1 Report on Training on Aids to Marine Navigation at MNTI, Kolkata from to Introduction: A memorandum of agreement has been signed between the International Association of Marine Aids to navigation and Lighthouse Authorities (IALA) and Directorate General of Lighthouses & Lightships (DGLL) for facilitation and delivery of a professional training course on the Management of Marine Aids to Navigation based on IALA model course E-141/1. To achieve the objective of the training in India to an International standard the existing training centre has been upgraded by re furbishing the existing assets in the Deep Bhawan complex as well as outdoor additional facilities in the Deep Bhawan compound at an estimated cost of Rs.7.62 Crores (Approx.) sanctioned by the Govt of India. So far, the accommodations to accommodate 18 participants and a new lecture hall to accommodate 40 trainees with the ultramodern facilities, VTS simulator room and faculty rest rooms have been created. The outdoor facilities like jogging track, indoor badminton stadium, swimming pool volleyball court etc. are under development. As a confidence building measure, DGLL approached IALA to organize a short term course on training on Aids to marine Navigation with international participants, AToN Managers from Indian Marine fraternity and Departmental engineers in the month of May,2017. IALA approved the short term programme and conveyed their participation to organize the training by providing faculties from IALA worldwide academy. As per the MoA, a proposal has been mooted out for approval of the Ministry of Shipping to invite foreign delegates and AToN Managers of Indian Marine fraternity. The Ministry of Shipping approved the proposal and conveyed the
2 administrative sanction to incur the expenditure vide letter No.F.No.LH /1/2017-SL dated 17/03/2017. Based on the approval received, the NIOR countries have been approached to nominate their candidates for the training. The Indian Marine fraternity of both Government & Private agencies to sponsor their candidates for the training programme. 2. Concept of the training: A short term training programme from 1 st May,2017 to 5 th May,2017 has been planned to organize at the newly created MNTI ( Marine Navigational Training Institute) to offer training based on IALA model L 1.4. The course fee for the NIOR countries has been exempted from payment. The course fee for the Indian Marine Fraternity has been fixed as Rs.5000/-. The complete training programme for the 05 days covering the course content and faculty. 3. Faculties for the training programme : The short term course has been planned with the following faculties from various agencies. Course participants : (i) NIOR Countries have been approached to nominate the participants from their countries to attend the training organized in association with the IALA WWA. The following four countries nominated their participants : (a) Sudan (b) Sri Lanka (c) Bangladesh and (d) Myanmar Out of the four nominations, only three have been accepted, as detailed below. The participant from Myanmar could not attend the training programme due to non availability of approval for his travel expenditure from Competent Authority. Sponsoring Agencies : The training programme was to be graced by the Secretary General of IALA, the Dean and the Vice Dean of IALA worldwide academy as well as the members / participants from the marine fraternity of various organizations establishing and maintaining the AToNs in the Indian coast as well as members from NIOR countries. Therefore it was decided to invite the industrial members of India to show case their products and services to the participants as well as to have access to the IALA members for their product suitability and international recognition. A total of nine agencies were invited, out of which two agencies turned up to display their products at the venue of the inauguration. 6. Training Programme: (i) Day-01 ( 01/05/2017) : The venue for training programme for the first day has been kept at Hotel Hindustan International, Kolkata due to space constrain at Deep Bhavan. The registration of the participants has been done at the venue after obtaining their credentials and registration fees ( as applicable) by supplying course materials carry bag, stationary for class work and digital storage device to record daily lectures. Apart from the faculties, the participants, the function was graced by the Secretary General of IALA and Director General of Lighthouses & Lightships, Noida. The following officers from the Headquarters office and from various Directorates were also present at the inauguration programme.

Sibbal, VTS Manager Gandhidham The opening ceremony for the programme commenced with welcoming of the chief guest and dignitaries on the dais by Shri A K Singh, Director, the course coordinator. Mr. Francis Zachariae, Secretary-General, IALA was the chief guest and S/ Shri J S Chauhan, Director General, D K Sinha, Dy. Director General, Omar Frits ERIKSSON, Dean, IALA-WWA and C B Srivastava, Dy. Director General were seated. They were welcomed with Shawl and Flower bouquet. The programme commenced with lighting of Lamp followed by recitation of Swaraswati Vandana. Shri A K Singh, Director, Course coordinator delivered the welcome address. Mr. Omar Frits Eriksson, Dean, IALA-WWA delivered a speech about the course and curriculum of the training. Mr. Francis Zachariae, Secretary- General, IALA given speech as a chief guest and Shri J S Chauhan, Director General also given the speech about the MNTI and joint initiative of IALA WWA DGLL on the MoA to organize various trainings.
8 After the inauguration ceremony high tea was provided to the gathering. (ii) Day-02 (02/05/2017) : The second day programme commenced with the introduction of the participants and other dignitaries present over there. The participants shown enthusiasm to question the panel of experts on the course contents. The panel of experts replied. Thereafter, the participation certificates and mementos were distributed to the participants. The training programme was concluded after delivering vote of thanks to all concerned. The approved format of the certificate is enclosed. 7. Inspection of the MNTI by the Secretary General and team of IALA WWA In the course of time, on day 02 i.e. 02/05/2017 the team comprising of the Secretary General IALA, the Dean and Vice Dean of IALA-WWA accompanied by the DGLL, Dy. Director Generals and Director, Dte. Of Lighthouses & Lightships, Kolkata carried out physical inspection of various facilities created in MNTI, Deep Bhawan to organize various Training programmes at par with International Standard. The inspection team was fully satisfied with the facilities already created and remaining developments for creation of additional facilities at MNTI.
11 8. Inauguration of VTS simulator: As a part of development of MNTI to International standards for imparting training, VTS simulator was established. The VTS simulator was inaugurated by Shri J S Chauhan,DGLL in the august presence of Mr. Francis Zachariae, Secretary-General, IALA, Mr. Omar Frits ERIKSSON, Dean, and Mr. Stephan Bennet, Vice Dean and officers of directorate on 02/05/2017. The IALA team appreciated the facilities established at MNTI. 9. Caliber of Indian Level 1 alumni : After completion of the entire programme the IALA Faculty was asked to give their assessment on the five Indian alumni who delivered the lectures during the training programme. Accordingly, Mr. Stephan Bennet, Vice Dean assessed their performance and issued a performance report. The same may kindly be kept in view while posting the staff to MNTI or to this Directorate. 10. Feed Back: The IALA approved feedback form was circulated among the participants to offer their comments about the course. The candidates returned the feedback forms duly filled in. The forms are kept in this office.
