2 Introduction The Village of Endicott in Endicott, New York is seeking proposals from qualified parties to provide aviation services at the Tri-Cities Airport (CZG). Objectives of the Village: To increase airport business and general aviation activity, thus income to the Village. To increase the number of services offered at the airport. To accommodate the needs of the public and airport customers. To assist or relieve the Village of day-to-day operations of the airport. Village vision: The village envisions an ongoing partnership with one or several aviation service businesses on the field in various locations providing aviation related services. These services include one or all of the following: flight instruction and airplane rental, pilot supplies, mechanic shop, avionics repair, and aircraft upholstery. There is also a need for self-service fueling station customer assistance as needed. While it seems likely that a hangar management firm would lease an entire hangar from the Village and then sub-lease the offices and hangar space; if no acceptable total hangar lease arrangements are deemed acceptable, the Village reserves the right to lease individual areas to selected service providers per the Village minimum standards specifications. 3 Requirements and desired factors The successful Applicant will provide any and all equipment and insurances to meet all regulations and code requirements unless specific exception is noted in the RFP response and agreed upon by the Village. The successful Applicant will be expected to actively promote general aviation activity in the area through active participation in airport events. The successful Applicant will be expected to make necessary improvements and to maintain its areas in an operational condition. This may include, but is not limited to, minor repairs and/or painting as directed by the Village. The successful Applicant will be expected to maintain all areas, including any shared areas, in a clean, neat, and public-friendly manner. All areas of the premises must be available for inspection by the Village during normal business hours and the business will provide keys to all locked areas in the event of an after-hours emergency. The successful Applicant will be expected to provide quality services at competitive rates to promote long term airport advocates. Page 3 of 6

4 Overview of Tri-Cities Airport Tri-Cities Airport is located in Endicott, New York and is a public general aviation airport. It has served several companies over the years including IBM, Endicott-Johnson, and Link Aeronautical Corporation. It is well positioned and used often by Lockheed Martin. Airside facilities include a 3900 x 75 asphalt runway designated 3-21 and a full-length parallel taxiway. It has a precision approach path identifier (PAPI) on runway 21 end and runway end identifier lights (REILs) on both ends. The airport has two published nonprecision instrument approaches including VOR/GPS circling approach and a GPS straight in to runway 21. The runway and taxiway lighting is pilot controlled on the Unicom frequency. The airport also has an AWOS located on the field. Landside facilities include approximately 20,700 square yards of pavement for parking and tie down of based or transient aircraft as well as available heated conventional hangar space with adjacent office space. There are also 3 T-hangars. One is privately owned with 10 units, the other two are Village owned. The older one has 11 units; the other is only one year old and has 12 units. There is an additional 8-12 unit T-hangar that has been funded but is not yet constructed. In addition to the new T-Hangar, there have been other recent updates to the airport. These including on and off airport obstruction clearance, new REILs on both ends, updates to runway and taxiway lights, repaving, and security updates. Aviation Activity Forecast As part of the Master Plan Update, forecasts of aviation demand for the next twenty (20) years were reviewed and approved by the FAA. The numbers for based aircraft and operations are as follows: 2006 (Current) 2011 (Short Term) 2016 (Mid Term) 2026 (Long Term) Based Operations 18,000 19,000 20,000 22,667 Although recent trends at the airport indicate a decline in based aircraft, the forecast shows a modest increase over the planning period. Renewed interest in the airport, management structure improvements, current T-hangar development, and the anticipated runway extension are expected to reverse the recent trend and move toward the national trend of increasing numbers of general aviation aircraft for the region. The forecast also shows a modest increase in operations, with the majority of operations remaining local throughout the forecast period. Page 4 of 6

5 RFP response requirements It is the desire of the Village of Endicott to enter into a lease agreement with the smallest number of Applicants that can provide all required and desired services; but it is not the intent of this RFP to prohibit or discourage any prospective Applicant from submitting a proposal which is based upon its trade experience as to the manner in which such operation is to be conducted. Recommendations and suggestions for innovative or unique arrangements whereby the objectives of the Village can be achieved are welcome. Proposals will be accepted and considered from firms unable to perform all services or tasks. Respondents are free to propose alternative methods to achieve the desired goals but should include the following information: Identification o Name, Address, , telephone, fax number, and incorporation state if incorporated. o Full name, address, and title of each officer of the Applicant s company. If a corporation, include the same for all board members. o A written presentation or resume clearly setting forth the qualifications in terms of experience, organization, and similar factors of involvement at other locations. o A list of references including names and telephone numbers for similar previous experience. o A list of references including names and telephone numbers for financial and business experience. Services o List and describe each service to be provided by the Applicant. List any key person/people involved and provide a resume for each. Provide a time table for operation. Provide a comprehensive narrative describing, in detail, the service provided and how it would benefit the airport/village. Provide itemized proposed compensation to the Village based on expected business income (your gross business forecast) for the proposed lease time frame. Explicitly state the types of aircraft involved and any limitations (i.e. Single Engine Land for Flight training or Cessna only for mechanical work). Insurance o Provide the name of the insurance company and the types and amounts of insurance that will be carried. Identify any special requirements as to length and term of lease. Dependencies o List any requirements the Applicant has as part of the evaluation process (space/office requirements, technical needs (like internet access), parking space, etc.). Page 5 of 6

6 Evaluation Award of the agreement shall be made to the Applicant whose proposal is most advantageous to the Village as evaluated by the Village. The Village reserves the right to not consider any proposal from any firm or individual that is currently or previously in arrears or in default or in litigation regarding any debt or contract, or that is or was a defaulter as surety or otherwise, upon any obligation or contract with the Village, or has refused to enter into a lease and agreement with the Village after having been awarded same. All proposals received from qualified, responsible and responsive Applicants will be evaluated fully to ascertain which offer is most beneficial and acceptable to the Village. Preference will be given to Applicants with aviation experience and to existing active businesses (either DBA or corporation) that have demonstrated the ability to maintain good customer relations with an existing customer base.
