8 CITY OF FAYETTEVILLE TRANSPORTATION BOND PROGRAM PROGRESS REPORT June, 2016 The Transportation Bond Program consists of projects that will be designed, contracted, and administered by City Staff or consultants/contractors working for the City, along with 5 projects that will be designed and administered by the Arkansas State Highway and Transportation Department (AHTD). Thirteen (13) projects have been completed; all projects in the original program are underway and are in various stages of design or construction. In April 2013, several additional projects were approved by the City Council. A summary of the status of all projects in the program follows below. Funding for the Bond Program includes $65.9 million in bonds along with federal aid funding and additional sales tax funding from the City s Capital Improvements fund. 1) VAN ASCHE DRIVE (GARLAND AVE. TO GREGG AVE.) a. Project Summary: Widening and alignment of Van Asche Drive from Gregg Avenue to Garland Ave. (Hwy 112) Project Construction Budget: $4.56 million Construction contract was awarded to APAC-Central for $4,587,250. Notice to Proceed was issued on March 31, CONSTRUCTION COMPLETE September, b. Recent/upcoming actions The AHTD has approved installation of a signal at Hwy 112 and Van Asche. Bids were received on January 12, The construction agreement with Ewing was approved at the February 2, 2016 City Council meeting. Construction will began on April, The signal will begin the 3 day flash period on Friday, June 10 th and will be fully functional after the 3 day period. Tree planting in the median began on April 11 th. The trees are in and a final inspection will be scheduled soon. 2) RUPPLE ROAD (MLK JR. BLVD. TO MT. COMFORT RD.) Project Summary Includes Extension of Rupple Road as a 4-lane boulevard from south of Owl Creek School to Martin Luther King, Jr. Blvd, widening between Persimmon Rd. and Starry Night View, and new location, bridge, and intersection between Starry Night View and Mount Comfort Road. The project will be completed in three separate segments Total project budget: $13.5 million; includes $2.5 million in federal-aid funding. The City Council re-affirmed the cross section as a 4-lane boulevard on March 18 th, Detailed design efforts began on all three segments shortly thereafter. a. Martin Luther King, Jr. Blvd-Persimmon St. (Construction began in September 2015 & will be completed Summer 2016) This is a new segment that will extend Rupple Road to MLK Blvd. Recent and upcoming activities include: Sweetser Construction was awarded the construction contract on August 18, The contract amount was $7,307,280. Notice to Proceed for Construction was issued on September 14, 2015.
9 Substantial Completion scheduled for August 14, The roadway subgrade is nearing completion for the entire project. The precast box culvert installation at Farmington Branch is complete. Storm sewer installation is 90% complete, and approximately 25% of the swales have been finish graded. Curb is complete thru the northern half of the project. Contractor is planning to pour additional sidewalk next week up to the northern edge of the southern roundabout. Contractor will be working in the vicinity of Owl Creek Elementary over the next couple weeks making the tie in at the north end of the project. Asphalt has been pushed back and is now planned for late June. Rough grading for sidewalk and trail on the northern 1/3 of the project is nearing completion. b. Persimmon St.-Congressional Rd. Major elements of this segment include widening with a center median from Persimmon to Wedington, intersection alignment and improvements at Wedington, and completion of the west side of the boulevard section north of Wedington (The segment north of Wedington will be completed if funding allows). The project from Persimmon to Congressional is scheduled to bid in the first quarter of Recent/Upcoming activities: o We have currently acquired all of the properties necessary for the construction. o Plans have been approved by AHTD for the work done at Wedington within the highway right of way. o Sweetser Construction was awarded the construction contract on April 5, The contract amount was $2,537, o A pre-construction conference was held on June 8th and the Notice to Proceed will be issued for June 20, The contractor will have 12 months to complete the construction. c. Starry Night View-Mount Comfort Rd. This is a federal-aid project; federal funds will supply up to 80% of the funding for the segment. This segment includes a new bridge and a realignment of Rupple so that it connects to the existing signal at Mount Comfort Road and the segment of Rupple Road north of Mt. Comfort. Recent Actions: o AHTD review comments on the 50% Design Plans were received on 01/12/16. o On 10/19/15, Garver sent the signed MOA (Mayor & SHPO) to AHTD requesting that the final signatures (AHTD & FHWA) be added for final execution of this document. On 01/13/16, a reminder request was sent to AHTD for sign-off & execution of the MOA document. o On 01/15/16, the City received authorization from AHTD to utilize permanent easements behind the sidewalks in lieu of right-of-way. This will allow us to move forward with right-of-way exhibits for the public meeting. o On 02/29/16, the City received the final executed Memorandum of Agreement (MOA) by FHWA via AHTD. o A Public Meeting was held on March 10 th at the Mt. Comfort Church of Christ. o Supplemental Agreement #1 adding Archeological Testing & Mitigation services to the design contract was approved by City Council on March 15 th. o Utility Relocation Meeting was held on April 20 th. o Environmental Clearance documents were submitted to AHTD for approval on May 2 nd. o Comments on the Environmental Clearance documents were received from AHTD on May 10 th
10 Upcoming Activities: o Respond to AHTD Environmental review comments. o Schedule Geotechnical borings at proposed bridge foundation locations o Prepare and submit R/W documents to AHTD for approval. 3) MAPLE ST. AND LAFAYETTE ST. HISTORIC BRIDGES Funding in the amount of $1 million through the Federal-aid bridge program administered by AHTD has been secured. McClelland Consulting Engineers (MCE) of Fayetteville is the design consultant. Crossland Heavy Contractors, Inc. is the contractor; construction cost is $1, b. Recent Actions: Construction Notice to Proceed was issued Monday, March 14, Contractor has started work on the Lafayette Bridge. The existing retaining wall has been excavated and the contractor is designing a repair strategy to straighten the wall. Contractor has removed 2 steel railings & 1 concrete baluster for repair. Sandblasting of existing concrete is complete. Chipping out failed concrete from sidewalks and railings in preparation of repairs. Several meetings were held to determine the most cost effective and practice method of stabilizing the existing concrete retaining wall. Hydrodemolition of the Lafayette Street concrete bridge deck. Initial concrete sidewalk repairs on Lafayette Street bridge. Concrete baluster was poured supporting the repaired steel railing on Lafayette. Concrete deadman anchor was poured to support the failing retaining wall on the Lafayette Street bridge. Maple Street bridge concrete superstructure has been sandblasted clean. c. Upcoming Activities: Installation of new bearing pads for the Lafayette Street bridge. Continue reviewing & revising the submittals for the historic lighting fixtures & submit to SHPO. 4) OLD WIRE ROAD (MISSION BLVD. TO CROSSOVER RD.) Project Summary Includes signalization at Mission and Old Wire, installation of bike lanes, trail and sidewalks and widening at intersections. a. Old Wire Rd/Mission Intersection AHTD received bids for the project on January 13, Construction, to include signalization and intersection reconfiguration, began in March Water and sewer relocations are complete. Crossland Heavy has begun work on the roadway contract for AHTD. Construction was expected to be completed by the end of There have been some utility delays that may push the completion time into b. Old Wire Rd (Mission to Ash) The City Engineering Design Team has completed the design for the segment between the Mission Blvd. intersection and Ash Street. Right of way and easement acquisition was completed in April This project bids will be opened on June 10, This item will be forwarded to the City Council for approval on July 5, 2016.
11 c. Old Wire Rd (Ash to Stanton) Design 2016, Construction early Surveying of this project has begun and is expected to be complete in June Property research and title search has begun. d. Old Wire Rd (Stanton to Hwy 265 Sidewalk connections) Design 2016, Construction, late The Engineering Division has started the design. Design is currently at 75%. 5) ZION ROAD PHASE II (VANTAGE DR. TO CROSSOVER RD.) Includes addition of curb and gutter, bike lanes, and sidewalks. Also includes widening to three lanes at major intersections. b. Recent Actions: In May 2014, City Council approved a design contract with McClelland Consulting Engineers for an amount not-to-exceed $371,396. Public meeting to review preliminary plans was held December 2 nd at Valley Lake Apartments on Zion Road. 100% design plans were received from McClelland in July Appraisals are complete and right of way and easement acquisition has begun. We have currently acquired 10 of 18 properties necessary for construction. c. Upcoming Activities: Property acquisitions will continue. A bid date will be set after Rupple Road and Old Wire Road projects have been bid and the funding has been evaluated. 6) REGIONAL PARK ACCESS ROAD Access to the regional park, along Judge Cummings Road from Cato Springs Road into the park. Construction of the park and roadway are underway. 7) COLLEGE AVENUE ENHANCEMENTS (MAPLE ST. TO NORTH ST.) Continuation of sidewalk and landscaping enhancements along College Avenue to match recently completed improvements south of Maple St. Design Completed in 2015; Construction b. Recent Actions: Preliminary survey work and development of base drawings has been completed. Detailed survey was completed in June Public meeting was held on August 11, Plans for the east side are complete and construction has begun starting at North Street. Easement acquisitions are complete for the east side. Sidewalk has been installed from North Street to Prospect Street c. Upcoming Activities: Transportation crews are working on the sidewalk between Prospect Street & Rebecca Street. Construction of the west side sidewalk is scheduled for ) INTERSECTIONS AND PEDESTRIAN CROSSING IMPROVEMENTS Projects (to be determined) to improve pedestrian service and safety at intersections.
12 9) CROSSOVER ROAD (JOYCE TO CITY LIMITS) TREE PLANTING Tree planting in the median began on April 11 th. The trees are in and a final inspection will be scheduled soon. 10) SAIN STREET EXTENSION (JOYCE TO FLYOVER) This project was recently selected for federal STP-A funding. The funding is for planning, design, and environmental review of a connection between Vantage Drive and Sain Street, including a connection to the flyover bridge at 71B and the Fulbright Expressway. Burns & McDonnell is the design consultant. b. Recent Actions: The revised agreement was approved by AHTD on February 16 th. City Council approved the design contract with Burns & McDonnell on March 15 th. Design "Kick-off" meeting with Burns & McDonnell and AHTD was held on April 27 th. c. Upcoming Activities: Burns & McDonnell will prepare the project Design Criteria for approval by AHTD and the City. 11) HWY 112 (MAPLE ST) (RAZORBACK RD. TO GARLAND AVE.) Project Estimate of $3.0 million. Federal-aid (STP-A) will fund $2.4 million of this amount; the City and UA will share the remainder of the cost. The City has relocated our water and sewer facilities. AHTD received bids in October. The bids were too high and were rejected. AHTD received bids for a second time on December 1, 2015 and rejected all bids for being too high. Design revisions are in progress, along with talks with the AHTD for additional funding.
