Enhance revenue stream with land value capture tools 4. Enable Metrolinx to borrow against revenues 5. Revenue stream should equal MoveOntario 2020 commitment of $11.5 Billion 6. Obtain favorable accounting treatment for Province by taking ownership of all assets called for by the Regional Transportation Plan 7. 25 Paying for the Plan - Recommended Approach Benefits Avoids lengthy and protracted debate about new taxes allowing focus to be placed on the Regional Transportation Plan Consistent with government commitments regarding new taxes and MoveOntario 2020 funding Allows Metrolinx time to deliver on several key projects creating credibility for our organization in the public s eye Puts Metrolinx on the path to sustainability by creating a predictable revenue stream against which to plan Leaves open the door to a full suite of revenue tools comparable to Translink, AMT (Montreal) and others 25
