4 1. Introduction 1.1 Gold Coast Rapid Transit Project The Gold Coast Rapid Transit (GCRT) project is a major Government initiative in creating a more sustainable Gold Coast City. The project will deliver a public transport system that is fast, frequent, reliable and integrated with the existing transport network. In June 2006 State Cabinet approved the development of a Concept Design and Impact Management Plan and Business Case for two rapid transit mode options under Government s Value for Money Framework. The GCRT project is included in the South East Queensland Regional Plan and funded in South East Queensland Infrastructure Plan and Program. The lead Government Agency, TransLink will develop the Concept Design and Impact Management Plan and Business Case in partnership with Gold Coast City Council who has also allocated future funding for public transport improvements on the Gold Coast. The new rapid transit system is intended to link the Gold Coast Railway at Helensvale with the Griffith University/University Hospital precinct and the busy centres of Southport, Surfer's Paradise, Broadbeach, and ultimately Gold Coast Airport and Coolangatta Town Centre. The rapid transit mode options under investigation are: A light rail transit (LRT) system with low floor air-conditioned vehicles on a standard gauge fixed track drawing power from either an embedded rail or overhead wires; and A bus rapid transit (BRT) system that offers a much higher quality service than an ordinary bus, with specially designed buses running very frequent services and higher reliability and faster travel times than buses operating in mixed traffic. Both systems will operate within a dedicated corridor, mostly centre running within existing roads. In some areas, a corridor adjacent to the road or mixed running with traffic has been considered. Regardless of the chosen mode, the technology option will use a dedicated carriageway at grade with priority provided at traffic signals to promote fast and reliable journey times. The Concept Design and Impact Management Plan and Business Case are based on detailed studies for Stage 1 (Helensvale to Broadbeach), with initial planning investigations of Stage 2 (Broadbeach to Coolangatta). The Stage 1 corridor, as shown in Figure 1, connects to the Gold Coast Rail Line at the existing Helensvale Rail station and terminates at Broadbeach at a new bus/rapid transit interchange. Stage 1 has been evaluated and planned in the following 3 sections: Section 1: Helensvale to Griffith University. 6 1.2 Report Overview This report details the issues and requirements in regards to soils, geology, and topography. Each section of the corridor alignment is discussed separately, along with potential benefits, impacts and mitigation strategies and recommendations for future investigations and management. Data supplied by Gold Coast City Council, Natural Resources and Water, Environmental Protection Agency and Geological Society of Queensland has been used to discuss each issue with information obtained through site visits used as supporting information. 41/1644/34/37990 Gold Coast Rapid Transit Project Volume 7 Technical Report: Soils, Geology and Topography

Scope of Report The scope of this study is summarised below: A list of all properties currently likely to be affected (i.e. predominantly resumptions) by the GCRT project was provided to the Environmental Protection Agency (EPA) in order to conduct a search of the Environmental Management Register (EMR) and Contaminated Land Register (CLR) for all affected properties; A review of available acid sulfate soil mapping, geological mapping (GCCC and NRW, soil association mapping and any readily available previous investigations was conducted; A review of readily available previous reports and investigations conducted by GHD Pty Ltd in areas within the Gold Coast Rapid Transit project area; A drive through was conducted to inspect the route alignments, specifically those sites listed on the EMR or CLR. Listed properties were confirmed through visual verification from outside the site. Where possible photographic record of the property frontage was obtained, with information relating to adjacent land uses, general comment on elevation and topography and possible potential for offsite contaminant migration and condition of any concrete/hardstand areas (as observed from outside property); and Areas mapped with potential for acid sulfate soils were visited for reconnaissance purposes and inclusion in the report. 41/1644/34/37990 Gold Coast Rapid Transit Project Volume 7 Technical Report: Soils, Geology and Topography

8 3. Project Description The GCRT system will provide a high quality service for passengers, designed to ultimately increase public transport and patronage to coastal destinations. The GCRT system will be a major step towards creating a sustainable city, improving connectivity between local areas within Gold Coast City and the broader South East Queensland region, and potentially improving public transport linkages between the Gold Coast and the Tweed Shire in New South Wales (NSW). This report assesses the potential impacts and current groundwater quality within the following sections: Section 1: Helensvale Griffith University (route H1 and H2): Section 2: Griffith University Nerang River; and Section 3: Nerang River Hooker Boulevard. Section 4 and Section have not been included in this report as requested by Translink and GCCC. 3.1 Study Area The study area for the GCRT corridor project includes suburbs along the Gold Coast Highway from Helensvale at the northern end of the Gold Coast to Broadbeach south (Sections 1-3). For the majority of this distance the corridor follows existing roads through areas of urban land use. There are, however, several areas of environmental significance along the corridor including the Coombabah Lake Conservation Area. The corridor will cross the Nerang River and several smaller waterways, including Coombabah Creek, Loders Creek, and Little Tallebudgera Creek. A preferred route from Helensvale railway station will extend to Griffith University. Two options were proposed within Section 1, which services the areas of Helensvale, Parkwood, Griffith University and Harbour Town at Biggera Waters Section 1 Helensvale to Griffith University Route H1- Helensvale via Brisbane Road / Olsen Avenue to Griffith University Route Option H1 will service Helensvale Town Centre and Harbour Town shopping centre. This option will run east from Helensvale railway station along Brisbane Road and south along Olsen Avenue to Griffith University. This option will impact on the wetland areas of Coombabah Creek, which contains the Coombabah Lake Conservation Area, supports a declared RAMSAR wetland, supports a declared Fish Habitat Area (Coombabah FHA -016) and borders the Moreton Bay Marine Park. Route H2 - Helensvale via Smith Street to Griffith University Route Option H2 utilises part of the Inter-Regional Transport Corridor (IRTC) from Helensvale railway station south to the new Parkwood station and then runs east along the northern side of Smith Street Motorway to Griffith University. Option C will service Helensvale Town Centre and has the potential to extend the transit alignment to Coomera Town Centre in the future. This option will cross Coombabah Creek upstream of the Fish Habitat Area and RAMSAR wetland Section 2: Griffith University to Nerang River Section 2 of the alignment will extend east from Griffith University, past the proposed Gold Coast Hospital site through Southport to the Nerang River. 9 supports endangered eucalypt forest, occurs at the western end of this alignment and includes the upper reaches of Loders Creek Section 3: Nerang River to Hooker Boulevard, Broadbeach This section of the alignment will run parallel with the Gold Coast Highway in order to service Main Beach, Paradise Waters, Surfers Paradise, through to Broadbeach. 41/1644/34/37990 Gold Coast Rapid Transit Project Volume 7 Technical Report: Soils, Geology and Topography

10 4. Legislative Framework The following provides an overview of the regulatory requirements relating to soil and geology: Environmental Protection Act 1994 (Qld) (EP Act). The overall intent of the EP Act is to protect Queensland s environment through the regulation of development. The EP Act also deals with the assessment and management of contaminated land, including administration of the Environmental Management Register (EMR) and Contaminated Land Register (CLR). A permit from the Environmental Protection Agency (Queensland) (EPA) is required for work in areas listed on the Environmental Management Register (EMR) or the Contaminated Land Register (CLR). Includes disposing of contaminated soil; The National Environment Protection (Assessment of Site Contamination) Measure (NEPM) (National Environment Protection Council (NEPC) 1999); AS Guide to the sampling and investigation of potentially Contaminated soil Part 1: Nonvolatile and semi-volatile compounds (Standards Australia, 1997); Draft Guidelines for the Assessment and Management of Contaminated Land in Queensland (Department of Environment (DOE), 1998). The purpose of the draft guidelines is to establish best practice for managing land contamination through the planning and development control processes; State Planning Policy 2/02 Planning and Managing Development Involving Acid Sulfate Soils. The purpose of this SPP is to ensure that development involving acid sulfate soils is planned and managed to avoid the release of potentially harmful contaminants into the environment. This SPP applies to certain areas of Queensland listed in Annex 1 where the natural ground level is less than 20 m Australian Height Datum (AHD) and soil below m AHD is disturbed by the proposed works. The local government area of the Gold Coast is listed in Annex 1 of SPP 2/02, therefore this SPP will apply to the proposed development of the GCRT for development involving: The excavation of or otherwise removing 100 m3 or more of soil or sediment; or, Filling of land involving 00 m3 or more of material with an average depth of 0. m or greater; Plant Protection (Red Imported Fire Ant) Quarantine Notice Under this notice, the entire state of Queensland is declared to be a pest quarantine area for the fire ant. The notice places restrictions on moving live fire ants and restricted items from infested or potentially infested areas. Under the notice, a restricted item refers to: soil; a potting mixture or organic mulch; an appliance used in agriculture or for moving soil; and baled hay or straw. Water Act Operational work of any kind and for all things constructed or installed that allow the taking of, or interfering with, water. Permits from the Queensland Department of Natural Resources & Water (NRW) are required prior to undertaking any work of this nature; and Soil Conservation Act Section 32 of the Soil Conservation Act 1986 provides that property and project plans facilitating the implementation of soil erosion control measures within Queensland on all present and future owners and the State. 41/1644/34/37990 Gold Coast Rapid Transit Project Volume 7 Technical Report: Soils, Geology and Topography

Topography and Landscape A review of the landforms, landscape and topography of the alignment is provided below which is based on observations made during site visits and available mapping for the area. Topographical information for the alignment was provided by GCCC, and is limited to contours of 10 metre intervals for Sections Section 1 Overall Section 1 is characterised by low undulating hills with highest elevation existing from Gaven Station to Parkwood Station on Route H2. The lowest lying areas exist within Route H1 in the Coombabah Wetlands and the Local Wildlife Corridor at the fringe of the developed area..1.1 Route H1 Route H1 begins at Helensvale Station and travels east on Brisbane Road until Olsen Avenue. The alignment turns south on Olsen Avenue until it meets with Smith Street motorway where it terminates at Griffith University Southport. From Helensvale station Route H1 travels along the boundary of Brisbane Road through Coombabah Lake Conservation Park, which is ecologically significant to the area. Salt marsh, tidal flats and mangroves dominate this area for approximately 1.6km. The conservation park is both north and south of the proposed alignment (ie either side of Brisbane Road) up until the Coombabah Waste Water Treatment Plant. The treatment plant is on a land parcel that is over 700 hectares, however the alignment will only potentially impact on a thin section of the southern boundary of this alignment. The treatment plant itself is significantly north of Brisbane Road and will not be impacted on the alignment. From Marble Arch Place station to Arundel the landscape is the transition area between the Coombabah reserve and the residential area to the commercial and light industrial area of Arundel. Vegetation and ground cover decreases heading east along Brisbane Road until the Olsen Avenue intersection where the route heads south. Residential premises and parklands dominate this part of the alignment. The topography is undulating hills (although only small) and does traverse some open drains and watercourses. The area around Griffith University is moderately vegetated. From Helensvale Station to the eastern extent of the Coombabah Conservation Reserve along Brisbane Road the elevation does not rise above m AHD. From here it rises to 2m AHD at the entrance to the Coombabah Waste Water Treatment Plant, before subsiding back to m before Marble Arch Place Station. The alignment continues through this low lying area for approximately 1.km, until the start of the commercial and industry area west of Arundel Station, where elevations up to 1m AHD are present. The elevations generally remain within to 1m AHD from Arundel Station to the intersection of Olsen Avenue and Brisbane Road. The alignment along Olsen Avenue varies between m and 2 m AHD with a number of local high points and depressions. Tributaries of Loders Creek are encountered in low lying areas near the intersection with Allied Drive Arundel and Stephenson Street Labrador. 41/1644/34/37990 Gold Coast Rapid Transit Project Volume 7 Technical Report: Soils, Geology and Topography

12 .1.2 Route H2 Route H2 extends from Helensvale Station south to Smith Street then east to Griffith University. Coombabah Creek travels parallel to the east of the alignment until it is traversed approximately halfway between Helensvale Station and Gaven Station. West of the alignment is the Pacific Motorway and vegetated areas. The route appears to be within the same area as the proposed Intra Regional Rail Corridor west of the Gold Coast Country Club and Coombabah Reserve. The highly developed suburb of Parkwood is located to the north of the alignment as it travels east along Smith Street. The route then enters Griffith University and the end of Section 1. The existing environment for Route H2 is generally within areas already disturbed, or proposed to be disturbed. From Helensvale Station to the Coombabah Creek Crossing the topography is relatively low lying, not exceeding m AHD. However between Gaven and Parkwood West Stations, the landscape rises to m AHD (the highest elevation in this section) near the western most extent of Smith Street Motorway. The elevations then vary between 2 m to m AHD along Smith Street until Parkwood Station, from which point the elevation gradually decreases to around 1m AHD to the intersection of Olsen Avenue and Smith Street. A wetland area is present immediately south west of the Smith Street and Olsen Avenue intersection at approximately 1m AHD. The area was observed to be inundated at the time of the site inspection. Based on the topographical information available it is not clear whether the wetland is associated with the Loders Creek, Biggera Creek or Coombabah Creek catchments..2 Section 2 Travelling east from Griffith University the route will be impacting on a former landfill located near Baratta Street in Southport. This landfill has been decommissioned and filled and is now being utilised as a Gold Coast City Council depot. The former landfill will pose issues regarding contaminated soil, geotechnical and impact on surrounding watercourses such as Loders Creek, which follows the boundary of this site. The existing environment consists mainly of developed residential areas, commercial outlets, and public places (schools and parks). East of Southport (S2), Broadwater and Scarborough Street South station is the Broadwater and Nerang River. Altered somewhat due to development and canal estates the works may still impact on these water bodies especially when crossing the Broadwater on the Gold Coast Bridge. The topography is characterised by undulating hills with a gradual decline towards the Broadwater at the eastern most extent of the alignment. Elevations range between m and 2m AHD. The lowest lying areas are along Loders Creek and near the Broadwater itself, with near the GCCC Baratta Street Depot and the western end of Queen Street..3 Section 3 Section 3, travelling south from Main Beach to Broadbeach south is bordered by the Surfers Paradise Beach and Broadbeach on the East side and the Nerang River and Canal waters on the West. The underlying sediments are mostly sands with the surrounding landscape dominated by residential, apartment complexes and commercial outlets. Service stations are located intermittently along the alignment. The intensity of commercial and residential development in Section 3 has altered the original topographical landscape. This has resulted in the entire Section being relatively flat and around m AHD 41/1644/34/37990 Gold Coast Rapid Transit Project Volume 7 Technical Report: Soils, Geology and Topography

13 in all areas. A number of waterway crossings are present in this section where localised changes to the physical topography occur, however current road surfaces remain flat, these include the Nerang River near Macintosh Island, Narrow Neck, Chevron Island, Paradise Island, Isle of Capri, Florida Gardens and Jupiters Casino. 41/1644/34/37990 Gold Coast Rapid Transit Project Volume 7 Technical Report: Soils, Geology and Topography

Geology and Soils By referencing the Geological Society of Queensland, 1:00,000 Moreton Geology Map (1980), and data provided by Gold Coast City Council at a scale of 1:100,000, it is apparent the overall project area is dominated by Quaternary-aged alluvial and coastal plain sediments and the Devonian- to Carboniferousaged Neranleigh-Fernvale Beds. Neranleigh Fernvale beds typically comprise sequences of deep water marine sediments and some marine volcanics, which have been subjected to weak regional metamorphism. Rock types can include phyllite, grey wacke, arenite, quartz arenite and quartzite. The alluvial sediments are much younger and typically comprise clays, sands, silt and gravel at varying degrees of consolidation. The following discussion provides further details of geological features for each section of the project. 6.1 Section 1 The underlying rock types associated with this area predominantly comprise arenite, mudstone, shale, chert and jasper with potential for basic metavolcanics, pillow lava and conglomerates of Neranleigh Fernvale metasediments. Seams and pockets of other soil types overlie these soils. A review of the DNRW (2004) 1:100,000 Geological Mapping of South East Queensland indicated the presence of the following geological features on the H1 route option: From Helensvale Station along Country Club Drive and Brisbane Road crossing the low lying areas of Coombabah Creek and associated wetland: - Floodplain alluvium (Qa) comprised of clay, silt, sand and gravel; - Neranleigh Fernvale beds at the western most extent of Brisbane Rd; - Tidal sand and mud flats (covered with reed beds in some areas); and - Alluvium covered with salt marsh and/or mangrove. Neranleigh Fernvale beds are then present along Brisbane Road heading up and over the hill east of the Coombabah Wetlands towards Marble Arch Place Station where there are areas of upper level alluvial terraces around m AHD for approximately 1 km of the alignment on Brisbane Road, before the geology returns to Neranleigh Fernvale Beds, south of the Coombabah Airstrip; Between the Arundel Station and the intersection of Brisbane Road and Olsen Avenue the Neranleigh Fernvale beds continue to be present with some sections of flood plain alluvium, particularly immediately east of Arundel Station (for approximately 00m) and approaching the Biggera Waters station (700m); Neranleigh Fernvale beds are the dominant unit from the intersection of Brisbane Road and Olsen Avenue where the alignment turns South to Smith Street. Two areas of floodplain alluvium are present 00m either side of the Labrador North station in lower lying areas, within current or former tributaries of Biggera Creek; and To the west of the Griffith University station an area of floodplain alluvium with swamp forests is also mapped which continues south of Smith Street on the H2 route option. 41/1644/34/37990 Gold Coast Rapid Transit Project Volume 7 Technical Report: Soils, Geology and Topography

15 The geological features of the H2 option are dominated by Neranleigh Fernvale beds, with two low lying sections between Helensvale and Gaven Stations associated with floodplain alluvium. As mentioned in the H1 option, an additional area of floodplain alluvium with swamp forest is also present on either side of Smith Street approximately 700m west of the intersection with Olsen Avenue. The Alluvium floodplains on both sections are also noted as having potential acid sulfate soils which are discussed further in Section Section 2 A review of the DNRW (2004) 1:100,000 Geological Mapping of South East Queensland indicates that Section 2 of the alignment is dominated by Neranleigh Fernvale beds and in lower lying area quaternary aged flood plain alluvium associated with the Loders Creek in lower lying areas. The main exception to this is as the alignment leaves Smith Street it travels through the former Baratta Street landfill site (currently GCCC depot). A second former landfill is located at Owen Park in Queen Street Southport, however based on a review of a report by Egis Consulting 1 from 2000 it is unlikely that the alignment will intercept the actual landfill. A figure/map presented in the Egis report indicates that the landfill is bounded to the north by Loders Creek and to the south by Southport Primary Schools and extends beneath part of Southport Leagues Club and the Ned Twohill Equestrian Centre. Areas of coastal floodplain (including clay silt sand and gravel) are also present from Scarborough Street and south to the Broadwater, where estuarine channels (sandy mud, muddy sand minor gravel) are also mapped where the alignment crosses the Nerang River. Gold Coast City Council Data shows three main geological structures in this route not including the Neranleigh Fernvale beds. The area surrounding Loders creek is Quaternary aged, flood plain alluvium, consisting mainly sands silts and clays. The route from Southport Station to the end of section 2 is Quaternary aged marine sediments (near shore sand). The former landfill located at Baratta Street consists of anthropogenic fill mainly clays, sands and gravels. 6.3 Section 3 Section 3 of the alignment is dominated by Holocene-aged estuarine, flood plain (Q) tidal delta deposits composed of clay, silt sand gravel and mud to the west of the Gold Coast Highway, whilst Holoceneaged beach ridge system (Qhb) Quartz sand are mostly present to the east. The area of the alignment from Main Beach to Northcliffe is predominantly anthropogenic fill mainly comprising clays, sand and gravels which was used to build up the area. From Northcliffe through to Florida Gardens the route is positioned at the interface of the beach ridges (quartz sand and shelly sand) and anthropogenic fill material. South of Florida Gardens and through to Broadbeach South the geology is predominantly beach ridges comprising quartz sand and shelly sand, however between Cascade Gardens and the Gold Coast Convention Centre some undifferentiated coastal plain deposits are mapped, which typically comprise mud and sand with a veneer of alluvium. This area may have formed part of Little Tallebudgera Creek in the past. Gold Coast City Council Data is consistent with other mapping for this area. Contaminated Land The proposed GCRT Corridor has the potential to impact on contaminated land through excavation of contaminated soils and drawdown of groundwater, which may result in migration of contaminants. However the actual impacts on and off contaminated land will depend on the nature of contaminating activity and the extent of contamination caused. However there may be potential health risks to construction teams and nearby residents if contaminated soils are exposed. Searches of the Queensland EPA s Environmental Management Register (EMR) and Contaminated Land Register (CLR) were conducted for lots likely to be affected by the proposed alignment. The CLR is a register of risk sites proven contaminated land which is causing or may cause serious environmental harm. Land is recorded on the CLR when scientific investigation shows it is contaminated and action needs to be taken to remediate or manage the land. The EMR is a land-use planning and management register. Land that has been or is being used for one of 31 notifiable activities listed in Schedule 3 of the Environmental Protection Act (1994), and about which the EPA is notified, is recorded on the EMR. Entry on the EMR does not mean the land must be cleaned up or that the current land use must stop. Sites recorded on the EMR may well pose a low risk to human health and the environment under the current land use, however this is typically a trigger for undertaking more detailed investigations. A list of all sites impacted on by the proposed alignment was provided to the EPA where a search of the EMR databases was conducted. The results of these searches and the findings from the site inspections are discussed below for each section. A walk past inspection from outside the property was undertaken for those sites which were listed on the EMR. Detailed site investigations (soil, groundwater and surface water) and historical reviews were not conducted as part of this stage of the project. 7.1 Section 1 A total of 11 sites in the Route H1 option were listed on the EMR, whilst only one site on the H2 option was listed. No sites were listed on the CLR. A total of six (6) different Notifiable Activities were recorded, which are provided in Table 1. The table also provides a list of potential contaminants which may be associated with the individual sites. This has been based on the type of notifiable activity and with reference to AS Guide to the Investigation and sampling of sites with potentially contaminated soil Part 1. Non- volatile and semi volatile compounds. 18 Site inspections from outside the property boundaries were conducted at each property listed. Checklists from the inspections are provided in Appendix B, along with locality maps and photographs (where possible). The most common type of activity resulting in EMR listing for Section 1 was service stations and/or petroleum or oil storage. A number of omissions and discrepancies between the EMR listing and the onsite land use or locality were noted during the site visits which are summarised below: The Scrap Yard identified at Lot 1 on SP13112, 1 Sinclair Street, was not consistent with actual activities currently undertaken at this location, where a Coates Hire operation is currently located. However a Scrap Yard office is located at 27 Sinclair Street (over 300 m from Brisbane Road/Gold Coast Highway). It is possible that the Scrap Yard moved further down Sinclair Street and Coates Hire moved into the vacant lot. However Lot 1 has been identified on the EMR as being a potentially contaminated site, and should still be treated as such. Further investigation of the property at 27 Sinclair Street are not warranted for this project; A Service Station is located along Olsen Avenue that was not identified in the EMR searches. The United Service Station located at Lot 3 on SP108374, 2 Tonga Place Parkwood is on the western side of Olsen Avenue and may have the following contaminants: Aliphatic hydrocarbons; BTEX; PAH; Phenols; Lead. Management of this land if interfered with will follow the same guidelines for other Service Station sites; and Lot 13 on SP13900 on Napper Road Arundel which is listed on the EMR for Hazardous Contaminated was not able to be accurately identified. A new 7-11 Service Station is present in what was assumed to be the approximate location of this site, however the listing of the site for Hazardous Contaminant is not typical for a service station. Given the close proximity to the H2 Route option alignment in this area, and the fact that likely contaminants are not able to be deduced from the EMR listing further investigations regarding the history of this site are required, such that risks associated with contamination can be fully assessed and managed. Other issues related to contaminated soils to note in Section 1 include: Lot 21 on RP is a 72 hectare parcel of land owned by Gold Coast City Council which houses the Coombabah Waste Water Treatment Plant and The Arundel Park Riding Centre. Consequently the lot is listed on the EMR for activities related to both of these uses ie Waste Treatment, Storage or Disposal for the WWTP and Livestock Dip and Spray Race which is likely to be related to the Riding Centre. The lot is also listed for Petroleum Produce or Oil Storage, which may be for either of the land uses. The southern boundary of this lot fronts Brisbane Road/Gold Coast Highway on the H1 Route option. Therefore a more detailed review of current and past activities on this parcel of land would be required to assess potential contamination issues; At the time of site inspection strong diesel odours were noted along Sinclair Street at Arundel, a number of large commercial premises exist within this area which may not have been listed on the EMR but still have the potential to have contaminants used, stored or found on site which may have impacted on the surrounding environment; and Potential contamination issues associated with chemical storage at the Primac/Coates Hire site at Wrights Place Arundel will depend on the quantity and type of chemicals stored, the period of which they have been stored and the effectiveness of storage methods. 41/1644/34/37990 Gold Coast Rapid Transit Project Volume 7 Technical Report: Soils, Geology and Topography

19 Sensitive environments that have the potential to be impacted by disturbance of the potentially contaminated sites in Section include the Coombabah Lake Conservation Park and Ivan Gibbs Wetlands Reserve, located East of the Arundel Riding Centre (Lot 21 on RP883601) and Coombabah Waste Water Treatment Plant. Potential impacts could result from groundwater contamination, sediment movement, and surface water runoff. In terms of human receptors, it is noted that land uses in the immediate vicinity of potentially contaminated sites in Section are predominantly industrial and commercial, however the Freedom Fuels Service Station at 440 Brisbane Road Coombabah is bounded to the east by Arundel Drive and AB Paterson College and to the south by a residential area. Furthermore a park is also located immediately east of this site. In addition the site listed for a Hazardous Contaminant on the H2 Route option at Napper Road Arundel (current 7-11 Service Station) is also bounded by residential developments. 7.2 Section 2 No properties in Section 2 were listed on the CLR, however a total of four (4) EMR listed properties were identified. A total of three (3) different Notifiable Activities were recorded, which are detailed in Table 2 (over page). Appendix B contains figures which highlight properties searched and those that are listed on the EMR. Site inspections from outside the property boundaries were conducted at each property listed. Checklists from the inspections are provided in Appendix B, along with locality maps and photographs (where possible). Lot 393 on CP and Lot 218 on WD24 located on Baratta Street (west) are owned and operated by Gold Coast City Council. The sites are used as a council depot for storage, maintenance, car impound and offices. However Lot 218 WD24 is a former landfilling site. It is understood that these two lots are proposed to be used as a depot site for the GCRT. A separate report has been undertaken by GHD outlining the pertinent issues for the use of the landfill site, the current Council depot site is likely to have a series of potential contamination issues requiring further assessment. This is likely to include underground and above ground fuel storage, oil and chemical storage, small scale wastewater treatment and as indicated by the EMR listing abrasive blasting may have also been conducted on this site. Each of these activities has the potential to impact on the contaminant status of the soils at this site. The presence of the landfill is in itself a contamination issue particularly if disturbance or compaction of waste is to occur. This could result in the mobilisation of leachate from the landfill either to groundwater or into Loders Creek. Detailed geotechnical assessment of this site is required to determine the most appropriate option for the alignment and configuration of the depot, and a contamination assessment should also be undertaken in conjunction with geotechnical investigations. A second former landfill site is located in Section 2 at the Southport, on Lot 397 WD81002 which is a 13.6 hectare parcel of land used by the Southport Pony and Hack Club. A previous investigation of this site by Egis Consulting makes an inference that the extent of the landfill is bounded to the north by Loders Creek and to the south by Southport Primary School and Cemetery and extends beneath part of Southport Leagues Club and the Ned Twohill Equestrian Centre (Southport Pony and Hack Club). It is therefore unlikely that the Section 2 alignment will intercept the landfill area. Two other sites on Nerang Street in Southport are listed for Petroleum Product or Oil Storage. 20 storage infrastructure has been removed or remains onsite. Lot 10 S18220 at 41 Nerang Street has been listed on the EMR as the Southport Post Office, however it is currently a Telstra Exchange. The site has been included on the EMR for Petroleum Produce or Oil Storage, which is typical for Telstra sites which can have underground or above ground fuel storage facilities, and may also include transformers (and associated PCB containing oils). Asbestos containing materials are also often found at older telecommunications exchanges. 22 7.3 Section 3 No properties in Section 3 were listed on the CLR, however a total of 22 EMR listed properties were identified. A total of three (3) different Notifiable Activities were recorded, which are detailed in Table 3. Appendix A contains figures which highlight properties searched and those that are listed on the EMR. Site inspections from outside the property boundaries were conducted at each property listed. Checklists from the inspections are provided in Appendix B, along with locality maps and photographs (where possible). The list of EMR sites (Table 3) was used to identify potentially contaminated sites within the proposed Section 3 Route. The potential impacts associated with the contaminated soils will depend solely on the types of materials and toxicities encountered. All 22 listings refer to either service stations, petroleum product or oil storage however the Thrifty Car Hire at Surfers Paradise which is also listed for Waste Storage Treatment and Disposal. It was not clear from the site visit why this site was listed for Waste Storage Treatment and Disposal. Some sites which cover multiple lots are listed more than once on the EMR (eg Mobil Surfers Paradise, Caltex Surfers Paradise and Lilli Putt Mini Golf also at Surfers Paradise). The Lilli Putt Mini Golf site on Surfers Paradise Boulevard has EMR listings for five separate lots all for Service Station use. This is clearly inaccurate, however a further review of current and former site activities would be required to determine whether fuel storage infrastructure was or is present onsite and an assessment of potential contamination. A number of listings were not able to be accurately identified these include: Lot 0 LB3 which is listed for Petroleum Product or Oil Storage is only referred to as Cavill Avenue in the EMR search. An online lot and plan search on the Queensland State Governments website also only refers to this site as Cavill Avenue. Therefore confirmation of the actual site could not be made; Lot 1 SP has been referred to the EMR search as 130 Ferny Avenue. However the online lot and plan service does not identify this lot. Furthermore 130 Ferny Avenue could not be identified online or during the site visit. It may however comprise what is currently a vacant cleared lot adjacent to 122 Ferny Avenue. The site is also listed for Petroleum Product or Oil Storage, which could not be verified at this time; and The physical address of Lot 960 SP has only been referred to as Ferny Avenue Surfers Paradise. An online lot and plan search did not does not identify the location of the lot. Therefore confirmation of the activities and potential environmental impacts could not be made for this site either which is listed for Petroleum Product or Oil Storage. As discussed in Section 6.3, soils in Section 3 of the GCRT are dominated by anthropogenic fill and dune sands. The sands and possibly the fill (depending on its nature) are likely to promote the migration of contaminants, particularly in areas where there is a high groundwater table. Therefore it is possible that works through Section 3 may encounter soils contaminated by petroleum based hydrocarbons. Both the Nerang River and groundwater table could also be potentially impacted by the contaminants. 25 8. Acid Sulfate Soils 8.1 Background Acid sulfate soils (ASS) include both actual acid sulfate soils (AASS) and potential acid sulfate soils (PASS). These soils generally occur in Quaternary aged (1.8 Ma2 Present) marine or estuarine sediments, which are predominantly confined to coastal lowlands with elevations generally below m AHD. Within these sediments, the majority of soils that present an environmental risk are generally confined to the Holocene aged (< years) material. When these lowland areas are disturbed, either by excavation or draining, which lowers the watertable, oxygen may get mixed into or enter the soil/sediment profile. Oxygen in the soil/sediment profile can oxidise sulfide minerals, typically pyrite (FeS 2 ) to form sulfate (SO 4 2- ) and iron (Fe 3+ ). In the presence of the water, the sulfate combines with the oxygen to form sulfuric acid (H 2 SO 4 ) and the iron combines with oxygen to from iron oxide (Fe ). The formation of sulfuric acid causes the ph to fall below neutral (ph 7), with extremely low ph levels possible (ph < 4). Subsequently, the surrounding land (soil) and nearby waterways may become contaminated with acids, and metals leached from the sediments by the acid. Under acidic conditions, metals such as aluminium and iron, as well as trace heavy metals (including arsenic), become more soluble and therefore are more easily mobilized by infiltrating waters. This may result in the significant degradation or destruction of the surrounding ecosystem. Under natural conditions, PASS is typically located below the watertable. A decrease in the watertable beyond its natural seasonal fluctuation can expose these soils to oxygen, oxidising the pyritic sediment, producing sulfuric acid. PASS are not usually present above the natural watertable because these materials have been exposed to oxygen long enough to convert all the sulfur-bearing minerals (i.e. pyrite) to acids or AASS. The AASS materials commonly have a mottled appearance (e.g. orange and yellow discolouration). Acidic conditions generated by ASS can corrode concrete (e.g. bridge abutments and underground services), steel (e.g. pipes) and can result in the rapid deterioration of asphalt surfaces. 8.2 Acid Sulfate Soils Legislative Requirements The GCRT will be is required to develop a detailed ASS assessment and management plan as specified in the State Planning Policy 2/02 Management of Development Involving Acid Sulfate Soil 3 (SPP 2/02), under the Integrated Planning Act 1997 (IPA), because the surface elevation in parts is below 20 m AHD and more than 1,000 m3 is proposed to be excavated below m AHD4. 26 The GCRT will also be required to assess and identify the quality of groundwater under ANZECC Water Quality Guidelines (2000) for Freshwater Aquatic Ecosystems at the 9% protection level (FAE 9%) and long-term irrigation, as dewatering of excavations and discharge of groundwater maybe required. 8.3 Presence of ASS/PASS Section 1 A review of Gold Coast City Council and Department of Natural Resources & Water Acid Sulfate Soil mapping indicates a number of areas within Section 1 H1 and H2 which may encounter actual and or potential ASS. Route H1 Coombabah Creek Crossing along Brisbane Road; Brisbane Road through: Coombabah Lake Conservation Park; Arundel Drive intersection through to O Brien and Proud Families Park; and Captain Cook Drive intersection to Olsen Avenue intersection. Olsen Avenue through two areas: Near Golden Wheel Park Arundel; and Near Macmillan Street intersection associated with low lying remnant bushland on Biggera Creek tributary. Other areas are mapped as having low or negligible probability of ASS. Route H2 Two low lying sections on Coombabah Creek are mapped as undisturbed land likely to contain ASS. Other areas are mapped as having low or negligible probability of ASS Section 2 A review of Gold Coast City Council and Department of Natural Resources & Water Acid Sulfate Soil mapping indicates three areas within Section 2 which may encounter actual and or potential ASS. 200m section at the western most extent of Queen Street, Southport on a tributary of Loders Creek; Queen Street adjacent to Southport Primary School; and Ada Bell Way and south to the Sundale Bridge. Other areas are mapped as having low or negligible probability of ASS Section 3 A review of Gold Coast City Council and Department of Natural Resources & Water Acid Sulfate Soil mapping indicates that the majority of Section 3 is located on land greater than m AHD with a low potential for actual and potential ASS. Potential Impacts and Mitigation 9.1 Introduction The ground disturbance associated with the construction and operation of the Gold Coast Rapid Transit is likely to include some or all of the following: Subsurface impacts from support structures, bridges and underground services; Cut and fill works; Construction of hardstand areas; Construction of a depot site; Bridge and overpass construction; Removal of existing infrastructure; Removal of vegetation and landscape; Preparation of work site areas; and Soil/spoil disposal area. Potential impacts associated with these works vary according to type and location; impacts that may occur include but are not limited to: Exposure and disturbance of ASS; Exposure and disturbance of contaminated soils; Risk of soil and water contamination; Impacts from waste generated and stored (temporarily or permanently) on site; Increased risk of settlement and instability of unconsolidated sediments; Increased risk in soil erosion and sediment mobilisation; Loss of fertile topsoil; Destabilisation of the areas surrounding the works; and Removal of vegetation and soil impacting the groundwater. The majority of these impacts would be limited to the construction phase and are likely to be localised in nature. However the increased risk of settlement and instability of unconsolidated sediments and impacts associated with ASS are two issues that have the potential to continue through the operational phase if not investigated and managed appropriately during detailed design and construction. Furthermore works in the vicinity of the two former landfills (GCCC Depot Baratta Street and Southport Pony and Hack Club) will require detailed geotechnical and contamination assessment to minimise potential long term negative impacts. Potential benefits associated with soil and geology may include: Improvement of surface water quality and environment through revegetation and erosion proofing of surrounding areas and improved management of landfilled areas; Increasing the conditions of the geotechnical stability and subsurface; and 41/1644/34/37990 Gold Coast Rapid Transit Project Volume 7 Technical Report: Soils, Geology and Topography

29 Removal or treatment of potentially contaminated soils from sensitive environments. 9.2 Topography and Landform Impacts on topography and landforms will mainly be associated with excavations, stockpiling and creating temporary and permanent access routes for vehicles to conduct site works. The majority of works for the GCRT are within highly developed areas where the potential to alter the landforms and topography is likely to be minor. A key exception to this may be at the GCCC Depot at Baratta Street Southport where the GCRT Depot is proposed. As discussed previously this site is a former landfill, which presents a range of geotechnical and environmental issues that require further investigation in order to progress the design of access to the site and layout of facilities. The key issue at this site is that large quantities of buried waste/refuse may need to be removed from the site for the construction of the bus/rail corridor and the depot itself. Regardless of what is reinstated after the removal of the waste this will have a permanent impact on the landscape in this area. Whilst in the long term it may be a beneficial impact (in removing a major source of potential contamination and geotechnical instability), it will require detailed investigations and supervision from both an environmental and geotechnical point of view during design and construction to ensure that temporary impacts to Loders Creek are minimised, appropriate controls are in place to address any remaining waste/refuse and geotechnical requirements are met. 9.3 Risk of Uncontrolled Settlement of Unconsolidated Materials The establishment of the GCRT Depot on the former Baratta Street landfill poses a number of geotechnical risks, the most obvious being the risk of uncontrolled settlement of the buried waste/refuse. A separate report on the Depot site has been undertaken for the GCRT which outlines issues related to establishment of infrastructure on former landfills. At the present time the vertical extent of the landfill remains unknown along with the physical and chemical characteristics of the waste and therefore further comment on required types of foundations and pavements cannot be made. One of the options canvassed in the depot report involves the complete removal of waste/refuse from the site and the placement of appropriately engineered fill material. However prior to making decisions on these types of options, detailed geotechnical investigations will be required at this site to address the inherent stability risks associated with building on a landfill site. Undertaking detailed geotechnical investigations is the key requirement to mitigating or minimising the risk of uncontrolled settlement across all areas of the project. 9.4 ASS and PASS Disturbance There is potential for disturbing ASS/PASS during construction activities along the corridor through direct disturbance and increased pore pressures due to additional trafficable loading. The potential impacts associated with these activities include: Changes to the groundwater table leading to oxidation of PASS; Changes to water chemistry leading to degradation of aquatic ecosystems in receiving waterways; Coombabah Creek and wetlands, Loders Creek, Broadwater and Nerang River; Acid leachate mobilising to local environments, impacting on aquatic life; 41/1644/34/37990 Gold Coast Rapid Transit Project Volume 7 Technical Report: Soils, Geology and Topography

30 Treating naturally acidic soils with lime can result in detrimental effects to vegetation and fauna if not handled appropriately as some systems naturally adapt to the endemic acidic conditions; Corrosion of steel structures, bricks and infrastructure; and Impacts on vegetation health and productivity. The key mitigation strategy for minimising any disturbance of ASS/PASS is the identification and quantification of all ASS/PASS that could potentially be disturbed during the construction phase of the project. A detailed ASS/PASS investigation is required under SPP 2/02 Planning and Managing Development Involving Acid Sulfate Soils. This will be required to address the following areas as a minimum: Section 1 Route H1: Coombabah Creek Crossing along Brisbane Road; Brisbane Road through: o o o Coombabah Lake Conservation Park; Arundel Drive intersection through to O Brien and Proud Families Park; Captain Cook Drive intersection to Olsen Avenue intersection; and Olsen Avenue near Golden Wheel Park Arundel and Macmillan Street intersection. Section 1 Route H2: Coombabah Creek crossing areas; Section 2: 200m section at the western most extent of Queen Street, Southport on a tributary of Loders Creek; Queen Street adjacent to Southport Primary School; and Ada Bell Way and south to the Sundale Bridge. Section 3: no requirement for ASS investigation on the basis of DNRW and GCCC mapping. Following these assessments an ASS Management Plan will then be required to detail the treatment and mitigation measures required. 9. Contaminated Soil The construction activities including surface excavation, road works, and construction of transition structures have the potential to encounter contaminated soil and/or groundwater. Contaminants in the soil may be released into the environment through contact with stormwater in situ or at a disposal location as well as by drawdown by groundwater. Appropriate management actions are to be determined when dealing with contaminated sites and should form part of a Site Based Management Plan for contaminated soils. Contaminants can enter the environment and impact on the flora and fauna in both the terrestrial and aquatic ecosystems. Contaminated soil and land will have to be managed effectively due to the close proximity of Loders Creek, Nerang River, Broadwater and Coombabah Lake Conservation Reserve. The water quality of both surface water and groundwater can be impacted due to contamination, which may pose risks to human health as well as the environment. 41/1644/34/37990 Gold Coast Rapid Transit Project Volume 7 Technical Report: Soils, Geology and Topography

31 The costs associated with treating contaminated soils vary, some costs include but are not limited to: treatment (varies according to contaminants), treatment time, disposal, remediation and reporting. Based on the review conducted to date, the main contamination issues that are likely to be faced for the GCRT include: Presence of a number of service stations and petroleum product or oil storage facilities. Contaminants typically associated with these types of situations including aliphatic hydrocarbons, monocyclic aromatic hydrocarbons (benzene, toluene, ethylbenzene and xylenes), phenols, polycyclic aromatic hydrocarbons and lead; Typically the presence of this type of contamination would not create significant barriers to the establishment of the GCRT corridor. However additional investigations would be required such that appropriate environmental and safety management measures can be put in place for the construction and operational phase. In order to achieve some cost savings it is recommended that these investigations where possible be combined with geotechnical assessments. It is likely that where earthworks coincide with service station of petroleum storage sites, 2 3 investigatory boreholes per site would be required (as a minimum) with associated laboratory testing of soil and groundwater samples; Establishment of the GCRT corridor and depot at GCCC s current depot at Baratta Street, which also includes a former landfill site. The depot and landfill site are the subject of separate reports for the GCRT project. However it should be reiterated that the landfill site in particular poses a range of potential contamination and geotechnical issues requiring further investigation in order to progress the design further. Specific issues related to contamination include: Exposition of waste materials; Generation and migration of landfill leachate to local ecosystems; and Handling of contaminated soils in contact with buried waste/refuse. Detailed investigation of the lateral and vertical extent of the landfill should as a minimum include, the physical and chemical characteristics of the waste/refuse, physical status of capping and cover materials in place, contamination status of capping soils, nearby soils, sediments and surface water and leachate, and a review of landfill gas monitoring results; and Further more detailed and area specific mitigation measures to address the risks associated with contaminated soils will be documented based on the findings of additional investigations. For all sites along the alignment listed on the EMR this should as a minimum include a review of historical and current activities undertaken at the sites to further assess potential for contamination impacts on the GCRT. In particular in Section 3, a number of hotels are listed for Petroleum Product and Oil Storage. These listings are likely to relate to fuel tanks possibly associated with generators. Owners/operators of these facilities should be contacted to ascertain the location and size of storage and the nature of the products stored, such that an assessment of likely impacts on the GCRT can be made. 9.6 Sediment Mobilisation and Erosion Potential activities associated with the project that would cause sediment movement and erosion include: Vegetation clearing and disturbance of ground cover; 41/1644/34/37990 Gold Coast Rapid Transit Project Volume 7 Technical Report: Soils, Geology and Topography

32 Development of site access routes and site offices; Development of construction storage facilities; Excavation; and Construction activities. Potential environmental impacts associated with erosion and sediment movement include but not limited to: Decrease in surface water quality; Dust generation and movement; and Ground instability. Erosion is always a risk when vegetation and ground is disturbed. A site based Erosion and Sediment Control Management Plan will be required to cover all aspects of the project from planning and preparation of sites to construction site operation and operational phase. 9.7 Loss of fertile topsoil material due to ground disturbance Topsoil may be required to be stripped in areas defined through geotechnical investigation as unsuitable for the proposed works. Once stripped of the topsoil the soil loses its fertility and ability to regenerate lost vegetation increasing the risk of weed invasion and instability. If this topsoil is to be re-used onsite it should be stored in a suitable area with appropriate controls. 9.8 Other Geotechnical Issues A geotechnical assessment will be required to provide details regarding current and required subgrade, excavation, rock strength, settlement impacts and stability, likely foundation requirements as a minimum as well as construction phase issues such as site access and trafficability and hydrogeological issues including any dewatering requirements. The majority of the remainder of the Section 1-3 alignments are within already built up areas which are dominated by pavement, bitumen and concrete hardstands, which would not typically cause major trafficability issues. Areas that may be difficult to manage are within the Coombabah Lake Conservation Park and Arundel Riding Centre and the Baratta Street depot. It is noted that works in the Coombabah Lake Conservation Park and Arundel Park Riding Centre are likely to encounter sand, clays silts and clays within floodplains and mangrove, salt marsh and swamp forest covered alluvium of the Coombabah Conservation Park. These areas can pose significant problems if not managed properly. The potential impacts associated with work within these areas are compounded during rainfall events as the ground surface becomes increasingly unstable and unsuitable for access.
