2 UGANDA NATIONAL ROADS AUTHORITY Minister s FOREWORD Our roads are better today than six years ago when UNRA assumed the management and maintenance of the national road network and the Roads Authority is better placed to deliver on government manifestos promises. The great strides UNRA has made over the last six years have realized commendable achievements in the roads sector; over 1500km of paved roads have been constructed, over 1500km are under construction or rehabilitation, bridges have been built and many others are under construction, whilst more than km of roads are being maintained and eight ferries professionally managed. The Ugandan road-user public looks forward to a UNRA that will build upon these achievements and deliver on government s plans, cognizant of the NRM manifesto s fronting of roads infrastructure development as key to poverty eradication, hence keeping high the expectations of UNRA. Abraham Byandala MINISTER OF WORKS AND TRANSPORT Because of the incessant state-of-roads-related challenges, the Roads Authority can only be expected to be successful as it has some of the best individuals from the engineering fraternity and support professions who are also conscious of the grav- ity of the role of the road sector in national development. It is gratifying that the challenges a nascent UNRA encountered five years ago with US$600m budget, but without designed roads and unprepared staffs are long past. Its absorption capacity is now well beyond what the funding can afford, notwithstanding a doubled roads network, much of it gravel that is susceptible to the vagaries of weather. UNRA s institutional stature is remarkable given that it builds physical structures, the mementos of performance which for very long will remain. The Ministry of Finance and Planning has allotted more money to UNRA because whatever money is voted to it is immediately absorbed. UNRA s current requirements of more money for road maintenance make urgent the need for the operationalisation of the Uganda Road Fund Act to ensure adequate funding for roads maintenance, lest the achievements of the last five years are reversed; the Ministry has already taken the necessary steps towards the realization of this. I commend UNRA s outstanding output totality, and congratulate them on their sixth anniversary. A Well Developed Roads Network Since its formation in July 2008, UNRA has taken a big step in the provision and maintenance of National Roads in a more efficient and effective manner. As you travel upcountry, you can see observable evidence that our roads are getting better and Uganda National Roads Authority is delivering on its mandate. UNRA is determined to contribute to national development through better and safe roads. Since UNRA started operations, over 1,500km of tarmac roads have been constructed or reconstructed. There are over 1500km of major roads currently under construction. These include Kampala-Masaka (124km), Gulu-Atiak-Nimule (104km), Vurra-Oraba-Koboko-Oraba (92km), Mbarara-Katuna (154km), Ishaka-Kagamba (35km), Hoima-Kaiso-Tonya (92km), Moroto-Nakapiripirit (93km) and many others listed below. Kiyindi Ferry: across the Lake Victoria between Kiyindi (Mukono District) and Buvuma (Mukono District); New Ferries acquired since 2008 a) A ferry across the Nile River from Mbulamuti in Kamuli District to Nabuganyi in Kanyunga District. Started operations in May b) A ferry across the Albert Nile between Obongi (Moyo district) and Majii (Adjumani District).
