REVIEW/TIE-IN The previous lesson focused on planning and implementation regional groups from around the world in which the FAA participates, as well as their responsibilities. This lesson will discuss methods for accessing relevant electronic resources and publications. B. MOTIVATION To be able to correctly and consistently issue Operations Specifications (OpSpecs), Management Specifications (MSpecs), and Letters of Authorization (LOAs) to operators and individuals desiring to operate in Special Areas of Operation (SAOs) by thoroughly understanding how to access oceanic and international operations resources through consultation with your Regional NextGen SAO Specialist. OBJECTIVES In accordance with published references listed in this lesson, and in keeping with your job functions, you will be able to: Identify the available Oceanic and International Operations electronic resources for Special Areas of Operation (SAOs). 12 SL-4-OIR II. OCEANIC AND INTERNATIONAL OPERATIONS ELECTRONIC RESOURCES A. OCEANIC OPERATIONS CHALLENGES The challenge with conducting oceanic and international operations is that there is no single source of information. Caution should be used when accessing websites for currency. ASIs should consult with a Regional NextGen SAO Specialist to ensure the most up-to-date guidance is obtained. The Regional NextGen SAO Specialist may also need to coordinate a SAO request with headquarters. If it is an ETOPS request, you must contact AFS-220 at headquarters. 13 SL-5-OIR B. RESOURCES FROM THE FAA Do not go into detail on FSIMS and ecfrs. Participants should be very familiar with these resources. They are listed on the slide as a reminder. 1. FSIMS 2. ecfrs 3. Volcanic Ash Advisory Centers (VAAC) ICAO and other Aviation organizations recognized the need to keep aviators informed of volcanic hazards. To that end, nine Volcanic Ash Advisory Centers were created. These centers are tasked with monitoring Volcanic Ash within their assigned airspace. 14 SL-6-OIR C. INTERNATIONAL RESOURCES 1. ICAO EUR/NAT Website The ICAO EUR/NAT website contains extensive information on oceanic and international operations. a. Overview It contains all relevant documents for oceanic and international operations. Click on European and North Atlantic (EUR/NAT) Office of the ICAO link to open the website - Select EUR/NAT Documents from the left navigation. Select NAT Documents. Point out the GOLD and NAT Doc 007, North Atlantic Operations and Airspace Manual. b. Volcanic Ash Contingency Plan There are two ways to access the Volcanic Ash Contingency Plan on the EUR/NAT website. It can be accessed from either the EUR or NAT Documents pages of the website. Eurocontrol Skybrary Eurocontrol is an intergovernmental organization in Brussels, Belgium, to which European States defer for planning and implementation of major aviation programs. Example(s) include domestic RVSM, BRNAV/PRNAV. Click on the Eurocontrol Skybrary link to open the Skybrary website - Point out the weather and volcanic ash components of the website. 3. Remind participants to ensure currency of any of the documents they are using as reference. Check with an SAO Specialist to ensure you are accessing the most current version of the documents. 17 SL-8-OIR Review highlighted areas and Table of Contents. B. AERONAUTICAL INFORMATION PUBLICATION (AIP) Open the AIP link to the US AIP. Review highlighted areas of the Table of Contents. Some of the State AIPs are hard to find or are only available for purchase. Operators often use a vendor to provide documents as vendors filter the information needed from a State s AIP. Click on the two websites to show two examples of resources available for AIPs. C. AERONAUTICAL INFORMATION MANUAL (AIM) Open the AIM link. Review highlighted areas of the Table of Contents. NAT DOC 007 NORTH ATLANTIC OPERATIONS AND AIRSPACE MANUAL NAT Doc 007North Atlantic Operations and Airspace Manual is considered the primary source document for pilots, dispatchers and industry conducting operations in the NAT HLA.. It is usually updated annually. Open the ICAO Nat Doc 007 North Atlantic Operations and Airspace Manual link. Review Table of Contents. E. ALASKA AND PACIFIC SUPPLEMENTS The Alaska and Pacific Supplements contain important information for operators conducting operations in the Pacific Rim to include NOPAC routes and CEP routes. Hold up hard copy of supplements. They can also be found online. 1. ATC ORDER , OFFSHORE/OCEANIC PROCEDURES This order prescribes air traffic control procedures and phraseology for use by persons providing air traffic control services. Chapter 8 addresses Offshore/Oceanic Procedures Open then TOC Chapter 8 link and review Table of Contents for Chapter 8. Point out the major headers such as separation standards and geographically specific information. G. EN ROUTE CHART INFORMATION PANELS Show the prop of the Jeppesen North Atlantic Orientation Chart and show students panels on the chart that have extensive information on NAT operations. NAT Data Link Guidance, FAA Operations Manual (FOM), and South Pacific Operations Manual (SPOM) documents are obsolete. Open the Global Operational Data Link Document (GOLD) link and review the Table of Contents.
