9 PROMPTS CONTENT NOTES SL-1-NEW I. INTRODUCTION A. REVIEW/TIE-IN The previous lesson addressed issues surrounding the issuance of OpSpecs, MSpecs, and LOAs for Special Areas of Operation. This lesson addresses current and future initiatives for oceanic operations. B. MOTIVATION To be able to correctly and consistently issue Operations Specifications (OpSpecs), Management Specifications (MSpecs), and Letters of Authorization (LOAs) to operators and individuals desiring to operate in Special Areas of Operation (SAOs) by thoroughly understanding current and future initiatives for oceanic operations through consultation with the appropriate Regional NextGen SAO Specialist. PLANNED REDUCTIONS IN SEPARATION NORTH ATLANTIC SL-6-NEW Note(s) to Instructor: Review updated B050 map. There are ongoing initiatives from ICAO to reduce separation standards in numerous geographic areas. The intent is to promote efficiency, standardization, and enhanced airspace capacity. These reductions in separation normally begin as a trial that is published via NOTAMS and bulletins. Oceanic and International Operations Page 13 of 26
14 PROMPTS CONTENT NOTES SL-7-NEW Operators must be aware of these initiatives since they often lead to exclusionary airspace that can have a direct impact on their operations. 1. Reduced Lateral Separation Minima (RLatSM) (CPDLC, RNP 4, ADS-C) The RLatSM trial, which features tracks a half-degree of latitude apart, is being implemented in phases. Phase I, which began in December, 2015, affected 3 core tracks, FL Phase II, planned for approximately 1 year after Phase I, would affect all Organized Tracks. 30 NM (nominal, actually as little as ~25NM between half-degree tracks due to gentle slope rule ) separation between tracks Phase I is in conjunction with the NAT MNPS PBN transition, which began in January, The February, 2016, NAT MNPS renaming to High Level Airspace (HLA) is part of this transition. 2. Data Link Mandate Data link mandate, specific only to the NAT, was implemented in two phases. Oceanic and International Operations Page 14 of 26
15 PROMPTS CONTENT NOTES SL-8-NEW In Phase I (February, 2013), aircraft flying on two core Organized Track System (OTS) tracks required data link. In Phases 2A, 2B and 2C, beginning 2015, 2017 and 2020 respectively, the mandate gradually expands to include most of the NAT. There are some exceptions such as areas under ATS surveillance (radar or ADS-B). Note(s) to Instructor: Open Remarks 2 ADC-C and CPDLC link and review remarks. 3. ADS-B ground stations, Atlantic coastal areas ADS-B coverage area has extended to Greenland towards Iceland and mainland Europe. Note(s) to Instructor: Open the Iceland AIP ADS-B Coverage Map link. Review the coverage. 4. WATRS The WATRS reduced separation program is intended to be non-exclusionary. Oceanic and International Operations Page 15 of 26
16 PROMPTS CONTENT NOTES SL-9-NEW SL-10-NEW New York Oceanic introduced reduced separation options in the WATRS area in late 2013, between suitably equipped aircraft pairs : 30 NM lateral and 30 NM longitudinal 50 NM longitudinal Gulf of Mexico accommodates a 50NM lateral separation for RNP 10 requirement.
