WELCOME AND INTRODUCTION The Republic of Indonesia welcomes all participants to the APEC Senior Finance Officials Meeting (SFOM), Finance Deputies Meeting and Finance Ministers Meeting in Nusa Dua, Bali, September The APEC Finance Ministers Process (FMP) 2013 Project Committee is devoted to provide a program of meetings and activities that will enable delegates to effectively carry out their work while enjoying their stay in Nusa Dua, Bali. This Administrative Circular provides the meeting information as well as comprehensive details about administrative procedures, meeting logistics, and requirements for participants. Requests for clarification or additional information can be channeled to the Project Committee via the address provided in Section 4. Amendments to this circular (if any) will be issued as necessary and sent via to each APEC delegation through its Delegation Liaison Officer and its Embassy in Jakarta. Amendments will also be available at the APEC Information Desk at the meeting venue. The Project Committee wishes all the delegations a pleasant and productive visit to the Republic of Indonesia during the upcoming the APEC Senior Finance Officials Meeting, Finance Deputies Meeting and Finance Ministers` Meeting. 2. MEETING DATES AND VENUE The APEC Senior Finance Officials Meeting as well as Finance Deputies Meeting and Finance Ministers Meeting will take place in Nusa Dua Bali, Indonesia, on September The main meetings venue will be at: Bali International Convention Centre (BICC) P.O. Located in a secluded enclave with access control by private security in the exclusive BTDC complex, and just 10 kilometers from Bali's international airport and 25 minutes from the chic and vivacious Kuta, Legian, and Seminyak districts, Nusa Dua exceeds all expectations as a world class tourist and business destination. Tropical coral reefs protect the magnificent beaches of Nusa Dua, creating an idyllic environment for a wide variety of water sports and activities. Beautifully manicured gardens surrounds the conventions, hotels, shopping gallery, restaurants and bars. Preceding the APEC Finance Ministers Meeting, The APEC Finance Ministers Retreat scheduled on September 19, 2013 (evening). MEETING PROGRAM The current programme for the APEC Senior Finance Officials Meeting, Finance Deputies Meeting and Finance Ministers` Meeting is attached as Annex A and is subject to change. An updated meeting schedule and other useful information will be provided at the APEC Accreditation Desk and APEC Information Desk at the meeting venue. 4

Delegation Accreditation Officer (DAO) Each delegation must appoint a DAO. The DAO shall be responsible for accreditation and online registration of all members of the delegation. The DAO should be in constant contact with the APEC FMP 2013 Project Committee that will reply the questions that may arise in relation to accreditation and registration of members of the delegation. DAO s presence during the APEC s meetings is not mandatory. The DAO must be appointed by: Each APEC Member Economy; The ABAC Secretariat; 5

In order to receive a username and password needed to carry out on-line registration all delegations must provide their Delegation Accreditation Officer s full name, position and contact information ( and mobile number) at fmp2013registration@fiskal.depkeu.go.id not later than August 12, Delegation Liaison Officer (DLO) Each delegation must also appoint a DLO. The DLO must be present during the events to resolve any administrative or logistical issue. The duties of the DLO shall include: to be constantly in touch with the APEC Finance Minister Process (FMP) 2013 Project Committee during the meetings; to be constantly in touch with the Host Economy LO; to pick up identification cards (badges); to pick up all invitations for those participating in the events; to submit requests (if any) for rooms to be used for bilateral meetings. In order to receive a username and password necessary to access the APEC Finance Ministers Meeting s online registration portal, delegates are required to forward the full name, title and contact information ( and mobile number) of their DLO and one alternate to fmp2013registration@fiskal.depkeu.go.id no later than 12 August The DLO may also be the DAO and must be appointed by: Each APEC Member Economy; The ABAC Secretariat; The APEC Secretariat; The Official APEC Observer Organizations (ASEAN Secretariat, PECC Secretariat and PIF Secretariat). IMF, World Bank, Asian Development Bank, OECD Delegation Media Liaison Officer (MLO) All delegations are encouraged to appoint a Media Liaison Officer (MLO) as the primary point of contact for media issues. Delegations should submit their MLO's full name, title and address to fmp2013media@fiskal.depkeu.go.id with the copy to tjahjoe@depkeu.go.id by August 12, MLO duties include but not limited to the following: facilitation of media interview requests by accredited media; facilitation of media opportunities for official media; handling of press releases and distribution to accredited media. 6

DAO, DLO and MLO Appointment Requirements Summary In summary, all APEC economies and official observer delegations are required to forward the full names, titles and contact information for their DAO, DLO and their alternates to in order to receive the username and password needed to access the online registration portal. Additionally, delegations are encouraged to forward the full name, title and contact information of a Media Liaison Officer to facilitate the distribution of media-related information. During the events, the HELO will be the contact person for the delegations on logistical and administrative matters. The names and contact information of the HELO for each delegation will be provided prior to the beginning of the events. After submitting the names of DLO, the appointed HELO for each Economy will contact and be constantly in touch with respective DLO for further coordination. HELO should always be accessible and should be on site when the respective delegation is present at the events and meetings. HELO could be reached by or by phone prior to the arrival of delegates and during the events and meetings. HELO is not entitled to perform duties of DAO and DLO. 7

ACCREDITATION 6.1 Delegations Accreditation Online accreditation for the APEC Senior Finance Officials Meeting, Finance Deputies Meeting and Finance Ministers` Meeting will be open from August 15 to September 5, All participants must be accredited directly by the DAO through the online accreditation system during the online accreditation period by accessing the APEC FMP 2013 official webpage at Please note that appropriate usernames and passwords shall be ed to the persons responsible for the delegates accreditation only after the names of the DAO and DLO and their contact data are received by the APEC FMP 2013 Project Committee. For security purposes, all information on accreditation will be protected and accessible only to a limited number of members of the APEC FMP 2013 Project Committee. The confirmation of the successful accreditation of each participant will be sent to the DAO via . It is the responsibility of the DAO to notify each delegate of such confirmation. The delegations who have been accredited by the DAO but have not received the confirmation via by 5 September 2013, should notify the APEC FMP 2013 Project Committee by sending an to: fmp2013registration@fiskal.depkeu.go.id. 6.2 Late Accreditation Delegates who are unable to complete online accreditation by 5 September 2013 shall be required to register onsite at the Accreditation Center located in the Westin Nusa Dua Hotel otherwise they won t be allowed to get into the meeting venue. Please be advised that due to security reasons, on-site accreditation might be limited and all Delegation Accreditation Officers are urged to accredit participants of their respective delegations via the online accreditation portal prior to the beginning of the meetings. Every effort shall be made to provide timely onsite accreditation as well as issuance of ID badges for late registrants. However, no guarantee can be given that the accreditation process will be completed before the event starts. The delegations who come to the event without having been previously accredited through the online accreditation system will receive ID badges only after their delegates statuses have been verified by their DLOs. 6.3 Non-Member Participation and Guest Accreditation There are two ways by which guests and invited speakers may be registered: Invited delegations may be included in any official delegation of any APEC Economy, ABAC, the APEC Secretariat and the organization of official observers, IMF, World Bank, Asian Development Bank, Inter- American Development Bank and OECD. Therefore, the delegation responsible for the accreditation will be able to accredit an invited participant in the same manner as the other delegations through the online accreditation (see paragraph 6.1). Invited delegations, who are not members of the official delegation, will have to be accredited in accordance with APEC Guidelines on Managing Cooperation with Non-Members. Correspondingly, accreditation of the delegations from non-apec Economies will be carried out through the APEC Secretariat. It is also necessary to inform the APEC Secretariat of the intention to invite a representative of 8

9 the non-apec economy to participate in the APEC event given an agreement on the issue is reached by Senior Financial Officials Meeting s members (SFOM). All other questions regarding accreditation of representatives of non-apec Economies may be directed to fmp2013registration@fiskal.depkeu.go.id 7. ACCESS TO MEETINGS 7.1 Pickup and Display of ID Badges DLO ID Badge Pick-up: DLOs are urged to get the badges for all members of their delegation immediately. All additional information about acquiring badges will be sent to the HELO of each delegation prior to the events. DLOs will be able to get badges for all members of their delegation by presenting a certificate or a confirmation letter and signing the report document. Delegate Badge Pick-up: Delegations who did not receive badges from their DLOs may receive badges at the Accreditation Center located in the Westin Hotel Nusa Dua, Bali. To obtain the badges, the delegations must provide a photo ID, passport or diplomatic identity card. Meeting ID Badges will be available for pickup at the Accreditation Center located in the Main Lobby Westin Resort Nusa Dua Hotel otherwise the participants won t be allowed to get into the meeting venue. The delegations are required to wear their APEC ID badges at all times while in meeting venues. 7.2 Lapel Pins Meeting lapel pins are provided to all APEC Finance Ministers; APEC Finance Deputies (but not more than 2 per economy); Heads of APEC Official Observer Organizations (ASEAN Secretariat, IADB, PECC and PIF); the APEC Secretariat Executive Director; Chairs of ABAC; Heads and Deputy Heads of IMF, World Bank, Asian Development Bank, OECD. Delegates with lapel pins will not be required to possess meeting overpasses, but are kindly requested to wear their ID badges while inside any meeting venue. Lapel pins will be given to Delegation Liaison Officers for appropriate distribution prior to the beginning of the meetings. 7.3 Plenary Session Overpasses In addition to ID badges, meeting overpasses will be required in order to enter the APEC Senior Finance Officials Meeting, Finance Deputies Meeting and Finance Ministers Meeting, with the exception of lapel pin wearers, who will not be required to possess a meeting overpass. Each Economy delegation will be provided with meeting overpasses. The overpasses divided into three types (red color for ministers meeting; green color for deputies meeting; and yellow color for SFOM). The ABAC Secretariat, APEC Secretariat, IMF, World Bank, Asian Development Bank, Inter-American Development Bank, OECD, Observer Organizations, and invited guests will also be provided with an appropriate number of overpasses. These procedures are intended to expedite access for authorized delegates to the plenary meeting with minimal inconvenience and to ensure adequate and comfortable seating for all delegations. 9

Entry to the BICC meeting venue will require a meeting ID badge. All delegates and delegations, including those with lapel pins, are requested to visibly wear their ID badges at all times while inside the building. Meeting overpasses, in addition to ID badges, will be required by all delegates in order to enter the APEC Senior Finance Officials, Finance Deputies and Finance Ministers plenary meeting room. 8. You may wish to contact directly to the person in charge of respective hotels for further details on room rates and availability. The accommodation will be provided on the basis of first come first served service. Room reservations must be made no later than 3 September After this date, the special accommodation rates may not be applied. These hotels are located in immediate proximity to one another. Shuttle buses will be available for travel between the venue of the APEC Finance Ministers Meeting and designated hotels. The delegations will be responsible for closing their reservation and for any additional ordered services directly at the selected hotel Reservation Procedure Room reservations for the APEC Finance Ministers Meeting and Related Meetings delegations may also be done by filling in a hotel reservation form (Annex F). Courtesy Accommodation for Ministers / Heads of Delegations The Indonesian Ministry of Finance will provide 3 nights of complimentary accommodation for all APEC Finance Ministers; Heads of APEC Official Observer Organizations (ASEAN Secretariat, PECC and PIF); the APEC Secretariat Executive Director; Chairs of ABAC; Heads of IMF, World Bank, Asian Development Bank, Inter-American Development Bank and OECD, for the period of September 18 21, The St. Regis Bali Resort Nusa Dua Villa Resort Accommodation in this resort will be available for the period of September 18 21, 2013 Any additional charges such as extra-nights, suite upgrades, meals and incidentals (including room minibar use) beyond the hospitality noted above should be paid by the respective delegation directly to the hotel. Viet Nam Subject to point all delegations entering Indonesian territory are required to have visa and possess valid passport for six months from the date of arrival. Bearers of diplomatic and service passport from certain economies could apply for a multiple-entry visa, which is valid through 31 October 2013 for the purpose of attending APEC Indonesia 2013 meetings, to the Embassies and Consulates of the Republic of Indonesia accredited to the respected member economies. Please refer to for further information Visa on Arrival (VoA) facility is issued on arrival at the Soekarno-Hatta International Airport and Ngurah Rai International Airport Denpasar, Bali for visits not exceeding 30 days for nationals of a number of economies as follows: Australia, Canada, China, Japan, Mexico, New Zealand, Korea, the Russian Federation, Chinese-Taipei, and the USA. The Visa on arrival fee for up to thirty (30) days is US$25; this visa not extendable and not convertible into other types of visas. Should the bearer of diplomatic and service visa wishes to apply for VoA, the above mentioned fee shall apply. 12

13 Delegations that use route: Tokyo (Narita) Jakarta; Seoul Jakarta; Sydney Jakarta; Tokyo (Narita) Denpasar; Osaka Denpasar; Sydney Denpasar; and Shanghai Jakarta; are qualified to benefit from Immigration on Board, this particular facility is granted exclusively by Garuda Indonesia Airline. Further information is available at Garuda Indonesia s representative office in those city and Garuda Indonesia s counter in each Airport General Information regarding visa application is available at the Directorate General of Immigration of the Republic of Indonesia website at Delegates may also refer to the Embassies and Consulates of the Republic of Indonesia in their economies. In case of difficulties related to obtaining a visa, please communicate to fmp2013visa@fiskal.depkeu.go.id The Customs authorities perform custom inspections after baggage claim on passengers arriving on international flights. During inspection, the passengers are required to submit the completed customs declaration forms which will be provided by the airline staff before landing. For more information on customs please refer to Baggage and Item Restrictions Airlines operating in the Republic of Indonesia strictly enforce baggage size and weight limitations, and the participants are requested to familiarize themselves with their airline weight and carry-on restrictions prior to traveling in order to avoid extra fees or complications. Inside the check-in area, the participants can use the baggage packing service. The average baggage allowance for Indonesian airlines is 20 kg/44 pounds for economy class passenger and 30 kg/66 pounds for executive class passenger. In addition, for the sake of airline security, some articles and substances must not be carried aboard. The amount of liquid in hand luggage may also be restricted. 9.3 Airport Arrivals and Departures Ngurah Rai International Airport, also known as Denpasar International Airport, is located in southern Bali, 13 km south of Denpasar City. The IATA code for Ngurah Rai International Airport is DPS. Depending on the flight route, the delegations will arrive at either domestic arrival terminal, or international arrival terminal. The delegations are encouraged to clarify information on the terminal of arrival with their airline companies. An APEC FMP 2013 welcome desk will be provided at Ngurah Rai International Airport, Denpasar Bali. Our staff will assist delegates for the airport transfer. Delegations are requested to provide information regarding their airline, flight number, date and time arrival, and the number of delegations on the Registration Form. 9.4 VIP Access for Ministers / Head of Delegates The APEC FMP 2013 Project Committee are providing the VIP access for the Ministers/Head of Delegation. Premium escort service are provided for the ministers/head of Delegation from the airplane to the VIP Room in Ngurah Rai International Airport upon the arrival. The Ministers / Head of Delegates will be welcomed by Indonesian Officials on a greeting ceremony at the VIP Room at Ngurah Rai International Airport. In addition to the VIP handling, dedicated car with private voreijder will be complimentary provided for the Minister/Head of Delegation during the APEC Finance Ministers Meeting. 9.5 Airport transfer Shuttle services Shuttle transfer services to APEC FMP 2013 official hotels will be available for the delegations. DRESS CODE Delegations are advised to wear business attire, consistent with APEC tradition, for all activities on September 2013, except for the excursion and cultural program activities (See Section 11.8). An elegant piece of Indonesian Batik will be given to the Minister/Head of Delegation. The Batik is expected to be worn during the Finance Ministers Retreat and Gala Dinner on 19 September The DLO are required to fill the form on Annex F and submit the size needed by the Minister / Head of Delegation to the APEC FMP Project Committee by 7 August GENERAL INFORMATION 15.1 Bali Bali lies between the islands of Java and Lombok and is one of more than 17,000 islands that makes up the Indonesian Archipelago. Stretching approximately 140 km from east to west and 80 km from north to south. Slightly off center, and running east to west, are a string of volcanic mountains. The tallest is Gunung Agung (Mount Agung), which last erupted in 1963, and is 3,142 m. at its highest point. Bali is a land that seems to have a magnet at its very heart. It is a feeling that is difficult to understand unless experienced but once visited you are surely compelled to come back and you may even want to stay forever, such is its pull. Maybe its Bali s beauty, maybe the friendly people, or maybe even the influence from spirits that certainly abide in place. Culture Bali goes under many names. Some call it the island of the gods, while others call it Shangri-La which means the last paradise. The dawning of the world and the center of the universe are yet more names for this truly beautiful tropical island inhabited by a remarkably artistic people who have created a dynamic society with unique arts and ceremonies. Daily life in Bali is culturally linked to satisfying and appeasing the gods, spirits and demons in the midst of breathtaking panoramas of cultivated rice terraces, impressive volcanoes and pristine beaches. Bali s main volcano, Gunung Agung, is still active and sometimes explosive and is considered sacred among local people as it is believed to be the center of the universe. Nusa Dua Nusa Dua is an exclusive area built primarily for luxury resort style properties. It s a great place if all you want to do is relax, unwind and forget the world you left behind. Despite popular myths in recent years, there are many shops and restaurants in Nusa Dua. Bali's southern peninsula is where you find most of the island's international 4 and 5 star hotels set in a manicured garden environment. Nusa Dua is only 25 minutes from the airport and 35 minutes from all the shopping and life of Kuta. Tourism Destinations The largest towns are the capital Denpasar, population approximately 450,000 and Singaraja in the north. The main tourist area is Kuta, situated near the airport. This small sleepy village became a major attraction during the tourist boom of the 70's, because of its famous white-sand beaches, the surf, and stunning sunsets. Some of these destinations are: Kuta Kuta is nestled between Jl. Bakungsari to the south and Jl. Melasti to the north. The beach at Kuta is 18

19 wide and usually has good surf in the late afternoon. If being involved and having everything close by; if you want to party or just shop, Kuta is the place. Legian Legian stretches between Jalan Melasti and Jalan Double Six and is what may be described as the cosmopolitan area of Bali. The beauty of Legian is the range of accommodation that is on offer virtually there is something for everyone. The restaurants are many and varied and some of Bali s best can be found here. The shopping is more boutique style. It is best to wander the side streets and browse for many items including casual wear and beach fashions, antiques, handicrafts and souvenirs. It is always nice to walk along the wide beach in the late afternoon, wander past the endless soccer games and tourists setting up cameras to catch the magic sunset. Ubud Ubud is one the best places to stay in Bali. From Ubud, you are close to; whitewater rafting, mountain cycling, jungle trekking, lake kayaking, monkey forest, visiting Besakih, Bedugul, Kintamani. Ubud is where the most accomplished painters, dancers, musicians, carvers and weavers live and work, and there are a number of very good museums and art galleries. Art is the main attraction to Ubud with many and varied galleries throughout the village - from traditional to contemporary and everything in between. The Neka Art Museum is the most famous, but it is also worth having a look at his son's gallery, Komaneka, in Monkey Forest Rd, which specialises in contemporary young artists. Ubud is great introduction to the people of Bali, the barter system, and just the Balinese way of life in general. The markets in Ubud are well known, as are the many small art shops where the pieces are produced by the villagers on-site. Sanur Sanur is one of the best places to stay in Bali if you are looking for some relaxation but still having the convenience of local shops and restaurants. It is easy to travel anywhere from Sanur, the frenetic shopping and bartering and nightlife of Kuta is only 20 mins away by taxi, Ubud is only 40mins, and the airport 20mins. The beach in Sanur is protected by a reef so is very safe to swim but only at high tide. At low tide, rock and some reef become exposed. The beach is white sand and quite wide. The best part about the beach here is the views offered across the water from a number of small hotels and the restaurant at the Raddin Climate Bali climate is very tropical with high temperatures throughout the year. The daytime temperature hardly climbs to 30 C and the island receives a great level of sunshine. In fact, it experiences two distinctive seasons; dry season, from May till September, and wet seasons, from October till April. In November, Bali is remains humid, relative humidity averaging about 80%. The rain goes to every few days and it has 150mm average rain Time The hour in Indonesia Capital City Jakarta is + 7 relative to the Greenwich timeline.
