1 FURTHER SUBMISSION BY THE BOARD OF AIRLINE REPRESENTATIVES OF NEW ZEALAND ON THE DRAFT QUEENSTOWN LAKES DISTRICT COUNCIL DRAFT PLAN BARNZ is an incorporated society comprising 20 member airlines operating scheduled and code share international and domestic services. All of the international airlines which operate scheduled services into Queenstown Airport are members of BARNZ. One of the key areas of BARNZ s work relates to the management of noise issues around airports. Generally, airports are sited away from dense areas of population in order to avoid conflicts between aircraft operation and noise sensitive activities. BARNZ represents the airlines, and works with the airports, in preventing noise sensitive activities locating or developing within the air noise boundaries that surround the airports. Anything that may adversely affect aircraft activity at Queenstown Airport directly affects the activities of the airline members of BARNZ. Restrictions on the activities of the airlines will in turn adversely affect businesses and jobs which rely on air services to and from Queenstown Airport as well as the connectivity of the Queenstown community generally. BARNZ therefore has an interest in submissions made which relate to Queenstown Airport and to the ANB and OCB which is greater than the interest the general public has. To the extent any changes to definitions are required to make them consistent with recent Environment Court decisions on plan changes affecting airports in the Queenstown Lakes District, then such changes should occur. It is important that the plan reflects recent judicial decisions and mediated outcomes in plan change processes to inclusive Queenstown Airport Corporation Various suggested amendments to draft policies and suggested new policies to appropriately recognise the importance of key infrastructure, to appropriately protect it and to provide for the future development and expansion of key infrastructure, such as the Queenstown Airport. BARNZ supports the various amendments sought by Queenstown Airport Corporation being made. : Recognition of the vital role it plays to the Queenstown Lakes District economy and community needs; Strong protection in the District Plan from reverse sensitivity effects which would result from inappropriately located development; Strong protection of its ability to continue to operate efficiently and expand in the future to Queenstown Airport Corporation Various suggested amendments to the acoustic insulation requirements for properties in the ANB and OCB.. BARNZ supports the various amendments sought by Queenstown Airport Corporation being made. It is vital that any new development in the ANB and OCB be appropriately acoustically insulated, and that the standards are clear as to what is required, and the plan provides for appropriate notification to Queenstown Airport Corporation of any applications not complying with the requirements Queenstown Airport Corporation Add a new exemption to the low density residential Make the change requested by QAC This change reflects the current District plan provisions and provides an appropriate level Further Submission from BARNZ on Queenstown Lakes District Plan Page 6

Reverse sensitivity effects on Queenstown Airport may arise where Activity Sensitive to Aircraft Noise are established within the Airport s Air Noise Boundary or Outer Control Boundary Queenstown Airport Corporation Add a policy to the rural policies to the effect that significant infrastructure located within the Rural Zone needs to be recognised and provided for to ensure its ongoing sustainable use and development. Add the new policy proposed by QAC It is essential that the District Plan enables the safe and efficient operation of aircraft arriving at and departing from Airports in the district Queenstown Airport Corporation QAC proposes changes to the Queenstown Recreation and Events Centre Designation to reflect its proximity to Queenstown Airport and to try and avoid the creation of reverse sensitivity effects on the Airport from the use of the Events Centre.
