S Chowdhry (Retd) Co-opted NC Member Prof. H R Vishwakarma Co-opted NC Member Mr. P R Rangaswami Co-opted NC Member 52 nd Annual Report for the year Dear Members, I take the pleasure in presenting this 52 nd Annual Report of Computer Society of India (CSI) for the year The year has been a significant year for CSIin various fronts like- signing of MOU s, formation of new chapters, webportal development, International Awards,Go-Green Initiative, International Events and CSI Annual Convention Accomplishments in the year MOU with PMI, Springer, IEEE CS and ib Hubs- An agreement was signed with Project Management Institute for imparting trainings on Project Management and Audio Visual. To improve the quality of our publications CSI signed an agreement with Springer to publish the proceedings of the CSI Conferences which meets the international standards prescribed by Springer. The MOU with Springer is valid upto December 31, MOU between CSI and IEEE for CSI-IEEE CS Education Awards was signed between Mr. Robert U. Fujil President IEEE-CS, Mr. Barry L. Shoop- President IEEE INC and Dr. Anirban Basu- President CSI in the month of August This award is for recognizing the contributions of academician with excellent track record. It was for the first time that CSI-IEEE Education Award was presented. MoU with ib Hubs for the benefit of CSI Student Branches-In line with the Start-up India initiative of the Government of India, during the CSI National Convention inaugural at Coimbatore on 23rd January, 2017, CSI signed an MoU with ib Hubs, a pan-india Start-up and innovation hub for the benefit of the CSI Student branches and students.ib Hubs assists young entrepreneurs by providing support in incubation, mentoring, funding and skill development. New chapter formation. - On 1st April 2016, CSI Amravati Chapter was inaugurated at MBA Hall, Sipna College of Engineering and Amravati.CSI Gunupur chapter was inaugurated on 30 th July More than 100 CSI life members, 500 student members participated in this inaugural ceremony. Webportal activities- List of Distinguished Speakers and Consultants have been put up on the web portal so that the IT community in large can approach them as per their requirement. International Awards- The year 2016 saw the prestigious Awards of International repute i.e SEARCC AND CSI- IEEE CS EDUCATION AWARD. The Award consisting of a plaque and US$500 was presented to Dr. S.T Selvi. CSI Communications and Go-Green Initiative- As per the Digital India initiative and directives of the Government of India to Go-Green, CSI decided to offer hard copy of CSI Communications only to those members 4

6 who had sent their preferences for the same. Soft copy of the magazine is made available all the valid members including student community. International Events- Computer Society of Sri Lanka held their Annual Conference NITC 2016 at Galadari Hotel Colombo from August CSI was one of the invited member.the theme of the conference was Enhancing Sri Lanka through Digital Disruption. The conference was attended by President of CSI- Dr. Anirban Basu. CSI is trying to increase it s participation in ICANN and had a meeting with Head of India operations of ICANN about participation in ICANN 57 which was held in Hyderabad during November 3-9, India with a large number of internet users must play a role in policy formulation on use of internet. The SEARCC International Schools Software Competition 2016 (ISSC 2016) was held from November at Bangalore. Teams from Australia, Taiwan and India participated and there was close contest among the teams. CSI Annual Convention Due to the sad demise of Chief Minister of Tamilnadu Smt. Jayalalitha the CSI Annual Convention of 2016 which was to be conducted at Coimbatore in the month of December 2016 from 8-10, was postponed to January from 23-25, Although it got rescheduled the response was overwhelming. The year ended with a positive note and my term as Hony. Secretary will end on 31 st March I am grateful to the Society as well as to all the members that I had the privilege of participating in all the major activities of CSI through which I was able to connect myself with the members and was able to share my knowledge and insights for enhancement of the IT community. Prof. A K Nayak Hony Secretary ( ) Operational Highlights: The Executive Committee (ExecCom) of the Society consisting of seventeen elected members, entrusted with the responsibility of successfully running the society met five times during the year at various locations across the country to review the functioning and activities of the society and take decisions on important matters. Corporate officers on behalf of the ExecCom conducting the day to day operations and administrations of CSI. Have an excellent strategy, vision and mission that could also help CSI in enhancing its image. ii. Plan for a good video film on CSI and a look n feel dynamic portal of CSI and project it for attracting new members. iii. Add value on students membership of CSI. iv. To increase IT quizs, IT tests in student branches. v. To promote quality certification programs. vi. To improve the quality and content of CSIC. ExecCom noted the suggestions and some of the above suggestions had already been initiated into action. National Council The National council comprises of the Executive committee members and chairpersons of chapters / representative of Chairpersons of chapters. The council administers the Society through the preparation and maintenance of various operational manuals and make all decisions except those specially reserved for the General Body and shall advise the General Body on all matters coming up for decision. The year witnessed majority of chapters completing the elections as per the scheduled whereas a few of the chapters were guided with the respective Regional Vice Presidents and Nomination committees to form ad hoc management committees. There was decrease in the student membership by 0.61% as compared to that at the end of the previous year. 12 Chapters As on 31st March 2017, the society had 73 chapters across the country to conduct its activities. Some of the chapters are not active and not operating in accordance with the norms and guidelines of the society. The ExecCom through Regional Vice President is continuously putting all efforts for operation of defunct chapters. 59 26th January, 2016, Coimbatore The Minutes of the 51st Annual General Meeting (AGM) of the Computer Society of India was held on Wednesday, 25th January, 2017 at Hotel Le Meridien, Coimbatore. The 51st Annual General Meeting (AGM) of the Computer Society of India was held on Wednesday, 25th January, 2017 at Hotel Le Meridien, Coimbatore. The AGM scheduled at 1130 hours on 25th January, 2017 was adjourned by 30 minutes for want of quorum. The adjourned meeting commenced at 12 Noon and was attended by 134 members. Item No. 1 : To confirm the minutes of the 50th Annual General Meeting held on 5th December, 2015 at New Delhi The minutes was confirmed and accepted by the members present. Item 2 : To receive and adopt the Annual Report for the Financial Year The annual report for the FY was presented by the Hon Secretary before the AGM and some members raised the question of 30 day notice and discussion was made on the same. Finally Dr Prashant Nair, National Student Co-ordinator, proposed the adoption of Annual Report presented by the Hon Secretary and Dr Durgesh Mishra, Division Chairperson IV seconded the same and it was adopted. Item No.3 To receive and adopt the Audited Accounts for the Financial Year The Audited Accounts for the financial year was not adopted as the audited accounts were not circulated to the members prior to the meeting. But during the General Body meeting a few copies were circulated and from that the members raised queries about a few account heads and requested for a detailed explanation from the Hon. Treasurer and the Auditor. President, CSI invited the Auditor to answer the queries raised by the members. As there were lot of queries in the Financial Statements, it was resolved that, Hon Treasurer will upload the balance sheet in portal and if, any queries are from members then it may be mailed to the Hon Treasurer within 15 day The President informed the Hon. Treasurer and the Auditor to look into the matter and it was decided to hold a special Annual General Meeting to adopt the accounts for the year Further to it was resolved for Service Tax Matter and it was decided to make necessary payment of Service Tax as per calculation, latest by 15th Feb 2017 (Calculation will be made by HQ and will be certify by Hon Treasurer, Service Tax Consultant and National CA of CSI ) and the service tax amount will be recover from respective chapter/s. Item No.4 To appoint the Auditors for Financial Year and to fix their remuneration The general body opined as the accounts for the Financial Year is yet to be approved, the decision may be taken once the accounts are approved and adopted in the Special Annual General Meeting. 58

60 Item No. 5 To ratify the establishment of Chapters and student branches approved during the year Hon. Secretary informed the members that Gunupur and Amravati chapters were established during the year The AGM has ratified the same. Item No. 6 Annual Election year /2019. A." Resolved that, all nominations received for different posts are treated as Valid Nominations and Nomination Committee will initiate the process from Withdrawal of Nomination process and after finalisation of withdrawal, NC will present final slate to Execcom for necessary approval. " B.Resolved that, " to meet the statutory requirements of CSI Constitution & Byelwas 2013, it was resolved to add two past Corporate Officers will be co-opted Members Nominations Committee for the year " C. It was resolved that, Time and again several of our senior members have expressed concern that our membership database contains a lot of ids and addresses no more valid. This has resulted in several of our communications not reaching the members. This has also resulted in poor voting in our elections. There have also been complaints of fake voting. This issue was discussed in the Annual General Body Meeting at Coimbatore on 25th January, 2017 and it was resolved to take up the database cleaning / update activity before the elections for the year /19. The AGM ratified the formation of a committee consisting of Mr. S. Ramanathan, Chairman of Committee and Mr. Sanjay Mohapatra, Past Secretaries and Prof. A.K. Nayak, Secretary, CSI are members of committee. With a view to authenticate the membership details, it was resolved in the AGM at Coimbatore to request the members to submit personal identification details on line in the portal by using Membership No. and only those members who have completed this process before 28th February will be deemed eligible voters for the ensuing elections. While those who have not submitted the identification details will continue as members of CSI and enjoy other privileges, they will have voting rights only on submission of the details. d. Dr S Ramani, Past President was invited by President, CSI to apprise the members present about the selection of vendor and the proposal received from NSDL. Dr Ramani informed the members about availing the services of NSDL and also to appoint them for conducting elections based on the cost and the jurisdiction. The members were in favour of NSDL and unanimously it was agreed to appoint NSDL to conduct the forthcoming Elections It was resolved AGM that, NSDL is selected as the election vendor ( National & Chapter level ) for the year /19 and resolved that, President, CSI is authorised to sign the agreement with NSDL. e. It was resolved in AGM at Coimbatore on 25th January 2017 that, to reduce e-voting time from 30 days to 15 days and accordingly, constitutional amendment may made, immediately and will update Registrar of Societies at Hyderabad. f. It was resolved in AGM at Coimbatore on 25th January 2017 that, Jurisdiction of CSI will be at Hyderabad only ( as per AP Society Act ) and accordingly, constitutional amendment may be made and will update Registrar of Societies at Hyderabad. 83 COMPUTER SOCIETY OF INDIA (CONSOLIDATED) Accounting Policies and Notes on Accounts For the year ended 31 st March, 2017 A. Accounting Policies: 1. Society Background The Computer Society of India (CSI) is registered Society under Public Societies Registration Act, No. 1 of Paali on 6 th March, Basis of Accounting The accounts of the CSI are drawn up on historical cost and accrual basis. 3. Revenue Recognition The membership Fees are recognized as and when it becomes due. Interest on Fixed Deposits of the Society is taken into account on an accrual basis during the Current year. 4. Fixed Assets. All Fixed Assets are shown at their written down value at the beginning of the year plus additions, if any, less depreciation for the year. 5. Depreciation. The Fixed Assets are depreciated under the WDV method at the rates specified in the Income Tax Act, Accounting for Investment Investment is made in Fixed deposits in Banks. This Investment is shown at principal amount added with accrued interest thereon up to the date of Financial Year end. 82

Subsidiary Company: CSI Publications is a Subsidiary company registered under Section 25 of the Company Act, The details of the company are as under: a) The Company was registered on with CIN:U22120MH2011NPL2187 b) CSI has invested in share capital of Rs.99,980/- against paid up share capital of Rs.1,00,000/-, thus holding 99.98% in its paid up capital. 8. Departures in Bye-Laws and policies governing the Society.- Nil B. Notes on Accounts 1. As on , there were 74 Chapters registered with the CSI to carry out various objects of the Society. Out of this, 50 Chapters have submitted their accounts for the year ended 31 st March, 2017 and their accounts have been considered while preparing Consolidated Accounts of CSI. Accounts pertaining to Annual Convention-2015 have been clubbed with Accounts of HQ for the current year. We are informed that the other Chapters are either dormant or they do not have any activity. The accounts of Coimbatore convention and SIG egovernance are signed by the local auditors and the same have been relied upon while consolidating the accounts 2. Previous year s figures have been regrouped wherever considered necessary. 3. Figures have been rounded off to the nearest rupee. 4. Amount shown under Chapter Balances in Balance Sheet as of 31 st March, 2017 is inclusive of balances pertaining to Hyderabad Chapter under heading Capital Fund (Rs.26,95,628) & and Fund with CSI, Hyderabad Chapter (Rs. 27,42,196) 83

Immovable properties owned by the Computer Society of India: a) Lease Agreement of Chennai Chapter for 30 years expired on 26 th April, The Society have requested the lessor, The Supretending Engineer, PWD, Technical Education Department, Government of Tamilnadu for extending the lease for further period of 99 years. The matter of renewal of the lease is pending. b) We are informed that the original title deeds of the properties are kept in the safe custody with the Bank and hence, could not be verified. c) We are informed that the title deeds of the property at Vishakhapatnam are yet to be obtained. d) In respect of the property at Lucknow Chapter: It appears from the correspondence that the original title deeds are missing and the HQ is holding only the certified papers of the property. e) Properties of HQ at Mumbai (MIDC, Andheri): In October/November, 2010, the Society purchased the premises at MIDC Andheri for total cost of Rs. 3,67,56,000. Thereafter, the Society sold its Worli premises in July, 2011 and received Rs. 2,07,50,000 during July and August, The written down value of the premises was Rs. 3,59,085. Thus there was capital gain of Rs. 2,03,90,915. As on 31 st March, 2012 the Society adjusted the capital gain against the purchase of new property and written off the balance of Rs. 1,63,65,085 in the books. In view of this, the value of premises at Andheri MIDC is not correctly reflected in the books of accounts. The Lease Agreement in respect of MIDC Andheri premises have been executed during the FY i.e. on 8 th March, The Society incurred total registration charges of Rs. 24,18,239/-. As the value of this property is not reflected in the books of HQ, the registration expenses were not capitalized but debited to the Income & Expenditure A/c during the FY by the Society. f) HQ maintains Buildings Accounts of the chapters in its books of accounts. However, the followings Chapters have maintained building accounts in the books of respective Chapters as well. 84

Reconciliation of Bank accounts: The Society has prepared bank reconciliation statement of all bank accounts except the following: In the AXIS Bank A/c No the balance as per Bank Statement was Rs. 19,44,428.90/- as on whereas, as per CSI books it was Rs. 5,66,022/-. There were many entries outstanding for want of necessary forms duly filled in by the Members for the subscription deposited by them in the bank account. 7. Contingent Liability: a.
