2 ICAO Small Working Group Q Group composed of officers from Maldives, Sri Lanka, New Zealand, Indonesia and FAA Q The Working Group completed draft sample regulations in March 2015 Q APANPIRG/26 adopted the sample regulations for use as a reference document in the Asia- Pacific Region in September

3 ICAO Small Working Group Q ICAO issued a State Letter in September 2015 containing the Sample Q Our host, Maldives, has had floatplane operations for 20 years, with 80 platforms for seaplanes and Regulations (ASC 14-2) 3

4 Q A companion document to ICAO Annex 14, Volume I Q Addresses factors where water aerodromes differ from land aerodromes Q An aerodrome certification process similar to land aerodromes Q Certification guidance for VFR, day, and night operations 4

5 Q Grants right of access and inspection to CAA Q Defines fixed platform, floating platform movement area, maneuvering area and water runway Q CAA develops a Manual of Standards (MOS) - 5

6 Q Outlines application process for a Water Aerodrome Certificate Q Requires submission of a Water Aerodrome Manual to CAA Q Requires an initial onsite inspection and a precertification final onsite inspection 6

9 Q General Operating Conditions (continued): ü Clearing any vessel or object within water aerodrome area ü If certified for night a lighting system ü No entry of unauthorized persons within water aerodrome ü Aerodrome information published in AIP 9

10 Q Operation, Maintenance & Notification: ü Operator implements a maintenance program ü Operator notifies AIS for issuance of NOTAM for any operational condition or defect ü Established procedures for restricting aircraft operations when unsafe condition exists 10

11 Q Aerodrome Markings for: ü Movement area ü Any unserviceable area ü Any obstacle ü Any works areas on or near movement area 11

12 Q Wind direction indicators and lighting: ü Operator must install and maintain at least one wind direction indicator ü If certified for takeoff or landing at night, operator must install and maintain a lighting system for the movement area 12

13 Q In the event of an emergency: ü Aerodrome Emergency Plan with procedures for coordinating responses ü Aerodrome Emergency Committee to ensure response by all affected agencies ü Rescue and firefighting equipment, personnel and services 13

14 Q Mitigation of other potential hazards: ü Established Obstacles Limitation Surfaces (OLS) ü A Wildlife Hazard Management Plan ü Active discouragement of wildlife in the movement area and the arrival & departure flight paths 14
