2 General Information Inauguration takes place Friday, January 20, 2017 at 1200 (noon) local. The FBOs anticipate between general aviation aircraft. Designated parking areas have been assigned to each FBO. RWY 1L/19R Closed - Tuesday, January 17, at 1900 local - Sunday, January 22 nd, at 1900 local, for long term parking. The Drop and Go areas for each FBO. The majority of GA aircraft will arrive Wednesday and Thursday, January 18 th & 19 th. Saturday, January 21 st, will be the main departure day. With overflow departures on Sunday, January 22 nd. 2
3 FLM/Traffic Management Preferred Arrival Operation: South January 18 th and 19 th, (Wednesday & Thursday), Dulles should not be in a light mode. When IAD is not in an Departure mode, they should be in a Arrival mode. Preferred Departure Operation: North Departing RWY 30 and RWY 1C, Arriving RWY 1R. January 21 st and 22 nd, (Saturday & Sunday), Dulles should not be in a light mode. When IAD is not in an Arrival mode, they should be in a Departure mode. DC Metro Hotline activated on Saturday, January 21 st and on request all other times. Dynamic coordination if more spacing is required. 3
4 RWY 1L/19R closed. Inauguration 2017 Airfield Operations Non Movement Areas - Taxiways U, U1, U2, U3, U4, U5, U6, U7, W2. Taxiway W3 - Non Movement Areas west of TWY S. Taxiway W4 Open full length. The western portion of Apron W is closed for aircraft parking. The east portion will be used for deicing operations. Message boards will be placed at on the field to assist the pilots: Taxiway U before Taxiway U7 Taxiway W4 before Taxiway S Runway 30 & Taxiway Y11 Runway 1C & Taxiway Y9 4

6 General Aviation Parking Ross Aviation: Drop and Go: On the Ross ramp. RWY 19C RUB: Aircraft staying 24 hours or less. Long term parking: Cargo 6, RWY 1L/19R, the west side of Apron W and TWY W2. Signature/DJC: Drop and Go: On the Signature/DJC ramp. RWY 19L RUB: Aircraft staying 24 hours or less. Long term parking: RWY 1L/19R and the R Gates. 6
7 GA Arrivals- Parking : Wednesday & Thursday Dean Snell and John Kosak will represent the FBOs in the tower. They will coordinate the parking location of the arrivals. A handheld two-way 800Mhz radio will be used to communicate with the FBOs; the same type of radio that MWAA uses during snow removal operations. Aircraft will be taxied to their assigned area. Aircraft parking long term are not permitted to drop their passengers off at the FBO, they must taxi directly to their designated long term parking area. Only Drop & Go (quick turn) aircraft and tenants are permitted to taxi to the FBOs. 7
8 GA Departures: Saturday and Sunday Dean Snell and John Kosak will represent the FBOs in the tower. They are there to assist the tower with any questions about the departing or arriving GA aircraft. A second Clearance Delivery position will open to assist with the expected volume of General Aviation departure traffic, frequency for General Aviation aircraft only. Broadcast it on the ATIS, free text General Aviation pilots contact for your clearance. 8
9 ZDC Departure Routes TMI initiatives planned to keep NY Metro arrivals out of ZDC airspace. ZDC Departure Routing provided to NBAA and FBO s for proper filing. Departure Procedure Cards distributed to all pilots. 9

13 Ross Aviation-Main Ramp Ross will: Instruct all outbound departures to exit Ross via Taxiway Zulu 1, to the extent possible. Expect all inbound traffic to enter Ross via Taxiway Zulu 2, to the extent possible. Contact Ground Control , when you are #1 with location ( TWY Z1 holding short of Taxiway Zulu) and ATIS code. Due to blocked ramp space there may be exceptions to the above rule. Ross and the pilots should be aware that it may take longer to exit the ramp at TWY Z2 due to inbound traffic; don t block the entrance at TWY Z2. United and United Express will have aircraft under-tow to the hangar located on TWY Z2 during this event. 13
14 Ross Aviation: RWY 19C Run up Block The Runway 19C Run Up Block (RUB) will be used for Ross Aviation aircraft staying 24 hours or less. Outbound traffic contact Ground Control , as per the ATIS with your location, RWY 19C Run Up Block holding short of Taxiway Zulu and ATIS code. 14
15 Ross Aviation- Cargo 6 Taxiway Y2 is a one way Taxiway (One In - One Out) Do not block Taxiway Y2. Hold short of Taxiway Y2 and contact Ground Control , when you are #1. 15
16 Dulles Jet Center DJC will instruct all outbound traffic not to block Taxiway J. Hold short of TWY J. Taxiway J is One In - One Out. Contact Ground Control with location (Dulles Jet Center holding short of Taxiway J) and the ATIS code when you are #1. 16
17 Signature Aviation RWY 19L Run Up Block (RUB) and the R Gates Runway 19L Run Up Block (RUB) used by Signature aircraft staying 24 hours or less. Outbound traffic contact Ground Control with your location, RWY 19L Run Up Block holding short of Taxiway J1, ATIS code. Signature also has parking spots R3 R11. 17
18 Signature Aviation Due to limited ramp access, aircraft are not able to exit and enter at one taxiway. Pilots - Do not block access to TWY J1 or J2. Signature is aware that it may take longer to enter and exit the ramp at TWY J1 and J2, due to both taxiways used for both inbound and outbound traffic. Contact Ground Control when you are #1, location (Signature at TWY J1 or J2 holding short of Taxiway J) and ATIS code. 18
19 Arrival Operation January 18 th & 19 th Wednesday & Thursday FLM/CIC/TMC: Preferred Arrival Operation: South January 18 th and 19 th, (Wednesday & Thursday), Dulles should not be in a light mode. 20 Arrival Operations (Wednesday & Thursday) Preferred Operation - South Configuration Non-Movement Area Arriving RWY 19C & 19L Departing RWY 30 Long Term Parking Preferred taxi route: TWY Q to TWY T Contact: Signature Ross Use CAUTION: Aircraft exiting RWY 19C onto TWY W3 or W4 will need to slow to almost a stop to make the 90⁰ turn. Use the highspeed exits if minimum spacing on final. Advise the pilot of the exiting taxiway prior to landing. May use all three taxiways to enter long term parking (W3, W4 & T) at the same time, if spacing on final permits. INAUGURATION
21 Arrival Operation (Wednesday & Thursday) North Configuration Non-Movement Area Arriving RWY 1C & 1R Departing RWY 30 Long Term Parking Preferred taxi route: TWY W3 or W4 Contact: Signature Ross TWY W3 - When crossing at TWY W3, remember the aircraft will hold short at TWY S. Use caution for possible back-ups entering the non-movement area. May use all three taxiways to enter long term parking (W3, W4 & T) at the same time. 21

29 - North Ground Departure Operation All Aircraft will call GC3 Exiting the West Complex Non-Movement Area Dynamic Message Board: TWY W4 Contact GC with your position & ATIS Use caution for aircraft exiting Apron W and taxiing aircraft Dynamic Message Board: Hold Short, Contact GC with your position & SID Departing RWY 1C & 30 Arriving RWY 1R All aircraft on the West Complex should contact GC3 first GC3 will issue all West Complex aircraft an exit taxiway. The exit taxiway will depend on the departure SID. Strips are not needed for the Northbound GA departures, GC2 will have the strip. Use caution for aircraft exiting Apron W and aircraft taxiing via TWY W4. Traffic might need to be held short of TWY U7 to allow Apron W aircraft to exit. GC3: RWY 1C - Northbound departures: Taxi RWY 1C via TWY W4, hold short TWY S contact Ground RWY 30 - Southbound departures: Taxi RWY 30 via TWY T, Q, Y11 Hold short RWY 1C Approach, if required. FLM/CIC - RWY 30 Arrivals- taxi via TWY T & W4 or TWY Q & Y, depending on volume. Do not let the RWY 30 arrivals get delayed behind aircraft exiting the West Complex. Don t hold too many aircraft on RWY 1C/19C, in case the winds change and RWY 1C/19C can be use for departing or arriving aircraft. 40
