4 PRESIDENTS REPORT CEO S REPORT Gino Capogreco ell we see the end of another year, but what a W difference to 12 months ago. I made the statement in my President s report of 2011, after a very tough year only time would tell if we the Executive had made the right decision during that year. I can now advise emphatically, we have done so. It gives me a great degree of satisfaction to report that the League is in a very healthy position financially through improved administrative practices. I must thank Grant our CEO for the tremendous work he has done and what has been achieved, also a big thanks to all the staff for their efforts and the cheerful manner they have performed their duties. We now have a new administrative team led by Grant doing a great job. I must mention John Kernahan who has gone from Board member to staff member and what a professional job he has done in a short time and I know the clubs appreciate his forthright and direct approach. I wish to thank all the members of the Executive for the diligent manner they have had in Governing the League. I recognise the tremendous amount of work and the good natured manner they have carried out their duties. I am comfortable with the direction the League is going and for the Board to give the clubs a real reduction in calls agues well for the future of the league. There are still many challenges and goals for us to achieve and I have the confidence this current Board and staff can achieve a stronger League. Finally and most importantly, I would like to acknowledge the tireless and often unrewarded effort our many club volunteers undertake to ensure their clubs and in turn our League maintains its position of strength in the wider football community. To all those volunteers, members and players I wish you a safe and happy Christmas and a prosperous New Year. Grant Goodall t was a watershed year of dynamic structural change, major I projects completed, business growth and a strong turn around in our financial position. The Adelaide Airport Stadium naming rights was launched and our half a million dollar light project was completed on time and on budget in early We welcomed new major sponsors Adelaide Airport, Greyhound Racing SA and the Army Reserves joining our long term major sponsors West End and Sherrin. We acknowledge the major sponsors of our oval lighting project the Office of Sport and Recreation, the AFL and City of West Torrens. We launched a new website, changed our player management system to Footy Web (Sporting Pulse) and produced our own online weekly version of Grass Roots (an online video program). In addition to a new website, a number of new marketing and communication strategies were implemented in 2012 to position the our brand as a leader and strong independent voice in the arena of amateur sport administration in Australia. We have communicated as part of our branding in this year our strengths, professionalism and the sheers size of our sporting footprint. We have in our metropolitan competition 20,000 players and officials, up to 30,000 combined spectators attending 120 games every weekend during the season, 200 senior teams, 20 junior teams, 66 clubs and over 200 SAAFL umpires, which complement the additional 300 club umpires. We manage one of Australia s largest Australian Rules amateur football competitions and the Adelaide Airport Stadium (formerly Thebarton Oval) and Function Centre complex. Our organisation went through a strategic review process late in 2011 which resulted in us implementing significant organisational change and the successful completion of a number of major projects. The new position of General Manager - Football Operations was a key executive position identified in the revised organisation structure. After an extensive recruitment process John Kernahan was appointed to the position mid The Executive Committee and President were re-elected unopposed at the AGM in November 2011 which ensured a stable Executive Committee during such a period of structural change. Tight fiscal strategies were implemented to address the budget deficit from the year before, resulting in a dramatic and significant financial turnaround in this 12 month period. This has enabled the Executive Committee to approve a historical 10% reduction in calls to member clubs. We will continue to explore ways of growing our organisation for the advantage of our members. By growing our business we hope to attract new sponsors, develop new revenue streams and attract more participants to the League and SAAFL clubs. The back-bone of our successful competition is our clubs and their dedicated volunteers. We acknowledge and thank the thousands of volunteers involved in our competition. Special thanks from the SAAFL management this year go to Rex Lambert, Ron Stennett, John Staker, Geoff Heard and John Schulz who have all put in extraordinary effort into assisting the League on several key projects. Thank you also to Nick Kyriazopoulos, Tribunal Chairman and his team for their tireless hours in attending to tribunal matters this season. Congratulations go to Bob Cross and his SAAFL state team for their awesome football display and win against the Tasmanian team in Launceston mid-year. 5 TREASURERS REPORT FINANCIAL REPORT REPORT BY THE EXECUTIVE COMMITTEE 012 and 2011 can be best compared as a tale of two 2 cities. The later being of hard decisions, administrative reforms and financial disaster; as opposed to this year being smooth transitional progress, administrative competency and a financial boom. I am extremely proud to provide the 2012 Treasurer s report, which sees the League post the biggest surplus in history of $273,000 as compared to the budgeted surplus of $110,000. Using last year s deficit, this is a $435,000 turn around in one year. The CEO and staff along with the Executive Committee must take the credit for this outstanding achievement. The CEO and his team have done a tremendous job of moving the League forward in the areas of managing the Thebarton Precinct and maximising its potential, sponsorship and successful grant applications. In my 2011 Report I indicated that the 2012 Surplus would be achieved by increasing new revenue streams through increased use of Thebarton Oval and new sponsorships; this has been achieved and then some. There has also been significant savings in expenditure which has attributed towards the Surplus without detracting the service to members. The Thebarton Oval light project I am happy to report has been solely funded through non League funds; these include Recreation & Sport Grants, AFL/SANFL support and the Woodville West Torrens Council. The magnitude of this project and the CEO s competency to manage it should be applauded. Another significant achievement is the appointment of a General Manager Football Operations, which the Executive sees as an important value added resource to members in relation to the core business of the League. This position also has the added value of releasing the CEO to continue to grow the commercial and business arm of the League. Our current cash position shows a healthy $450,000 which the Executive is expecting to continue to grow in future years. Continued investigations into the Leagues assets has again uncovered shares that are worth approximately $17,000, which to the best of the Executive s knowledge have never been reported; these shares have now been transferred into the Balance Sheet and make up 38% of the increase to the investment portfolio. Moving towards 2013, it with great pride that I announce a 10% real reduction to all Club Call Fees. This is represented Shaun Ryan through a $125 reduction for each team in each grade (excluding U/18 & C7). The Executive will continue to monitor future growth and where applicable will continue towards fiscally responsible cuts in this area. The 2013 Budget is planned to deliver a $29,000 surplus, whilst decreasing calls and increasing staffing services that better meet members and the League s requirements. It is anticipated that this will be obtained by continued productivity gains within the administration and the continuation of current and new revenue from the Thebarton Precinct. In closing I wish to thank all the delegates for their continued support during the year. 7 FINANCIAL REPORT FINANCIAL REPORT NOTES TO THE FINANCIAL STATEMENTS NOTES TO THE FINANCIAL STATEMENTS For the Year Ended 30 September Summary of Significant Accounting Policies (g) Financial Assets (a) Basis of preparation Recognition (b) This financial report is a special purpose financial statements prepared for distribution to members in order to satisfy the financial reporting requirements of the Associations Incorporation Act of South Australia. The committee has determined that the association is not a reporting entity. The financial report has been prepared on an accruals basis except for the statement of cashflows, and is based on historical costs and does not take into account changing money values or, except where stated, current valuation of non-current assets. The following significant accounting policies, which are consistent with the previous period unless otherwise stated, have been adopted in the preparation of this financial report. Income Tax (h) Investments are valued at recoverable amount which is the quoted market value in the case of shares in listed companies, and income is brought into account on an accrual basis. Expected net cash flows from investments have not been discounted to present value in determining recoverable amount. Impairment of Non-financial Assets At the end of each reporting period, the League reviews the carrying value of its assets to determine whether there is any indication that those assets have been impaired. If such indication exists, the recoverable amount of the asset, being the higher of the asset's fair value less cost to sell and value in use, is compared to the asset's carrying value. Any excess of the asset's carrying value over its recoverable amount is expensed to the income statement. The League is exempt from Income Tax under Section 23 g (iii) of the Income Tax Assessment Act. (i) Provision for Employee Entitlements (c) (d) (e) (f) Revenue and other income Revenue is measured at the fair value of the consideration received or receivable after. For this purpose, deferred consideration is not discounted to present values when recognising revenue. Interest revenue is recognised using the effective interest rate method, which for floating rate financial assets, is the rate inherent in the instrument. Dividend revenue is recognised when the right to receive a dividend has been established. Grant and donation income is recognised when the league obtains control over the funds which is generally at the time of receipt. Note 2 outlines the exception to this policy when monies have been received in conjunction with the stadium light upgrade. All revenue is stated net of the amount of goods and services tax (GST) Cash and cash equivalents Cash and cash equivalents include cash on hand, deposits held at call with banks, other short-term highly liquid investments with original maturities of three months or less. Inventories Inventories consist of match equipment and general merchandise and are valued at the lower of cost or net realisable value. Property, Plant & Equipment The depreciable amount of all property, plant and equipment is depreciated over the useful lives of the assets to the association commencing from the time that the asset is held ready for use. (j) Provision has been made for the League s liability for employee benefits arising from services rendered by employees to the end of the reporting year. Employee benefits have been measured at the amounts expected to be paid when the liability is settled. Goods and Services Tax (GST) Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australia Taxation Office. In these circumstance, the GST is recognised as part of the cost of acquisition of the asset or as part of the item of the expense. Receivables and payable in the balance sheet are shown inclusive of GST. 2. Stadium Light Upgrade During the 2012 financial year the league undertook the upgrade of the stadium lights. The committee resolved not to recognise the upgrade of the lights, nor the contributions received, in the financial statements but include the financial information in this note. Contributions received for the upgrade $ 450,715 Payment made for the purchase and installation of the lights $ 451,679 Net contribution by the League $ 964 (i) Leasehold improvements Leasehold improvements and office equipment are carried at cost less, where applicable, any accumulated depreciation, unless otherwise stated. Leasehold improvements are amortised over the shorter of either the unexpired period of the lease or the estimated useful lives of the improvements. An asset's carrying amount is written down immediately to its recoverable amount if the asset s carrying amount is greater than its estimated recoverable amount. Gains and losses on disposals are determined by comparing proceeds with the carrying amount. 10 AUDIT REPORT INDUCTEES Independent Audit Report to the members of South Australian Amateur Football League Inc Report on the Financial Report We have audited the accompanying financial report, being a special purpose financial report, of the South Australia Amateur Football League Inc, which comprises the balance sheet as at 30 September 2012, the income statement for the year then ended, notes comprising a summary of significant accounting policies and other explanatory information and the executive committee s assertion statement. Executive Committee s Responsibility for the Financial Report The executive committee is responsible for the preparation of the financial report and has determined that the basis of preparation described in Note 1, is appropriate to meet the requirements of the Associations Incorporations Act of South Australia and is appropriate to meet the needs of the members. The executive committee s responsibility also includes such internal control as the executive committee determines is necessary to enable the preparation of a financial report that is free from material misstatement, whether due to fraud or error. Auditor s Responsibility Our responsibility is to express an opinion on the financial report based on our audit. We conducted our audit in accordance with Australian Auditing Standards. Those standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance about whether the financial report is free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor s judgment, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the association s preparation of the financial report that presents fairly, in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the association s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the executive committee, as well as evaluating the overall presentation of the financial report. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion. Auditor s Opinion In our opinion, the financial report presents fairly, in all material respects, the financial position of the South Australia Amateur Football League Inc as at 30 September 2012, and its financial performance and its cashflows for the year then ended in accordance with the accounting policies described in Note 1 to the financial statements, and the requirements of the Associations Incorporation Act of South Australia. Basis of Accounting and Restriction on Distribution Without modifying our opinion, we draw attention to Note 1 to the financial report, which describes the basis of accounting. Garry has been on the SAAFL Tribunal since 1983, an extraordinary 30 years. He has also been the League's Honorary Solicitor as well as being on the Constitution Committee since 1997, and on the SAAFL Tribunal since Garry was on the Greek Football Club Executive Committee and was their SAAFL Delegate from ick Kyriazopoulos has been made a SAAFL Life Member for his tremendous, Tribunal input. N Nick has been a member of the SAAFL Tribunal since 1986, including the Chairperson since Prior to becoming involved with the Tribunal, Nick was a SAAFL umpire from and from He was on the Greek Football Club Executive Committee from and was their SAAFL Delegate from hris Mehaffey, an Umpire Life Member of the SAAFL, sadly lost his 10 year C battle with cancer on 3 rd June 2012 at the age of 61. Chris started umpiring in the SAAFL in 1982 and quickly rose to become regarded as the best umpire in the League. This was highlighted by him being officially appointed as the SAAFL Umpire s Coach as well as being selected as the S.A. umpire for many interstate games against Victoria and WA during the 1980 s and 90 s. Chris was also a member of the SAAFL Executive Committee in 1993 and Prior to taking up umpiring, Chris, who had attended Kings College from 1959 to 1967, had an illustrious career with Kings/Pembroke Old Scholars. 11 TRIBUNAL REPORT TRIBUNAL REPORT Offence Qty embers of the tribunal conducted meetings each M Wednesday and on occasions other week nights during the minor and major rounds of the 2012 season. From the outset I would like to pass on the Tribunal s and my personal gratitude to Ian Wallace who resolved to not continue in his capacity on the Investigation Committee for 2012 due to personal reasons. Ian over many years has provided the tribunal and the Investigation team sound advice and direction. His contribution has been greatly appreciated and I take this opportunity to wish him well for the future. Although there was a slight hiccup in respect to investigations and reports lodged by clubs at the start of the season, due in the main to changes in personnel the process adopted by the office for the two previous years was refined even further once John Kernahan was appointed as General Manager Football Operations who in conjunction with John Staker from the Tribunal presented a process to be followed by all clubs which was clear and concise with respect to the information that was required before the SAAFL would consider undertaking an investigation. There were two concerning incidents during the early part of the 2012 season which attracted a substantial amount of interest by local newspapers, keen to paint the SAAFL as an environment which harbours thugs preying on the innocent. The Executive of the SAAFL has taken measures to address this perceived thuggery through their attention to Club responsibility and process while providing the Tribunal with the necessary power to ban a player from playing in the SAAFL competition. The Tribunal will invoke its powers with respect to critical incidents that affect players health & safety and will not hesitate to recommend to the Executive that a player s registration be withdrawn should it consider an incident serious enough to warrant expulsion from the SAAFL. An analysis of incidents reported by umpires & reviewed by the Tribunal during 2012 did not reveal a great discrepancy between the season that has just finished and previous seasons. Tribunal members contention is that the reports that are heard rest in the main under three categories 1) the standard report by an umpire which is in play and on most occasions cannot be avoided and is accepted as part of the game 2) A person reported for a major infringement of the laws of the game usually against an opponent 3) the abuse or worse still the interference or assault of an umpire. As the Tribunal is powerless to prevent the occurrence of these offences the concern has been raised with the Leagues General Manager of Football operations with clubs whose players are offending in the 2 & 3 categories will be under greater scrutiny. The Tribunal however can react by imposing greater penalties on players who continue to offend. Nick Kyriazopoulos Tribunal are also concerned at the lack of proper representation some reported players receive when attending a hearing. This lack of support leads to confusion at the hearing and on occasions a greater penalty for a player that is found guilty of an offence. This in turn creates animosity towards a group that are trying to do their job under difficult circumstances. Presentation of evidence by some umpires on the night of a tribunal hearing continues to cause concern and will require greater input by umpires coaches as well as tribunal members to bring greater clarity to this issue. Tribunal members will continue to assist where possible without compromising the hearing. Junior umpires continue to require assistance as they attempt to grasp the reporting/tribunal process, so there has to be a rethink by the League, the umpire coaching panel and tribunal members as to how they can assist the younger group. The need to be supportive of umpires in all grades who have varying levels of experience is paramount if the SAAFL is to achieve a high level of competition. So it is imperative that Clubs do not view the independent adjudicator as an ogre but a necessary part of the game because without the umpire there is no game. All Clubs and their committees must play a leading role in the education of their players as well as take responsibility for the conduct of their spectators. The SAAFL s standing with the Community at large is in the hands of its Clubs and the players that represent these Clubs. The tribunal with the support of the SAAFL Executive Committee, are steadfast in their support of the umpires and will do their utmost in providing the right environment for this important group to make their contribution for the benefit of our game. However, we need all clubs to support this position, otherwise we will not succeed. In conclusion I thank all members of the Tribunal for their effort during the 2012 season it is without question the most capable group of people with whom I have enjoyed working with. Their football knowledge is second to none and their legal knowledge is of the highest order, and all have the ability to be resolute but fair in all decisions. As this is my last report I would like to again than the Executive of the SAAFL, my Colleagues on the Tribunal as well as the Clubs for their assistance and support over the many years I have been associated with the League, I wish all of you every success for the future. 12 UMPIRES REPORT TEAM OF THE YEAR his season has seen an increase in the number of field T umpire participation over the previous season which has been a positive especially given many experienced umpires returned after a few years off, this helped with strengthening the middle grades and providing added support for our inexperienced field umpires. Club umpires were required in only 5 rounds during the year, all in Division 7. Once again we had a relatively large amount of umpires who suffered soft tissue injury at the early part of the season which cause selection concern throughout the year. This is an area we will look at prior to season One of my key objectives this year was to improve consistency with our field umpires. This was achieved by getting back to the basics in all areas, paying the first free kick, giving the player making the ball the prime objective every opportunity to gain possession and dispose of it correctly. Another was zero tolerance on high tackles throughout all grades. This was effectively achieved in the higher grades and in some lower grades where the umpires attend training and are reinforced with the coaching team s objectives. I am looking at increasing the number of assistant coaches for field umpires next year, this will be reasonably informal. We do notice a quick improvement in umpire s performances when they have had some one on one coaching, a more direct approach focussing on noticeable areas where the umpire can improve. During any given Saturday we would have a minimum of 5 people observing field umpires and at least 3 observing goal and boundary umpires. A written report of the umpire s performance was ed to the umpire no more than 2 days after their game, in most occasions by Monday afternoon giving all parties the opportunity to discuss if need be on Tuesday night at training. A minimum of 20 umpires would be observed each Saturday. We have purchase our own video camera with tripod and television which will provide us with opportunities to not only film Paul Montesi our umpires during games but also provide a valuable tool to film areas of umpiring at training where we can play back during lectures and coaching sessions. I attended a meeting prior to season commencement with 3 members of the tribunal with a view to bridge the communication gap which has existed over previous years, this meeting was positive and along with Ron Stennert s attendance at one of our early lectures, the relationship between the tribunal and the umpires is improving. We will build on this going forward. The increase in support of the umpires by the tribunal has been well accepted and appreciated; we look forward to further improvements next year. Communication with club coaches or suitable personnel from clubs was less than anticipated. Visits to a few clubs during the year provided an enjoyable and I believe a mutually positive experience and also helped build relationships, I would like to see this happen a lot more in 2013 and will be implementing a programme at the start of the year to ensure this happens. I did not have an opportunity to meet with the club coaches as a group this year, I feel this is important and will encourage this meeting to proceed next year. Administration was handled well this year mainly due to the hours Peter Angel has available. We were on top of the early season administrative requirements due to my early involvement and the information we had from last year. We will however seek to implement some more rigid procedure next year especially in the areas of lower grade appointments and commination with club umpires and recreation umpires. Recruitment currently happens through word of mouth and enquired on the AFL website and through the advertisements late in the year. Our league is unique in a sense as umpire and player involvement and attachment seems to be longer than involvement in the SANFL or the AFL. We need to develop a focussed strategy early in the New Year to target potential new umpires. The South Australians controlled the game from midway through the opening term with all players contributing to the huge victory. It took 16 minutes for the home side to register the first goal of the match, at which point SA coach Bob Cross thought he was in for a tough day. However, Tasmania failed to score another major from that point, when South Australia applied greater physical strength with constant pressure on its opposition. All over the ground I thought we stuck to our game plan, said Cross. Once we broke them open, which did take some time as early they were quite good, all of a sudden it clicked for us. Our backline was superb. Toby Schulz (playing in the key defensive position) was unbelievable. Every time they went forward, he repelled them. The midfield was on top all day, providing quick ball movement through the middle, but it was the rebounding drive off half back that set up countless scoring opportunities. In fact it was the three players along the half back line that were awarded the medals as South Australia s best players for their precision movement forward. Inside 50s favoured the visitors comfortably, 57-13, showing their dominance at the contest. South Australia had multiple options in attack with their tall targets presenting strongly, but the smalls positioned well at their feet to pick up the crumbs. Gaza s John Boxer accepted every opportunity kicking five goals, while on-ballers Brad Davis and Tom Fotheringham snared three each. The final margin was highly unexpected, considering recent results between the two States had been around the five and six goal range. South Australia will now host Victoria at home next year to try to reclaim the national title as best amateur league State. WORDS LANCE CAMPBELL he year was St Peter s Old Collegians created SA T football history by becoming the first old scholars team to win the major A1 amateur league premiership. Today s club legend Gerry Hargrave was still in his wooden playpen in North Adelaide and Graham Brookman was kicking the dew off the grass in the under 14s at St Peter s College. In their sporting lives since then, Gerry and Graham have played in, coached or watched thousands of SPOC footy games. When he worked for Thomas Hardy Wines in the United Kingdom for six years, Gerry phoned Adelaide every game day for the SPOC scores. Graham describes his dedication as compulsive, a big thing in my life. In September 2012, those decades of loyal support were rewarded in the best possible way. The pair saw SPOC beat Henley to capture what is now known as the Division 1 flag, and take home the Sir G. J. Murray Challenge Shield. History had repeated itself across 77 years. In between, many stand-alone old scholars clubs, including SPOC, have won lower grade honours in the SA Amateur Football League. The league has provided winter Saturday sport since 1911, and this year around 5000 players donned the boots. But the highest echelon of the league normally is reserved for the strong community clubs, as it once was for the all-powerful Adelaide University side. Old scholars clubs would strive and fall short, sometimes in the ultimate test as Sacred Heart Old Collegians did a couple of years ago. SPOC had bucked that trend once long ago. Now it is twice. Present day players Tom Botten and Toby Schulz had heard about the famous 1935 side, not to mention the exploits of the later generations such as Tom s father Jamie and uncle Bill, rated the foremost modern-day SPOC footballer. In 2008, the club was one goal away from dropping to Division 4. Soon after, Tom says, We decided we wanted to be a group of guys like the older ones. We wanted to make a dynasty too, and put SPOC back on the map. Many footy clubs are dynastic, and SPOC is right up there. Gerry s father L. M. S. Hargrave, known as Jerry, was lord mayor of Adelaide and president of SPOC FC. Gerry s son David played. Graham Brookman s big brother Michael was at half back in the 1935 premiership side. An artillery sergeant in World War II, Michael was killed in the Western Desert. The Michael Brookman Pavilion overlooking SPOC s Caterer Oval at St Peter s College memorialises him. Graham s son Stephen is SPOC s games record holder with 367, and he took his father to the history-making grand final this year. Chairman Graham Alexander, regarded as a guiding light in the premiership triumph, watched his son William play, then became involved in club administration. Geelong AFL premiership captain Tom Harley probably was too young to remember, but he was there on the boundary while his dad Rick rucked for SPOC. Former Norwood and Goodwood Saints coach Trevor Hill took over last year. The club straightaway surprised all but itself by taking out the Division 2 title to earn a spot in the big league. By consensus, Toby Schulz s arrival from Norwood this year after 25 SANFL games was meant to consolidate SPOC against the Div 1 powerhouses. That the Club went much further than that was, according to Gerry Hargrave, a victory for loyalty as well as hard work. It was one-third players, one-third administration and one-third coach. The administration has worked hard at gathering support around the club. We ve always had family out here, fathers and uncles. But the number of parents involved in the past two years, mothers as well as fathers, has been extraordinary. When SPOC resisted the Henley challenge at the old Thebarton Oval, now Adelaide Airport Stadium, Jamie Botten was proud that son Tom, the third football member of the family tree, had achieved what neither he nor brother Bill had managed a Division 1 flag. It was one of the better moments of my life, Jamie says. For Bill, a four times all-australian amateur, the win demonstrated that the players were so professional for a college team. They and the coach had bigger expectations than the rest of us did. The legendary 1935 premiers are in SPOC s Hall of Fame as a team in their own right. Gerry Hargrave expects the 2012 side to join them pretty quickly, and Tom Botten already is conscious of the legacy of People talked about what they did, he reflects. Now generations to come will talk about what we did. First things first in football though. But for Tom and Toby and their teammates, it s best that the SPOCCOs do it again.
