7 1 MESSAGE FROM CEO The past 2 years have been a challenging yet exciting years for us at Yayasan Penyelidikan Antartika Sultan Mizan (YPASM). Since the launching of YPASM in 2012, many activities have been undertaken by the YPASM under the guidance of Board with the support from the Ministry of Science Technology and Innovation (MOSTI) to fulfil its mission in sustaining Malaysia s presence in the Polar Regions. From the office setup, establishing local and international networks, managing grants and provides logistics support for Polar researchers, education and outreach and to disseminate information on Polar sciences, everything has come together successfully so fast for the past two years. I believe the YPASM is on the right track and we are looking forward for many exciting years to come. MOHD NASARUDDIN ABD RAHMAN Chief Executive Officer It also important to note that in 2016 Malaysia will host the biggest international scientific conference in Antarctic research, the 34th SCAR Biennial Meetings including the 2016 Open Science Conference. Around 1000 science experts in Polar ranging from scientists, policy makers, leaders and students are expected to come to Kuala Lumpur to discuss, present and share their research works and findings. To assure the conference will be a success, YPASM is working closely with MOSTI, its supporters and local universities since 2013 in the organisation of the conference. I would also like to take this opportunity to thank the State Government of Terengganu and all of the sponsors and partners from various groups and entities from the early establishment of YPASM in making our journey so far a success. Also to the staff of YPASM who have poured their heart and soul in these early years of developing YPASM to what it is now.

8 2 MESSAGE FROM MINISTER OF SCIENCE, TECHNOLOGY AND INNOVATION Congratulations to the Sultan Mizan Antarctic Research Foundation (YPASM) for the publication of this report A Glance of YPASM: The Foundation has achieved many successes as well as embarked upon new initiatives to support Malaysia s presence in the Polar Regions, which I am sure is documented and represented in this publication. The establishment of the Foundation in 2012 was timely. Malaysia has now acceded to the Antarctic Treaty System (ATS) as a non-consultative party after more than 10 years of scientific involvement in Antarctic continent. Significantly, the accession opened the door for greater participation of Malaysian scientists and collaboration with international institutions. Malaysia needs to be an active player in Antarctic research since climate change is becoming a global threat. Threat is impending. Therefore it is imperative for our scientists to expand research capacity and link it to both Antarctica and Malaysia. After all, Antarctica science is an international affair and a common responsibility for the future of mankind. Various efforts have been made by Malaysia through the Ministry of Science, Technology and Innovation (MOSTI) to develop our Antarctica agenda including by fostering and facilitating Malaysia s research in Antarctica as well as ratifying the Madrid Protocol with the aim to promote Malaysia s membership as an Antarctic Treaty Consultative Party (ATCP). I am very glad to note that Malaysia has won the bid to host the prestigious Scientific Committee on Antarctic Research (SCAR) Biennial Meetings and Open Science Conference in Looking back over the years, the Foundation has grown from strength to strength and has left its mark in the local and international scenes. It is my hope that the Foundation s close relationship with MOSTI and the National Antarctic Research Centre (NARC) will continue to grow stronger in order to elevate Malaysian polar research. I also look forward to a more active collaboration with international polar institutes in United Kingdom, New Zealand, Australia, South Korea and others, which in turn will benefit our scientists, both seasoned and inspiring. I would like to thank the Patron, Duli Yang Maha Mulia Tuanku Sultan Mizan Zainal Abidin for his Majesty s unwavering support to the Foundation. I also thank the YPASM Board of Trustees for their support. I believe the CEO and staff deserves commendation for their splendid contribution to the success of the Foundation since its inception. 9 3 THE BEGINNING 1982 Tun Dr. Mahathir Mohamad, the former Prime Minister of Malaysia delivered a speech that touched on Antarctica at the United Nations General Assembly (UNGA) which was later discussed as the Questions of Antarctica at the next UNGA in Two Malaysian delegates, the late Tan Sri Zain Azrai (Permanent Representative to the United Nations) and Tan Sri Dr. Omar Abdul Rahman (the then President of the Academy of Sciences Malaysia) attended the workshop on Antarctic Treaty System (ATS) at the South Beardmore Camp at the South Pole, Antarctica. The idea for the formation of Malaysian scientific group to pursue research in Antarctica was born New Zealand offered the use of Scott Base in Antarctica for Malaysian scientists to undertake research The Cabinet approved the decision for Malaysia s participation in scientific research in Antarctica. The Malaysian Antarctic Research Program (MARP) Task Force was established First scientific expedition by Malaysian scientists to the Scott Base in Antarctica with the support of the Ministry of Science, Technology and the Environment and the Antarctica New Zealand Official delegation of Malaysian Government to Antarctica led by the former Prime Minister, Tun Dr. Mahathir Mohamad. The National Antarctic Research Centre (NARC), hosted by Universiti Malaya was established to coordinate and archive MARP activities Malaysia acceded to the Antarctic Treaty System as a non consultative member. A working visit by the 13 th Yang Di-pertuan Agong, His Majesty Tuanku Mizan Zainal Abidin to Antartica was held from 20 th 23 rd November The Cabinet approved the establishment of Sultan Mizan Antarctic Research Foundation (YPASM) and the Foundation was officially launched on 19 July by Kebawah Duli Yang Maha Mulia Al-Wathiqu Billah Tuanku Mizan Zainal Abidin Ibni Al-Marhum Sultan Mahmud Al-Muktafi Billah Shah, Sultan of Terengganu.

10 4 ESTABLISHMENT OF YPASM To sustain Malaysia s interest as well as to uphold our presence in the region, the Government in June 2012 established the Yayasan Penyelidikan Antartika Sultan Mizan (YPASM) or Sultan Mizan Antarctic Research Foundation. YPASM was registered on 18 July 2012 as a Company Limited by Guarantee and the office is located at Jalan Tun Ismail, Kuala Lumpur.

11 5 Vision To ensure the conservation of the Polar Regions, especially the Antarctic continent, for the promotion of research and conservation, and the promotion of research collaboration between countries for the global well- being. Mission To promote and develop national and international collaboration in research and conservation of the polar regions, especially in the Antarctic Continent.

12 6 Objectives To sustain Malaysia s presence in Polar research and strengthen research capacity in the area of global frontier sciences. To initiate and promote scientific research programmes in the Arctic and Antarctic regions and on the role of the Polar regions in the Earth system; To provide and manage funding through research grants, post-graduates studies and fellowship for R&D in the Polar regions for Malaysian scientists; and To develop Malaysian scientific capacity, specifically young scientists; to promote Antarctic science in the education system; and to disseminate Polar scientific information.

17 11 RESEARCH SUPPORT YPASM Research Grants YPASM provides grants to Malaysian scientists from research institutions and institutions of higher learning to conduct research in the Polar Regions as well as analytical research at Malaysian institutions. Research is conducted in the Arctic, Antarctica and Southern Ocean regions in the disciplines including biology, ecology, atmospheric science, earth and ocean sciences, astronomy and astrophysics. For the past two years, YPASM has approved six research grants for researchers from five local universities with an allocation of up to RM150,000 for each project. Below is the list of recipients:

19 13 YPASM Fellowship Scheme YPASM Fellowship Scheme is designed to encourage active involvement of early career scientists in polar scientific research, and to build new networking and further strengthen international capacity and co-operation in Polar research. This scheme is intended to allow researchers to undertake short-term visits to major international laboratories, field facilities, and/or institutes operated by Scientific Committee on Antarctic Research (SCAR) member countries other than Malaysia, to become acquainted with recent advances in research and/or to develop long-term scientific links and partnerships. 21 15 Berth Support to British Antarctic Survey (BAS) Research Stations in Antarctica A Memorandum of Understanding (MoU) signed between YPASM and BAS reflects the understanding of both parties to shape future scientific cooperation in Antarctica over the period of The scientific collaboration includes the joint collaborative project where BAS invited Malaysian scientists to visit BAS stations at Signy and Rothera in Antarctica. 22 16 INTERNATIONAL ALLIANCE Antarctic Treaty Consultative Meeting (ATCM) Malaysia acceded to the Antarctic Treaty System in 2011 as a nonconsultative member and joined the ATCM that year which took place in Buenos Aires, Argentina. Since its inception, YPASM had participated in ATCM 2014, held in Brasilia, Brazil XXXVII Antarctic Treaty Consultative Meeting The XXXVII ATCM was held in Brasilia, Brazil from 28 April to 7 May 2014 with the objective of exchanging information, holding consultations and considering and recommending to their Governments measures in furtherance of the principles and objectives of the Treaty. A member of the YPASM Board of Trustees and the Chief Executive Officer of YPASM were among the Malaysian delegates attended the Meeting. The Malaysian delegates that attended the ATCM in Brasilia Scientific Committee on Antarctic Research (SCAR) SCAR is charged with initiating, developing and coordinating high quality international scientific research in the Antarctic region, and on the role of the Antarctic region in the Earth system. SCAR meets every two years to conduct its administrative business at the SCAR Delegates Meeting. In 2014 it was held in Auckland, New Zealand and the next conference will be hosted by Malaysia in August XXXIII SCAR Biennial Meetings and SCAR Open Science Conference The Malaysian delegation led by YBhg. Dato Sri. Dr. Noorul Ainur Mohd Nur, Secretary General of MOSTI attended 2014 SCAR Open Science Conference which was held from August 2014 in Auckland, New Zealand.

23 17 As the host for the next SCAR meeting, Malaysia s participation at the conference was aimed to promote the hosting of 2016 SCAR Meetings and Conference, as well as to invite SCAR delegates, scientists and researchers to attend SCAR 2016 in Kuala Lumpur. Further, it was also to identify potential partners including exhibitors for the 2016 meetings and conference. Dato Sri Dr. Noorul Ainur receiving SCAR s flag from Prof. Dr. Bryan Storey, Vice President of SCAR and Chairman of LOC of 2014 SCAR Conference Tan Sri Dr. Salleh Mohd Nor and Prof. Dato Dr. Azizan Abu Samah attended the SCAR Delegates Meeting which was held from 1-3 September Asian Forum on Polar Science (AFoPS) The Asian Forum for Polar Sciences (AFoPS) is a non-governmental organization established in 2004 to encourage and facilitate cooperation for the advance of polar sciences among countries in the Asian region. Five member countries of AFoPS are China, Japan, India, Malaysia, and South Korea. Malaysia served as the Chair of AFoPS from and YPASM attended AFoPS Meeting for the first time in 2013 which was held in Penang, Malaysia. From left: Mr. Mohd Kamel (MOSTI), Dr. Rashidah (USM), Dr. Chiew Yen (IMU), Prof. Dato Dr. Azizan (NARC), Dato Sri Dr. Noorul Ainur (MOSTI), Mr. Ahmad Firdaus (USM), Dr. Siti Aisah (NARC), and Mr. Nasaruddin (YPASM) AFOPS Meeting and Workshop on Public Policy and Antarctica: Challenges and Opportunities The AFOPS Meeting and Workshop on Public Policy and Antarctica: Challenges and Opportunities were held on October in conjunction with the Sixth Malaysian International Seminar on Antarctica (MISA) which was held earlier on 8-9 October. Both events took place in Penang and was jointly organised by YPASM and NARC. A total of 23

24 18 participants from all five member countries attended the meeting. Four representatives from New Zealand, Thailand and two representatives from SCAR also attended the meeting as observers. The Meeting was chaired by Prof. Dato Dr. Azizan Abu Samah, Director of NARC. Several presentations were made by member countries covering topics including National Polar Activities, Progress in Polar Research, Scientific Cooperation and Collaboration among AFOPS Countries, Logistic Cooperation and AFoPS Publication th Anniversary of AFoPS and Annual General Meeting The anniversary of AFoPS was celebrated through a Symposium on A Decade of AFoPS. Both events were held from 7 th to 8 th October 2014 in Port Dickson, Malaysia and were attended by all of AFoPS member countries and observers from Thailand. Group photo of AFoPS participants

26 20 SCIENTIFIC MEETING/SEMINARS /WORKSHOP th Malaysian International Seminar on Antarctica (MISA6) The MISA6 was held in Penang from 8-9 October 2013, in conjunction with Long Term Research Grant (LRGS) workshop Challenges of Governance and Institutional Mechanism for Public Policy on Antarctica and the Asian Forum for Polar Sciences (AFoPs) meeting. MISA6 was jointly organized by Universiti Sains Malaysia (USM) with YPASM and National Antarctic Research Centre (NARC) and the theme of MISA6 is Antarctica: Science and Geopolitics in response to Climate Change.

27 Workshop on Strategic Direction for Malaysian Polar Research The workshop was organised by YPASM in collaboration with NARC on 19 th August 2014, at University of Malaya. With the objective to identify the progress, constraints and chart the way forward for Malaysian research activities in the Polar Region, the workshop was attended by more than 70 active researchers, postgraduate students as well as YPASM research grants and fellowship recipients. A total of six main topics were deliberated at the workshop, including:

School children as well as public were engaged in programs to nurture their interest and understanding where relevant issues and knowledge concerning Polar Regions are shared during the exhibition, talks and workshops Sustainable Antarctica Contest 2013 YPASM in collaboration with Universiti Sains Malaysia through have organised Sustainable Antarctica Contest 2013 under two categories namely, Essay Writing Competition and Video Creative Competition. The contest was open for all secondary school students in Malaysia and supported by Ministry of Education Malaysia. 29 23 Prize giving ceremony was held on 8 October 2013 at the Park Royal Hotel, Penang in conjunction with 6 th MISA The prize was given by Al- Wathiqu Billah, Tuanku Mizan Zainal Abidin Ibni Almarhum Sultan Mahmud Al-Muktafi Billah Shah as the patron of YPASM accompanied by Datuk Dr Ewon Ebin, Minister of MOSTI and Chairman of Board Trustee, YPASM.

30 24 Participation in Festival Science organised by Pusat Sains Negara YPASM participated in an exhibition organised by Pusat Sains Negara from 30 November 8 December Exhibition booth was set up during 8 days of festival and YPASM has received few slots for talk session with the public. The talk was given by representatives from YPASM and researches from National Antarctic Research Centre (NARC). Some samples of Antarctica fungi and moss were displayed at the exhibition booth and YPASM staff and local polar researchers were stationed at the booth to entertain the visitors.

31 25 Antarctica Day Celebration 2013 Antarctica Day is a day to recognize this international landmark and the global vision of the twelve original nations as well as all 47 nations who have acceded to the Antarctic Treaty. Antarctica Day is celebrated on 1 st December every year. i. Antarctica Day Flag 2013 From the Classroom to Antarctica Foundation for Good Governance (Ourspaces) which was based in United Kingdom in collaboration with Association for Polar Early Scientists (APECS) have organised the Antarctica Day Flag activity as part of the activity to celebrate Antarctica Day. YPASM has participated in this activity and acted as the focal point of communication in Malaysia. Selection Process: Students are required to draw a flag of Antarctica and photograph it Digital flag were submitted to YPASM Officer YPASM Officer then forwarded the flags to OurSpaces Foundation The Foundation selected few images received from around the world The researchers brought the selected flags and displayed in Antarctica at a special occasion.

32 26 For year 2013, YPASM has received 24 flags from students in Malaysia and all the flags were forwarded to Ourspaces Foundation. 6 flags were selected to be displayed in Antarctica. Certificate of Participation were given to all 24 students.

33 27 ii. Virtual Peace Balloon As part of Antarctica Day Celebration, Foundation for Good Governance (Ourspaces) also initiated an activity called Virtual Peace Balloon. It is designed to involve teenagers and the ones close to them in the celebration of the Antarctica Day on every December 1st. The organisations or individual all over the world are encouraged to do their own balloon with message to celebrate Antarctica Day. This activity can be done through dedicated Google Map website and people from all over the world who browse this link can see the message on Antarctica Day from all over the world. YPASM has participated and promoted these activities at Science Festival, Pusat Sains Negara and also through YPASM social media. This activity received participation from all over Malaysia and some local association that participated are NARC and USM. Example of Virtual Peace Balloon in Malaysia

34 Talk and Exhibition at SMKA Johor Bahru YPASM was invited by Sekolah Menengah Kebangsaan Agama Johor Bahru (SMKA JB) to deliver talk and organise an exhibition at their school. The talk and exhibition were held on 18 March 2014 in conjunction with Science and Mathematics Month celebration, organized by Science and Mathematics Club. Around 300 students participated in the program. The talk was given by YPASM Chief Executive Officer, Mr. Nasaruddin Abd Rahman and Dr. Wan Mohd Rauhan from Universiti Malaysia Terengganu who conducted research in Antarctica through YPASM Fellowship Scheme. Question and Answer session conducted after the talk received a positive respond from the students, an indication of the high interest among students on polar science topics.

35 29 Sustainable Antarctica Contest 2014 (Creative Comic) In May- July, YPASM with the support of Ministry of Science, Technology and Innovation (MOSTI) and Ministry of Education (MOE) have collaborated again with to organize Sustainable Antarctica Contest. For year 2014, the students were asked were asked to draw comic on the contest theme; Antarctic: Reflection of Global Climate. 317 submissions were received from 62 schools all over Malaysia and result are as follows.

37 31 MARP Road Tour to Universities Malaysian Antarctica Research Programme (MARP) Road Tour started its journey in The objectives of the MARP Road Tour are as follows; i. To inform the audience on the latest direction of MARP and role of YPASM. ii. To inform the targeted audience on the recent opportunities in Polar research iii. To equip audience with the tips and criteria to write a sound research proposal for YPASM Research Grants iv. To get feedback from the audience on the programmes and grants provided by YPASM In 2014, YPASM have organized two road tours as follows; i. MARP Road Tour to Universiti Teknologi Malaysia, Skudai, Johor Bahru The talk was held on 29 th May 2014 at Dewan Senat UTM Skudai and attended by researchers from UTM. Tan Sri Dr. Salleh Mohd Nor, Prof. Dato Dr. Azizan Abu Samah from NARC and Mr Nasaruddin Abd Rahman from YPASM delivered their speech about the research opportunities, grants and other related issues on polar research. Also invited to the event is Dr. Koh Chong Lek from National Technology University, Singapore to share tips on common weakness found in research grant proposals. Antarctica Day Flags 2014 YPASM collaborated again with Foundation for Good Governance (OURSPACES) and Association for Polar Early Scientists (APECS) to organise Antarctica Day Flags activity for year 2014 with theme Peace and Unity. The invitation to participate were sent to selected schools which have involved in YPASM awareness activities and the activity also being held as part of the activity at Science Festival organised by Pusat Sains Negara, Northern Branch at Alor Setar Kedah from 8-11 November 2014 and Science Festival at Pusat Sains Negara, Kuala Lumpur from November Antarctica Day Flags activity 2014 has received sponsorship amounting RM10,000 from Bank Rakyat. 593 flags of Antarctica were created from 71 schools all over Malaysia. All students were given certificate of participation signed by YPASM and Foundation for Good Governance (OURSPACES). Selected flags received were displayed during the Science Festival at Pusat Sains Negara, Northern Branch and Science Festival at Pusat Sains Negara Kuala Lumpur.

Mural Painting by SMKA Johor Bahru In conjunction with Antarctica Day which celebrated annually on 1 st December, members of Science and Mathematics Club from Sekolah Menengah Agama Johor Bahru (SMKA JB) has taken initiative to express their concern on international cooperation to preserve Antarctica through Mural Painting. The members of the club received guidance from the Club Advisor, Teacher Ahmad Fazril and strong support from the School Principal Tuan Hj Ismail Rosdi in completing the mural painting. YPASM has visited the SMKA JB on 19 November 2014 to show appreciation on the effort and handed the certificates to the members of Science and Mathematics Club. The certificate was signed by Mr. Mohd Nasaruddin Abd Rahman, CEO of YPASM and Dr. Julia Hembrook Berkman, the Director of Foundation for Good Governance.

41 35 Participation in Science Festival, Pusat Sains Negara Northern Branch at Alor Setar Kedah from 8-11 November YPASM was invited by Pusat Sains Negara (PSN) to participate in Science Festival at PSN Northern Branch, Alor Setar from 8-11 November Exhibition booth was set up during the festival and visitors were entertained by games and video show on Antarctica. Antarctica Day Flags activity was also held during Science Festival. Students and young polar researchers from Universiti Sains Malaysia were invited to participate. Science Festival at Northern Branch was attended by visitors.

Antarctica Day Flags activity was also held during Science Festival. Students and young polar researchers from National Antarctic Research Centre and Universiti Malaya were invited to participate. Science Festival at PSN, Kuala Lumpur was attended by visitors.

43 37 Talk on Malaysian Journey to the Ice, Science Festival, Pusat Sains Negara YPASM has been invited by PSN to deliver a talk during the Science Festival at PSN, Kuala Lumpur. The session was held at Ibnu Sina Auditorium, PSN and was attended by around 100 participants ranging from school and matriculation students. The talk was delivered by Mr Nasaruddin Abd Rahman, Chief Executive Officer of YPASM and Dr Wan Rauhan Wan Hussin from Universiti Malaysia Terengganu. Ms Abiramy Krishnan from Universiti Malaya also attended the session.

44 38 COMMUNICATION AND FUNDRAISING YPASM aims to inform the public of the importance of Polar regions; communicate effectively its mission, relevance and accomplishments; improve understanding of the benefits and importance of polar research. Activities include: a. YPASM works with the other partners in the organization of polar scientific meeting/ conference/ seminar/ workshop and training to draw attention to Antarctic and Arctic issues; b. Support production of Polar scientific and non-scientific publications c. YPASM raise awareness of the importance of polar science by organizing awareness activities for the school children and public and drawing attention to the relevance of that science to major issues on public concern.
