1 JULY Bihar JULY 2017 The land of enlightenment According to the government the 351 th Prakash Parv with be celebrated with the same level of reverence and enthusiasm as was 350th Prakash Parv. According to officials, all the main events related to the Prakash Parv will be organised in Patna City. The Prakash Parv will be celebrated on 23, 24 and 25 December at Takht Sri Harimandir Ji Patna Sahib. PREPARATION FOR HISTORIC CULMINATION OF 350 th PRAKASH PARV Guru Gobind Singh Ji s 351 th Prakash Utsav will be organised at Takht Sri Harimandir Ji Patna Sahib on 23, 24 and 25 December. During the event year long 350th Prakash Parv celebrations will also reach to its culmination. Senior officials held a joint meeting with Takht Sri Harimandir Ji management committee to make the event, organised with the assistance of Government of Bihar, a historic one. In this meeting deliberations were made on preparations for the event. According to the government the 351 th Prakash Parv with be celebrated with the same level of reverence and enthusiasm as was 350th Prakash Parv. According to officials, all the main events related to the Prakash Parv will be organised in Patna City. The Prakash Parv will be celebrated on 23, 24 and 25 December at Takht Sri Harimandir Ji Patna Sahib. While on 24 December Nagar Kirtan will reach Takht Sri Harimandir Ji from Gaighat Bari Sangat. The main event will be organised at Takht Sri Harimandir Ji Patna Sahib on 25th December. The Road Construction Department has been asked to survey all roads leading to Patna City, and to prepare estimation for drainage repair works. LIBRARY AT PEOPLE S DOORSTEPS; BOOKS WILL BE MADE AVAILABLE FOR FREE Most homes in the state will be visited by a library in coming months. Along with students in villages and towns general public too can avail the facility to read their favourite books. The five member committee of Bihar State Public Library and Information Centre Authority has given the goahead to this scheme. According to the Authority, the mobile library service was discontinued for the last 30 years. Now it has been decided to restart it on a bigger scale. In the first stage every commissionary will get one mobile library each. This will travel into pre-specified places in villages and towns of the area. The mobile library will stay in the designated village from 10 AM till evening. Students and villagers will be able to study whole day by borrowing books from the library. They will have to return them by the evening. Villagers will give their feedbacks too. Various mediums will be used to provide information about visit of mobile library to the village. Assistance of teachers, anganwadi sevikas among others will be sought for this work. Mobile libraries will provide information on government schemes too. With the help of various books public will get information on different government schemes for villages and towns, and how to be benefitted from them. 3 JULY Editorial The people associated with Bihar Foundation were planning to launch a monthly newsletter since a long time, which could provide a factual account of that month s positive activities in Bihar; an account, which could encourage them to be emotionally attached to the social-cultural and economic mainstream of Bihar. At the same time, it is a natural feeling for any immigrant to be attached to ones roots and heritage. The mainstream media, because of its inherent characteristics, is unable to highlight those points to the nonresident Biharis, which would make them feel very proud of their heritage. Even though, there is no dearth of such initiatives, every day, every week and every month in Bihar, what is required is to preserve such efforts. Bihar Foundation took this step around two years back through social media. This newsletter was the second important step taken in the same direction. It helped nonresident Biharis to connect to each other, to their roots and to the positive energy flowing in Bihar. The third and the most critical of these steps is to also write about its soft power - language, art, music, painting, food and such binding constituents - in an e-magazine so that people develop self pride and a stronger sense of identity. 4 4 JULY 2017 DEVELOPMENT OF BOTANICAL GARDEN AS A RESEARCH SITE AND A GREEN BELT At Anugrah Narayan College of capital Patna a botanical garden or "Vatika" is being developed. A large part of this project is already completed. Students of Botanical Science will study and do research at this garden. This place will be a sanctuary for birds too. The "Vatika" is getting developed on complete ecofriendly basis. It is developed in such a way that trees could harbour birds. There will be "Tulsi", aloe vera, mint, Patharchatta, ashwagandha, bayleaf, "Brahmi", cinnamon, night jasmine and other floras. A small pond too will be created in the vatika which will contain lotus, pistoia, hydrilla, lily etc. An attractive fountain too is being built. In nights this will look even more beautiful as it will be fitted with lighting in attractive colours. Once fully developed, there is every possibility that it will become a popular selfie point. MORE BEDS AT THE ICU OF IGIMS Indira Gandhi Institute of Medical Sciences (IGIMS) in the state capital Patna will soon get a 40-bed ICU and CCU. The shortage of beds was being felt for a long time there. According to the management of the institute the Emergency Cardiac Care unit has already been restored. By the end of the year a second Cath Lab will be restored too. Cardiac patients need constant control over their blood pressure. For this purpose it is important to monitor patients by keeping them in an ICU unit. Doctors say that stress is the cause of many health problems. The stress level can be reduced by improving the lifestyle. According to the management of the institute, special emphasis on research should be given in a state like Bihar. For this the basic infrastructure is being created at the institute. Preparations are going on for conducting research on about three dozen projects. CHILDREN FROM PATNA SLUMS WILL PERFORM IN USA A children s troupe from Patna slums will visit America to showcase their talent of dance. These children will go to the USA in August to make state as well as India proud by attempting to win a hip-hop dance competition. The members of troupe are of years age group and the special thing about them is that they have learnt to dance by just watching videos. This hip-hop troupe from Patna has already made its name all over India and bagged many prizes. RENOVATION OF PMCH CENTRAL LIBRARY, SEATING SPACES FOR 400 STUDENTS On insistence of Medical Council of India (MCI) the central library of the PMCH has been renovated to give it a grand look. A nice cafeteria is built there, and also a lecture theatre. Altogether 400 students can sit in the library at any given time. Within the central library an e-library too is set up which is connected to the internet and other modern mediums of communications. There are special study rooms for teachers. Top journals from around the world will be made available there.
5 JULY INAUGURATION OF STARTUP INCUBATION CENTRE AT CIMP A startup incubation centre was inaugurated recently at the Chandragupta Management Institute Patna (CIMP). The centre has been started with the help of Department of Industries under the new startup policy of the state government. It is expected that this centre will prove very effective in setting up startups. This will also become a good platform for knowledge and expert advice. Also the centre will be able to assist entrepreneurs. BIHAR GOVERNMENT COMES TO THE AID OF STRAY COWS CONTAMINATED WATER FROM PMCH WILL NOT GO INTO GANGA The Patna Medical College and Hospital (PMCH) is going to become a part of the campaign to clean Ganga. Not even a single drop of contaminated water from the hospital will be allowed to go into the river. Contaminated water will be first treated in Effluents Treatment Plant (ETP). Only then water will go down to Ganga. The plan is to set up two ETPs. One of these ETPs will be built near the Super Speciality Hospital. The second one will be constructed near the emergencies. According to environmental experts the volume of the fecal coliform is increasing rapidly in Ganga due to human excretion. This is affecting biodiversity of the river. The increase in fecal coliform poses threat to aquatic organisms. The Bihar government is working on a big programme to support stray cows. As an experimental project this was started in Patna. After initial success the programme will be expanded across the state. The government has already allocated funds for this. Stray cows will be kept in "Gaushalas" and their health and fodder needs will be taken care through government expenditures. According to officials, the work is in progress to formulate state government s guidelines on this matter. As long as cows give milk, they are taken care of. When they stop producing milk, they are abandoned as stray cows. Such cows are getting identified and put in "Gaushalas". Stray cows are getting marked with red colour. Cows are not only being fed in gaushalas, their health too is taken care of.
6 6 JULY 2017 COCHLEAR IMPLANT FACILITY AT IGIMS According to the department, Headmasters will be recruited in government and project high schools by September. In the meantime problem of shortage of fourth grade employees in schools is already addressed. Soon details of vacant posts of clerks will be sent to Staff Selection Commission for recruitment process. CENTENARY YEAR OF PATNA UNIVERSITY, PREPARATION FOR A MEMORABLE EVENT Indira Gandhi Institute of Medical Science (IGIMS) in the state capital Patna will now have a Cochlear Implant facility for hearing impaired patients. This implant is for patients with congenital hearing loss. The government gives a grant of 5 lakh to such patients. Along with this new facility, IGIMS is also fast becoming a speciality centre for treatment of cancer and heart and liver related ailments. Already kidney and cornea transplants are being done at the institute. IGIMS is the first health institute in Bihar to perform kidney transplants. Kidney patients from all over the state has been coming to the institute for this. Soon liver and heart transplants too will be done here. At present the institute has 500 beds for patients. Soon the number of beds will be increased to 1,000. For this purpose the Health Department has already allocated Rs.720 crore to the institute. A hi-tech cardiac centre is being built at the institute. Also, preparation is going on to start a cardiac mobile centre. The main usability of the mobile centre will be in taking care of patients at their homes. Preparation is going on to make centenary year of Patna University, a prestigious higher education centre of state, a memorable occasion. Plan is being prepared to give celebration such a shape that every teacher, staff and student feel attached to it. Not only this, there is a plan to bring alumni and retired staff too into the fold. Logo for the centenary celebration will be created by students of the University. For this a logo making competition will be organised for students. The selected logo will be used for the event. The University, which completes 100 years of its existence in October, is trying to get Prime Minister as the Chief Guest for the main event. The Chief Minister, central and state ministers, and famous administrative officers too will attend the event. All the departments of the University have been asked to prepare plans for the centenary events. The University is trying to organise programmes at each and every department. During the centenary celebrations a comprehensive souvenir too will be published GOVERNMENT TO ADDRESS SHORTAGE OF TEACHERS, MORE THAN 19 THOUSAND TEACHERS TO BE RECRUITED The Education Departments has recently announced that 19,864 teachers of various subjects will be recruited soon in upgraded high schools. These posts are getting earmarked and sent to Padvarg Samiti. It is hoped that soon the recruitment process will start.
7 JULY CONSTRUCTION OF COUNTRY'S LONGEST 6 LANE BRIDGE IN BIHAR The construction work has been started for a six-lane bridge over river Ganga which will be the longest of its kind in the country. This bridge will connect Kachchi Dargah in the state capital Patna to Bidupur in Vaishali. The bridge will have 67 pillars and the construction work will be completed in four years. According to the Bihar Rajya Pul Nirman Nigam this will be the longest six-lane bridge in the country. At present India s longest bridge is Brahmaputra Bridge connecting Assam to Arunachal Pradesh. This 9.15 km long bridge was inaugurated by the PM Narendra Modi earlier this year. The new Patna bridge will be 9.76 km long. The latest ultramodern techniques are being used in its construction, and so the work will continue even during rainy days. The bridge is designed to allow even much larger ships to pass underneath. BIHTA AIRPORT WILL BE READY BY 2019 After Jai Prakash Narayan Airport now the decks are cleared for another airport 35 km away from capital Patna in Bihta. An elevated road too will be constructed to connect Bihta to Patna. According to the MoU signed between the Government of Bihar and the Civil Aviation Ministry Bihta s defence air base will be expanded to accommodate a civilian airport. After the completion of construction works commercial flights will start operating from the new airport. It is estimated that every year more than 20 lakh passengers will fly from Bihta airport. The airport will be constructed using the latest techniques and it will be fitted with all the modern amenities. Along with the construction of a new airport, renovation work will be done at the Patna airport. Due to its short runway bigger aircrafts like Boeing 737 and Airbus 320 are not able to land at Patna airport. AIR SERVICE TO CONNECT PATNA TO BHAGALPUR, PURNIA AND DARBHANGA & Soon an air service will begin to connect the state capital Patna to Bhagalpur, Purnia and Darbhanga. The service is being initiated under the Regional Connectivity Scheme of the government. Under this scheme Valmiki Nagar and Saharsa too are selected in addition to Purnia, Bhagalpur and Darbhanga. The government will not levy any landing, parking or the night halt fees for these new destinations. Also, basic facilities like electricity, water and vehicle parking at these air strips will be provided by the Government of Bihar.
8 8 JULY 2017 Some important decisions taken by the Bihar cabinet in July under the Chairmanship of CM Nitish Kumar The Bihar cabinet has approved the proposal for creation of 62 various posts for proposed Digitisation Cell at the Patna High Court. The cabinet has approved creation of 531 extra posts in the special security force which was established under Bihar Special Security Act. The cabinet has accepted a proposal to amend Bihar Secretariat Service Manual. The cabinet has given the go-ahead to establish Vigilance Committees at different levels to ensure transparency and accountability and proper implementation of Targeted Public Distribution System in the light of National Food Protection Act, Free land transfer for establishment of an extension branch of National Institute of Electronic and Information Technology (NIELIT) in Buxar is approved by the cabinet. Employment of retired Assistant Engineers on contractual basis in Rural Work Department against vacant posts is approved by the Cabinet. The cabinet has allowed spending 65 crore 84 lakh rupees from exchequer s residual fund to buy furniture for 200 model schools newly built under Rashtriya Madhyamik Shiksha Abhiyan (RMSA).
