convention. Parking costs vary at each hotel, parkade or other location, and range from $15 to $35 per day. Parking is available at the Canada Place Parkade at 9700 Jasper Avenue which is connected to the SCC by an underground pedway. Paid parking lots are also available on Jasper Avenue NW at 99th Street (in front of the Courtyard by Marriott); City Market Surface Lot at St.; Library Parkade at St. with entrance on 99 St. and 100 St.; and on Grierson Hill NW near the SCC. Metered parking is available on streets throughout the downtown area. For further parking information see the SCC website at parking. SHAW CONFERENCE CENTRE ON-SITE REGISTRATION After arriving in Edmonton, delegates can register for the 2015 National Convention at the Shaw Conference Centre in the Hall D Foyer on Wednesday, July 8 from 3:00 p.m. to 9:00 p.m. The National Convention registration desk will also be open from 9:00 a.m. to 5:00 p.m. on Thursday, July 9, and from 8:00 a.m. to 5:00 p.m. Friday, July 10 and Saturday July 11. You will also be issued a wireless hand-held keypad (or clicker for short) upon registration for voting at the convention. You must return the keypad at the end of the convention. There will be a fee for keypads not returned. Please plan to arrive early to register for the National Convention at the SCC either on Wednesday, July 8 or Thursday morning, July 9. Upon registering, you will receive a name tag which is required to be worn at all National Convention sessions, events and meals. PLENARY SESSIONS All National Convention business sessions will be held in Hall D of the Shaw Conference Centre. SMOKING All indoor spaces and all outdoor spaces within a 5m (16ft) perimeter of the Shaw Conference Centre are non-smoking. This is in accordance with the City of Edmonton Public Places Bylaw #14614 and as required by LEED building standards. ADDITIONAL INFORMATION PROGRAM-AT-A-GLANCE The attached 2015 National Convention Program-at-a-Glance provides you with a quick overall summary and timetable of all National Convention events. Please keep the program as a handy reference. BULLETIN OF REPORTS The Bulletin of Reports will be posted on the National Convention website at Edmonton/ on May 25, There is no cost for the online copy of the bulletin. However, if you

10 request a printed copy of the Bulletin of Reports with your registration, there is a charge of $40 to cover the printing and mailing costs. A draft copy of the convention agenda will be posted to the website in mid-march SPECIAL EVENTS Special events at the National Convention are as follows: - The Opening Worship and Eucharist on Thursday, July 9; - The National Convention Banquet on Saturday evening, July 11 at the Alberta Ballroom, Chateau Lacombe Hotel at Bellamy Hill NW; and - The Closing Worship and Eucharist, Sunday, July 12 at Trinity Evangelical Lutheran Church at Ave. NW. Further information on these events will be provided in the Bulletin of Reports. VOLUNTEERS The Local Arrangements Committee and Worship Committee are recruiting volunteers for the National Convention. If you would like to be involved as a volunteer, please indicate your area of interest in the volunteer section of the registration form. PRIVACY PERMISSION The information on the registration form is collected for the use of the National Office and will be retained indefinitely, and that personal information is not shared with third parties without consent. Please note that accredited photographers and the media may be in attendance at the 2015 National Convention. By the nature of your attendance at the convention you have indicated your consent to the ELCIC to photograph and record image or voice on photographic, video, and audio media, and to use this material in whole or in part for the promotion of the ELCIC and its assigns by any means deemed reasonable.
