5 Welcome to Ipswich The City of Ipswich is a local government area which governs the outer western portion of the Brisbane Metropolitan Area, Queensland. To the east is the capital city Brisbane, and to the west are the rural and agricultural areas of the Brisbane, Lockyer and Fassifern Valleys. Ipswich comprises an area of 1090 square kms. It is centrally located in the booming south east Queensland region and is situated on the Bremer River. The city is ideally positioned on the national road network - 40 minutes drive from Brisbane, an hour s drive from the Gold Coast and 60 minutes drive from domestic and international air and sea ports. It s linked to the capital via both road and rail, with the train journey into Brisbane taking about an hour. Ipswich's population is estimated to grow from the current number of 200,000 people to around 435,000 by Ipswich enjoys a subtropical climate and is a safe, friendly and multicultural city. 16 Icon Ipswich Powered by the energy that, 'old cities make the best new cities', the "Ipswich City Council Regional Centre Strategy" has been created in partnership between the Ipswich City Council and the Queensland Government and is committed to creating a world class city centre. A city centre ready for a digital future will cater for an ultimate population of and will transform to a centre based on entertainment, recreation, residential and business. ICON Ipswich Tower I is located on the corner of Brisbane and Bell Streets and is in close proximity to bus and rail transport. With stage one, Icon Tower already complete, Ipswich City Council is working toward a long term vision of rejuvenating the Ipswich CBD within a year project time frame. What does this mean for Ipswich? Icon Tower is part of a $1billion project, dubbed ICON Ipswich. It will span four city blocks and deliver about 170,000 sqm of master-planned commercial, retail, residential and public space over 15 years. Over the next few years, the influx of around 1,200 government agency staff will boost the economy, ignite interest from key private companies and drive the dramatic transformation of Ipswich and the surrounding region. 17 Darra to Springfield Transport Corridor The Darra to Springfield Transport Corridor is the first of its kind major infrastructure project undertaken by the state government of Queensland, Australia. The project included construction of an integrated railway and road network connecting Darra, a suburb of Brisbane, with Springfield, the 28.5km² residential developments in Ipswich. It also involved improvement to the existing railway, road and transportation links. The gray line in the map represents the railway corridor between Darra and Springfield. The project cost approximately A$1.27bn. It was initially scheduled for completion between 2008 and 2015, but fast-tracked to 2013 as the federal government released the funding considering the importance of the project. Population in the Greater Springfield region is expected to rise from 18,100 to 80,000 by The transport corridor will serve about 300,000 people in the western corridor region by The new Darra to Springfield railway line is a branch of the Ipswich railway line, connecting Darra station to Springfield. It has been undertaken by the South East Queensland Infrastructure Projects (SEQIPRAIL). SEQIPRAIL is an A$134bn railway programme undertaken by the Queensland government. Being executed between 2010 and 2031, the 20-year programme will provide 32 rail projects, 431km of new railway tracks and 142 new trains to south-east Queensland. The opening of the passenger rail corridor from Darra to Springfield has increased public transport usage in the western corridor and reduced the number of vehicles on the Centenary Highway. There are future plans to extend the rail line through to Redbank Plains which will further improve accessibility to public transport for significant urban growth areas and support increased density around a planned new centre at School Road Redbank Plains. Greater Springfield, an alternative to the Brisbane CBD, is one of Australia s fastest emerging new cities with a current population of approximately 34,000 people, which is expected to grow to 86,000 residents by Approximate travel times by car are: 30 minutes from south-west of the Brisbane CBD, 35 minutes from Brisbane s domestic and international airports and 50 minutes from the Gold Coast. Springfield Central is planned to provide employment for 52,000 workers within a CBD containing more than 2.6 million square metres of commercial, retail, educational, health and technology facilities. Significant infrastructure, public amenities and commercial developments already in place in Greater Springfield include: strong public transport access, including the $1.2 billion Springfield Rail Line and transit hub; vast public open space, with major parklands incorporated in the Greater Springfield master plan; state-of-the-art health facilities, including the $85 million, 80 bed Mater Private Hospital and Cancer Care Centre, which is part of the Council approved 1,200 bed public & private hospital campus; 18

19 extensive education facilities, including the University of Southern Queensland campus, 10 private and public schools, and 11 childcare centres in total, catering for over 14,000 students or approximately 44% of the city s population; major retail destinations, including the Orion Springfield Central shopping centre; and new commercial office buildings, including the $72 million Queensland headquarters of GE. Mater Private Hospital and Orion Springfield Central Shopping Centre Further Springfield development is already underway across the residential, commercial and health care sectors. $12 Billion has already been invested across the whole of Greater Springfield s infrastructure and development with an expected $85 Billion upon completion. A further 10,000 units are planned for development to provide the city centre with a residential base. 20 Greater Springfield s Town Centre Plan & Development The Greater Springfield Town Centre Concept Plan accommodates 22,855 residential dwellings in the CBD. Springfield Central is surrounded by additional residential development in Brookwater, Springfield Lakes, Spring Mountain, Augustine Heights and Springfield. Pictured below is the stunning new Orion Lagoon located in Robelle Domain. Robelle Domain is spread over 24 ha and comprises over 11km of boardwalks, sporting fields, walking tracks and playgrounds. Just half an hour from Brisbane s Central Business District, the parklands offer visitors a rainforest walk, waterfalls, water play areas, bike tracks, the country s first Icon on Galaxy interactive play equipment in an allabilities playground, and more. 21 Ripley Valley Priority Development Area The Ripley Valley Priority Development Area was declared on 8 October 2010 and covers a total area of 4680 hectares. It is located approximately 5 kilometres south-west of the Ipswich CBD and south of the Cunningham Highway. The Ripley Valley PDA is an opportunity to provide approximately 50,000 dwellings to house a population of approximately 120,000 people. The Ripley Valley PDA is located in one of the largest industry growth areas in Australia and offers opportunities for further residential growth to meet the region's affordable housing needs. 21

22 Ecco Ripley Ecco Ripley is a new, master-planned community in the City of Ipswich. It will be Queensland's biggest housing development and Australia's largest-ever master planned community. The site lies in the northern foothills of the Teviot Range in the Bundamba Creek water catchment about 5km south of the centre of Ipswich. It includes development of the existing suburbs of Deebing Heights and rural Ripley. The Green Building Council of Australia rated the Ecco Ripley development with a Green Star, a first in Queensland. In 2010, it was announced that Ripley Valley, Yarrabilba and Greater Flagstone near Jimboomba would be developed as greenfield investments in response to the region's population growth which was expected to reach 4.4 million by The site had been earmarked for development within the South East Queensland Regional Plan which was released on 28 July The Ipswich City Councilworked for a number of years to generate a Ripley Valley Structure Plan. The satellite city is planned to accommodate 120,000 people in 50,000 homes in the rapidly developing western growth corridor of South East Queensland. Ecco Ripley is the third master planned community in the western corridor, after Forest Lake and Springfield. Major transport connections include the existing Centenary Highway and an expected extension to the Springfield railway line. The urban core of Ecco Ripley, called the Town Centre, will consist of numerous civic and commercial buildings in a central hub of 194 hectares and is being developed by Japanese home building company Sekisui House. Included in their plans is the creation of 4,000 homes for more than 10,000 people over 15 years. 24 St Andrew's Ipswich Private Hospital St Andrew s Ipswich Private Hospital is owned and operated by Ramsay Health Care. It is a community hospital that services the West Morton region. The hospital specialises in a number of clinical services including cardiology, general surgery, orthopaedics, ENT, urology, gynaecology, oral and maxillo-facial, general medicine, sleep studies, obstetrics, paediatric medicine, respiratory medicine and surgery. Full radiology services including CT nuclear medicine and fully funded MRI, pathology, allied health and pharmacy services are also available. The hospital is located in the medical precinct of Ipswich, adjacent to the CBD with specialist rooms within a 5 minute walk of the hospital. St Andrew s Ipswich has 6 fully equipped state-of-the-art theatres, a cardiac catheter laboratory, day of surgery admission area, and a three stage recovery suite. A day infusion centre and rehabilitation unit also complete our services. Expansion Funding for a major expansion of the hospital has been ticked off by the Ramsay Health Care Board clearing the way for work to start on the project in the next few months. After two years of planning St Andrew's Ipswich Private Hospital will now proceed with their expansion which will almost double the number of beds from 97 to 178. The hospital owners have allocated $64 million for the project that will create 300 new jobs and significantly increase health service opportunities in the district. Within months construction will start on two new buildings in the vacant block on Pring Steet next to the hospital. Those buildings will house the 81 new rooms, two new operating theatres and Ipswich's first private emergency centre. The latest expansion, which also includes a 26 bed maternity unit with two new birthing suites, isn't just about increasing space. 25 RAAF Base Amberley Royal Australian Air Force's Base Amberley is the largest RAAF base, employing over 5000 people. It is 40kms south-west of Brisbane on the outskirts of Ipswich. In September 2015 The Australian Government approved an infrastructure project for the RAAF Base Amberley to support the relocation of the Australian Army's 17th Construction Squadron. 26 Redbank Motorway Estate Redbank Motorway Estate is Brisbane's leading industrial estate and home to logistics providers TNT, DB Schenker and Northline. The estate enjoys direct toll free access to the Ipswich Motorway providing excellent connectivity to Brisbane's motorway network and beyond. DB Schenker, one of the world s leading integrated logistics providers, officially opened its largest Australian supply chain and warehouse facility in August 2014 at the Redbank Motorway Estate. 28 Queensland s Newest City Claims Top School The Springfield Anglican College has delivered the best OP results in Queensland. The college leapt an astonishing 134 places from where it was last year to claim the much coveted position. Brisbane Grammar School came second. Third place was taken by Brisbane State High with St Joseph s College Gregory Terrace well behind at number four. In congratulating The Springfield Anglican College, Greater Springfield s founder Maha Sinnathamby praised its Principal Darren Pitt who took over the college only last year. Greater Springfield s masterplan has education as a major pillar. he said. We have more than a dozen schools, a university, TAFE and more. Access to great education is fundamental to our community and that s a lesson we are teaching statewide. But Ipswich Mayor Andrew Antoniolli says it s just as important for the people who live here to see the 100-plus things to do and places to go across the region. The best way to do that is to read the latest Discover Ipswich magazine which will be delivered to households by mid-march 2018, as well as to visitor information centres across Queensland and northern NSW. 29 Mayor Antoniolli said council had partnered with the world s largest travel site, TripAdvisor, to rate some of Ipswich s top attractions. This magazine not only lets visitors know about what we ve got to offer, it lets residents know about the new things which are regularly popping up in town, Cr Antoniolli said. If locals are out and about trying an Ungermann Brothers ice cream for example, or one of the exciting new mountain biking tracks at Hidden Vale Adventure Park, we ll all be telling our friends and family. A development application is before Ipswich City Council for a 780 student school on Halletts Rd at Redbank Plains which, if approved, would be ready for its first students by The vacant block of land nestled between homes and bushland is expected to be transformed into a school including an administration block, library and resource centre, physical education area, play space and IT area to accommodate 186 students and later expanded to include two two-story classroom blocks to house 780 students. The 3.2 hectare site last sold for $2.1 million in 2010 to Trustees of the Roman Catholic Archdiocese of Brisbane. Brisbane Catholic Education communications and marketing officer Catherine Shipton said the school would initially be open to prep to year 3 students with view to expand up to year six. "We usually open with prep to year three but there are some times when we with other years levels but that depends on the interest that's shown in the area," she said. 29

30 "We know that Redbank Plains does have a high growth catchment so we'd be interested to see a lot of expressions of interests from other years levels as well as prep to year 3. "We certainly don't create big schools when it's not absolutely necessary to do so. "We have a process that usually comes in to place about 12 months before the opening of a new school. We generally call for expressions of interest." 32 Springfield Lakes contributes significantly to Ipswich as Queensland s fastest growing city Photo credit: social.usq.edu.au Springfield Lakes Hotel Springfield Lakes has been named as one of the growth hotspots in Ipswich, based on a list given by the Ipswich City Council. Also in the list are: Redbank Plains Bellbird Park South Ripley Leichhardt Now enjoying a Renaissance of sorts, the city of Ipswich is on the rise and its suburbs give evidence to the growth of its population. Ipswich is called a two-headed city and is now rising from the ashes following the decline of traditional mining and rail industries. The city is now Queensland s fastest growing city. Just before Christmas last year, the population ballooned over 200,000 and is continuously rising almost as twice as quickly as Greater Brisbane. It is estimated that by 2036, the city will be as big as a Gold Coast today with nearly half a million people. A predicted 130,000 residents will live in Greater Springfield. One of the factors driving the rapid population growth is that there are major building projects as well as affordable housing options that attract residents. Springfield Lakes and the other listed suburbs are becoming even more popular with young families, first home buyers and investors as people look for quality infrastructure and affordable housing. From 30 June to 30 September, Ipswich has shown a population increase of 197,656 from 196,026. This has also shown an increase in the total number of dwellings across the city that shows a rise from 71,276 to 71,970, according to the latest Planning and Development Quarterly Activity Report. Springfield Lakes sees plenty of developments such as the Orion Swimming lagoon, the expansion of the Orion Springfield Central including Coles, Target, Event Cinemas and specialty Retailers. There is also a development for senior living units by the Aveo Group as the retirement facilities in Queensland is booming. Allied health facilities are also opening. 33 Ipswich attracts investors Ipswich has been one of the fastest growing populations in Australia over the last decade. With a youthful demographic and affordable housing, the market is gaining a lot of interest from investors. Ipswich has been one of the fastest growing populations in Australia over the last decade. When a few marketing jazz words are combined with a low entry price and above-average rental yields, it s never been difficult for the so-called property guru to attract property investors to Ipswich. But does the region really stack up? With its vast amounts of developable, cheap land available, Ipswich plays a key role in the state government s strategy to try and direct population growth away from the coast. Ipswich is quite a youthful demographic with an average household age of 32 (below Australia s average of 37). Household incomes are comparable to the Australian average however, housing is much more affordable. Highlighting the blue-collar demographic, as at the 2011 Census, 14.4% of all Ipswich jobs were in manufacturing and 6.8% in transport and warehousing significantly higher than the national industry averages of 9% and 4.8%, respectively. There is also a significant defence force component. Successive state governments and the Ipswich City Council have had to work hard to create sufficient jobs for its growing population. The award-winning Springfield master-planned community has been developed over the last decade as a satellite city (Brisbane s version of Parramatta). Already with a new hospital, business park, and railway line, Springfield currently has several good projects in the pipeline. These include a $50m expansion of the University of Southern Queensland, $70m headquarters for GE, $80m Mater hospital, $100m Brookwater resort, and plans to further extend the Orion shopping centre. With so much land flagged for development, expect to see significant new supply, mostly concentrated around Springfield, Ripley, and Redbank Plains. 34 Sekisui Launches New Stage Of Ecco Ripley Developer Sekisui House has started work on the next phase of its $500 million masterplanned community Ecco Ripley in the Ripley Valley, near Ipswich, Queensland. The civil works on Stage 5 of the 4000-home development will involve the construction of 93 housing lots and a series of road upgrades around Ripley Road over the next five months. Sekisui House development manager Frank Galvin said the housing lots would include seven multi-unit parcels, in line with the company s commitment to providing a variety of affordable and quality housing choices at Ecco Ripley. Mr Galvin said the road improvements would see the upgrade of Fischer and Nevis roads, the interim upgrade of the intersection of Ripley, Fischer and Wensley roads, and the connection of Parkview Parade to Fischer Rd. The roads component of the Stage 5 works is going to improve connectivity, traffic flow and overall traffic conditions in the area, he said. Mr Galvin said the $8.5 million in Stage 5 project work was being carried out with SEE Civil undertaking the civil works and was scheduled for completion by September. More than 130 residents now call Ecco Ripley home and dozens of homes are under construction in the community s earlier stages. 35 Ipswich stretch of Centenary Highway is centre of billions of dollars of new housing estates Ipswich Forest Lake Yamanto Centenary Hwy BILLIONS of dollars in new housing projects are centred on this quiet stretch of highway surrounded by bushland. The 25km section of the Centenary Highway from Forest Lake to Yamanto has seven major projects in the early stages of development, with more than 18,500 new houses in the pipeline. Springfield is the central hub, providing the amenity and facilities for the new communities. Lendlease is reaching the end of its Springfield Lakes project, releasing final stage The Peninsula, while also launching the 415ha Springfield Rise in the suburb of Spring Mountain nearby. About halfway along the stretch of Centenary Highway, an extension to School Road is due to start this year subject to final approval and will connect new estates in Redbank Plains. Devine has sold 70 per cent of the first two releases at Eden s Crossing. Nearby, Marquee Projects announced the release of the second stage of Sanctuary after stage one sold out in two months. Marquee Projects CEO Mark Spedding said the sales success was largely due to the proposed new infrastructure surrounding the development, including a proposed rail extension and Redbank Plains South station and new primary school to open in Further west, the highway offers a view of the Ripley Valley, which is expected to accommodate 25 per cent of southeast Queensland s population increase over the next 20 years. Providence at South Ripley has scored close to 500 sales, with more than 85 families already moved into the community and a Splash n Play water park due to open late February. On the other side of the highway Ecco Ripley is taking shape, with stage four recently released. A new stage of terrace housing is scheduled for release in March, and developer Sekisui House has also released a duplex range. Works have also started on Ripley Town Centre, with the first 130 residents already moved in and 73 homes under construction. 35

36 Just before the highway merges into Ipswich it passes through Deebing Heights, which is on the cusp of major new housing estates. Stockland has sold almost 50 per cent of its 750-lot Sovereign Pocket estate, and is preparing to launch a new 2,200 lot estate dubbed Paradise Waters on the opposite side of the highway. Earthworks have also started on the first stage of Highgrove estate, which has lots ranging from 605sqm to 815sq m. 37 Ipswich looks set for a year of growth IPSWICH house prices are on the up and sales are set to increase by 20% in the next year according to a real estate market outlook from leading commentator Michael Matusik. Mr Matusik presented the special report, sponsored by the Queensland Times, to Ipswich real estate agents yesterday. The report, developed by Matusik Property Insights, said Ipswich was developing to become Brisbane s Parramatta. Houses on small land lots and traditional family homes are forecast to be the most in-demand property type over the next decade. Over the next 12 months we expect both weekly rents and average dwelling prices to rise, the market outlook said. We are forecasting a 5% lift in weekly rents and anticipate median dwelling values to rise between 5% and 10%. Our investigations have also found that there is a need, based on current trends, to build between 2500 and 3000 new dwellings in the Ipswich area each year. The area is projected to grow by 14,000 new residents per annum. Mr Matusik s report said the Ipswich rental market could become undersupplied over the next few months and also predicted there would be a $15 rise in average weekly rent prices over the next year. 38 Ipswich continues to be property hot spot THE REIQ Rental Report has revealed an easing of the vacancy rate in Ipswich from 1.3% to 2.5% over the last quarter. REIQ chief Antonia Mercorella said the December quarter was historically high and then traditionally dropped again in January. She said Ipswich continued to be a great market for investors and first home buyers. USQ Vice-Chancellor and President Professor Jan Thomas said the new building was supported by $41.9 million from the Australian Government and was a key component of the university's strategy for increasing student participation in the Western Corridor, one of the nation's fastest growing areas. "The construction of this new building not only dramatically changes the landscape of USQ Springfield but forms part of our commitment to consolidate its academic offering and provide students with topquality programs in a state-of-the-art environment," she said. Property Queensland Pty Ltd managing director Graeme Shiels provided Property Observer with the following points as to why he considers Ipswich equitable to Parramatta. Their CBDs are both "cities within their city" They are both in the western suburbs Decades ago, those who lived in Sydney's western suburbs were known as "westies" and lived in low-priced properties Parramatta CBD then emerged to what it is now and some dwelling are well over the $1m mark Ipswich CBD has commenced this emergence with new buildings going up and is the hub of this region which is about half the km2 of the ACT The Qld govt is transferring thousands of public servants from Brisbane to the Ipswich CBD North Ipswich now has the equivalent of a Westfield regional shopping centre Amberley has the RAAF's biggest air base in Australia A 188 hectare aerospace business park commences construction this year next to the RAAF base, to become the biggest maintenance facility in Australia He also believes that the distance from Parramatta to Sydney, and that from Ipswich to Brisbane, is crucial he provided the image above expressing this. Shiels' research, which he notes has been his ongoing project for 10 years, also cites well-known property commentator Michael Matusik, as does the Ipswich council. In 2003, Matusik's 'The Matusik Snapshot' said: "Ipswich has the capacity to be the Parramatta of SEQld... has large tracts of relatively cheap land and now, with a pro-active local council and state government incentives, Ipswich looks set to deliver." 39

40 Ipswich's potential has clearly been on the radar of many for some time - despite 2003's Parramatta being vastly removed from that we see today. However, Ipswich was recently seeing many people making a loss. RP Data s Pain and Gain report saw no Brisbane municipalities escape losses, and in fact Ipswich saw the most loss making sales with 19.2% of those sold in the March quarter doing so at a loss. The median loss was recorded at $21,000. Painful numbers indeed. And yet, from previous research, it does seem the area is picking up. Observer Terry Ryder has also put his thoughts to the area, some two years ago, suggesting growth would be strong. The Ipswich corridor is well-known around Australia as a growth region. It became popular with investors in the mid-noughties for its cheap prices and above-average yields, and prices rose strongly in the five years to 2010, he explained in Big infrastructure developments like the $2.8 billion upgrade of the Ipswich Motorway (officially opened in May) and the $1.5 billion rail link to the Springfield master-planned community are adding to the area s appeal, as is the ongoing emergence of major jobs nodes, such as the commercial components of Springfield, big industrial estates like Citiswich and the expanding RAAF Base at Amberley, just outside Ipswich, he said. Taking the debate to Twitter, it saw some warning of floods in the region. Certainly something to avoid, and easily done using these Council flood maps. It's also notable that there's a distinct lack of higher density dwellings than seen in Parramatta - something that has recently come to define Sydney's second CBD. So does it offer potentially good investment prospects? If you buy well, it does seem to offer lower priced, higher yielding prospects. But is it able to be equated to Parramatta just yet?
