2 Govt. of PNG Decision No. NG45/94 Meeting No: NG:17/94 Convention concerning the Protection of the World Cultural & Natural Heritage Date: 7th December 1994
3 Govt. of PNG The DEC was directed to investigate the formation of a foundation with Department of Finance & Planning & report back to the NEC
4 Govt. of PNG Approves admission of PNG as a State Party to the Convention regarding Protection of the World Cultural & Natural Heritage, known as the WH Convention & of its protocols Authorized the Minister for Foreign Affairs & Trade to accede to the Convention after all necessary constitutional requirements are fulfilled
5 Chronological history of WH in PNG The DEC became the Primary Implementing & Executing Agency (1994) to: Establish PNG National (World) Heritage Foundation
6 Ratification of World Heritage Convention PNG became 148 th State Party of the World Heritage Convention in 1997 by depositing an instrument of ratification or acceptance
7 Formation of PNG National (World) Heritage Foundation (Committee) The foundation was formed by way of two components: 1. The establishment of PNG National (World) Heritage Committee which comprised of 7 x key Central/National Agencies & 5 x NGO partners; 2. The creation of PNG National (World) Heritage Secretariat (2 x positions within DEC 2007/2010)
8 Key Central/National Agencies: 1. Environment & Conservation (Chair) 2. Education 3. National Commission for UNESCO 4. National Museum & Art Gallery 5. National Cultural Commission 6. UPNG (Anthropology Stream) 7. Tourism Promotion Authority (TPA)
9 Key Supporting NGOs 1. World Wildlife Fund (WWF) 2. Conservation International (CI) 3. The Nature Conservation (TNC) 4. Partners with Melanesia (PwM) 5. The Heritage Foundation (THF) ***Note: the National (World) Heritage Secretariat (within DEC) assume the responsibility of networking
10 National World Heritage Strategic Workshop (March 2006) Prior Nominations dossiers prepared (2004) for Kuk Early Agricultural site and Bobongara Sialum Terraces (Huon Peninsular) did not match criteria s State Party / Focal Point played no significant part therefore past nominations were declined PNG National Work Heritage Strategy developed for 2006 to 2009 PNG National World Heritage Tentative Listing of 7 x sites prepared and submitted Properly improved Kuk Nomination Dossier & resubmitted (2006)

Milne Bay Seascape, Jewel of the Pacific and Marine Biodiversity 3. Trans-fly Complex (trans-boundary - TNWP) 4. Huon Terraces, geological ocean floor plate tectonics 5. The Sublime Karsts of Papua New Guinea, serial sites (Nakanai Caves, Muller Dome, & Hindenburg Wall) 6. Kikori River Great Papuan Basin 7. Great Sepik River Basin (Hunstein Range, Karawari)
12 Update(s) Kuk Early Agricultural site - address outstanding recommendation(s) for Kuk (2009) Kuk Interim Management Plan Declare/gazette Kuk as Conservation Area under Conservation Areas Act (1978) Establish Kuk Management Committee Regulations (compliance with Organic Law) Enforcement duties Composition of Kuk Management Committee Ranger personnel (4 x landowners on rotational basis)

14 PNG WH Tentative Listed sites Prepare periodic updates on retrospective state of conservation of the 7 x Tentative Listed sites Some sites needs to be visited for authenticity of OUVs Prepare proper nomination dossiers of at least two sites from current Tentative Listed sites for full nomination. Sites that might be considered for nomination are: A) sites which are currently under going social/cultural mapping, b) existing protected areas or areas which have existing security of tenure

17 Cont./--- Explore into nomination of new sites to the WH Tentative Listing Seek operational budget (internal and external) Acquisitions for customary lands, reefs, atolls, and outlying islands in the territorial waters or in high seas for new WH sites in the Pacific may be problematic therefore the World Heritage Centre should adequately fund for social/cultural mapping exercise Application of Rights-based approaches over resource ownership issues (PNG example) viz ecosystem services
18 PNG WH Achievements Establishment of PNG National (World) Heritage Committee (to be formalised and names of membership gazetted) Addressing all outstanding WHC recommendations of 2009 Desktop (data) analysis and preparing retrospective statements of conservation status for the 7 x WH Tentative Listed sites and preparing for new nominations for WH tentative listing NGOs taken on board for partnership and networking Establishment of National (World) Heritage Secretariat within DEC (2007 to 2010)
