Introduction 1.1 Objective This guide has been prepared for Airport specialist whose responsibilities are to prepare an Airport certification file and for those who are responsible for Airport certification and security inspections. The objective of this guide is to make sure that the Airport certification process is uniformly understood by all those involved in the process, i.e. Airport operator staff and the Civil Aviation Authority of Botswana staff as well. 1.2 Definition of Airport Certification The Airport certification is the issuance by the Civil Aviation Authority of Botswana to an Airport operator of a certificate in accordance with Part XIII of the Civil Aviation Act 2011, Part V of the Civil Aviation (Aerodromes) Regulations, 2012, and other publications issued by the authority. The certificate is issued following the Airport operator request, to its acceptance by the Authority, the approval of the Aerodrome Operations Manual, including the Safety Management System and the successful certification inspection visit. 1.3 Requirement for Airport Certification In order to discharge their overall responsibility under the Civil Aviation Convention (Convention of Chicago) the Republic of Botswana has enacted basic legislation that provides for the development and promulgation of civil aviation regulations, including Airport regulations, consistent with their adoption of the Annexes. The inclusion of a requirement for the certification of aerodromes in the Airport regulations of the Republic of Botswana ensures that Airport operators meet their obligations in accordance with the terms and conditions of the Airport certificate. The legislative instrument also vest the Authority with the necessary powers to enforce compliance with the regulations. Safety, regularity and efficiency of aircraft operations at aerodromes being of paramount importance, the requirement for Airport certification should apply equally to government departments operating State-owned aerodromes. Similarly, aerodromes operated by entities such as airport authorities or corporations owned totally or partially by a State and aerodromes owned and operated by cities and municipalities should not be exempt from Airport certification requirements. While the overall responsibility for Airport safety continues to rest with States, it is recognized that ownership of Airport safety is increasingly being devolved by States to Airport operators. The adequacy of that ownership can be demonstrated through a robust safety management system. However, the adoption of a safety management system does not obviate the need to comply with the SARPs contained in Annex 14, Volume I, and the applicable regulations. Airport Certification Law and Regulation Framework 2.1 The International Obligations International Civil Aviation Convention Article 15 of the Convention on International Civil Aviation requires that all aerodromes open to public use under the jurisdiction of a Contracting State should provide uniform conditions for the aircraft of all other Contracting States. These uniform conditions also apply to all aircraft from any contracting States using Airport installations and services, including radio electric and meteorological services, set up for public use and for the safety, regularity and efficiency of air navigation. Furthermore, Articles 28 and 37 oblige each State to provide, in its territory, airports and other air navigation facilities and services in accordance with the Standards and Recommended Practices (SARPs) developed by ICAO. Volume I of Annex 14 to the Convention contains SARPs on the subject of Airport design and operation. Responsibility for ensuring safety, regularity and efficiency of aircraft operations at aerodromes under their respective jurisdictions rests with individual States. It is therefore essential that whenever the operation of airports is delegated to an operator, the State retain its overseeing responsibility and ensure that the operator complies with the relevant ICAO SARPs and/or applicable national regulations. The most effective and transparent means of achieving these objectives are to: Establish a separate safety oversight entity and a well-defined safety oversight mechanism, supported by appropriate legislation, to carry out the functions of certification and safety regulation of aerodromes; Implement an Airport certification procedure whereby a State certifies an Airport through the approval/acceptance of the Aerodrome Operations Manual submitted by the Airport operator Annex 14, Airport Design and Operations Articles1.4.1, 1.4.3, 1.4.4, to below are from Volume I, Annex 14. They establish the requirements vis-à-vis the Airport certification and the establishment of a Safety Management System (SMS), approved by the State. 9 AIRPORT CERTIFICATON GUIDE States shall certify aerodromes used for international operations in accordance with the specifications contained in this Annex as well as other relevant ICAO specifications through an appropriate regulatory framework Recommendation. States should certify aerodromes open to public use in accordance with these specifications as well as other relevant ICAO specifications through an appropriate regulatory framework The regulatory framework shall include the establishment of criteria and procedures for the certification of aerodromes As part of the certification process, States shall ensure that an Aerodrome Operations Manual which will include all pertinent information on the Airport site, facilities, services, equipment, operating procedures, organization and management including a safety management system, is submitted by the applicant for approval / acceptance prior to granting the Airport certificate States shall establish a safety programme in order to achieve an acceptable level of safety in Airport operations The acceptable level(s) of safety to be achieved shall be established by the State(s) concerned States shall require, as part of their safety programme, that a certified Airport operator implements a safety management system acceptable to the State that, as a minimum: a) identifies safety hazards; b) ensures that remedial action necessary to maintain an acceptable level of safety is implemented; c) provides for continuous monitoring and regular assessment of the safety level achieved; and d) aims to make continuous improvement to the overall level of safety A safety management system shall clearly define lines of safety accountability throughout a certified Airport operator, including a direct accountability for safety on the part of senior management. 11 AIRPORT CERTIFICATON GUIDE 3. Airport Certification Process 3.1 Process Summary The Airport certification process is divided in three (3) phases, each of them divided in a number of steps. The phases and steps shown on figure 3.1 are summarized below Phase 1 : Certification Request 1. For the launching of the certification process, the CAAB call a general meeting for the representatives of the Airport to be certified, the applicants who will prepare the certification request. The certification process requirements will be explained during this meeting and some useful information will be communicated to the applicants. 2. The applicants will then complete the Aerodrome Operations Manual according to the approved procedures and template. The applicants can then proceed with the formal application demand by submitting their requests on the appropriate form. The complete file is to be submitted to the Authority in three (3) hard copies and three (3) electronic copies. 3. Upon receipt of the file, the Authority will make administrative checks to make sure that the file for Airport certification is complete and acceptable. 4. If the file is complete and accepted, the Authority will inform, in writing, the applicant and will ask him to be prepared for the inspection certification. 5. Should the file be incomplete, the Authority will inform the applicant that additional information is required or some modifications must be brought to the file. The file shall be resubmitted to the Authority in the same conditions as described at item 2 above Phase 2: Inspection After having made proper arrangements with the applicant, the Authority will organize and will proceed with the safety certification inspection of the applicant s aerodrome. The Authority will produce an inspection report listing, if applicable, the items that do not meet the established requirements as per standards. The report is to be sent to the applicant in three (3) paper copies and electronic format as well. Upon receipt of the report, the applicant must identify corrective actions and take whatever necessary steps required to correct the situation. The detailed corrective action plan must be submitted to the Authority in three (3) copies (paper and electronic versions), no later than thirty (30) working days after the reception of the Authority report. Once the corrective measures have been applied, the applicant shall inform the Authority. The Authority will then decide if another Airport inspection is required. If corrective actions are found to be inappropriate, the Authority will notify the applicant accordingly, in writing. Revision 0 24 December 2012 Civil Aviation Authority of Botswana Page 11 of 137

12 AIRPORT CERTIFICATON GUIDE Phase 3: Issuance When all above-mentioned steps have been satisfactorily completed, the Authority will issue the Airport certificate to the applicant (certificate holder). 14 AIRPORT CERTIFICATON GUIDE 3.2 Certification Process Detailed Description This section describes the various steps of the certification process and the tasks to be accomplished at each level The Certification Process Planning CAAB is responsible to take, on an annual basis, all necessary actions for ensuring Airport certification and the supervision of their operations. To do so, CAAB shall develop an annual based schedule of all actions to be taken to supervise adequately the Airport certification in Botswana. Airport inspections shall also be programmed according to established frequencies. Moreover, this schedule is essential to efficiently plan the trips and the organization of these inspection visits to the aerodromes involved Launching of the Certification Process The appropriate service within CAAB is responsible to receive, register and process the requests for Airport certification. This process shall be known by all those involved (CAAB personnel and Airport operators). CAAB shall launch the certification process. The Airport operators shall be informed, in writing, about the certification process being put in place and of the certification actions to be done. CAAB will decide if a general meeting should be organized. If so, the Airport operators would be informed about the Airport certification requirements. The certification guide and other useful information for the preparation of the certification request would be passed on to the applicants The Request for Certification File Preparation The Airport operator requesting an Airport certificate shall supply CAAB with detailed elements allowing CAAB to review all safety aspects of the applicant s operations. The applicant s request shall supply CAAB with the following information: i) Concerning a first certification: a) Name and address of the aerodrome. b) Information on the administrative organization of the aerodrome. c) The request for certification form to be duly completed (see template form at Appendix E). The request for certification form shall be supplied in three (3) paper copy and electronic format. d) The Aerodrome Operations Manual written according with the specifications of chapter 4 of this guide, titled Aerodrome Operations Manual Contents. 15 AIRPORT CERTIFICATON GUIDE e) All documents referred to in the Aerodrome Operations Manual (procedures, protocols, accords, plans, etc.). These documents shall be supplied in three (3) paper copies and electronic format. ii) For a modification to the Airport Certificate : a) To update the information mentioned above. The file for Airport Certification request is signed by the Accountable Executive (see Appendix E, Section 2) and sent to CAAB Preliminary Technical Checks Upon reception of the applicant s file, CAAB will check if the request for certification form is properly completed and if the Aerodrome Operations Manual has been completed according to the regulatory requirements. The following Chapter 4 does contain information to allow the applicants to complete the Aerodrome Operations Manual according to regulatory requirements. Preliminary technical check lists that CAAB shall perform are in Appendix Fin two (2) parts: I. The request for Airport certification form check list; II. The Aerodrome Operations Manual check list Request for Airport Certification File - Acceptance Should the Airport Certification request form or the Airport Manual be incomplete, corrections will be requested by CAAB. In this case a written request will be sent by CAAB to the applicant for corrective actions. Once the corrective actions are taken, the applicant will forward the revised request for certification file to CAAB. In the end, once the preliminary control checks are successfully completed, the CAAB will inform the applicant that the certification process may continue. After consultation, the CAAB will inform, in writing, the applicant of the dates the Airport safety inspection visit will be done Airport Safety Inspection by the Authority On the date agreed upon, CAAB will proceed with the Airport Certification visit. Within the Airport certification process framework, CAAB will: I. Determine if the Airport services safety level conform to regulations and applicable standards; II. III. IV. Determine if the Airport personnel is competent and can deliver the appropriate services; Approve the Aerodrome Operations Manual if it does exactly describe the Airport physical characteristics and operational procedures; and Provide the Airport operator with the opportunity to improve its overall operations. 16 AIRPORT CERTIFICATON GUIDE The Airport inspection will be conducted as follows: I. Step 1: An opening meeting will be held with the Airport responsible persons to explain the visit program that will be followed during the inspection, to identify the persons who will be involved and to settle logistic issues. II. Step 2: An administrative inspection of the Airport in order to determine if documents, mainly the Aerodrome Operations Manual, and information supplied by the applicant are exact and complete. To do this, CAAB will use the Aerodrome Operations Manual check list that can be found at Appendix B, part 2, thereafter. III. IV. Step 3: Physical check of the Airport installations and services to confirm the adequacy with the information supplied in the Aerodrome Operations Manual. The CAAB inspectors will use the control check list that can be found at Appendix C, thereafter. Step 4: Closing meeting with the Airport responsible persons. The inspection visit will be reviewed, main concerns will be addressed, corrective measures and the continuation of the certification process will be discussed. The main objective of the closing meeting is to make sure that the Airport responsible persons are well informed of the inspection visit results and findings. A summary of the inspection visit will be done and the Airport responsibilities towards the findings will be stated. Besides the items mentioned above, the following elements will be mentioned during the meeting: I. The report will be submitted within twenty (20) working days 1 ; II. III. IV. The report will be analyzed by other CAAB experts; The Airport operator shall, within thirty (30) working days after reception of the report, submit to the CAAB a corrective action plan to include short and long term actions to resolve all finding issues; The Airport may be subject to one or more follow-up inspection visits once the action plan corrective measures have been put in place to confirm the efficiency of these corrective measures The Inspection Report Following each Airport inspection a report will be prepared according to the template shown at Appendix D. The team leader, with the support of other inspectors, prepares the inspection report that shall summarize the findings and conclusions of the inspection visit. The following elements shall be included: I. Part 1 Introduction: Airport inspection s objective and scope. Including information on: 1 If any finding could compromise the air safety, the team leader will discuss the issue with the airport operator so that corrective actions be taken immediately. In such cases, if need be, the team leader will get direction from the CAAB to solve this issue compromising the air safety rapidly. 17 AIRPORT CERTIFICATON GUIDE a) Objective and scope. b) General information on the aerodrome. c) General information on the inspection itself (dates, lengths, the inspection team, the persons who have been met/interviewed). II. Part II Narrative Summary: To summarize the course of events. a) The review of the Aerodrome Operations Manual, and verify the practice and procedures in force at the aerodrome. b) The functions, services and installations actually evaluated during the inspection visit. III. Part III Summary of the Inspection Results: To summarize the results of the inspection. a) Summary of the main inspection results, findings and inspector s recommendations concerning corrective actions. IV. Appendix Airport Inspection Findings: Includes the Airport inspection findings recorded on the Airport Findings Form. a) The Airport Finding Forms, Part I to be completed by the inspectors. The report is sent to the Airport operator (the applicant) for the identification of corrective measures to be recorded on Part II of the Airport Inspection Finding Form that can be found at Appendix E Acceptance of the Corrective Actions by the Authority Once the corrective measures have been applied, the Airport operator shall inform the Authority in writing. The Authority will decide if a follow-up visit on site is required in order to confirm the efficiency of the measure applied. If so, the Authority will arrange for such a visit after consultation with the Airport operator. When all deficiencies are corrected to its satisfaction, the Authority will complete Part III of the Airport Finding Form that can be found at Appendix E. If the corrective actions taken by the Airport operator are not satisfactory, additional measures will be identified and shall be applied before Airport certification is granted. If, after being informed of the additional measures to be applied to remedy the deficiencies, the Airport does not comply with the requirements of the regulations, the Authority shall refuse to grant the Airport certificate. The reasons for such a refusal will be communicated in writing to the applicant Issuance of the Airport Certificate The CAAB shall inform the applicant about its decision to issue or not to issue the Airport certificate. The Authority may, in accordance with the regulations, impose restrictions on the Airport certificate it is issuing. Revision December 2012 Civil Aviation Authority of Botswana Page 17 of 137

If the request for Airport certification is granted, the certificate will be signed and numbered, with restrictions as the case may be, will be delivered to the aerodrome. Guide for the Development of the Aerodrome Operations Manual 4.1 General Overview According to Part VII of the Civil Aviation (Aerodromes) Regulations, any applicant for an Airport certificate shall submit an Aerodrome Operations Manual for the Airport whose certificate is requested. The issuance of an Airport certificate is conditional to the submission and acceptance of the Aerodrome Operations Manual. The Aerodrome Operations Manual constitutes the reference document where the Airport operator describes the installations, the operational procedures, the services and the equipment used for a safe operation of the Airport according to the Civil Aviation Act, 2011,and Civil Aviation (Aerodromes)Regulations, 2012, and applicable international standards as well. The Aerodrome Operations Manual is also a reference document used for Airport safety inspection leading to the issuance of the Airport certificate. The Aerodrome Operations Manual and the attached reference documents shall be applied and conform to the regulations in force. The Aerodrome Operations Manual must be approved by the Autority once the certification inspection visit has been conducted successfully. The holder of the Airport certificate must keep the Aerodrome Operations Manual up-to-date. The Aerodrome Operations Manual is an essential tool for the supervision of Airport safety. It shall be written carefully and according with the structure set out prescribed in the Civil Aiviation (Aerodromes) Regulations, 2012, and other publications issued by the Authority. 4.2 Aerodrome Operations Manual: Writing, Presentation and Administration In order to facilitate the production, utilization and updating of the Aerodrome Operations Manual the writing rules hereinafter defined must be followed Writing Rules I. The Aerodrome Operations Manual must be typed or printed and signed by the Airport responsible manager for which the manual is written. The Aerodrome Operations Manual must be produced in paper and electronic versions and be available to the Authority in these two formats. II. The first pages of the Aerodrome Operations Manual are as follows: First page: Front page. Second page: Airport Operator Statement and Airport Manual Approval as seen in Appendix K, thereafter. Third page: Distribution list. Fourth page: Amendment record. Fifth page: List of pages in effect. Sixth page: Table of contents. III. The page heading of each page of the Aerodrome Operations Manual is as follows: The title of the manual and the Airport name as show below: Revision 0 24 December 2012 Civil Aviation Authority of Botswana Page 19 of 137

The page footing for each page should show the following information : On the left side, the page revision number and the date it came into effect. On the right side, the page number XX of total of XX, as shown below: Revision 0 December, of 88 V. If documents being part of the Aerodrome Operations Manual are published separately, references shall be made to these documents. They shall be available at all times to the interested parties Presentation Rules I. The page format shall be A4 (commercial type standardized 21 cm X 99,7 cm); II. The Aerodrome Operations Manual is presented in a binder, the sheets being perforated in order to facilitate the insertion or the removal of pages when updating the manual; and III. To ease the consultation of the Aerodrome Operations Manual, the eight (8) chapters must be identified with divider. Each divider showing the number and the title of the chapter Administration Rules The modifications to the Aerodrome Operations Manual will be done according to the procedure described at Appendix 1 attached to this section of the guide, by the insertion of new pages and the withdrawal of pages to be replaced. 21 4.3 Content of the Aerodrome Operations Manual PART 1 OF THE AERODROME OPERATIONS MANUAL: GENERAL REMARKS This section deals with general information such as: I. Object and scope of the Aerodrome Operations Manual The text should indicate that the Aerodrome Operations Manual is written and kept up-to-date as a requirement of the Civil Aviation (Aerodromes) Regulations, 2012, and is an essential condition for the issuance of an Airport certificate; II. The Airport certificate and the Aerodrome Operations Manual are legislative and regulatory requirements, as per Civil Aviation Act, 2011, and Civil Aviation (Aerodromes) Regulations, 2012; The manual shall state the section and regulation of Civil Aviation Act and Civil Aviation (Aerodromes) Regulations governing the Airport certification. III. IV. Conditions applicable to the use of the aerodrome; Aeronautical Information System and publishing procedures; To describe exhaustively the aeronautical information process and the publishing procedures in force for the aerodrome V. Aircraft movements recording system; VI. To describe the aircraft movement recording system as applied at the aerodrome; and Airport operator s obligations To summarize the Airport operator s obligations regarding the air safety. (refer to the Aerodrome Operations Manual template attached as Appendix H for the text to be included here). 1.1 Definitions The following definitions shall be included in each Aerodrome Operations Manual : Airport certificate. A certificate issued by the Authority under applicable regulations for the operation of an aerodrome. Aerodrome Operations Manual. Manual which is part of the Airport certification request and part of the Airport certificate. Airport operator. Concerning a certified aerodrome, means the holder of the Airport certificate. Apron. A defined area, on a land aerodrome, intended to accommodate aircraft for purposes of loading or unloading passengers, mail or cargo, fuelling, parking or maintenance. Certified Aerodrome. Installations and equipment, inside or outside Airport boundaries, which have been erected or installed and maintained for the take-off and landing of aircraft and their surface movements. Maneuvering area. That part of an Airport to be used for the take-off, landing and taxiing of aircraft, excluding aprons. Marker. An object displayed above ground level in order to indicate an obstacle or delineate a boundary. Marking. A symbol or group of symbols displayed on the surface of the movement area in order to convey aeronautical information. Movement area. That part of an Airport to be used for the take-off, landing and taxiing of aircraft, consisting of the maneuvering area and the apron(s). Obstacle. All fixed (whether temporary or permanent) and mobile objects, or parts thereof, that : a. Are located on an area intended for the surface movement of aircraft; or b. Extend above a defined surface intended to protect aircraft in flight; or c. Stand outside those defined surfaces and that have been assessed as being a hazard to air navigation. Obstacle Free Zone (OFZ). The airspace above the inner approach surface, inner transitional surfaces, and balked landing surface and that portion of the strip bounded by these surfaces, which is not penetrated by any fixed obstacle other than a low-mass and frangibly mounted one required for air navigation purposes. Obstacle limitation surface. Various surfaces which define the volume of air space to be kept free of obstacles at an Airport and in its vicinity in order to permit aircraft safe movements. Runway strip. A defined area including the runway and stopway, if provided, intended : i) To reduce the risk of damage to aircraft running off a runway ; and ii) To protect aircraft flying over it during take-off or landing operations. Safety Management System (SMS). A systemic approach to managing safety including the necessary organizational structure, accountabilities, policies and procedures. Standards and Practices: Any references to standards and recommended practices in this document is about the standards and recommended practices (SARPs) of ICAO Annex 14, volume 1, Civil Aviation Convention and to national regulations and practices as may be amended from time to time. Taxiway strip. An area including a taxiway intended to protect an aircraft operating on the taxiway and to reduce the risk of damage to an aircraft accidentally running off the taxiway. Unusable Area. Part of the movement area not available for aircraft movement. Work Area. Part of an Airport where maintenance or construction works are taking place. 24 Part 2 of the Aerodrome Operations Manual: Information on the Airport Location 2.1 General Information I. Plan of the Airport showing the main operational installations, such as the wind direction indicators, the PAPIs, etc. : The plan serves two objectives: a) To allow the Aerodrome Operations Manual reader to visualize the Airport as a whole, to identify and to locate the aerodromes infrastructures, installations and equipment; b) To allow the Authority inspectors to conduct efficiently the Airport certification inspection. It is appropriate to mention that the information appearing on the plans will be verified on-site. The level of details shall be such as to allow these verifications. c) As a minimum, the plans shall show the various areas of the aerodrome, including the delimitation between the aprons and the maneuvering area, the cargo area, the terminal building, the navigational aids and the meteorological installations. d) Other plans shall also be supplied: Plan(s) on scale showing the aprons with aircraft stands marking; Plan(s) on scale showing the maneuvering area; Plan(s) showing the runway lighting, the PAPIs, markers and signs. II. III. IV. A plan showing the Airport property limits. A plan showing the distance between the Airport and the closest neighboring built-up area and, if applicable, the location of Airport installation or equipment located outside the Airport perimeter. Information on the Airport ownership. Plans shall be included as appendices to the Aerodrome Operations Manual in a paper format and if possible under electronic support. 3. Part 3 of the Aerodrome Operations Manual: Airport Information to be communicated to the Aeronautic Information Service (AIS)) This section of the Aerodrome Operations Manual contains general information about the aerodrome. This information is about physical characteristics, dimensions and geographical location of various Airport components or equipment. 25 3.1 General Information The Airport operator shall supply the following information: I. Name of the aerodrome; II. III. IV. Location of the aerodrome; Reference point geographical coordinates (1984 WGS-84); Altitude of the aerodrome. Elevation of the highest point of the landing area; V. Altitude of each threshold, altitude of each runway end, altitude of any significant high and low point along the runway(s) and altitude of the highest point in the touchdown zone area for precision approach runway; VI. VII. VIII. IX. Reference temperature of the aerodrome; Details on the Airport non-directional beacon; Name of the Airport operator, his address and phone number(s). Topographical map of the aerodromes site indicating contours at one metre intervals 3.2 Information on the Physical Characteristics of the Aerodrome The details included in this section must be measured with precision. It is essential for the aircraft safety. Information requiring studies and engineering competences shall be measured by competent personnel Consequently, the Airport operator shall follow to the letter the below instructions. It is not acceptable for the Airport operator to refer only to the Aeronautical Publications. The following information : I. Runway true bearing, designation number, length, width, location of the displaced threshold, slope, type of surface, runway type and, for precision approach runway, existence of an obstacle free zone (OFZ); II. III. IV. Length, width and type of surface of runway strip, runway end safety area (RESA) and stopway; Taxiway - length, width, designation and type of surface; Apron type of surface and aircraft stands; V. Clearway length and ground profile; VI. Visual aids for approach procedures, i.e.: approach lighting type and visual approach slope indicator system (PAPI/APAPI and T-VASIS/AT-VASIS); marking and lighting of runways, taxiways, and aprons; other visual guidance and control aids on taxiways (including runway holding positions, intermediate holding positions and stop bars) and aprons, location and type of visual docking guidance system; availability of standby power for lighting; Revision 0 24 December 2012 Civil Aviation Authority of Botswana Page 25 of 137

26 VII. VIII. IX. Location and radio frequency for all VOR checkpoints; Location and designation of standard taxi routes; Geographical coordinates of each threshold; X. Geographical coordinates of taxiway center line; XI. XII. XIII. XIV. XV. XVI. XVII. Geographical coordinates of each aircraft stand; Geographical coordinates and top elevation of significant obstacles in the approach and take-off areas, in the circling area and in the vicinity of the aerodrome. (This information may best be shown in the form of charts such as those required for the preparation of aeronautical information publications, as specified in Annexes 4 and 15 of the Convention); Pavement surface type and bearing strength using the Aircraft Classification Number Pavement Classification Number (ACN-PCN) method; One or more pre-flight altimeter check locations established on an apron and their elevation; Declared distances: take-off run available (TORA) take-off distance available (TODA), accelerate-stop distance available (ASDA), landing distance available (LDA); Disabled aircraft removal plan: the telephone/telex/facsimile numbers and address of the Airport coordinator for the removal of a disabled aircraft on or adjacent to the movement area, information on the capability to remove a disabled aircraft, expressed in terms of the largest type of aircraft which the Airport is equipped to remove; and Rescue and fire-fighting: the level of protection provided, expressed in terms of the category of the rescue and fire-fighting services, which should be in accordance with the longest aeroplane normally using the Airport and the type and amounts of extinguishing agents normally available at the aerodrome. Note: Exemptions Exemptions granted before or after the Airport certificate was issued shall be listed in the Aerodrome Operations Manual including those issued to another Airport operator. The applicant (present Airport operator) shall be aware of these exemptions considering their importance for the Airport operations. XVIII. The Authority shall only issue exemptions on receipt of a formal application. Exemptions shall bear the following information: a) Reference number b) Date of issuance c) Date of application d) Subject and associated procedures; e) Base regulations, decrees, orders, etc. Revision 0 24 December 2012 Civil Aviation Authority of Botswana Page 26 of 137

27 Part 4 of the Aerodrome Operations Manual: Information on Operating Procedures and Airport Safety This part of the Aerodrome Operations Manual contains the operational procedures adopted by the Airport operator to ensure Airport safety. 4.1 Airport Reporting Particulars of the procedures for reporting any changes to the Airport information set out in the AIP and procedures for requesting the issue of NOTAMs, including the following: I. Arrangements for reporting any changes to the Authority and recording the reporting of changes during and outside the normal hours of Airport operations; II. III. The names and roles of persons responsible for notifying the changes, and their telephone numbers during and outside the normal hours of Airport operations; and The address and telephone numbers, as provided by the Authority, of the place where changes are to be reported to the Authority. 4.2 Access to the Airport Movement Area Particulars of the procedures that have been developed and are to be followed in coordination with the agency responsible for preventing unlawful interference in civil aviation at the Airport and for preventing unauthorized entry of persons, vehicles, equipment, animals or other things into the movement area, including the following : I. The role of the Airport operator, the aircraft operator, Airport fixed-base operators, the Airport security entity, the Authority and other government departments, as applicable; and; II. III. IV. Control and maintenance of the Airport access points; Control and maintenance of the Airport perimeter fences; The names and roles of the personnel responsible for controlling access to the aerodrome, and the telephone numbers for contacting them during and after working hours; V. Coordination with other Airport operators, such as apron managed by a third party, airlines, construction contractors, etc.; VI. A plan of the Airport fences shall be attached; VII. VIII. The type of fences shall be described; the access points shall be identified and the means of controlling these access points shall be described for each of them; and Wildlife management as far as fences are concerned. 28 4.3 Airport Emergency Plan Particulars of the Airport emergency plan, including the following: I. Plans for dealing with emergencies occurring at the Airport or in its vicinity, including the malfunction of aircraft in flight; structural fires; sabotage, including bomb threats (aircraft or structure); unlawful seizure of aircraft; and incidents on the Airport covering during the emergency and after the emergency considerations; II. III. IV. Details of tests for Airport facilities and equipment to be used in emergencies, including the frequency of those tests; Details of exercises to test emergency plans, including the frequency of those exercises; A list of organizations, agencies and persons of authority, both on- and offaerodrome, for site roles; their telephone and facsimile numbers, and SITA addresses and the radio frequencies of their offices; V. The establishment of an Airport emergency committee to organize training and other preparations for dealing with emergencies; and VI. VII. VIII. IX. The appointment of an on-scene commander for the overall emergency operations; The Airport operator shall identify the service and the person responsible for managing emergency situation (name of the person(s) and his/her (their) telephone number(s) 24/7; The development of the Airport emergency plan has been coordinated with outside agencies such as civil protection, police, hospital, ambulances, air traffic control, airlines etc.; The plan is updated regularly and copies are distributed to participating agencies. The Airport emergency plan shall cover the following situations : a) Aircraft crash on the aerodrome; b) Accident crash outside the aerodrome; c) Illegal acts (hijacking, bomb threat, anonymous calls etc.);. d) Building fire; e) Fuel spill; f) Dangerous goods; g) Natural catastrophe (earth quake, storm, etc.); Revision 0 24 December 2012 Civil Aviation Authority of Botswana Page 28 of 137

29 h) Bomb threat in a building; i) Fire in a building; j) Health emergency; k) Etc Rescue and Fire-Fighting Particulars of the facilities, equipment, personnel and procedures for meeting the rescue and fire-fighting requirements, including the names and roles of the persons responsible for dealing with the rescue and fire-fighting services at the aerodrome. Shall also specify the protection level including of the temporary level changes and the staff training follow-up procedures. If the Airport is located close to a large body of water, the manual shall also include specific procedures applicable in such a case. The manual shall also include the various tasks accomplished by the Rescue and Fire-Fighting staff, such as runway inspection, wildlife control, etc Inspection of the Airport Movement Area and Obstacle Limitation Surface by the Airport Operator Particulars of the Airport inspection including: I. Description of the daily movement area inspection procedures; II. III. IV. Number of daily scheduled movement area inspections; To refer to agreement with third party (ies) if the inspections are not conducted by the Airport operator; To describe the communication procedures with the ATS when inspecting the movement area (access to the runway etc.); V. To describe the communication means used during these inspections; VI. VII. To identify the persons (by their name) responsible for these inspections and their telephone number(s) 24/7. To describe the inspection system, checklist used, recording of information, the follow-up on corrective actions taken; 4.6 Visual Aids and Airport Electrical Systems Particulars of the procedures for the inspection and maintenance of aeronautical lights (including obstacle lighting), signs, markers and Airport electrical systems, including the following: I. Arrangements for carrying out inspections during and outside the normal hours of Airport operation, and the checklist for such inspections; Revision 0 24 December 2012 Civil Aviation Authority of Botswana Page 29 of 137

Arrangements for recording the result of inspections and for taking follow-up action to correct deficiencies; Arrangements for carrying out routine maintenance and emergency maintenance; Arrangements for secondary power supplies, if any, and, if applicable, the particulars of any other method of dealing with partial or total system failure; and V. The names and roles of the persons responsible for the inspection and maintenance of the lighting, and the telephone numbers for contacting those persons during and after working hours. VI. Procedures for electrical power supply during low visibility operations. Note : Technical details can be found in ICAO Annex Maintenance of the Movement Area The Aerodrome Operations Manual shall contain information on movement area maintenance procedures (bearing strength, runway friction, surface conditions for runway, taxiway and apron, conditions of the runway strips, drainage, zoning requirements) for maintenance and preventive maintenance; I. Arrangements for maintaining the paved areas; II. Arrangements for maintaining the unpaved runways and taxiways; III. Arrangements for maintaining the runway and taxiway strips; and IV. Arrangements for the maintenance of Airport drainage. The manual shall also describe the following items concerning the scheduled and preventive maintenance: The frequency of the scheduled maintenance activities such as runway, taxiway and apron surfaces, rubber removal, grass cutting, drainage system, etc.. The methods to evaluate the pavement conditions. 4.8 Airport Works - Safety Particulars of the procedures for planning and carrying out construction and maintenance work safely (including work that may have to be carried out at short notice) on or in the vicinity of the movement area which may extend above an obstacle limitation surface, including the following: I.
