1 PROPOSAL FOR THE AMENDMENT OF THE CIVIL AVIATION TECHNICAL STANDARDS A. PROPOSER S INTEREST The proposer has been established in terms of the Civil Aviation Act, 2009 (Act No. 13 of 2009), to control and regulate civil aviation in South Africa and to oversee the functioning and development of the civil aviation industry, and, in particular, to control, regulate and promote civil aviation safety and security. PROPOSAL FOR THE INCLUSION OF TECHNICAL STANDARDS SA CATS The Civil Aviation Technical Standards is hereby amended by the inclusion of SA CATS to the regulations: SA-CATS : FSTD Credit Table: The following table shall be used to determine the appropriate FSTD credit required for training, testing and checking. Where simulation is available within the Republic of South Africa as required by SA-CAR Part 135, Part 121, Part 127 operations, such simulation shall be used. For the purposes of this table, single pilot aeroplanes / single pilot helicopters refers to those aircraft that were originally certified to be flown with one pilot. When considering aircraft types, the type grouping as per document SA-CATS 61 shall be applied. Where differences training is required between variants only, such variants shall be considered the same type.

Approval of Aeroplane Zero Flight Time Type (ZFTT) Rating Courses 1 GENERAL (a) Approval for ZFTT rating courses will only be given to a Training Organisation of a SA-CAR Part 121, 127 operator or a Training Organisation having a specific approved arrangement with a SA-CAR Part 121, 127 operator. (b) The training organisation shall ensure that the student pre-requisites are met before starting the Type Rating Course. (c) The Type Rating will be restricted to that Operator until flying under supervision has been accomplished. 2 APPROVAL OF ZFTT COURSES (a) The flight simulator to be used shall be qualified in accordance with SA-CAA-FTD and user approved for ZFTT rating courses by the Authority. User approval will only be given if the flight simulator is representative of the aeroplane/helicopter flown by the operator. (b) The flight simulator approved for ZFTT rating courses shall be serviceable according to the quality system criteria of the FSTD operator. Some equipment may be unserviceable provided that it is not required during the simulator lesson. The motion and the visual shall be fully serviceable.

9 (c) (d) (e) (f) Unless specified otherwise, a specific simulator session including a minimum of six additional take-offs and landings included in the type rating course shall be conducted. For an initial approval to conduct ZFTT rating courses, the operator shall have held a South African Air Operator's Certificate for at least one year. This period may be reduced at the discretion of the Authority where the operator and the ATO have experience of type rating training. Approval for ZFTT rating courses shall only be given if the operator has at least 90 days operational experience of the aeroplane/helicopter type. In the case of ZFTT rating courses provided by a training organization having a specific approved arrangement with a SA-CAR Part 121/127 operator, the 90 days operational experience requirements will not apply if the type rating instructor involved in the additional take-offs and landings requirement in paragraph (c) above, has operational experience acceptable to the Authority on the aeroplane/helicopter type. The check required may be combined with the type rating skill test. When this is not, a conversion course shall be conducted and a check completed before the specific simulator session. 3 REQUIRED PILOT EXPERIENCE (a) A pilot undertaking a ZFTT rating course shall have completed, on a multi-pilot turbo-jet transport category aeroplane or on a multi-pilot turbo-prop aeroplane having a MTOM of not less than 10 tons or an approved passenger seating configuration of more than 19 passengers, at least 500 hours flight time or 100 route sectors if a flight simulator qualified to Level D is used during the course or in the case of a helicopter pilot, at least 500 hours flight time if a flight simulator qualified to Level D is used during the course. (b) When a pilot is changing from a turbo-prop to a turbo-jet aeroplane or from a turbo-jet to a turbo-prop aeroplane, additional simulator training approved by the Authority shall be required. Not applicable to helicopter pilots.
