2 INTRODUCTION This is the 179 th Quarterly Report submitted by the y of Orange in accordance with the requirements of the California Airport Noise Standards (California Administrative Code Title 21, Chapter 2.5, SubChapter 6: Division of Aeronautics Noise Standards). Effective January 1, 1986, the criteria for defining "Noise Impact Area" was changed from 70 db to 65 db Community Noise Equivalent Level (CNEL). Under this criteria, John Wayne Airport currently has a "Noise Impact Area." NOISE IMPACT SUMMARY Caltrans' Aeronautics Program has established guidelines in the California State Noise Standard to control residential area noise levels produced by aircraft operations using the State's airports. Under those guidelines, residential noise sensitive areas exposed to an average Community Noise Equivalent Level (CNEL) of more than 65 db define the "Noise Impact Area." John Wayne Airport uses ten permanent remote noise monitoring stations (NMS) located in Newport Beach, Santa Ana, Tustin and Irvine to measure noise levels, at the following locations: MONITOR STATIONS NMS-1S: Golf Course, 3100 Irvine Ave., Newport Beach NMS-2S: S.W. Birch St., Newport Beach NMS-3S: 2139 Anniversary Lane, Newport Beach NMS-4S: 2338 Tustin Ave., Newport Beach NMS-5S: 324 ½ Vista Madera, Newport Beach NMS-6S: 1912 Santiago, Newport Beach NMS-7S: 1131 Back Bay Drive, Newport Beach NMS-8N: Eastman Street, Irvine NMS-9N: 1300 S. Grand Avenue, Santa Ana NMS-10N: Beneta Way, Tustin The map in Figure 1 shows the general location of each permanent remote monitor station. Figure 2 shows the Airport's "Noise Impact Area" for the previous year (October 1, September 30, 2017). The Figure 2 information was developed by Landrum and Brown, in consultation with John Wayne Airport. CNEL values measured for the period and current digitized land use information were utilized to calculate the land area acreages, number of residences and estimated number of people within the "Noise Impact Area"

5 AIRCRAFT TRAFFIC SUMMARY The Airport traffic summary for this quarter is shown in Table 1 below. Air Carrier operational count histories and average daily departure counts are illustrated in Tables 9 & 11. COMMUNITY NOISE EQUIVALENT LEVELS The monthly, quarterly and twelve month Community Noise Equivalent Level (CNEL) average values for each monitor station are shown in Table 2, while daily CNEL values are shown in Tables 3 through 5. Insufficient data is indicated by entries in each table. Also, * entries in each table indicate there were no aircraft related noise events. Average Single Event Noise Exposure Level (SENEL) values for Air Carrier and General Aviation Jet aircraft are shown in Tables 6 through 8. ACOUSTICAL INSULATION PROGRAM Four hundred eighteen residences in the Santa Ana Heights area have been sound attenuated and an avigation easement reserved through the y s Acoustical Insulation Program, which closed in December The y has also acquired 46 residences as part of the Purchase Assurance Program, many of which were acoustically insulated, an avigation easement reserved and then resold. Among these y acquired homes, those located within areas designated for Business Park uses were razed, avigation easements were reserved, and the land resold for compatible Business Park uses. A total of 464 residences in the Santa Ana Heights area have been purchased or otherwise made compatible through the y s Purchase Assurance and Acoustical Insulation Programs. Seventy-seven dwelling units in Santa Ana Heights remain in the Noise Impacted Area (within 65 db CNEL contour). COMPLAINT TOTALS (July 1, September 30, 2017) The Airport's Access and Noise Office receives and investigates noise complaints from local citizens and all other sources. During the July 1, 2017 through September 30, 2017, the Office received 672 complaints from local citizens. This is a 67.6% increase from the 401 complaints received last quarter. It is a 35.1% decrease from the 1036 complaints received during the same quarter last year. Figure 4 shows the distribution of the quarterly complaints from local communities

16 Date: September 13, 2017 QUARTERLY NOISE MEETING Time: Place: 2:00 PM Airport Commission Room ITEMS DISCUSSED Suzanne Wyrick of Corona Del Mar explained that she has been impacted dramatically by the increase in aircraft noise which began as of July Ms. Wyrick stated she believes the increase in aircraft noise is a result of the FAA Metroplex project, in which environmental impacts were not taken into consideration. Nikolas Gaskins presented flight tracks to Ms. Wyrick showing a comparison of current flight tracks vs flight tracks. Mr. Gaskins explained that the flight track comparisons represent no appreciable change with respect to Ms. Wyrick s residential address. Carol Peters of Bayshores discussed her concerns over significant changes in aircraft noise and that our studies do not reflect the noise the community is experiencing. Ms. Peters also stated her concerns over why aircraft no longer utilize the Noise Abatement Departure Profiles (NADP) that have been previously used in the past. Mr. Gaskins explained that the carriers do utilize NADPs, but that the Airport does not have the authority to mandate the use of a NADP or any other specific operational procedure related to flight. David Cook of Eastbluff asked Ms. Peters if she had noticed the changes either 2 years ago or 6 months ago. Ms. Peters confirmed 6 months ago. Mr. Cook stated that he believes carriers 2 years ago figured out that they do not need to utilize a NADP to comply with the Airport s noise limits. Mr. Gaskins explained that the Airport cannot be more restrictive then how it currently operates, due to the Airport Noise and Capacity Act (ANCA) and that carriers are beginning to employ quieter aircraft, such as the Airbus A320neo and the Boeing 737 MAX. Patrick Gormley of Bayshores discussed his concerns regarding the possibility of relocating the noise monitors in order to capture noise readings from the new flight paths. Mr. Gormley stated that the communities are being impacted by not being able to hear or have a discussion without being interrupted by aircraft noise from newly implemented flight paths. Mr. Gormley wanted an explanation on how the ANO would keep pace with all the flight path changes. Mr. Gaskins explained that current flight tracks are overflying historical flight paths and present no appreciable change. As far as noise monitor relocation, Mr. Gaskins explained that the Airport is unable to add or relocate regulatory noise monitors without putting the Settlement Agreement in jeopardy with ANCA. Jim Mosher of Newport Beach expressed that the communities are concerned with the noise and not necessarily the actual flight tracks. Mr. Mosher suggested we share the NMS 7S historical noise data showing the extremes over the past year. Mr. Mosher also referenced that the NADP table presented in the August 2017 Newport Beach Aviation Committee s Monthly Report is somewhat misleading, as it implied all carriers are utilizing a NADP, rather than only some carriers. Mr. Mosher requested that data in the General Aviation Noise Ordnance (GANO) Report be separated by GA nighttime noise levels versus GA daytime noise levels. Mr. Mosher also mentioned the Airport issues noise violations to approximately 10 GA operators a month and asked if the violations were issued by tail number, or by company, since a charter company could possibly generate many noise violations. Mr. Gaskins explained that the GANO allows violations to be issued to the aircraft owner, operator and aircraft registration number, but is normally issued to the aircraft registration number
