3 The The Construction The most active non-residential construction companies in The construction industry has maintained its role as a key sector of the Australian economy in and the HIA-CoreLogic Construction 100 takes a detailed look at which construction businesses were leading the way. While construction activity in was down by around 6 per cent on a year earlier the sector still accounted for 12 per cent of Australia s economy with a value of almost $200 billion in output. The mix of work within the construction industry has not been evenly shared. The engineering construction sector, once the engine of the Australian economy, has been battling its biggest ever cyclical downturn, the non-residential building sector has maintained a steady pace and businesses operating in the residential building sector have been operating in overdrive. The scale of the post mining boom decline in engineering construction has meant that declining levels of expenditure on construction have detracted from economic growth for three consecutive years between 2014/15 and. The big news in the engineering sector is that in the second half of, activity rose by 3.3 per cent compared with the first half of the year. This is the most encouraging news from this sector for a number of years. This gives us confidence that will be the last year marred by falling levels of activity relating to mining projects dragging the value of construction work into negative territory. Over the last few years conditions in the wider housing market have been very supportive of residential building. Buoyed by the boom in apartment building in the east coast capital cities dwelling starts reached an all-time high of 234,000 in 2015/16 and HIA s estimates show that this is likely to have dropped to around 218,000 in. While the cycle of new home starts passed its peak in early 2016, there is a large amount of construction still underway and the retreat from the peak has been relatively modest. This peak in starts in early 2016 resulted in the amount of work undertaken in the residential building industry being the highest on record in the six months to December The slowdown then commenced, with activity down by 2.7 per cent in the first six months of Non-residential building has performed consistently and at a reasonably high level in recent years which is a contrast from the large, counter-acting, cyclical changes in the engineering and residential building sectors. Activity in the non-residential building sector rose by 8.3 per cent in the six months to June 2017 compared with the preceding six months. This changing mix of work within the construction sector is also evident amongst the activity of firms in the HIA-CoreLogic Construction 100 list. The nation s largest construction firms have proven highly capable of adapting their services to meet the demands of current economic conditions and deliver the projects that the market has required Looking ahead, we expect that the slow-down in apartment building will be offset by the growing public sector investment in infrastructure and an increase in business investment more generally ensuring that the construction sector continues to be a significant driver of economic growth. 4 The Construction 100 Leader board The capital intensive nature of major construction projects results in an industry structure where a large share of the construction work is concentrated amongst a relatively small number of firms. Contracts awarded to firms on the Construction 100 had a total value of $69.1 billion in which accounted for around half of all non-residential building work commenced during the year. Industry concentration is also evident amongst firms on the Construction 100 with the top 30 firms accounting for nearly 75 per cent of the total value of contracts awarded to firms on the list. This year s list is topped by Probuild with contracts totalling $6.12 billion awarded during, up from the fifth ranking last year. Probuild has been a beneficiary of the boom in apartment construction with contracts awarded for $2.30 billion of work in this sector, the most of any firm on the Construction 100 list. Probuild is also the top ranking firm for commercial constriction with contracts totalling $3.34 billion. Lendlease ranks second in the Construction 100 for the second consecutive year with contracts totalling $5.31 billion awarded during the year. Contracts for work on civil engineering projects accounted for the largest share of Lendlease s work during the year ($1.98 billion) followed by work on community projects ($1.62 billion) and work on commercial projects ($1.40 billion). Multiplex is the third ranked firm with contracts awarded for $5.14 billion of work. Multiplex was the top ranked firm for community construction with contracts for $1.72 billion of work in this sector, although the largest share of contracts awarded to the firm during the year related to work on commercial construction projects ($2.33 billion). After holding out top spot on the Construction 100 list last year, CPB Contractors have dropped to fourth on the list this year. The change in the drivers of Australia s economic growth appear to have had a role in this with records showing a decline in the value of contracts awarded for work on civil engineering and mining projects. BMD Group round out the top five, having been awarded a total of $2.80 billion of civil engineering projects during the year. This represents a big jump up the order after ranking eighteenth in last year s Construction 100. The share of non-residential construction accounted for by mining has declined while the large expansion in high-rise apartment building means that a greater share of construction activity is now accounted for by multi-unit dwelling construction. The largest share of contracts awarded to firms on the Construction 100 in relates to work on civil engineering projects (28.7 per cent), followed by work on multi-unit residential projects (23.6 per cent) and work on commercial projects (23.2 per cent). After being such a huge component of construction industry activity a few years ago, contracts relating to construction work on mining projects accounted for only 6.0 per cent of work in. 6 $ billion Civil Engineering Civil engineering has traditionally accounted for the largest amount of non-residential construction work and this remains the case in. A total of $55.5 billion worth of civil engineering construction work was commenced during the year, representing a 40.3 per cent share of total non-residential construction. The value of civil engineering work commenced in was 6.6 per cent higher than a year earlier. The long list of new transport infrastructure projects and upgrades is one of the main reasons for growth in civil engineering construction. Firms in the Construction 100 report were awarded contracts for around $19.28 billion worth of civil engineering work. While this work was shared amongst 44 firms that made it onto the list, a large share of work was concentrated amongst a relatively small number of firms: the largest five firms that were awarded contracts for civil engineering work accounted for 56 per cent of the total value of contracts in this sector. BMD Group lead the table with a wide range of projects in all mainland states and territories, while CPB Contractors (second) and John Holland (third) rank highly as a consequence of being appointed lead contractors on a small number of high value transport infrastructure projects. 7 $ billion Multi-Unit Residential During the current residential building cycle multiunit residential building activity has grown to become the second-largest component of nonresidential construction, although the value of multiunit residential construction commenced actually eased back by 1.1 per cent to $32.0 billion. The small decline in the value of new projects commenced during the year has seen the share drop from 24.6 per cent in 2015/16 to 23.3 per cent in. At this level the share is still far higher than in 2011/12 when it fell to 8.4 per cent. Over the remaining years of the decade multi-unit dwelling starts are expected to decline substantially as a result of tougher restrictions on foreign investors and APRA s recent tightening around investor lending. The value of new multi-unit residential projects being built by Construction 100 firms reached a record high of $16.5 billion in which was shared amongst 61 of the firms on the list. The current residential building cycle has mainly been story for the big three east coast states and Probuild lead the table with five new residential projects in Victoria and five in New South Wales but Probuild s portfolio also includes two new projects in Western Australia. 8 $ billion Mining Construction Mining construction was the largest sector within non-residential construction as recently as 2011/12. Unsurprisingly, its dominance has diminished since the end of the mining investment boom. After the share peaked at 35.8 per cent in 2011/12, mining construction accounted for just 9.5 per cent of construction work commenced in. The value of mining construction work commenced fell by 10.1 per cent to $13.1 billion during the year. This represented the fourth consecutive year of decline and took the value of work commenced to its lowest level since 2005/06. The cyclical downturn in mining construction is once again evident in the sample of activity covered by the Construction 100. There are thirteen firms on the list that were awarded contracts for mining construction projects. The total value of mining construction work for these firms was $4.23 billion. Amidst the post boom rebalancing of demand for construction services in the mining sector, Macmahon Holdings were the top ranking firm for mining construction after QCoal appointed the firm to construct the Byerwen coal mine in Queensland. 9 $ billion Community Construction Community construction peaked at $20.9 billion back in 2009/10 during the height of the federal government s stimulus during the GFC, notably the Building the Education Revolution program. The value of community construction work commenced increased by 14.7 per cent to $13.0 billion during. Work on construction on community projects accounted for 9.5 per cent of work commenced during the year. Amongst the 49 firms in the Construction 100 that were awarded contracts for construction of community projects, the total value of new construction work amounted to $11.38 billion. Multiplex are the highest ranking firm for community construction after being appointed the main contractor for Westmead Acute Service Building project. 10 $ billion Commercial Construction Work on commercial construction projects accounted for the third largest share of construction work commenced during the at 13.7 per cent of the total. This represented a slight increase on the previous year when it accounted for a 12.9 per cent share. The value of commercial construction commenced in rose by 11.2 per cent to reach $18.9 billion. Non-mining business investment has been one of the Australian economy s underperformers over recent years. Signs of improvements are emerging and commercial construction is likely to reap the benefits should business investment demonstrate a sustained recovery. Work on commercial construction projects accounted for the third largest share of contracts awarded to members of the Construction 100 with contracts totalling $16.17 billion. In addition to taking out the top ranking for work on residential buildings, Probuild also take out the top ranking for commercial construction owing to involvement in the construction in a number of mixed-use commercial developments. 11 $ billion Industrial Construction Industrial construction is the smallest construction sector and activity is prone to volatility. The value of work commenced in this area has fallen in six of the past ten years and its share of total activity has ranged between 6.1 per cent in 2005/06 and 2.7 per cent in 2010/11. Industrial construction posted an improvement during with an increase of some 18.9 per cent taking the value of construction commenced in this sector to $5.2 billion. Industrial construction also accounts for the smallest share of contracts awarded to firms in the Construction 100. The total value of industrial construction awarded to firms on this year s list reached $1.53 billion. The largest share of industrial construction work was awarded to MSP Engineering and relates to the Lithium Hydroxide Processing Plant being constructed for Tianqi Lithium Australia. 12 Industry Size and Performance Following a lacklustre end to 2016 sales revenue of construction firms improved throughout the first half of Sales in the June 2017 quarter were 6.7 per cent stronger than in the final quarter of Across the full financial year sales revenue of construction firms totalled $320 billion which was up by 1.6 per cent on the previous year. While sales revenue improved during the year there are signs that profits were under pressure. Gross operating profits of construction firms during totalled $22.5 billion which was down by 2.4 per cent over the year. This combination of sales revenue growth and the decline in gross operating profits has seen the gross operating profit to sales ratio drop to 7.0 per cent which is quite low in the historic context. Although we are now into the 2017/18 financial year the Australian Bureau of Statistics has only recently published comprehensive industry statistics up to the 2015/16 year. The industry figures showed that the aggregate profit margin for businesses in the construction industry was 10.4 per cent and that 81.9 per cent of firms in the industry made a profit during that year. Over the same period, 1.3 per cent of firms broke even, while the remaining 16.8 per cent of firms suffered losses. This share of firms reporting a loss was down from 19 per cent in 2014/15. Recent employment figures show that there were over 1.1 million people working in the construction industry at the end of the May The average level of employment in construction during the year to May 2017 was 2.9 per cent higher than in the preceding year. The majority of the increase in construction employment was attributable to growth in New South Wales and Queensland. New South Wales was up by around 10 per cent on a year earlier, while 9.0 per cent growth in the construction workforce in Queensland also contributed to the national growth. The average number of workers during the year to May 2017 in Victoria was 4.1 per cent lower than a year earlier, while Western Australia s construction workforce was down by 10.4 per cent. Figures show that at the end of the 2015/16 year there were 358,449 firms in the industry, which is 3.4 per cent more than a year earlier and equates to around 12,000 additional construction businesses. The most significant increases were recorded in the number of firms operating in residential building, where the number of firms classified as undertaking house construction increased by 1,404 (up by 3.3 per cent) and the number of firms classified as other residential building (which primarily reflects firms building multi-unit residential projects) increased by 2,785 (up by 16.1 per cent). Records show that there was also an increase in the number of firms operating in most sub-categories of construction services such as electrical services and carpentry services which is also likely to reflect growth in the number of contracting firms providing services to the growing number of residential builders. Non-residential building activity forecast to rise by 6.4 per cent in 2017/18 after falling by 1.7 per cent last year. The tail end of the mining super-cycle is still holding down macro investment data. The size of the industry relative to the economy and the quantum of projects that have been completed and are not scaling up to full production is unprecedented. The prospects for the non-residential construction sector rests heavily on government activity over the next few years. A contraction in investment by the resource sector will begin to slow and the in-flow of government generated demand will provide mediumterm opportunities for growth. Heavy industry, which depends on mining and commodities market conditions, will continue to provide considerably less construction work as the mining investment downturn continues to unfold. The expectation is that we will see the bottom of the mining downturn over the year ahead. A stable and cost effective energy generation and transmission network will be an invaluable asset for the nation. The lack of a clear policy direction on energy generation has undermined investor confidence in both renewable and thermal electricity generation. This is a policy area that governments can afford to fumble for much longer. Needless to say investment in the sector is required but the extent and form it will take will be highly influenced by policy decisions made over the next few years. Another key theme of the next few years will be the impact of government-driven investment in infrastructure and other construction relating to public services. Within the engineering construction field, transport infrastructure is set for big gains. The value of roads, highways and subdivisions construction will support very substantial growth due to government-led initiatives. The projected increase in public sector demand for building and construction goes beyond transport infrastructure and engineering construction we are also likely to see improved investment in education and health care buildings. Continued modest economic expansion and population growth is likely to strengthen the more market-driven sources of demand for residential and non-residential building from the private sector. Reasonably steady employment growth and a stable unemployment rate have been a positive for the household sector which should translates into demand for commercial construction. Early signs are that there will be a solid acceleration of non-residential building activity in during 2017/18, with growth accelerating to 6.4 per cent taking the value of activity to $39.25 billion. Further growth of 5 per cent during 2018/19 is projected to bring the value of non-residential building to $41.20 billion. In summary, the down turn in mining still dominates any story on investment. The quantum of change in this sector dwarfed all other sectors. Looking ahead, it appears that the next most significant factor will be the extent to which public sector projects generate additional demand, and in this regard signs are positive. All things going well, a positive economic impact from the boost in government investment will foster more positive expectations amongst households and private sector businesses and thereby lead to a commensurate lift in consumption and investment.
