Endorses the modifications to the proposed Adelaide Oval On-street Event Parking Plan that went out for public consultation from 1 July to 23 August 2013 as follows: 1.1. Strategy 1 No Change to include the taxi and drop-off/pick-up zones as set out in Attachment A, Item XX on the Agenda for the meeting for the City Planning and Development Committee on 3 December 2013; 1.2. Strategy 2 2 hour limit to only apply on the day of the Event and be initially constrained to streets approximately 1 km from the Oval as set out in Attachment B, Item XX on the Agenda for the meeting for the City Planning and Development Committee on 3 December Strategy 3 3 hour limit not to be applied in the initial instance, however the parking impacts to be monitored, and the strategy reconsidered as part of a six month review of the Plan or sooner if required; and P a g e 1 I t e m #

Strategy 4 War Memorial Drive West Road Closure for Event Parking to apply the road closure extended between Montefiore Road and Park Terrace and event day parking arrangements modified to cater for coach bus parking, accessible companion parking and visitor parking to the Oval as set out principally in Attachment C, Item XX on the Agenda for the meeting for the City Planning and Development Committee on 3 December Endorses the use of only the existing roadways of Pinky Flat to be used as a temporary layover for taxis only during events as set out in Attachment D, Item XX on the Agenda for the meeting for the City Planning and Development Committee on 3 December Endorses the Administration to investigate a new Strategy 5 Parking Permits for Park Land Community and Sporting groups to support the continued use of the Park Lands (Park 10 Warnpangga & Park 12 Karrawirra) for community and sporting groups on event days only. 4. Endorses the development of a parking education campaign, targeted to the first few significant events BACKGROUND 1. At its meeting on 28 May 2013, Council endorsed that: 1. Public consultation be undertaken with the residents, businesses, institutions, Park Lands recreational users and other affected parties in North Adelaide to obtain feedback on the proposed Adelaide Oval On-Street Event Parking Management Plan outlined in Attachment A to Item 8 on the Agenda for the meeting of the City Infrastructure & Public Works Committee held on 21 May Council notes the business case for funding the installation of extended on street parking controls in North Adelaide and for management of on-street parking during events. 2. The proposed Adelaide Oval On-street Event Parking Plan was developed to cover events held at Adelaide Oval on Fridays, Saturdays and Sundays (refer Attachment F). Key elements of the proposed Plan were: 2.1. Promotion of city centre car parks by U-Park and other commercial parking operators Encouraging patrons to the Oval to use public transport U-Park management of War Memorial Drive parking, between Red Ochre car park and North Adelaide Railway Station Wide-scale permanent changes to on-street parking controls in North Adelaide to discourage event parking and minimise impact to residents, services and businesses. 3. The proposed Adelaide Oval On-street Event Parking Plan consultation process ran from 1 July to 23 August It included the distribution of over 6,400 letters to local residents, businesses, institutions, Park Lands recreational users and other affected parties in North Adelaide, together with a specifically designed Your Say Adelaide webpage (1,907 downloads) outlining project information, map of the proposed parking strategies and feedback form. Two open house information sessions were held at the North Adelaide Community Centre and Library on the 22 and 24 July 2013 to enable interested parties to find out more and discuss the implications with staff and support consultants. SUPPORTING INFORMATION Summary of Consultation Feedback 5. Overall survey responses (approximately 400 submissions) represented a 4.8% return rate from the mail out and Your Say Adelaide website. An anomaly has also been noted in the community feedback insofar as some submissions supported the No Change strategy yet added comments to the effect that they thought it was related to streets other than those detailed in the Plan. 6. The key themes from the consultation based on discussions and feedback include: 7.1 Residents, sporting associations and business operators would like access to permits (22%). 7.2 Minimal disturbance wanted, in terms of noise and amenity, to residence and business operators (18%). 7.3 Encourage Oval attendees to use public transport by offering incentives (10%). 7.4 Provide access to residential properties for family and friends (10%). 7.5 Adelaide oval event parking restrictions should only apply on the day of the event (7%). 4 8. Key stakeholders issues and comments have been generally consistent with the initial feedback, however full details have been summarised in Attachment E. 9. In terms of the location of respondent s submissions 1% originated from Adelaide, 65% North Adelaide, 13% residents of other areas and 21% not given. The feedback has been considered and influenced proposed changes to the Adelaide Oval Onstreet Event Parking Plan, including: Reviewing the extent and timing of the proposed restrictions Preparing a parking layout for using War Memorial Drive West of Montefiore Road on event days Supporting the provision of an additional 300 parking spaces for people with disabilities and their companions Increasing the number of taxi ranks adjacent to the Adelaide Oval to complement public transport and encourage event goers to leave their cars at home Supporting public transport service providers (including country coach requirements) with stops and layover locations. 11. Accordingly, amendments are proposed to the parking Plan strategies as detailed below. Strategy 1: No Change Amendments (Refer Attachment A) Proposal 12. During event mode Pennington Terrace has operated successfully as a temporary closed road to manage the egress of vehicle movements from the car parking areas on North Park. P a g e 4 I t e m #

To improve the management of taxi operations near Adelaide Oval it is proposed to convert the kerbside areas of Pennington Terrace, King William Road and War Memorial Drive as temporary taxi ranks. 14. Taxi layover locations to link the taxi ranks near the southern Adelaide Oval entrance on War Memorial Drive are very limited. Positioning these vehicles away from the peak pedestrian thoroughfares will better manage the risk of pedestrian injury. 15. Taxi layovers on the roadways only within Pinky Flat offer the best connection to the taxi ranks west of the road closure. An anti-clockwise rotation through Pinky Flat, a half an hour before the end of events and an hour after can be managed by Ushers from the SA Taxi Council to obtain maximum efficiency. The provision of this space would also greatly facilitate and allow prioritisation of Access Cab movements. Appropriate agreements would be established to ensure that the importance and integrity of Pinky Flat is respected and maintained. 16. A Passenger Loading Zone on Montefiore Road, on the eastern side, just south of War Memorial Drive is also proposed as a quick two minute pick-up and drop-off zone. Implications 17. Pennington Terrace parking controls would need to be operated by using flip around signs on the day of the event. King William Road and Montefiore Road parking controls can become permanent features in conjunction with existing controls. 18. If the taxi layovers in Pinky Flat are not supported by Council, the alternative option is storage on Montefiore Road requiring turning movements through the peak westbound pedestrian flows, creating an unsafe condition and exacerbating the post-event congestion. Strategy 2: 2 Hour Limit Amendments (Refer Attachment B) Proposal 19. Public reaction to the proposed 2 Hour limit being applied on Friday 6pm to 10.30pm, Saturday 12 noon to 10.30pm and Sunday 12 noon to 7pm was not favourable, with 58% either not supporting or unsure of its merits. 20. A more targeted area with application only during the event timeframes is considered a level of protection that can be tolerated at this early stage of the Adelaide Oval redevelopment 21. The extent of the two hour limit should also commence with only those North Adelaide streets within approximately 1 km of Adelaide Oval, based upon case study experience with the ACDC concert (43,000 Crowd) and feedback from residents, local businesses and community groups. 22. A few exceptions are proposed to better accommodate existing parking issues associated with the nearby hospitals, college, golf club etc. These include: 22.1 Current unrestricted parking in Palmer Place (north of Pennington Terrace), should continue as unrestricted which will favour existing users; P a g e 5 I t e m #

6 22.2 Montefiore Hill (west of Jeffcott Street, adjacent Park Lands) and Strangways Terrace (north of Montefiore Hill, adjacent Park Lands) should continue as unrestricted due to minimal community impacts; 22.3 MacKinnon Parade, adjacent Park Lands is a premium location for nurses, patient s families and community sporting groups that require more than two hours and as competition is very high for these spaces, it is considered the ten hour ticketed areas should not be altered; and 22.4 Strangways Terrace, conversion of six hour limits east of the off road car park, to a golf permit area until 6pm any day will assist access for the North Adelaide Golf Club participants. 23. Community feedback has also acknowledged a need for parking controls in the sporting areas however; local groups in Karrawirra (Park 12) have indicated a preference for a permit system so that club members are able to stay beyond the two hour limit. 24. A Taxi layover area is required in lieu of a section of existing no stopping in War Memorial Drive (South Side), east of Sir Edwin Smith Avenue. This area enables a link to taxi ranks on King William Road and Pennington Terrace. This layover would be a short term facility that would come into effect just before the end of an event and then terminate no later than one hour and twenty minutes after the event. Implications 25. The cost of implementing this strategy on event days only is estimated to be: 25.1 Capital costs to equip the signs so they can be manually changed about $15k; 25.2 Resource cost to manually turnover of approximately 500 signs on the day of the event about $1.5k per event, and based upon 50 events, the projected operational costs are expected to be $75k per annum. 26. Ongoing surveillance will be required to monitor these parking controls on event days to ensure compliance. 27. A variation of the current visitor permit system is recommended to be further explored to facilitate continued use of Karrawirra (Park 12) on event days for local community and sporting groups. This too would be monitored to ensure appropriate use of the permit system. 28. Temporary traffic management signage will be required on War Memorial Drive, east of Sir Edwin Smith Drive, to convert the current no stopping zone to taxi layovers. It is anticipated that all traffic management associated with Adelaide Oval events will be managed by the Stadium Management Authority. P a g e 6 I t e m #

7 Strategy 3: 3 Hour Limit Amendments Proposal % of respondent s either did not support or remained unsure of the need for this strategy. It is therefore recommended that this strategy is not applied in the initial instance, however the impacts will be monitored, and the strategy reconsidered if necessary as part of a six month review (or sooner if required), with event day application only being considered in the first instance. 30. Community license and leaseholders of Park Land facilities in Warnpangga (Park 10), requested reconsideration of the planned three hour event parking limit change on War Memorial Drive, east of Frome Road due to the impacts on volunteers with equipment and programmed activities. 31. Currently this location is controlled with 10 hour ticket areas on War Memorial Drive that operate Monday to Friday 8am to 6pm and unrestricted on weekends. The proposed three hour restriction was not considered to be adequate to deter Adelaide Oval patrons from parking there. 32. Community feedback has acknowledged a need for more stringent 2 hour parking controls along War Memorial Drive between Frome Road and Bundeys Road however, local sporting groups in Warnpangga (Park 10), similar to the local sporting groups in Karrawirra (Park 12) have also indicated a preference for a permit system so that Clubs are able to stay beyond the two hour limit, refer to Attachment B for further details. 33. Community license and leaseholders of Park Lands facilities in Piritawardii (Park 1), Pardipardinyilla (Park 2), Kantarilla (Park 3), Kangatilla (Park 4), Ngampa Yarta (Park 5) and Nantu Wama (Park 8) have been consulted, and at this stage scheduled activities would give these groups a significant advantage accessing on street parking. The addition of the three hour restrictions was therefore considered not warranted at this stage. Implications 34. Similar to item 27, a variation of the current visitor permit system is recommended to be further explored to facilitate continued use of Park 10 & 12 on event days for local community and sporting groups. 35. Similar to item 26, ongoing surveillance will be required to monitor the parking controls on event days to ensure compliance, as well as monitor patron event parking habits. A review of whether further parking controls/restrictions are required will be undertaken six months post opening of the Oval, (or sooner if required). Strategy 4: War Memorial Drive West Road Closure for Event Parking Proposal 36. The consultation process revealed 47% of the respondents supported making use of the War Memorial Drive, west of Montefiore Road as a parking area during events. 33% of the feedback P a g e 7 I t e m #

8 was unsure of the benefits without details of the scheme and 20% did not support the proposal mainly because of the impact on access and egress to North Adelaide. 37. Accommodation of approximately 20 Country Coaches within this temporarily closed road has generated the opportunity to make use of the Torrens Parade Ground for 150 parking spaces for people with disabilities. It is intended that these Coaches would be positioned between Montefiore Road and the Par Three car park (refer to Attachment C.1). 38. Should Council wish to pursue the parking scheme for the remainder of the War Memorial Drive, there are two choices The original scheme of approximately 400 informal parking spaces accommodated based upon the current parallel parking arrangement (refer to Attachment C.2); or 38.2 Create a low speed environment to increase the number of 90 degree spaces to approximately 650 (refer to Attachment C.3) 39. For each of the parking options it is possible that War Memorial Drive can include an opportunity to provide parking for companions of people with disabilities. This would require the companions dropping the passengers at the Southern Oval gateway adjacent War Memorial Drive and then parking further west adjacent the Golf Course. This proposal to accommodate up to 150 paid spaces for this purpose was put to the Transport Accessibility Advisory Group (TAAG) who were very supportive of the initiative. 40. The actual number of parking spaces available along War Memorial Drive on any event day could vary by up to 150 due to weather conditions. 41. Local access would be maintained for patrons to the Golf Course and Red Ochre Restaurant to park in the off-street car park, which will also be controlled and monitored for appropriate patron use only. Implications 42. The cost of implementing this strategy on event days only, and managing the car park by U-Park is estimated to be: 42.1 Capital costs: $25k to $30k depending upon the number of permanent signs that can be flipped around 42.2 Operational costs: $5k for Traffic management set up and $4k for UPark staff & basic setup 43. The revenue generated based on a 400 parallel parking scenario and a degree parking scenario at $15 per vehicle is ($5k-$6K) and ($8k-$9K) respectively depending upon weather conditions affecting the yield of parking spaces. 44. The Administration is currently negotiating with SMA/DPTI to cover the one-off capital cost and traffic management. P a g e 8 I t e m #

The potential implementation of a future off-road shared path forming part of the Gawler Greenways project and the City of Adelaide s Bikeways network will require a review of the informal parking layout and could assist infrastructure improvements. 46. Ongoing surveillance will be required to monitor these parking controls on event days to ensure compliance. Next Steps 47. Implement the initial parking controls as described in the recommendations of this report, monitor effectiveness within North Adelaide and if warranted take short term action. 48. It is proposed that for the opening concert and the first football game of each home side, that an education campaign is implemented. Meaning that rather than expiating for these events, a marketing campaign based on the money that has been saved by not expiating could be spent in North Adelaide or the City. This will be developed further. 49. Provide Council with a status report in the middle of 2014, on the initial effectiveness of the Adelaide Oval On-street Event Parking Plan. 16 Attachment E Stakeholder Feedback Key Stakeholder Comments Stakeholders Date Consulted Key Issues Response Women's and Children's Hospital Calvary North Adelaide Hospital 10-Dec July Dec Jul-13 Needs of the Hospital are great but current parking needs are not met and the hospital only see this worsening in the future. Any slight changes that are made by council with regard to on-street parking do impact greatly. Example given was the introduction of 10 hour parking spaces still full by 7am but staff on longer shifts still need to move. Car park is usually full by 8 am by staff leaving little or no provision for patients and staff on later shifts. Knock on effects are that patients complain because they are late or miss appointments. People were stuck in the Kermode Street car park for an hour and a half after the AC\DC concert A key driver for the Hospital is trying to keep patient access to treatment and enabling their relatives to visit Prime drivers for staff are price and security Staff often need to park further away initially and move their cars closer further into their shifts when parking restrictions expire A decision to fund future expansion of the Kermode Street Car Park is one that needs to be considered by Government and could be some time away. Hospital is located within a residential zone. Neighbours surrounding the hospital are very sensitive to parking and sometimes assume extra demand is caused by the hospital. Example given was the Big Bash (Adelaide Strikers Cricket) which generated s to the hospital from concerned residents. Always the events [at the Adelaide Oval] that affect us are the ones that occur at night. In particular complaints come from the residents of Barnard Street to the North. Situation is generally comfortable although the hospital would always wish for more parking spaces to be provided. Visitors and staff may have a different view on this. The hospital has a year plan to increase hospital capacity in the long term which would require additional parking to be provided. 5 7 pm is the busiest time for the hospital with visitors and extra doctors coming and going. It is anticipated that Friday night Footy in particular will affect the hospital. 2 hour parking limit enforced on Strangways Terrace affected hospital users. Example of this was the 5 hour treatment window for Oncology patients, which includes a 1 hour recovery period. Technically the hospital can t control who parks on-site. They do have a sticker system but it s not closely monitored currently. Hospital is land locked and therefore limited in its ability to expand laterally. Mid-week 5 8pm and Friday night will be the pinch points (busiest visitor times for the hospital) After 4.00pm on week- end will also be an impact. When the Oval is at half full capacity, the hospital is not really affected Proposed controls may be a pinch point on a Friday night (but not huge). Theatre staff may be impacted if they stay 2-6pm. Main Ward shift patterns are 7am 3 pm, 3 11pm and 11pm 7 am (30 staff per shift) Theatre Nursing shift patterns 7am -1pm, 12 noon 8pm (however these are often extended). Theatre staff parking provided on site and some office (9-5) staff eastern end of site. Noted a significant number of staff parking in the eastern residential streets near Barton Terrace. Catering Staff 30 to 40 per shift at present It is noted that off street car parking is currently provided for the hospital. The recommended 2 hour parking limit would still allow short term visitors to park on street in the area surrounding the hospital however longer term visitors, patients and staff would need to park within the off street car parks on event days or use alternative modes of transport to access the hospital. No specific long term parking is proposed to be provided around this hospital on event days this means during these periods staff and visitors requiring longer stays would need to park remote from the hospital or use alternative modes of transport. Further consultation is suggested with this hospital as it is noted that it does not provide off street parking for visitors. Initial parking changes to Strangways Terrace adjacent the Golf Course, west of Hill Street has replicated the scheme further along Strangways Terrace. The event parking plan is intended to be a living plan so that it can respond to issues that become more apparent as travel patterns evolve. Administration is participating in the collective investigation and debate about the issues and potential solutions. Recent Government announcement about the future of the Hospital has not
