3 The community told us their priority for the Central Coast is to become a prosperous region offering increased local employment, quality educational facilities and attractive investment opportunities, within a vibrant and liveable community that is well supported and connected by coordinated services and infrastructure. A Regional Focus The Central Coast has a distinct identity as a region. This identity is embraced by the community. The Regional Action Plan provides a framework to focus specifically on the needs and priorities of the Central Coast as a region. Our vision for the Central Coast is a region that is: Prosperous People will want to live on the Central Coast because the region offers a competitive, adaptable and sustainable economy with local education and employment opportunities. The Central Coast will be a region where people increasingly want to live, learn, work, visit and invest. Liveable The Central Coast region will be recognised for its community that is supported by a range of housing, employment, education, training, research and life-long learning opportunities with access to vibrant, well-serviced centres. The design of new developments and the redevelopment of existing areas will encourage community interaction and cohesion. We will have a healthy and sustainable environment that will continue to be enjoyed by future generations. Well coordinated with a strong identity Our region will have well managed and coordinated essential human services and associated infrastructure. We will be connected by fast, efficient and regular transport services both within our region and to other regions. We will have world-standard broadband connections available to all. There will be a strong regional identity and pride in the Central Coast. The Central Coast Regional Action Plan identifies the immediate actions to deliver on this vision. I thank the local community and businesses, regional organisations, Commonwealth and local government for sharing their knowledge and ideas which form the basis of the Plan. As Minister for the Central Coast, I will make sure we deliver on our commitments and work with local government and regional leaders to deliver the improvements the community expects. 4 Regional Action Plan The NSW Government is fulfilling a new agenda to deliver integrated strategic planning for land use, transport and infrastructure investment, backed up by rigorous financial management and is committed to partnering with communities, including Aboriginal communities to improve social and economic outcomes. The long term strategies will align to NSW 2021, the NSW Government s 10-year business plan to rebuild the economy, return quality services, renovate infrastructure, strengthen our local environment and communities, and restore accountability to Government. The State Infrastructure Strategy is the 20-year strategy to identify and prioritise the delivery of critical public infrastructure that drives productivity and economic growth. The Strategy presents the NSW Government with clear and strategic options for delivering infrastructure and market reform in a way that provides best value for taxpayers. The NSW Long Term Transport Master Plan is the 20-year plan to return quality services through a world class transport system for NSW. It includes objectives for transport and identifies the priorities needed to create a transport system that meets a range of needs. A New Planning System is being developed to facilitate NSW being the number one choice for business investment, enable the sustainable growth of our cities and towns as great places to live and ensure that planning and environmental outcomes reflect the expectations of the community. The new Aboriginal Affairs Strategy represents the NSW Government s commitment to improving Aboriginal people s social and economic wellbeing. The Strategy is intended to make real differences in the lives and opportunities of Aboriginal people and change the way government works in partnership with Aboriginal communities. Regional Action Plans and the governance supporting the plans, including Aboriginal communities, Regional Leadership Groups and Aboriginal Affairs, will be key in delivering the Strategy locally. Our progress in implementing the plans will be reported back to the community with clear and honest explanations about how we are performing and will inform the Budget priorities so that we can make the right choice to provide value for money. To sustain our State s finances and maintain our AAA credit rating, we need to determine the community s priorities amongst competing requests for funding. 02

5 Integrated planning for the Central Coast The Central Coast Regional Action Plan identifies the immediate actions the NSW Government will prioritise. These will complement both the long term strategies being developed for NSW and existing regional strategies outlined below. The unwavering focus on delivery of these plans will ensure we respond to the priorities of local people. 6 Regional Action Plan Area 1,686km 2 The Central Coast is known for its outstanding environmental qualities and coastal lifestyle. The region has 81 kilometres of coastline and significant national parks, bushland, open space and aquatic environments. The Central Coast includes the Gosford and Wyong Local Government Areas and is strategically located between the global city of Sydney and the regional city of Newcastle. The Central Coast has a unique identity as a stand alone region with a growing population and a highly skilled workforce. Regional overview Dynamic and diverse tourism industry Strategic location for warehousing and distribution Home to some of Australia s best known food and beverage brands. 8 Regional Action Plan Grow the economy of the Central Coast and provide sustainable employment Growing the economy and providing jobs close to where people live is a key priority for the NSW Government. The Central Coast population is expected to grow by an additional 100,000 people by 2031 requiring more than 45,000 new local jobs. A more diverse economic and employment base is required to support expected future growth within the region. Currently, local job growth is reliant on population related services such as construction, retail, tourism and health. Around 38,000 Central Coast residents commute to jobs outside of the region. To support local economic growth and job creation we need to: Support sustainable employment opportunities and investment Attract new businesses by providing vibrant and growing regional centres Promote the region as a choice tourism and event destination. NSW 2021 Goal 3 Drive economic growth in regional NSW NSW 2021 Goal 20 Build liveable cities PRIORITY ACTIONS Partner with local stakeholders to encourage regional economic growth and employment Continue to support implementation of the Regional Economic Development and Employment Strategy to strengthen the regional economy, plan for future skills needs and increase innovation and knowledge to promote economic growth. A project officer within Regional Development Australia Central Coast will facilitate the implementation process. Strengthen innovation activities connected to Universities, Research Centres and business through the implementation of Innovation Clusters under the Enterprise Connect Innovative Regions Program and support the Primary Industries Research Centre at Ourimbah, a partnership between the Department of Primary Industries and the University of Newcastle. Stage 2 of the Centre is due to open in Through the Central Coast Broadband Implementation Group, support the stimulation of the digital economy and business growth opportunities arising from the rollout of the National Broadband Network in the region. Lead Agency: NSW Trade & Investment Support key regional industries and local businesses to grow Industry Action Plans will be implemented to improve growth, resilience, productivity and investment opportunities for key sectors of the NSW economy up to Key Industry Action Plans for the Central Coast include manufacturing, professional services, international education and research, digital economy and visitor economy. 06

9 Support business to expand or establish in the region through project facilitation and access to Government business assistance programs. This includes Small Biz Connect which provides comprehensive, high quality support and advisory services for small businesses across NSW including the Central Coast. The Department of Primary Industries will facilitate a partnership approach to the development of a Central Coast Agribusiness Strategy which will identify opportunities for the growth and expansion of agricultural enterprise on the Central Coast. Lead Agency: NSW Trade & Investment Support increased productivity by cutting government red tape By mid 2013, 18 one stop shops will be rolled out across NSW, including one in Gosford. The Gosford Service NSW Centre will be open from 7am-7pm on weekdays and from 9am-3pm on Saturdays to make it easier for people to access 210 Government transaction services. Combined with a new 24-hour phone service and a new internet portal, the one-stop shop will increase convenience for customers and reduce lost productivity for local businesses. Lead Agency: Service NSW Revitalise Gosford City to drive economic growth and provide more job opportunities Progress planning approval and implementation for the initial stage of The Landing at Gosford by early 2013 as an instigator for job creation and the revitalisation of Gosford City Centre. This will include identifying the potential for Government tenants to support stage one and seeking opportunities for funding for necessary infrastructure and services. Support Gosford City Council to make Gosford City Centre more attractive to creative and small businesses. Lead Agencies: Central Coast Regional Development Corporation, Department of Planning and Infrastructure Revitalise town centres in the Wyong Shire to cater for expected population growth Deliver infrastructure for and facilitate development of the Warnervale Town Centre which will provide new business opportunities, local jobs and housing for the region s growing population. Support Wyong Shire Council in the revitalisation of the Entrance Town Centre to attract more business and provide local job opportunities. Lead Agencies: Central Coast Regional Development Corporation, Department of Premier and Cabinet, Department of Planning and Infrastructure Deliver effective regional planning to cater for growth and encourage increased investment Review the current Central Coast Regional Strategy by March 2014 to align infrastructure needs and expected growth. Finalise the North Wyong Structure Plan by early 2013 to identify long term employment, urban and conservation land uses. Lead Agencies: Department of Planning and Infrastructure, Office of Environment and Heritage Promote the Central Coast as a choice tourism and event destination The NSW Government will support Central Coast Tourism by employing a Business and Events Manager for the region to secure events that provide a positive economic return to the Central Coast. 10 Regional Action Plan Enhance skills development and educational outcomes There is a need to lift the education levels within the Central Coast community and to encourage a stronger learning culture within the region. Education and training also needs to be more closely linked to local business requirements to support employment, boost the local economy and help keep our young people in the region. To improve skill, training and education levels on the Central Coast we need to: Engage young people in education and help their transition to further education and employment Partner with businesses, schools, TAFE, training organisations and universities to develop quality educational options linked to employment opportunities Foster additional educational facilities and encourage more students to undertake further education in courses that cater to future workforce needs. NSW 2021 Goal 6 Strengthen the NSW skill base NSW 2021 Goal 15 Improve education and learning outcomes for all students PRIORITY ACTIONS Engage young people in education and help their transition to further education and employment Support the Trade Training Centres and Trade Schools which have been set up throughout the region in partnership with TAFE. Trade Training Centres and Trade Schools will focus on regional skills shortages and future skills needs to support the growth of the Central Coast economy and provide more students with opportunities to gain industry recognised skills as part of their secondary education. Deliver flexible education and training options by expanding the Vocational Education and Training curriculum, increasing the number of School-Based Apprenticeship and Traineeship opportunities and providing quality advice through the Career and Transition Teams to better cater to the needs of individual students, their interests and further education, training and employment opportunities. Support students at risk of leaving school early through the delivery of Tradestart, a collaborative partnership between Central Coast high schools, TAFE NSW and Youth Connections offering on-site alternative learning at Green Central for students at risk and interested in Vocational Education and Training options. Lead Agency: Department of Education Partner with businesses, schools, TAFE, training organisations and universities to develop quality training options linked to employment opportunities Encourage more people to complete Apprentice Certificate III level programs across the three TAFE campus locations of Gosford, Ourimbah and Wyong with an aim of reaching pre-global financial crisis enrolment levels by Work in partnership with local industries and businesses to increase apprenticeship and training opportunities by promoting school based apprenticeships and competency based completion initiatives. Expand apprenticeship and traineeship options by increasing the number of partnerships with Group Training Companies. Deliver customised training solutions through TAFE NSW, Registered Training Organisations and Community Colleges to assist unemployed and under-employed people to gain the skills for employment. 11 Foster additional educational facilities and encourage more students to undertake further education in courses that cater to future workforce needs Increase achievement levels across all levels of education and training consistent with NSW 2021 targets. Continue to provide and improve pathways between the TAFE NSW Hunter Institute Central Coast and the University of Newcastle and other tertiary institutions to increase skill and education levels in the region. Support the University of Newcastle and the Australia Research Centre s new four year study into the development of students educational and career aspirations in the middle years of school. This will include a number of local schools Bateau Bay Public School, Brooke Avenue Public School, The Entrance Public School, Tuggerah Lakes Secondary College (Tumbi Umbi Campus), Wamberal Public School, Wyong High School, and Wyong Public School. Take advantage of opportunities that the National Broadband Network may present to enhance and expand educational services and outcomes Implement programs to attract and retain quality and highly accomplished teachers. Lead Agency: Department of Education Encourage the expansion of higher education facilities and provision on the Central Coast, including within Gosford CBD. 12 Regional Action Plan Improve transport connectivity and regional roads Improving transport is a complex issue and an important priority for the Central Coast community. Transport choices need to improve internal and external connectivity, reduce travel times, respond to high car dependency, support population growth and meet the needs of an ageing population. To ensure that transport services on the Central Coast meet the needs of the population and encourage and support the local economy we need to: Improve the state road network to address traffic hotspots and increase linkages within the region Improve regional connectivity Improve movement of rail freight through the region Improve public transport connectivity across the Central Coast, making public transport a more attractive option. NSW 2021 Goal 7 Reduce travel times NSW 2021 Goal 8 Grow patronage on public transport by making it a more attractive choice NSW 2021 Goal 10 Improve road safety NSW 2021 Goal 19 Invest in critical infrastructure PRIORITY ACTIONS Improve the Central Coast strategic road network to address traffic hotspots and increase linkages within the region Upgrade the intersection of Brisbane Water Drive and Manns Road with the Central Coast Highway. Upgrade the Central Coast Highway including Carlton Road to Matcham Road and Matcham Road to Ocean View Drive. Upgrade the F3/Wyong Road interchange at Tuggerah. Progress route assessments and design work for improvements to the Pacific Highway through Wyong Town Centre and between Narara and Ourimbah. Wisemans Ferry Road administer a grant to Gosford City Council for developing and delivering a road safety package for the route. Complete the detailed design for the conversion of the roundabout at the intersection of the Pacific Highway and Wyong Road to full traffic signals. Complete strategic designs for intersection upgrades of the Wyong Road with Enterprise Drive, Mingara Drive and Tumbi Road. Complete the detailed design of the intersection of Terrigal Drive with Charles Kay Drive. Administer grant funding to Gosford City Council to eliminate the existing Woy Woy (Rawson Road) rail level crossing and replace it with an underpass near Bull s Hill at Corea Bay. Deliver a new intersection on Sparks Road for the new Warnervale Town Centre. Lead Agency: Roads and Maritime Services Improve regional connectivity Advocate for greater Commonwealth funding and consider greater private sector submissions to connect the F3 and M2. Infrastructure NSW will ensure applications for funding to Infrastructure Australia are of a standard to ensure our state receives its fair share of funding. Lead Agency: Transport for NSW 10

13 Improve movement of rail freight through the region Progress work on the Northern Sydney Freight Corridor to improve the capacity and reliability of freight trains on the Main North Line between North Strathfield and Broadmeadow, Newcastle. This will help to improve freight movement through the Central Coast, reduce road congestion and improve commuter travel times. Work on the rail line is scheduled to be completed by Lead Agency: Transport for NSW Improve public transport connectivity across the Central Coast, making public transport a more attractive option Develop a Central Coast Regional Transport Plan in line with the NSW Long Term Transport Master Plan which will provide a better integrated public transport network that maximises the benefits to the economy and aligns with regional land-use strategies. The plan will be developed in consultation with local communities, local councils and key stakeholders. Undertake a review of the CityRail and Central Coast bus timetables to achieve more consistent and reliable timetables, with frequencies reflecting demand and better rail to rail and rail to bus connections. The new rail timetable, along with changes to connecting bus services, are planned to be implemented by late Provide additional express train services between the Central Coast and Sydney to help reduce commuter travel times and increase patronage. The new timetable is planned to be implemented by late Work with the Commonwealth Government on High Speed Rail co-ordination and planning. Phase 2 of the High Speed Rail Study into a national high speed rail network is scheduled for completion by March 2013 and will inform Commonwealth and State Governments of preferred corridor alignment and financing options. Regularly review bus timetables to improve services to railway stations, commercial centres, employment areas, education zones, and to provide better weekend services. 14 Regional Action Plan Deliver coordinated support for the community, families and in particular, our disadvantaged and vulnerable members Across the Central Coast there are pockets of vulnerable and disadvantaged communities. Local issues faced by some members of our community include high levels of domestic and family violence, homelessness, limited access to affordable housing options and youth issues such as anti-social behaviour and alcohol misuse. An integrated approach is required to address these issues. We need to: Improve community safety by increasing the number of safe and secure entertainment events, public spaces and activities for the community and in particular, young people Coordinate support for families and the disadvantaged and vulnerable members of our community Reduce youth homelessness and provide affordable housing. NSW 2021 Goal 13 Better protect the most vulnerable members of our community and break the cycle of disadvantage NSW 2021 Goal 16 Prevent and reduce the level of crime PRIORITY ACTIONS Improve community safety Provide high visibility policing and crime prevention activities by expanding Central Coast police numbers as part of the state wide plans for an additional 859 police by Work with local stakeholders to support family friendly events such as Australia Day and New Year s Eve and reduce anti-social behaviour associated with alcohol misuse. Promote safe public spaces with appropriate alcohol restrictions, design and lighting. Continue the implementation of the NSW Government s three strikes disciplinary scheme under the Liquor Act 2007 to tackle alcohol-related violence and anti-social behaviour. Lead Agencies: NSW Police Force, NSW Trade & Investment, Department of Premier and Cabinet Support families and disadvantaged and vulnerable members of our community Support the roll-out of the Staying Home Leaving Violence program to Gosford Local Government Area. The three year program, which currently only operates in Wyong, will be delivered by Centacare Broken Bay and will double the region s capacity to assist women and children to remain in their homes and be protected from domestic violence. Deliver coordinated services to support vulnerable families through a joined up access centre in Wyong and the Woy Woy Peninsula. Review learner permit requirements and increase the pool of funds through Roads and Maritime Services to assist disadvantaged young people in obtaining their licence. Lead Agencies: Department of Family and Community Services, Roads and Maritime Services Reduce homelessness and improve access to affordable housing Support the continued implementation of the Central Coast Regional Homelessness Action Plan which will deliver subsidised tenancies, coordinated services for people experiencing homelessness or who are at risk of homelessness and provide sustainable housing for disadvantaged and vulnerable groups. Implement reforms to the specialist homelessness system in NSW to improve client outcomes. Work collaboratively with the Regional Youth Services Gosford to improve the transition of young people to secure housing and deliver education programs which will help more young people secure and maintain private rental accommodation. Lead Agency: Department of Family and Community Services 12

15 Improve access to health services and promote healthy lifestyles An integrated approach is required to improve access to health services and to promote healthy lifestyles for Central Coast residents. Local issues include obesity, smoking rates and alcohol usage and associated behaviours. Improved access to health services has also been identified as an important regional priority. We need to: Improve access to quality health services hospitals, primary and allied health services including dental, mental health, aged care, drug and alcohol management services and disability services Promote healthy lifestyles. NSW 2021 Goal 11 Keep people healthy and out of hospital NSW 2021 Goal 12 Provide world class clinical services with timely access and effective infrastructure PRIORITY ACTIONS Improve access to quality health services Provide more acute hospital beds through the Health Services Development Plan for the Central Coast. The Health Services Development Plan is expected to be completed by March Develop a Central Coast Aboriginal Health Action Plan. Improve and promote opportunities for the education and training of health professionals in the region to help improve health services for the Central Coast community. Improve access to allied health and dental services to keep pace with demand and population growth. Work with Central Coast NSW Medicare Local to increase the number of General Practitioners on the Central Coast to make it easier for people to access a doctor locally. Develop protocols to meet the physical health care needs of people with a mental illness. Improve communication with families caring for people with disabilities through the implementation of the Central Coast Local Health District Disability Plan. Continue to provide treatment centres for young people, especially for drug and alcohol problems including increasing the clinic hours for drug and alcohol problems at Central Coast Headspace and review case coordination protocols for young people with drug and alcohol problems. Continue to provide trained workers to help combat suicide risk. Improve access to subacute rehabilitation services for the southern Central Coast, establish a new 30 bed sub-acute rehabilitation unit at the Woy Woy hospital site. The project is funded by the Commonwealth under the Sub-Acute Beds Program ($9 million) with a NSW Government contribution of $5 million. The total project budget is $14 million. Improve access to cancer services on the Central Coast, establish a public radiation oncology service at Gosford Hospital and expand medical oncology services at Gosford and Wyong Hospitals when the new Central Coast Cancer Centre at Gosford Hospital is opened. Lead Agency: Central Coast Local Health District Promote healthy lifestyles Reduce the rates of obesity in the community by integrating Healthy Urban Development Checklist principles in major developments and planning policies. Continue the introduction of programs to reduce childhood obesity in primary schools and early childhood centres. Deliver programs to reduce tobacco consumption, especially amongst disadvantaged groups in our community, and increase the range of outdoor public places where smoking is prohibited. 16 Regional Action Plan Protect our natural environment and achieve balanced outcomes between development and conservation Over half of the Central Coast is made up of national parks, bushland, open space and aquatic environment. Our unique natural environment is important to the region s residents and a key attribute of the region s tourism industry and visitor economy. With increasing development on the Central Coast to meet population growth demands it is important to achieve balanced outcomes between development and conservation. We need to: Ensure land use and development planning support sustainable economic growth and environmental protection Manage and protect the Central Coast s water catchment areas. NSW 2021 Goal 22 Protect our natural environment NSW 2021 Goal 23 Increase opportunities for people to look after their own neighbourhoods and environments PRIORITY ACTIONS 14 Ensure land use and planning support sustainable economic growth and environmental protection Finalise the Local Environment Plans for Gosford City and Wyong Shire. Progress planning and development of the Central Coast Wetlands Pioneer Dairy site. The Wetlands site will be a unique tourism, recreation and education destination that attracts more outdoor, active and nature-based travellers to the Central Coast, enhances the lifestyle and culture of local residents and protects the unique environment. Finalise the Central Coast Regional Conservation Plan by the end of The Plan will act as a companion document to the Central Coast Regional Strategy. Promote stormwater harvesting. Consider food production needs within Agricultural zones as part of the review of the NSW Planning System. Promote alternate energy sources through fostering local outcomes within the framework of the proposed state wide Renewable Energy Action Plan. The Environment Protection Authority will lead Central Coast local councils in the development of a regional waste avoidance and resource recovery strategy by the end of 2013 to increase recycling, combat illegal dumping and tackle littering. In addition, a new Regional Illegal Dumping program will be implemented by December 2013 in partnership with local government. Implement the Government s stage 1 coastal reforms. This includes commencing the Coastal Protection Amendment Act 2012, which makes it easier for private landowners to place sandbags as temporary coastal protection works, and preparing new guidelines for councils on section 149 certificate notations relating to projected sea level rise impacts. Develop the Government s stage 2 coastal reforms, to further improve coastal policy. Support local councils to develop and implement Coastal Zone Management Plans and Emergency Action Sub Plans for Wyong Shire, Open Coast and Broken Bay Beaches and emergency action sub-plans for Tuggerah, Hargraves, Wamberal/Terrigal beaches and Cabbage Tree Harbour to manage the risk from coastal hazards. Lead Agencies: Department of Planning and Infrastructure, Department of Primary Industries, Office of Environment and Heritage Manage and protect the Central Coast s water catchment areas Protect the quality and supply of water within the Central Coast s water catchment areas through local management initiatives. Promote awareness about the environmental value of Tuggerah Lakes.
