2 EDITORIAL 13 FORUM th ON TOWN- CENTER 1 ST EUROPEAN MEETING METZ THURSDAY 7TH AND FRIDAY 8TH JUNE 2018 Welcome in Metz for this 13th edition of the Forum on City Centre (Assises du Centre-Ville), which is also the first European edition! It will be held this year in Metz, at the heart of Europe. We are proud to have worked with European MPs to prepare this important event, leveraging exchange of experience to revisit Though Leadership on City Centres. Mayors of European Cities and specialists are going to present their actions for better attractivity of city centres in various contexts, in order to bring new perspectives. Simultaneous translation will ensure a good understanding and participation in the exchanges. Metz has transformed its city centre during the past years to remain an attractive city in the centre of its agglomeration. Visits of Metz city centre are planned to see concretely what are the results of the implemented actions. Highlights of the forum, such as roundtables on broad topics such as commerce, mobility, small cities, and governance of city centre, will be highlighted by reviewing the status of city centres in Europe. During the debates in plenary session, workshops will be held to tackle specific themes on city centres. Finally, a hackathon, dedicated to city centres, will gather six european teams during 48 hours to imagine tomorrow s city centres! With great enthousiasm, Metz city, CVM Bureau and the team, prepared a forum we wish you the most enlightening for city centres future!

Do they follow the same trends of urban sprawl, rising of commercial and housing vacancy in city centres? Are there public policies specific for city centres to foster their attractivity? AM TO AM : ROUNDTABLE «WHAT GOVERNANCE FOR THE CITY CENTRES IN EUROPE?» Who assists and supports the mayor in his or her strategy for city centre? On what actors or structures can the mayor rely on? In Europe, some cities can afford a city centre manager or developer beside the mayor in order to help him or her to make the city centre more active by attracting brands, finding new partners, carrying actions of animation and communication, etc. As for city services, can they work in a transversal way as required by city centres policies? What is the role played by local merchants organizations? Finally how to involve inhabitants themselves in actions taken for the city centre? European testimonies will bring us actual examples on multiple ways to organize city centre s management and the different means to federate all city centre s actors around the mayor AM TO PM : ROUNDTABLE «RENEWING COMMERCE IN THE CITY CENTRE» Commerce and Trade are changing : creation of new commercial areas outside the city, boom of e-commerce and jobs concentration in metropoles. In this context, how to attract inhabitants and particularly young people and families and how to recreate a diversity of urban functions in city centre between services, professional people and commerce? How to adapt their city centres and on what assets to rely on for this? We will see what are the answers brought for less favorable situations than for bigger cities. 12H30 14H15 : LUNCH

4 THURSDAY JUNE 7TH AFTERNOON 2.30 PM 3.30 PM : ROUNDTABLE «CITY CENTERS ATTRACTIVENESS IN SMALL AND MIDDLE SIZE EUROPEAN CITIES» City centers of small and middle size face particular difficulties because of urban sprawling and job concentration in metropolises. In this context, how to attract inhabitants such as young people and families, and how to recreate a fdiversity of functions in these urban centers between services, professions and commerces? We will see what are the solution brought to situation less favourable than for bigger cities PM 4.45 PM : ROUNDTABLE : «HOW TO VALUE CITY CENTRE S PUBLIC SPACE?» Many levers exist to transform the city centre into a front window for the city, its reference place : hosting new types of services and user-friendly, organizing events, but also renewing and rethinking public space. The way of a planning public space in city centers to transform it into a pleasant, soft mobilites friendly places are different process according to countries? How cities can finance all of this? 5 FRIDAY JUNE 8TH MORNING 9 AM TO 9.20 AM : OPENING SPEECH - WELCOME COFFEE 9.20 AM AM : PRESENTATION BY AN EXPERT «INNOVATIONS IN MOBILITY AND URBAN LOGISTICS IN EUROPE» What are the innovations in Europe for a better mobility in city centres and for a better goods delivery towards more efficiency and sustainability? This new overview of European practices will allow us to see potential answers in terms of mobility to improve city centres AM TO AM : ROUNDTABLE «ORGANI- ZING MOBILITY IN CITY CENTRES : WHAT PLACE FOR GOODS, WHAT PLACE FOR PEOPLE?» What are the solutions for a sustainable and efficient mobility in city centres? Capacities of city centres being limited both to move and for urban logistics, what is the best way to organize? If technology transforms mobility, what organizational innovations can be implemented towards a more sustainable mobility? In some French cities, tram-fret or delivery by the river are examples of alternatives to the use of roads. What about the rest of Europe? AM TO 11 AM : BREAK 11 AM TO 12 PM : RENDERING OF CITY CENTRES HACKATHON AND AWARDS Hackathon will gather six teams of European students working two days long on city centres future and then will present the innovative projects they imagined.
