5 Part 0 Procedure Amendment of Airworthiness Inspector Manual 0.1 Introduction This Airworthiness Inspector Handbook Part II will be reviewed annually by the Airworthiness Inspection Division to ensure that it s content remain accurate. Changes in aviation technology, legislation, requirements and CAA Nepal policy will necessitate changes to Manuals. The approval procedure proposed draft amendment which is identified during this review will be as per process described below. If there is no need to change the Airworthiness Inspector Handbook Part-II, same will be minuted. 0.2 Procedure During a review, any Person or Inspector who recognizes a need change may initiate amendments procedure. The proposed change will be dealt in accordance with following Procedure. 1. Identify a change that would improve the efficiency and effectiveness of the procedure. 2. Schedule an internal meeting within Airworthiness Inspection Division. The meeting will be chaired by Chief of Airworthiness and all the Airworthiness Inspectors will attend the meeting. 3. Review the proposed change with applicable Rules, Regulations, ICAO SARPs, DOC 9760 and DOC 9734, NCAR Part-145, NCAR Part-66, NCAR Part-147 and NCAR Part-M compliance. 4. After verifying the compliance, draft the proposed amendment including comments and suggestions from all the Inspectors. The discussions in the meeting will be minuted. 5. Forward the proposed draft amendment to the Chief of Flight Safety Standards Department review and comment through an Internal Office Memo. 6. If found satisfactory, the Chief of FSSD will ward the proposed draft amendment to DDG review and comment. If not, he will return the Internal Office memo to Airworthiness Inspection Division with comment necessary action. 7. If found satisfactory, the DDG will ward the proposed draft amendment to DG review and comment. If not, he will return the Internal Office Memo to the Chief of FSSD and subsequent to Airworthiness Inspection Division with comment necessary action. 8. If found satisfactory, the DG takes final decision and endorses the proposed draft amendment. If not, he will return the proposed draft amendment to DDG, FSSD and Airworthiness Inspection Division with comment necessary action. 9. The approved document will be distributed to all the inspectors through librarian along with internal circular implementing new changes. 10. A receipt of the approved document is ensured by signing the document by all the inspectors, record of which is kept with the librarian. 11. It is the responsibility of the Individual Inspectors to update their Airworthiness Inspector Handbook Part-II with the new document received through the librarian. 12. If the proposed draft amendment is returned to the Airworthiness Inspection Division with comments, the Airworthiness Inspection Division will hold a meeting to include the comment and propose draft amendment and re-initiate the Internal Office memo approval. 8 1. Scope (NCAR 145. B.01) Organizations engaged in the activities of maintenance of aircraft and aircraft components will be approved by the Civil Aviation Authority of Nepal (CAA Nepal). This section describes the administrative procedures that the Airworthiness Inspector will follow while exercising their power of delegation to perm the tasks of issuance, continuation, change, suspension or revocation of aircraft maintenance organization approvals under applicable rules and NCAR Part-145. Applications approval of aircraft maintenance organization are to be processed by the Airworthiness Inspection Division following the procedures explained in this section. 2. Civil Aviation Authority of Nepal (NCAR 145.B.10) 2.1 CAA Nepal and Power of Delegation: Director General of Civil Aviation is the Chief Executive of CAA Nepal under Civil Aviation Authority Act The Director General delegates his power to the Inspectors working under various division of the CAA Nepal. The Airworthiness Inspection Division has been vested with the responsibilities of issuance, continuation, change, suspension or revocation of maintenance organizations following the guidelines stipulated hereunder. Notwithstanding the procedures described here, all applicable national regulations in connection with approval of organization will also be followed. No procedures will override or contradict with Civil Aviation Regulation 2002 and its amendments. Will there be any such contradiction or overriding, the matter be brought to the notice of Director General, CAA Nepal necessary clarification and resolution. The power of delegation is given in Appendix Organizational Structure: CAA Nepal has established an organizational structure in manner it could discharge various functions continuously and smoothly. Theree, the organizational structure is med to ensure that the various tasks and obligations are not relying on individuals. The organization s structure is made in such a way to ensure continuing and undisturbed fulfillment of these tasks and obligations of the CAA Nepal during illness, accident or leave of individual employees. Terms of Reference (TOR) has been issued to each Airworthiness Inspector to perm his function as well as standby or contingency activities of other Airworthiness Inspector who are on leave. The CAA Nepal established its system to retain effective control of important surveillance functions and not to delegate them in any means to any other authority. The organization structure is shown in Appendix Resources In order to ensure satisfactory permance of approval and associated activities, the CAA Nepal has to ensure availability of adequate resources in terms of facilities, manpower, procedural system and authority. Theree, the CAA Nepal has been vested with financial power to establish the required resources. This includes October 2016 Page 8

9 resources required approving and monitoring of continued compliance of NCAR Part-145 organization. It is important to note that the Airworthiness Inspection Division will have resources and capabilities in commensurate with the scope and nature of the organization that seeks approval. In other words, the organization desiring to maintain new generation airliners or maintain training aircrafts, seeking approval may be dealt in an appropriate manner which the Airworthiness Inspection Division will have adequate resources as mention below: Description of Facility: The Airworthiness Inspectors will be provided with facilities and office space equipped with adequate number of office equipment such as computers, printers, scanners, document/record storage racks, security system as laid down in Appendix-3. The office accommodations are environmentally controlled to provide comtable work place to the Airworthiness Inspectors Manpower plan and Review: Qualified and trained personnel in commensurate with quantum of activities have to be appointed to perm the approval tasks in a systematic and competent manner. The adequacy of personnel is assessed and quantified based on reasonable justification considering the quantum of existing activities and future activities in terms of man-hours. Manpower requirements are being reviewed during the month July every fiscal year via Calculation of Manhour Airworthiness Inspector or in the situation of increased activities; or based on number of certificates issued and to be issued; the number and size of potential NCAR Part-145 approved maintenance organizations within the country and outside, as well as the level of civil aviation activity, number and complexity of aircraft and the size of Nepal s aviation Industry Systems and Procedure: Airworthiness Inspection Division procedures are endorsed by the Director General, CAA Nepal systematic processing of application, auditing and approval of organization. This procedure manual is a reference document that provides guidance day-to-day activities of Airworthiness Inspectorss Authority: Each Airworthiness Inspector is issued with duties and responsibilities. The powers of delegation relevant to the approval of maintenance organization have also been issued by the Director General, CAA Nepal. The Inspector card has also been issued by Director General, CAA Nepal in pursuant with rule 84 of Civil Aviation Regulations 2002 and its amendments. Furthermore, Airport Security Pass has also been issued to Inspectors access inside all the Airports within Nepal as per Annual Surveillance Plan AMO. October 2016 Page 9

10 2.4 Qualification and Training (NCAR 145.B.10 (4)) Airworthiness Inspector who perms this function will have requisite qualification, experience, skill and competency. Personal files containing the evidence of qualification, experience, skill and competency assessment will be maintained each Airworthiness Inspector. Chief, Airworthiness Inspection Division will ensure that the Airworthiness Inspector involved in the process of approving maintenance organization under NCAR Part-145 must have: practical experience and expertise in the application of aviation safety standards and safe operating practices comprehensive knowledge of: a. relevant parts of implementing rules, certification specifications and guidance material; b. the CAA Nepal s procedures; c. the rights and obligations of a Airworthiness Inspector; d. maintenance quality systems; e. Continuing airworthiness management. f. operational procedures when affecting the continuing airworthiness management of the aircraft or the maintenance of aircraft training on auditing techniques Five years relevant work experience to be allowed to work independently as an inspector or auditor. This may include experience gained during training to obtain the qualification a relevant engineering degree or an aircraft maintenance technician qualification with additional education; relevant engineering degree means an engineering degree from aeronautical, mechanical, electrical, electronic, avionic or other studies relevant to the maintenance and continuing airworthiness of aircraft/aircraft components knowledge of maintenance standards, including Fuel Tank Safety (FTS) training as described In addition to technical competency, Airworthiness Inspector have to be trained to have a high degree of integrity, be impartial in carrying out their tasks, be tactful, and have a good understanding of human nature A programme continuation training has also been developed to ensure that the Airworthiness Inspector remains competent to perm their allocated tasks. 2.5 Approving Authority (NCAR 145.B.10 (3)) The Director General, CAA Nepal is the Chief Executive of CAA Nepal approval of Maintenance Organization. He may delegate the power under Rule 87 of Civil Aviation Regulations 2002, to the Airworthiness Inspectors to ensure that all aviation October 2016 Page 10

11 activities including the aircraft maintenance activities are permed in an orderly manner. The CAA Nepal has established documented procedures containing the following inmation: (i) The title(s) and name(s) of the Officer(s) of the CAA Nepal and their duties and responsibilities. (ii) Organisation chart(s) showing associated chains of responsibility of the senior persons. (iii) A procedure defining the qualifications staff together with a list of staff authorized to sign certificates. (iv) A general description of the facilities. (v) Procedures specifying how the CAA Nepal ensure compliance with NCAR Part- 145 (vi) The CAA Nepal has established this procedures detailing in this section as how compliance with this section is accomplished. The procedures are required to be reviewed annually. The documentary evidence implementation the above mentioned guidelines are already covered in this section. 3. Maintenance Organizations located outside Nepal (NCAR 145.B.15) Applications of eign Approved Maintenance Organization seeking validation under NCAR Part-145 are dealt differently as CAA Nepal only validates the AMO certificate of the organization, audit component of the organization will be done on random basis as per requirements laid down in NCAR Chapter D.1 as per Annual Surveillance Plan Foreign AMO and ATO organization. All such applications will be accompanied by the following: (i) Duly filled Application (CAAN Form 2) (ii) Letter of Intent from the Nepalese operator desirous of using the facility. (iii) Copy of valid ICAO contracting state approval (FAA or EASA or Local Authority) (iv) Recent audit findings from the above mentioned authorities and internal audit report. (v) Resolution of the above audit findings (if any) (vi) Work done on similar scope in the last two years. (vii) Maintenance Organization Exposition (MOE) & Capability List. 12 The CAA Nepal Inspector will verify application package its completeness through a checklist (Checklist # 11 Checklist reviewing application package Issuance/Renewal of AMO Validation ). The applicants will be inmed in writing (via or letter) regarding the incomplete or deficient application corrective action bee proceeding with the approval process. Upon satisfactory scrutiny, the internal memo will be submitted to the Chief of the Airworthiness Inspection Division. Checklists (Checklist # 11 Checklist reviewing application package Issuance/Renewal of AMO Validation-Foreign AMO ) in this regard must be used to avoid missing of essential check points of approval. Approvals of the AMO may be issued only after confirming that no deficiency is pending closure. For Maintenance facilities located outside Nepal the investigation and continued oversight of the approval may be carried out by a team appointed by the Director General, CAA Nepal when deemed required as per NCAR Chapter D.1 as per Annual Surveillance Plan Foreign AMO and ATO organization. Where audit is conducted, there procedure audit is as per Maintenance Organizations located inside Nepal in this section will be followed. 4. Maintenance Organizations located inside Nepal (NCAR 145.B.15) CAA Nepal will follow following procedure domestic Maintenance Organization seeking approval under NCAR Part-145: Approval procedure (NCAR 145.B.20) 4.1 Initial phase approval The Airworthiness Inspector who looks after the approval process will follow the following procedures while processing the approval request. 4.2 Introductory Meeting: Introductory meeting with the applicants, especially with the proposed accountable manager along with post holders will be organized to emphasis the responsibility of upholding the maintenance quality and safety. The applicant may be asked to give a presentation on preparedness to compliance the requirements stipulated in the NCAR Part-145 and growth plan prior to starting operation. Record of discussions during this meeting will also be maintained in the organization file. 4.3 Opening of Organization File: On receipt of application Form CAAN Form 2, a file with unique number will be opened each organization. All correspondence related to the organization will be filed in this folder Receipt of Completed Application The Airworthiness Inspector responsible dealing this organization will ensure that the submitted application is made in a prescribed mat along with requisite fees October 2016 Page 12

13 and supporting documents. The Airworthiness Inspector will verify whether the applicant submitted the following along with covering letter: (i) Duly filled application (CAAN Form 2) (Appendix- 14). (ii) Evidence of internal audit covering the entire areas of operation. (iii) Resolution of above audit findings (if any). (iv) Maintenance Organization Exposition (MOE) and Capability List. (v) Declaration of Accountable Manager (Corporate commitment by Accountable Manager). (vi) Nomination of Post holders (CAAN Form 4). (vii) Completed compliance checklist (Checklist # 34 Compliance checklist NCAR-145 approval). (vii) Completed Checklist # 9 Checklist Approval of Maintenance Organization Exposition (Part I). (ix) CAA Nepal Fee (As per CAR 2002, Schedule-1). The CAA Nepal Inspector will verify application package its completeness through a checklist (Checklist # 37 Checklist reviewing application package NCAR Part-145 approval- Domestic AMO). The applicants will be inmed in writing regarding the incomplete or deficient application corrective action bee proceeding with the approval process. 4.4 Detailed Review of application Acceptance of Management Personnel (NCAR 145.B.20 (1)) The partially filled CAAN Form 4 (Appendix-8) submitted acceptance of post holders Maintenance Manager, Quality Manager and other Management Personnel will be reviewed based on the qualification, experience, skill and competency stipulated in the MOE. The decision on the minimum number of post holders required may be taken on the basis of fleet-size and nature of operation. The organization has liberty to have more number of post holders to function effectively and efficiently. The guidelines examining and approving the post holders are as follows: a) Accountable Manager: The initial presentation of Accountable Manager demonstrating how he will monitor the functioning of maintenance quality and Safety system may be considered as means acceptance of Accountable Person. The MOE will indicate the duties and responsibilities including criteria acceptance. He/ She must have authority to finance aircraft maintenance. CAA Nepal may reject an accountable manager where there is clear evidence that he/she previously held a senior position in CAA Nepal approved organization and abused that position by not complying with the particular CAA Nepal requirements. 14 b) Maintenance Manager, Workshop Manager and Production Manager may be appointed separately or one person can look after all activities. It is all depends on the size of the organization. c) The organization should set up a quality system in the organization and appoint Quality Manager to look after all activities of the organization and Quality System. d) Assessment of suitability of Post holders should be determined based on NCAR Part-145 qualification requirements, the Term of Reference issued to the managers or described in the MOE. Technical competency in aircraft maintenance, Qualification and training requirements laid down in MOE, management capabilities including communication and PR skills may be assessed to accept as maintenance post holder. e) Competency Assessment of the post holder should be carried out through oral interview the record of which should be recorded in organization file. Checklist # 45 Competency Assessment of post holders should be filled by the inspector. f) On satisfactory assessment of post holders suitability, if the Post Holder is found suitable the position, the partially filled CAAN Form 4 will be completed by the examining Airworthiness Inspector and indicate the acceptance by signing the copies. g) In the set of three signed copies of CAAN Form 4, one copy is maintained at the organization file of CAA Nepal, while two signed copies in the sealed envelope are warded to the Accountable Manager maintaining a copy at the organization and to issue a copy to the individual post holders. h) Submission of CAAN Form 4 is not a requirement accepting Accountable Executive. Approval of MOE in writing implies the acceptance of Accountable Manager Approval of MOE (NCAR 145.B.20 (2)) The Airworthiness Inspector who has been given the responsibility to examine the suitability of organization will scrutinize the MOE. The MOE is scrutinized focusing that it covers the broad policy of the organization. It will serve as reference handbook containing policies and procedures that the organization committed to follow. The chapter-wise content of the MOE will be verified with detailed checklist [Checklist # 9 Checklist Approval of Maintenance Organization Exposition (Part I) ]. The approval of MOE is intimated to the organization by issuing MOE approval letter which also serves as letter of acceptance of the Accountable manager. The approval of the exposition will be intimated in writing. The following pages will be signed and stamped with office seals: (a) (b) (c) List of effective pages. 15 (d) Facility details (at each site if applicable) Compliance Report: The para-wise compliance report submitted by the applicant (Checklist # 34 Compliance checklist NCAR 145 approval) will be reviewed to confirm the availability of facility, management personnel, Certifying staff and Certification system; availability of document system, record system, internal occurrence reporting system Safety Management System and Quality and safety system. Airworthiness Inspector will also verify the same during the physical inspection. The audit will cover minimum following areas of major maintenance and line stations. (a) (b) (c) (d) (e) (f) (g) (h) (i) (j) (k) (l) Hangar facilities (Applicable even applicant hiring hangar) Management personnel Certifying Staff Tools and Storage facility Production Planning Approved Maintenance data (Documents) Certification System Record System Internal Occurrence Reporting System MOE Safety and Quality System Safety Management System The organization will also include the evidence of closing all the finding raised during the internal audit Acceptance of Deficiency: No deficiency in compliance of requirements, especially on appointment of post holders and acquiring minimum tools and equipment or maintenance data are allowed the initial approval. However, any deficiencies that no way hamper the operation may be permitted a limited period by following the procedures given in Para 11 of this Section. Example, tools that may not be required immediately may be agreed upon limited period and such acceptance is granted based on written request and justification as per the procedure given concession and exemptions. 4.5 CAA Nepal Audit (NCAR 145.B.20 (3)) A team of minimum two auditors will carry out audit at the maintenance facility using detailed checklist. The detailed checklist [Checklist # 10 Checklist Approval of Maintenance Organization (NCAR-145) ] will cover the salient points of the requirements stipulated in the Operating Procedures and NCARs parts. 16 4.5.1 CAA Nepal Audit Team size For a large organization, one large team audit or a short series of small team audits may be carried out. Small team will have minimum of two auditors Accompanying of Senior Officers The auditors will always ensure that they are accompanied by a senior technically qualified member of the organization throughout the audit. Normally, the quality manager accompanies the audit team. The reason being accompanied is to ensure the organization is fully aware of any findings noted during the audit Complete or Sample Check It is recommended that the audit is carried out on a product line type basis in that, example, in the case of an organisation seeking approval maintenance of Airbus A310, A320 and A340 ratings, the audit be concentrated on one type only a full compliance check. Depending upon the result, the second type may only require a sample check against those activities seen to be weak on compliance the first type Audit de-briefing The Airworthiness Inspection Division will de-brief the senior technical member of the organization at the end of the audit visit on all findings made during the audit. In the event of producing any evidence rectification or complying with any requirement during the audit, all such findings need not be included in the report. The filled checklist must be enclosed in the organization file Decision on Compliance Issues There may be occasions wherein auditor may find situations in the applicant's organization which is unsure or unclear about compliance. In this case, the organization will be inmed about possible non-compliance at the time and the fact that the situation will be reviewed within the Airworthiness Inspection Division bee a decision is made. If the decision is a finding of being in compliance then a verbal confirmation to the organization will suffice Issuance of deficiency Form Findings will be recorded in the Checklist # 10 Comments and Observation Column with a provisional categorization as a level 1 or 2. Subsequent to the audit visit that identified the particular findings, Airworthiness Inspector will review the provisional finding levels, adjusting them if necessary and change the categorization accordingly. In the event of finding any deficiency, a standardized deficiency Form CAAN Deficiency Form (Appendix-7) will be issued. Findings are classified as level 1 or level 2 based on the criticality. All findings will be confirmed in writing to the applicant organization within 2 weeks of the audit visit. The auditing Airworthiness Inspector October 2016 Page 16

17 will inm the Chief, Airworthiness Inspection Division findings made during the audit. Then, inm the same to the Quality Manager necessary corrective action by CAAN Deficiency Form. Corrective actions all findings must be confirmed in writing from the organization in CAAN Deficiency Form along with root cause analysis as per guidance issued by CAA Nepal within 1 month from the date of receipt of CAAN Deficiency Form. For confirmation of corrected findings a re-inspection through spot checks will be carried out upon intimation of corrective action. In any case, all findings are to be closed to issue an initial approval. The Airworthiness Inspector will record all findings, closure actions (actions required to close a finding) and recommendations via Audit Finding Tracking Form Closure Findings: The reports will include the date each finding was cleared together with reference to the Airworthiness Inspector report or letter. For initial approval all findings must be corrected bee the approval can be issued. 4.6 Audit Completion Report: Audit completion report in a standard mat CAAN Form 6 (Appendix 5) including approval recommendation page are required to be submitted to the chief of the Airworthiness Inspection Division or approving authority facilitating issue of initial approval Approval Recommendation: The audit completion report will be submitted through CAAN Form 6. The completed CAAN Form 6 including approval recommendation page will be reviewed by the chief of Airworthiness, approving authority or any other officer authorized by the Director General, CAA Nepal. The review will take into account the relevant paragraphs of NCAR Part-145, the categorization of finding levels and the proper closure action taken. Completion of satisfactory review of the audit m and acceptance of organization will be indicated by the signature of the auditors and approving authority in the CAAN Form Issue of approval (NCAR 145.B.25) The Airworthiness Inspector in CAA Nepal will mally issue to the applicant the duly filled CAAN Form 3 (Appendix-6), the approval certificate, which includes the Certificate, approval schedules or ratings and capability register. The certificate of approval will only be issued when the organization is in full compliance with NCAR Part-145 requirements. October 2016 Page 17

18 4.7.1 Capability Listing The approval will be based only upon the organizational capability (including any associated sub-contractors) relative to NCAR Part-145 and not limited by reference to FAA/ CAA Nepal type certificated products. For example, if the organisation is capable of maintaining within the limitation of NCAR Part-145 the Boeing series aircraft, the approval schedule will state A1 Boeing series and not Boeing 737-2H6 which is a particular airliner designator one of many -200 series Signing of Approval Certificate On satisfying that the organization is complying all requirement stipulated in the regulation, the CAA Nepal may issue an organization approval Certificate ensuring the following. (i) (ii) (iii) (iv) (v) Signing of Approval Certificate Signing of Approval Schedule Verifying and signing of Capability List Ensure that the organization file contains all necessary document approval evidence Update the Register of Approved Organization Approval Validity (NCAR 145.B.25 (2)) The conditions of the approval will also be indicated on the CAAN Form 3 approval certificate. The validity of the NCAR Part-145 approvals will be a period not exceeding 24 months Approval Number (NCAR 145.B.25 (3)) The reference number will be included on the CAAN Form 3 approval certificate. The numeric sequence will be unique to the particular approved maintenance organization Multi-base Operation For organizations having multiple locations, the approval will be issued the main base. In such cases the Airworthiness Inspector may carry out the inspection at the sub base and line stations and ward the recommendations to include the sub-base or line station in the schedule. The periodic renewal may also be carried out by the Authority based on the receipt of recommendations of the airworthiness Inspector Fees For grant of approvals, or changes to the approval ratings by inclusion of additional type of Aircraft (aircraft and engine combination) on the Certificate of approval, fees will be charged in accordance with Civil Aviation Regulations 2002 and its amendments. Enhancement of the scope of maintenance of an aircraft already October 2016 Page 18

19 included in the certificate of approval will not attract charging of additional fees. For renewal of approvals the fees will be charged in accordance with Civil Aviation Regulations 2002 and its amendments. 5. Continuation of an approval (NCAR 145.B.30) The continuation of an approval will be monitored in accordance with the applicable initial approval process under NCAR 145.B.20. In addition, the Airworthiness Inspector will maintain and update a program listing the approved maintenance organization under its supervision, the dates when audit visits (Annual Surveillance Plan of AMO) are due and when such visits were carried out. Credit may be claimed by the Airworthiness Inspector specific item audits completed during the preceding 24 months period subject to following four conditions: (i) (ii) the specific item audit will be the same as that required by NCAR Part-145 latest amendment; there will be satisfactory evidence on record that such specific item audits were carried out and that all corrective actions have been taken; (iii) the Airworthiness Inspector will be satisfied that there is no reason to believe standards have deteriorated in respect of those specific item audits being granted a back credit; and (iv) the specific item audit being granted a back credit will be audited not later than 24 months after the last audit of the item. 5.1 Each organization must be completely reviewed (audited) by the Airworthiness Inspection Division compliance with NCAR Part-145 at periods not exceeding 24 months. (i) (ii) (iii) (iv) CAA Nepal will carry out audit at the approved facility as per the Annual Surveillance Plan of AMO. Where it has been decided that a series of audit visits are necessary to arrive at a complete audit of an organisation, the program will indicate which aspects of the approval will be covered on each visit. It is recommended that part of an audit concentrates on two ongoing aspects of the NCAR Part-145 approval, namely the organisation internal self monitoring quality reports produced by the quality monitoring personnel to determine if the organization is identifying and correcting its problems and secondly the number of concessions granted by the quality manager and the procedures followed there under. At the successful conclusion of the audit including approval of the exposition, an audit report m (CAAN Form 6) will be completed by the Airworthiness Inspector including all recorded findings, closure actions and recommendation via Audit Finding Tracking Form In the case of line stations a sampling program based upon number of line stations and complexity may be adopted. 20 5.2 A meeting with the accountable manager will be convened at least once every 24 months to ensure he/she remains inmed of significant issues arising during audits and to ensure he/she fully understands the significance of the approval. The minutes of the meeting will be preserved in the organization files. 6. Changes (NCAR 145.B.35) 6.1 Airworthiness Inspector will receive application from the organization of any proposed change as listed in NCAR 145.A.85. To have adequate control over any changes to the management personnel specified in NCAR 145.A.30 (a) and (b) will require an amendment to the exposition. Changes to the NCAR Part-145 approvals include the following: Name change Address change Approval scope and rating New base facility The applicable part(s) of the CAAN Form 6 will be used the change. 6.2 Airworthiness Inspector will comply with the applicable elements of the initial process paragraphs any change to the organisation. 6.3 Airworthiness Inspector may prescribe the conditions under which organisation may operate during such changes unless it determines that the approval will be suspended. 7. Amendment of MOE (NCAR 145.B.40) 7.1 The Airworthiness Inspector will verify that the procedures specified in the exposition are in compliance with NCAR Part-145 bee mally notifying the approved organization of the approval. 7.2 A simple exposition status sheet will be maintained which contains inmation on when an amendment was received by Airworthiness Inspector and when it was approved. 7.3 The organization will submit each exposition amendment to the Airworthiness Inspector approval. On being satisfied that the amendment meets the requirement of NCAR Part-145, an approval to the same will be grated in writing. 8. Suspension or Limiting of approval In the event of organization that are not complying with the requirements of NCAR, Airworthiness Inspector may issue admonition, warning, revocation, suspension and limitation of approval (NCAR 145.B.45) as may be deemed fit. The procedure as laid down in Rule 29 of Civil Aviation Regulation 2002 and its amendments and instructions issued by Director General, CAA Nepal from time to time will be followed in order to: October 2016 Page 20

21 (a) suspend an approval on reasonable grounds in the case of potential safety threat; or (b) admonish, warn, suspend, revoke or limit the approval granted to a person or organization pursuant to NCAR 145.B Findings (NCAR 145.B.50) When during audits or by other means evidence is found showing non-compliance with the requirements of NCAR Part-145, the following actions will be taken by CAA Nepal. 9.1 For level 1 findings, immediate action will be taken to revoke, limit or suspend in whole or in part of approval, depending upon the extent of the level 1 finding, the maintenance organization approval, until successful corrective action has been taken by the organization. In practical terms, a level 1 finding is noted where a significant non-compliance with NCAR 145 is found. The following are examples of level 1 finding: Failure to gain access to the organisation during normal operating hours of the organisation in accordance with NCAR 145.A.90 (2) after two written requests. If the calibration control of equipment as specified in NCAR 145.A.40 (b) had previously broken down on a particular type product line such that most calibrated equipment was suspect from that time then that would be a level 1 finding. Note: A complete product line is defined as all the aircraft, engine or component of a particular type. 9.2 For a level 1 finding it may be necessary Airworthiness Inspector to ensure that further maintenance and re-certification of all affected products is accomplished, dependent upon the nature of the finding. 9.3 For level 2 findings, the corrective action period granted must be appropriate to the nature of the finding, but in any case initially must not be more than three months. In certain circumstances and subject to the nature of the finding, the three month period may be extended subject to a satisfactory corrective action plan agreed. In practical terms where an Airworthiness Inspector finds a non-compliance with NCAR Part -145 against one product, it is deemed to be a level 2 finding. The following are example level 2 findings: One time use of a component without any serviceable tag. The training documents of the certifying staff are not completed. 9.4 Action will be taken to suspend in whole or part the approval in case of failure to comply within the timescale granted by CAA Nepal. Where the organisation has not implemented the necessary corrective action within that period, it may be appropriate to grant a further period of up to three months, subject to notifying the accountable manager. In exceptional circumstances and subject to a realistic action plan being in place, the Director General, CAA Nepal may October 2016 Page 21

22 specifically vary the maximum 6 month corrective action period. However, in granting such a change the past permance of the organization will be considered. 10. Record-keeping (NCAR 145.B.55) Records of approval of an organisation will be retained an adequate period that allows adequate traceability of the process to issue, continue, change, suspend or revoke each individual organization approval The records will include as a minimum: a) the application an organisation approval, including the continuation thereof. b) the continued oversight program including all audit records. c) the organization approval certificate including any change thereto. Register in this regard may also be maintained. d) a copy of the audit program listing the dates when audits are due and when audits were carried out. e) copies of all mal correspondence including CAAN Form 4 or equivalent. f) details of any exemption and encement action(s). g) any other regulatory authority audit report ms; maintenance organization expositions The minimum retention period the above records will be four years unless it is required to be retained permanently Either a paper or computer system or any combination of both may be used subject to appropriate controls The record-keeping system will ensure that all records are accessible whenever needed within a reasonable time. These records will be organized in a consistent way throughout (numerical as per AMO approval number). Copies of policy letters will also be retained in separate folders future reference All records containing sensitive data regarding applicants or organizations will be stored in a secure manner with controlled access to ensure confidentiality of this kind of data All computer hardware used to ensure data backup will be stored in a different location from that containing the working data in an environment that ensures they remain in good condition. When hardware or software changes take place special Care will be taken to ensure that all necessary data continues to be accessible at least through the full period as specified above. 11. Exemption and Concession control (NCAR 145.B.60) At times the organization may seek exemption from the manufacturer established maintenance task or concession deviating from the CAA Nepal approved October 2016 Page 22

This paragraph provides CAA Nepal the procedures such exemptions and concession Exemptions procedures Maintenance task exemptions are permitted provided the organization submits justification including technical substantiation from the aircraft manufacturer such exemption. If the Director General, CAA Nepal is convinced that the exemption is no way affecting the safety of the aircraft or hazardous to the flight, Airworthiness Inspection Division can issue exemption. All exemptions granted as per Rule 41 of Civil Aviation Regulation and its amendments will be recorded and retained by the Airworthiness Inspection Division Concession procedures Any concessions sought on organization approved procedures may be granted provided the organization submits justifications stating that the concession will not hamper the safety of the aircraft. If the Director General, CAA Nepal is convinced that the concession is no way affecting the safety of the aircraft or hazardous to the flight, Airworthiness Inspection Division can grant concession. Scope (NCAR 66.B.05) AIRWORTHINESS INSPECTORS HANDBOOK PART-II Subpart A General Personnel engaged in the activities of maintenance of aircraft and aircraft components will be issued with NCAR Part-66 Aircraft Maintenance Licence by the Civil Aviation Authority of Nepal (CAA Nepal). This section describes the administrative procedures that the Airworthiness Inspector will follow while exercising their power of delegation to perm the tasks of issuance, continuation, change, suspension or revocation of NCAR Part-66 Aircraft Maintenance Licence under applicable rules and NCAR Part-66. Applications Issuance/continuation/change of NCAR Part-66 Aircraft Maintenance Licence are to be processed by the Airworthiness Inspection Division following the procedures explained in this section. 2. Civil Aviation Authority of Nepal (NCAR 66.B.10) 2.1 CAAN and Power of Delegation: Director General of Civil Aviation is the Chief Executive of CAA Nepal under Civil Aviation Authority Act The Director General delegates his power to the officers working under various Divisions of the CAA Nepal. The Airworthiness Inspection Division has been vested with the responsibilities of issuance, continuation, change, suspension or revocation of NCAR Part-66 Aircraft Maintenance Licence following the guidelines stipulated hereunder. Notwithstanding the procedures described here, all applicable national regulations in connection with issuance, continuation, change, suspension or revocation of NCAR Part-66 Aircraft Maintenance Licence will also be followed. No procedures will override or contradict with Civil Aviation Regulation 2002 and its amendments. Will there be any such contradiction or overriding, the matter be brought to the notice of Director General, CAA Nepal necessary clarification and resolution. The power of delegation is given in Appendix Organizational Structure: CAA Nepal has established an organizational structure in manner it could discharge various functions continuously and smoothly. Theree, the organizational structure is med to ensure that the various tasks and obligations are not relying on individuals. The organization s structure is made in such a way to ensure continuing and undisturbed fulfillment of these tasks and obligations of the CAA Nepal during illness, accident or leave of individual employees. Terms of Reference (TOR) has been issued to each Airworthiness Inspectors to perm his function as well as standby or contingency activities of other Airworthiness Inspectors who are on leave. The CAA Nepal established its system to retain effective control of important surveillance functions and not to delegate them in any means to any other authority. The organization structure is shown in Appendix-2. October 2016 Page 26

27 2.3 Resources In order to ensure satisfactory permance of approval and associated activities, the CAA Nepal has to ensure availability of adequate resources in terms of facilities, manpower, procedural system and authority. Theree, the CAA Nepal has been vested with financial power to establish the required resources. This includes resources required issuance, continuation, change, suspension or revocation of NCAR Part-66 Aircraft Maintenance Licence. It is important to note that the Airworthiness Inspection Division will have resources and capabilities in commensurate with the scope and nature of the work they perm. In other words, the personnel desiring to have NCAR Part-66 Aircraft Maintenance Licence in new generation aircraft or maintain training aircrafts, seeking NCAR Part-66 Aircraft Maintenance licence may be dealt in an appropriate manner which the Airworthiness Inspection Division will have adequate resources as mention below: Description of Facility: The Inspectors will be provided with facilities and office space equipped with adequate number of office equipment such as computers, printers, scanners, document/record storage racks, security system as laid down in Appendix-3. The office accommodations are environmentally controlled to provide comtable work place to the Airworthiness Inspectors Manpower Plan and Review: Qualified and trained personnel in commensurate with quantum of activities have to be appointed to perm the approval tasks in a systematic and competent manner. The adequacy of personnel is assessed and quantified based on reasonable justification considering the quantum of existing activities and future activities in terms of man-hours. Manpower requirements are being reviewed during the month of July every fiscal year via Calculation of Manhour Airworthiness Inspector or in the situation of increased activities; or based on number of licence issued and to be issued; the number and size of potential NCAR Part-66 Aircraft maintenance licence within the country and outside, as well as the level of civil aviation activity, number and complexity of aircraft and the size of Nepal s aviation Industry Systems and Procedure: Airworthiness Inspection Division procedures are endorsed by the Director General, CAA Nepal systematic processing of application issuance, continuation, change, suspension or revocation of NCAR Part-66 Aircraft Maintenance Licence. This procedure manual is a reference document that provides guidance day-to-day activities of Airworthiness Inspectors. October 2016 Page 27

28 2.3.4 Authority: Each Airworthiness Inspector is issued with duties and responsibilities. The powers of delegation relevant to the issuance, continuation, change, suspension or revocation of NCAR Part-66 Aircraft Maintenance Licence have also been issued by the Director General, CAA Nepal. The Inspector card has also been issued by Director General, CAA Nepal in pursuant with Rule 84 of Civil Aviation Regulations 2002 and its amendments. Furthermore, Airport Security Pass has also been issued to Inspectors access inside all the Airports within Nepal inspection as per Annual Surveillance Plan. 2.4 Qualification and Training (NCAR 66.B.10) Airworthiness Inspector who perms this function will have requisite qualification, experience, skill and competency. Personal files containing the evidence of qualification, experience, skill and competency assessment will be maintained each Airworthiness Inspector. Chief, Airworthiness Inspection Division will ensure that the Airworthiness Inspector involved in the process of issuance, continuation, change, suspension or revocation of NCAR Part-66 Aircraft Maintenance Licence must have: practical experience and expertise in the application of aviation safety standards and safe operating practices be appropriately qualified and have all necessary knowledge, experience and training to perm their allocated tasks Have received training/continuation training on NCAR Part-66 where relevant including its intended meaning and standards to ensure Airworthiness Inspector remains competent to perm their allocated tasks comprehensive knowledge of: a. relevant parts of implementing rules, certification specifications and guidance material; b. the CAA Nepal s procedures; c. the rights and obligations of a Airworthiness Inspector 2.5 Approving Authority (NCAR 66.B.10 (1)) The Director General, CAA Nepal is the Chief Executive of CAA Nepal issuance, continuation, change, conversion, suspension or revocation of NCAR Part-66 Aircraft Maintenance Licence. He may delegate the power under Rule 87 of Civil Aviation Regulations 2002, to the subordinate officers to ensure that all aviation activities including the aircraft maintenance activities are permed in an orderly manner. The CAA Nepal has established documented procedures containing the following inmation: (i) The title(s) and name(s) of the Officer(s) of the CAA Nepal and their duties and responsibilities. 29 (ii) (iii) (iv) (v) (vi) Organisation chart(s) showing associated chains of responsibility of the senior persons. A procedure defining the qualifications staff together with a list of staff authorized to sign Licence. A general description of the facilities. Procedures specifying how the CAA Nepal ensure compliance with NCAR Part-66 The CAA Nepal has established this procedures detailing in this section as how compliance with this section is accomplished. The procedures are required to be reviewed once in a year in the month of December. The documentary evidence implementation the above mentioned guidelines are already covered in this section. 3. Record keeping (NCAR 66.B.20) 3.1 CAA Nepal will establish a system of record-keeping that allows adequate traceability of the process issuance, continuation, change, conversion, suspension or revocation of NCAR Part-66 Aircraft Maintenance Licence. The record-keeping system shall ensure that all records are accessible whenever needed within a reasonable time. These records should be organized in a consistent way throughout the CAA Nepal in numerical order as per licence number. All records containing sensitive data regarding applicants or organisations should be stored in a secure manner with controlled access to ensure confidentiality of this kind of data. All computer hardware used to ensure data backup should be stored in a different location from that containing the working data in an environment that ensures they remain in good condition. When hardware or software changes take place special care should be taken that all necessary data continues to be accessible at least through the full period specified in Para 3.3, Para 3.4 of this section. 3.2 The records shall include each licence: a. the application an aircraft maintenance licence or change to that licence (CAAN Form 19), including all supporting documentation; b. a copy of the aircraft maintenance licence including any changes (CAAN Form 26); c. copies of all relevant correspondence; d. details of any exemption and encement actions; e. any report from CAA Nepal relating to the aircraft maintenance licence holder; f. the records of examinations conducted by CAA Nepal; g. the applicable aircraft maintenance licence conversion reports; h. the applicable credit report used crediting. 30 3.3 Records referred to in paragraph (3.2), (a) to (e) will be kept at least five years after the end of the licence validity. 3.4 Records referred to in paragraph (3.2), (f), (g) and (h) will be kept an unlimited period. 4. Exemptions (NCAR 66.B.30) All exemptions granted in accordance with Rule 41 Civil Aviation Regulation (2058 B.S.) and its amendments shall be recorded and retained by the CAA Nepal. 31 Subpart B Issue of an Aircraft Maintenance Licence 5. Procedure the issue of an aircraft maintenance licence by CAA Nepal (NCAR 66.B.100) 5.1 On receipt of Application licence issue, check following: a) Application Form CAAN Form 19 (Appendix-9) b) Certificate of Modular Examination or NCAR Part-147 Certificate of Recognition c) Details of Experience gained d) Certificate in support of additional Qualification e) Conmation of Identity f) Applicable Fee as per Civil Aviation Regulation 2058 and its amendments and g) any supporting documentation CAA Nepal will verify CAAN Form 19 completeness including a) Personal details b) Employers details c) Type of licence requested d) Name, Signature and Date e) Detail of any credits or qualification requested to be taken into account. f) Quality Manager or other suitable signatory recommending the candidate licence issue. 5.2 The CAA Nepal will verify an applicant's examination status and/or confirm the validity of any credits to ensure that all required modules of NCAR Part-66 Appendix I have been met as required by NCAR Part-66 licence category. 5.3 When having verified the identity and date of birth of the applicant and being satisfied that the applicant meets the standards of knowledge and experience required by NCAR Part-66. Applicants claiming the maximum reduction in NCAR 66.A.30(a) total experience based upon successful completion of a NCAR 147.A.200 approved basic training course should include the NCAR Part-147 certificate of recognition approved basic training. Applicants claiming reduction in NCAR 66.A.30(a) total experience based upon successful completion of training considered relevant by the CAA Nepal as a skilled worker in a technical trade, should include the relevant certificate of successful completion of training. Applicants claiming credit against the NCAR 66.A.30(a) total experience requirement by virtue of NCAR 66.A.30(a) non-civil aircraft maintenance experience may only be granted such credit where the CAA Nepal has recognised such non-civil aircraft maintenance experience. The CAA Nepal in recognising non-civil aircraft maintenance experience should have specified who within the non-civil environment may make a October 2016 Page 31

32 statement that the applicant has met relevant maintenance experience. The applicant should include a detailed statement of such maintenance experience signed by the non-civil maintenance authority in accordance with the conditions specified by the CAA Nepal. The CAA Nepal should check that the experience record satisfies above paragraphs in terms of content and the countersigning signature. 5.4 CAA Nepal will verify if the fee paid is appropriate as per Civil Aviation Regulation 2058 and its amendments. 5.5 Upon successful assessment of above process CAA Nepal shall issue the relevant NCAR Part-66 Aircraft Maintenance Licence (Appendix-10) of this section to the applicant. The same inmation shall be kept on CAA Nepal records. 6. Procedure the change of an Aircraft Maintenance Licence to include an additional basic category or subcategory (NCAR 66.B.110) 6.1 In addition to the documents required under Para 5.1 of this section, as appropriate, the applicant additional basic categories or subcategories to an NCAR Part-66 Aircraft Maintenance Licence will submit his/her current original aircraft maintenance licence to CAA Nepal. 6.2 At the completion of the procedure as specified in Para 5.1, CAA Nepal will endorse the additional basic category or subcategory on the NCAR Part-66 Aircraft Maintenance Licence by reissuing the licence. CAA Nepal file will be amended accordingly. 7. Procedure the change of an aircraft maintenance licence to include an aircraft rating or to remove limitations (NCAR 66.B.115) 7.1 On receipt of a CAAN Form 19 together with the accompanying NCAR Part-66 Aircraft Maintenance Licence and any supporting documentation, CAA Nepal will verify CAAN Form 19 and any supporting documentation demonstrating compliance with the requirements of the applicable rating as per procedure laid down in Para 5. Upon satisfactory verification, the CAA Nepal shall: a) Reissue the said licence to include the applicable aircraft rating; or b) Remove the applicable limitations in accordance with NCAR 66.A.50. The CAA Nepal record system shall be changed accordingly. Where the type training has not been conducted by a NCAR Part-147 organisation, there should be supporting documents confirming to the CAA Nepal that: The type training has been approved by the CAA Nepal in accordance with NCAR 66.B.130, The applicant has completed the elements of the approved type training; and The trainee has been successfully examined/assessed. 33 7.2 In the case where the complete type training is not conducted by maintenance training organisation appropriately approved in accordance with NCAR Part-147, the CAA Nepal shall be satisfied that all type-training requirements are complied with bee the type rating is issued. Aircraft type training may be subdivided in airframe and/or powerplant and/or avionics/electrical systems type training courses. a. Airframe type training course means a type training course including all relevant aircraft structure and electrical and mechanical systems excluding the powerplant. b. Powerplant type training course means a type-training course on the bare engine, including the build-up to a quick engine change unit. c. The interface of the engine/airframe systems should be addressed by either airframe or powerplant type training course. In some cases, such as general aviation, it may be more appropriate to cover the interface during the airframe course due to the large variety of aircraft that can have the same engine type installed. d. Avionics/electrical systems type training course means type training on avionics and electrical systems covered by but not necessarily limited to ATA Chapters 22, 23, 24, 25, 27, 31, 33, 34, 42, 44, 45, 46, 73 and 77 or equivalent. 7.3 In the case where the On-the-Job Training is not required, the aircraft type rating shall be endorsed based on a Certificate of Recognition issued by a maintenance training organisation approved in accordance with NCAR Part-147. For the acceptance of the OJT programme described in Section 6 of Appendix III to NCAR Part-66, the CAA Nepal should develop adequate procedures which may be similar to the procedure described in AMC 66.B.130 the direct approval of aircraft type training. 7.4 In the case where the aircraft type training is not covered by a single course, the CAA Nepal shall be satisfied prior to the type rating endorsement that the content and length of the courses fully satisfy the scope of the licence category and that the interface areas have been appropriately addressed. 7.5 In the case of differences training, the CAA Nepal shall be satisfied that: a) The applicant s previous qualification, supplemented by b) Either a course approved in accordance with NCAR Part-147 or a course directly approved by the CAA Nepal, are acceptable type rating endorsement. 7.6 Compliance with the practical elements shall be demonstrated: a) By the provision of detailed practical training records or a logbook provided by a maintenance organisation appropriately approved in accordance with NCAR Part-145 or, where available. b) By a training certificate covering the practical training element issued by a maintenance training organisation appropriately approved in accordance with NCAR Part-147. 34 7.7 Aircraft type endorsement shall use the standard codes contained in Appendix I of AMC 66.B Procedure the renewal of an Aircraft Maintenance Licence validity (NCAR 66.B.120) 8.1 The holder of an NCAR Part-66 Aircraft Maintenance Licence will complete the relevant requirements of CAAN Form 19 and submit it with the holder's copy of the licence to CAA Nepal that issued the original NCAR Part-66 Aircraft Maintenance Licence, unless the NCAR Part-145 approved maintenance organisation has a procedure in its exposition whereby such organization may submit the necessary documentation on behalf of the NCAR Part-66 Aircraft Maintenance Licence holder. 8.2 CAA Nepal will compare the holder's NCAR Part-66 Aircraft Maintenance Licence with CAA Nepal records and verify any pending revocation, suspension or variation action pursuant to Para 17 of this section. If the documents are identical and no action is pending pursuant to Para 17, the holder's copy will be renewed 5 years and the file endorsed accordingly. The CAA Nepal should not carry out any investigation to ensure that the licence holder is in current maintenance practice as this is not a condition the renewal of a licence. Ensuring the continued validity of the certification privileges is a matter the approved NCAR Part-145 / NCAR Part-M Subpart-F maintenance organization or the certifying staff in accordance with NCAR M.A.801(b)2. For the purpose of ensuring the continued validity of the certification privileges the CAA Nepal may, when periodically reviewing the organizations in accordance with NCAR 145.B.30 or NCAR M.B.604, or during on-the-spot checks, request the licence holder to provide documentary evidence of compliance with NCAR 66.A.20(b) when exercising certification privileges. 8.3 If CAA Nepal records are different from the NCAR Part-66 Aircraft Maintenance Licence held by the licence holder: a) CAA Nepal will investigate the reasons such differences and may choose not to renew the NCAR Part-66 Aircraft Maintenance Licence. b) CAA Nepal will inm the licence holder and any known maintenance organization approved in accordance with NCAR Part-M Subpart F or NCAR Part- 145 that may be directly affected of such fact. c) CAA Nepal will, if necessary, take action under paragraph Para 17 to revoke, suspend or amend the licence in question. 9. Procedure the conversion of licence including group ratings (NCAR 66.B.125) 9.1 Individual aircraft type ratings already endorsed on the aircraft maintenance licence shall remain on the licence and shall not be converted to new ratings unless the October 2016 Page 34

35 licence holder fully meets the requirements endorsement defined in 66.A.45 the corresponding group/sub-group ratings. NCAR 9.2 The conversion shall be permed in accordance with the following conversion table: a) For category B1 or C: Helicopter piston engine, full group: converted to full sub-group 2c plus the aircraft type ratings those single piston engine helicopters which are in group 1; Helicopter piston engine, manufacturer group: converted to the corresponding manufacturer sub-group 2c plus the aircraft type ratings those single piston engine helicopters of that manufacturer which are in group 1; Helicopter turbine engine, full group: converted to full sub-group 2b plus the aircraft type ratings those single turbine engine helicopters which are in group 1; Helicopter turbine engine, manufacturer group: converted to the corresponding manufacturer sub-group 2b plus the aircraft type ratings those single turbine enginehelicopters of that manufacturer which are in group 1; Aeroplane single piston engine metal structure, either full group or manufacturer group: converted to full group 3. For the B1 licence the following limitations shall be included: composite structure aeroplanes, wooden structure aeroplanes and metal tubing and fabric aeroplanes; Aeroplane multiple piston engines metal structure, either full group or manufacturer group: converted to full group 3. 37 9.3 If the licence was subject to limitations following the conversion process referred to in NCAR 66.A.70, these limitations shall remain on the licence, unless they are removed under the conditions defined in the relevant conversion report referred to in NCAR 66.B Procedure the direct approval of the aircraft type training (NCAR 66.B.130) 10.1 The CAA Nepal may approve aircraft type training not conducted by a maintenance training organisation approved in accordance with NCAR Part-147, pursuant to point 1 of Appendix III of NCAR Part-66. In such case the CAA Nepal shall have a procedure to ensure the aircraft type training complies with Appendix III of NCAR Part-66. The procedure the direct approval of type training courses by the CAA Nepal should require that the following aspects are described by the organisation providing the training: The content and the duration of the theoretical and/or practical elements, as applicable, in accordance with Appendix III to NCAR Part-66, including the Training Need Analysis (TNA); The teaching methods and instructional equipment; The material and documentation provided to the student; The qualification of instructors, examiners and/or assessors, as applicable; The examination and/or assessment procedure, as applicable. Further guidance about the assessment and the designated assessors is given in Appendix III to AMC to NCAR Part-66. The documentation and records to be provided to the student to justify the satisfactory completion of the training course and related examination/assessment. This should include not only a certificate of completion but enough documentation and records to justify that the content and duration approved has been met and that the examination/assessment has been successfully passed. The above criteria apply to a full course as well as to a partial course such as the practical element of a type training course and its assessment. The procedure should also indicate how the CAA Nepal is going to audit the proper permance of the approved course. The direct approval of aircraft type training should be done on a case by case basis and should not be granted long term periods, since it is not a privilege of the organisation providing the training. Note: The direct approval of the course will be granted only to Manufacturer Type course, Factory Type course or eign approved 147 training organizations. October 2016 Page 37

38 Subpart C Examinations 11. Examination by CAA Nepal (NCAR 66.B.200) 11.1 All examination questions will be kept in a secure manner prior to an examination, to ensure that candidates will not know which particular questions will m the basis of the examination CAA Nepal will nominate: a) persons who control the questions to be used each examination. b) examiners who will be present during all examinations to ensure the integrity of the examination Basic examinations will follow the standard specified in Appendix I and II of NCAR 66 which is currently carried out by CAA International on behalf of CAA Nepal. CAA Nepal will audit CAA International every 2 years to ensure continued compliance with its requirements laid down in NCAR Part Type training examinations and Type examinations shall follow the standard specified in Appendix III of NCAR New essay questions will be raised at least every six months and questions already used withdrawn or rested from use. A record of the questions used will be retained in the records reference All examination papers will be handed out at the start of the examination to the candidate and handed back to the examiner at the end of the allotted examination time period. No examination paper may be removed from the examination room during the allotted examination time period Apart from specific documentation needed type examinations, only the examination paper may be available to the candidate during the examination Examination candidates will be separated from each other so that they cannot read each other's examination papers. They may not speak to any person other than the examiner Candidates who are proven to be cheating shall be banned from taking any further examination within 12 months of the date of the examination in which they were found cheating. Note: Questions may be prepared in the national language but the use of aviation English is recommended wherever possible. The primary purpose of essay questions is to determine that the candidate can express themselves in a clear and concise manner and can prepare a concise October 2016 Page 38

39 technical report the maintenance record, which is why only a few essay questions are required. Oral type questions may not be used as the primary means of examination because of the difficulty in establishing consistency of standards between examiners or day-to-day. However, nothing prevents the CAA Nepal from meeting potential certifying staff the purpose of ensuring they understand their obligations and responsibilities in the application of maintenance Parts. For pass mark purposes, the essay questions should be considered as separate from the multiple choice questions. Multiple choice question (MCQ) generation The following principles should be observed when developing multiple choice questions: (a) (b) (c) (d) (e) The examination should measure clearly mulated goals. Theree the field and depth of knowledge to be measured by each question should be fully identified. All the questions should be of the multiple choice type with three alternative answers. Questions that require specialised knowledge of specific aircraft types should not be asked in a basic licence examination. The use of abbreviations and acronyms should generally be avoided. However where needed, only internationally recognised abbreviations and acronyms should be used. In case of doubt use the full m, e.g. angle of attack = 12 degrees instead of a= 12. Questions and answers should be mulated as simply as possible: the examination is not a test of language. Complex sentences, unusual grammar and double negatives should be avoided. (f) A question should comprise one complete positive proposition. No more than 3 different statements should appear among the suggested responses otherwise the candidate may be able to deduce the correct answer by eliminating the unlikely combinations of statements. (g) (h) (i) Questions should have only one true answer. The correct answer should be absolutely correct and complete or, without doubt, the most preferable. Responses that are so essentially similar that the choice is a matter of opinion rather than a matter of fact should be avoided. The main interest in MCQs is that they can be quickly permed: this is not achieved if doubt exists about the correct answer. The incorrect alternatives should seem equally plausible to anyone ignorant of the subject. All alternatives should be clearly related to the question and of similar vocabulary, grammatical structure and length. In numerical questions, the incorrect answers should correspond to procedural errors such as corrections October 2016 Page 39

40 (j) applied in the wrong sense or incorrect unit conversions: they should not be mere random numbers. Calculators are not allowed during examination. Theree all calculations should be feasible without a calculator. Where a question involves calculations not feasible without a calculator, such as 10, then the question should specify the approximate value of 10. (k) Questions should be referred to NCAR Part-66 Appendix I examination syllabus. Essay question generation (a) The purpose of the essay is to allow the CAA Nepal to determine if candidates can express themselves in a clear and concise manner in the m of a written response, in a technical report mat using the technical language of the aviation industry. The essay examination also allows assessing, in part, the technical knowledge retained by the individual and with a practical application relevant to a maintenance scenario. (b) Questions should be written so as to be broad enough to be answered by candidates all licence category or sub-categories (Cat A, B1, B2 and B3) and comply with the following general guidelines: - The question topic selected should be generic, applicable to mechanical as well as avionic licence categories and have a common technical difficulty level as indicated in NCAR Part-66, Appendix I; - Cover technology applicable to most areas of aircraft maintenance; - Reflects common working practises; - It is not type or manufacturer specific and avoids subjects which are rarely found in practice - When drafting a question there is need to ensure that consideration is given to the limited practical experience that most candidates will have. (c) To make the questions and the marking procedures are as consistent as possible, each question and model answer, with the required key areas required (see below), should be reviewed independently by at least 2 technical staff members. (d) When raising questions the following should be considered: - Each essay question will have a time allowance of 20 minutes. - A complete A4 side is provided each question and answer, if required the answer can be extended onto the reverse side of the page. - The question should be such that the answer expected will be at the level shown that subject in the module syllabus. 41 - The question should not be ambiguous but should seek a broad reply rather than be limited in scope answer. - The question should lend itself to be written in a technical report style, in a logical sequence (beginning, middle and end), containing the applicable and relevant technical words needed in the answer. - Do not ask drawings/sketches to support the essay. - The question should be relevant to the category and level of difficulty listed in the syllabus, e.g. a description of a typical general aviation system may not be acceptable a typical commercial aeroplane. - Subject to obvious constraints in relation to the topic being addressed the question should have a strong bias towards the practical maintenance of a system/component and the answer should show an understanding of normal and deteriorated conditions of an aircraft and its systems. Variations on alternative possible answers which have not been thought of, may have to be taken into account to aid the examiner when marking. If considered relevant, the model answer should be amended to include these new points. (e) Because of the difficulty in marking an essay answer using key points only, there is a need the way in which the report was written to be assessed and taken into consideration. (f) The total points each question will add up to 100 and will need to reflect both the combination of the technical (key point) element and the report style element. (g) Each key point will be graded upon its importance and have point weighting allocated to it. The total weight will represent 60% of the mark. (h) Key points are the important elements that may be knowledge or experiencebased and will include other maintenance orientated factors such as relevant safety precautions or legislative practices if applicable. Excessive reference to the need MM referral or safety checks may be considered wasteful. (i) (j) The question answer will be analysed the clarity and manner in which the essay report is presented and have a weighting allocated to it, which will represent 40% of the mark. The answer should show the candidate's ability to express himself in technical language. This includes readability of the language, basic grammar and use of terminology. (k) The report starts in the beginning and has logical process to reach a conclusion. October 2016 Page 41

42 (l) Supporting diagrams should not be encouraged but if used should supplement the answer and not replace the need a broad text answer. (m) The report should not be indexed, itemised or listed. (n) Within reason the candidate should not be penalised incorrect spelling. (o) A zero mark should only be given in exceptional circumstances. Even if the student misunderstands the question and gives an answer to a different question, a sympathetic mark even if only the report style should be given, this could up to the maximum percentage allowed. (p) The two allocated marks should be added together and written into the answer paper. (q) If a question answer resulting in a borderline failure is principally due to written report errors, the paper should be discussed and the mark agreed if possible with another examiner. General (NCAR 66.B.300) AIRWORTHINESS INSPECTORS HANDBOOK PART-II Subpart D Conversion of Certifying Staff Qualification 12.1 The CAA Nepal may only perm the conversion specified in NCAR 66.A.70 in accordance with a conversion report prepared pursuant to Para 13, as applicable The conversion report will be developed by CAA Nepal. Note: Refer to Procedure Conversion of Existing Aircraft Maintenance Technician Licence (AMTL) to NCAR Part-66 Aircraft Maintenance Licence (Aircraft Part-66 AML) more inmation. 13. Conversion report national qualifications (NCAR 66.B.305) 13.1 The conversion report will describe the scope of each type of qualification, including the licence issued by CAA Nepal (AMTL), if any, the associated privileges and include a copy of the relevant CAA Nepal requirements defining these The conversion report shall show each type of qualification referred to in Para 13.1: to which aircraft maintenance licence it will be converted, and which limitation will be added and the NCAR 66.A.70 (c) or (d), as applicable, and The conditions to remove the limitations, specifying the module/subjects on which examination is needed to remove the limitations and obtain a full aircraft maintenance licence, or to include an additional (sub-) category. This shall include the modules defined in Appendix III of NCAR Part-66 not covered by the national qualifications. Conversion reports prepared on the basis of NCAR 66.A.70(c) should include a comparison between the scope of the national qualification (i.e, the national qualification requirements) and the scope of the NCAR Part-66 licence qualification (i.e, the NCAR Part-66 qualification requirements), which should be permed on the basis of a detailed analysis of the national and NCAR Part-66 basic qualification standards. The report should identify where a difference between the two standards exists and where such a difference would lead to a limitation on the NCAR Part-66 licence. Conversion reports prepared on the basis of NCAR 66.A.70(d), which are limited to aircraft not involved in commercial air transport other than large aircraft, should include the privileges associated to the national qualification. The report should identify which limitations are needed on the NCAR Part-66 licence in order to maintain these privileges. As conversions permed on the basis of NCAR 66.A.70(d) are aimed to maintain the privileges of the pre-existing national qualification, the limitations introduced on the October 2016 Page 43

44 NCAR Part-66 licence are not linked to possible differences between the scope of the national qualification and the scope of the NCAR Part-66 licence qualification. This conversion does not include such comparison. This means that, in order to remove such limitations, full compliance with the conditions of NCAR Part-66 needs to be demonstrated. General (NCAR 66.B.400) Subpart E Examination Credits 14.1 CAA Nepal may only grant credit on the basis of an examination credit report prepared in accordance with Para The credit report must be either: developed by CAA Nepal, or approved by CAA Nepal to ensure compliance with NCAR Part Examination credit report (NCAR 66.B.405) 15.1 The credit report shall include a comparison between: a) The modules, sub-modules, subjects and knowledge levels contained in Appendix I of NCAR Part-66, as applicable; and b) The syllabus of the technical qualification concerned relevant to the particular category being sought. This comparison shall state if compliance is demonstrated and contain the justifications each statement Credit examinations, other than basic knowledge examinations carried out in maintenance training organisations approved in accordance with NCAR Part-147 can only be granted by the CAA Nepal No credit can be granted unless there is a statement of compliance against each module and sub-module, stating where, in the technical qualification, the equivalent standard can be found The CAA Nepal shall check, on a regular basis, whether: a) The national qualification standard, or b) Appendix I of NCAR Part-66 have changed and assess if changes to the credit report are consequently required. Such changes shall be documented, dated and recorded. 16. Examination credit validity 16.1 The CAA Nepal shall notify to the applicant in writing any credits granted together with the reference to the credit report used Credits shall expire ten years after they are granted Upon expiration of the credits, the applicant may apply new credits. 46 without further consideration if basic knowledge requirements defined in Appendix I of NCAR Part-66 have not been changed. In the case of credits expired in accordance with NCAR 66.A.25(d) and NCAR 66.B.410(b), the new application credits will lead to a reassessment in accordance with Para 15 and Para 16 only in those cases where the requirements contained in Appendix I to NCAR Part-66 have changed. 47 Subpart F Continuing Oversight 17. Revocation, suspension or limitation of the aircraft maintenance licence (NCAR 66.B.500) 17.1 CAA Nepal will suspend, limit or revoke the aircraft maintenance licence where it has identified a safety issue or if it has clear evidence that the person has carried out or been involved in one or more of the following activities: a. obtaining the aircraft maintenance licence and/or the certification privileges by falsification of submitted documentary evidence. b. failing to carry out requested maintenance combined with failure to report such fact to the organisation or person who requested the maintenance. c. failing to carry out required maintenance resulting from own inspection combined with failure to report such fact to the organisation or person whom the maintenance was intended to be carried out. d. negligent maintenance. e. falsification of the maintenance record. f. issuing a certificate of release to service knowing that the maintenance specified on the certificate of release to service has not been carried out or without verifying that such maintenance has been carried out. g. carrying out maintenance or issuing a certificate of release to service when adversely affected by alcohol or drugs. h. issuing certificate of release to service while not in compliance with NCAR Part- M; NCAR Part-145 or NCAR-66 October 2016 Page 47

51 Subpart A General 1. Scope (NCAR 147. B.05) Organizations engaged in the activities of training to Maintenance Personnel will be approved by the Civil Aviation Authority of Nepal (CAA Nepal). This section describes the administrative procedures that the Airworthiness Inspector will follow while exercising their power of delegation to perm the tasks of issuance, continuation, change, suspension or revocation of Maintenance Training Organization under applicable rules and NCAR Part-147. Applications approval of Aircraft Maintenance Training Organization are to be processed by the Airworthiness Inspection Division following the procedures explained in this section. 2. Civil Aviation Authority of Nepal (NCAR 147.B.10) 2.1 CAA Nepal and Power of Delegation: Director General of Civil Aviation is the Chief Executive of CAA Nepal under Civil Aviation Authority Act The Director General delegates his power to the officers working under various division of the CAA Nepal. The Airworthiness Inspection Division has been vested with the responsibilities of issuance, continuation, change, suspension or revocation of maintenance training organizations approval following the guidelines stipulated hereunder. Notwithstanding the procedures described here, all applicable national regulations in connection with approval of organization will also be followed. No procedures will override or contradict with Civil Aviation Regulation 2002 and its amendments. Will there be any such contradiction or overriding, the matter be brought to the notice of Director General, CAA Nepal necessary clarification and resolution. The power of delegation is given in Appendix Organizational Structure: CAA Nepal has established an organizational structure in manner it could discharge various functions continuously and smoothly. Theree, the organizational structure is med to ensure that the various tasks and obligations are not relying on individuals. The organization s structure is made in such a way to ensure continuing and undisturbed fulfillment of these tasks and obligations of the CAA Nepal during illness, accident or leave of individual employees. Terms of Reference (TOR) has been issued to each Airworthiness Inspector to perm his function as well as standby or contingency activities of other Airworthiness Inspector who are on leave. The CAA Nepal established its system to retain effective control of important surveillance functions and not to delegate them in any means to any other authority. The organization structure is shown in Appendix-2. October 2016 Page 51

52 2.3 Resources In order to ensure satisfactory permance of approval and associated activities, the CAA Nepal has to ensure availability of adequate resources in terms of facilities, manpower, procedural system and authority. Theree, the CAA Nepal has been vested with financial power to establish the required resources. This includes resources required approving and monitoring of continued compliance of NCAR Part-147 organization. It is important to note that the Airworthiness Inspection Division will have resources and capabilities in commensurate with the scope and nature of the organization that seeks approval. In other words, the organization desiring to train maintenance personnel seeking approval may be dealt in an appropriate manner which the Airworthiness Inspection Division will have adequate resources as mention below: Description of Facility: The inspectors will be provided with facilities and office space equipped with adequate number of office equipment such as computers, printers, scanners, document/record storage racks, security system and so on. The office accommodations are environmentally controlled to provide comtable work place to the Airworthiness Inspectors Manpower plan and Review: Qualified and trained personnel in commensurate with quantum of activities have to be appointed to perm the approval tasks in a systematic and competent manner. The adequacy of personnel is assessed and quantified based on reasonable justification considering the quantum of existing activities and future activities in terms of man-hours. Manpower requirements are being reviewed during the month July every fiscal year via Calculation of Manhour Airworthiness Inspector or in the situation of increased activities; or based on number of certificates issued and to be issued; the number and size of potential NCAR Part-147 Approved Maintenance Training Organizations within the country and outside, as well as the level of civil aviation activity, number and complexity of aircraft and the size of Nepal s aviation Industry Systems and Procedure: Airworthiness Inspection Division procedures are endorsed by the Director General, CAA Nepal systematic processing of application, auditing and approval of organization. This procedure manual is a reference document that provides guidance day-to-day activities of Airworthiness Inspector Authority: Each Airworthiness Inspector is issued with duties and responsibilities. The Inspector card has also been issued by Director General, CAA Nepal in pursuant with rule 84 of Civil Aviation Regulations 2002 and its amendments. Furthermore, Airport Security Pass has also been issued to Inspectors access inside all the Airports within Nepal as per Annual Surveillance Plan Foregin AMO and ATO. 2.4 Qualification and Training (NCAR 147.B.10 (4)) Airworthiness Inspector who perms this function will have requisite qualification, experience, skill and competency. Personal files containing the evidence of qualification, experience, skill and competency assessment will be maintained each Airworthiness Inspector. Chief, Airworthiness Inspection Division will ensure that the Airworthiness Inspector involved in the process of approving Maintenance Training Organization under NCAR Part-147 must have: practical experience and expertise in the application of aviation safety standards and safe operating practices comprehensive knowledge of: a. relevant parts of implementing rules (NCAR Part-145; NCAR Part-M; NCAR Part-66 and NCAR Part-147), certification specifications and guidance material; b. the CAANepal s procedures; c. the rights and obligations of an Airworthiness Inspector; d. quality system e. continuing airworthiness management training on auditing techniques Five years relevant work experience to be allowed to work independently as an inspector or auditor. This may include experience gained during training to obtain the Para qualification a relevant engineering degree or an aircraft maintenance technician qualification with additional education; relevant engineering degree means an engineering degree from aeronautical, mechanical, electrical, electronic, avionic or other studies relevant to the maintenance and continuing airworthiness of aircraft/aircraft components Knowledge of a relevant sample of the aircraft types Knowledge of maintenance training standards In addition to technical competency, Airworthiness Inspector have to be trained to have a high degree of integrity, be impartial in carrying out their tasks, be tactful, and have a good understanding of human nature A programme continuation training has also been developed to ensure that the Airworthiness Inspector and auditors remain competent to perm their allocated tasks. 54 2.5 Approving Authority (NCAR 147.B.10 (3)) The Director General, CAA Nepal is the Chief Executive of CAA Nepal approval of Maintenance Organization. He may delegate the power under Rule 87 of Civil Aviation Regulations 2002, to the subordinate officers to ensure that all aviation activities including the aircraft maintenance activities are permed in an orderly manner. The CAA Nepal has established documented procedures containing the following inmation: (i) The title(s) and name(s) of the Officer(s) of the CAA Nepal and their duties and responsibilities. (ii) Organisation chart(s) showing associated chains of responsibility of the senior persons. (iii) A procedure defining the qualifications staff together with a list of staff authorized to sign certificates. (iv) A general description of the facilities. (v) Procedures specifying how the CAA Nepal ensure compliance with NCAR Part- 147 (vi) The CAA Nepal has established this procedures detailing in this section as how compliance with this Section is accomplished. The procedures are required to be reviewed once in a year in the month of December. The documentary evidence implementation the above mentioned guidelines are already covered in this section. 3. Record keeping (NCAR 147.B.20) 3.1 CAA Nepal will establish a system of record-keeping that allows adequate traceability of the process issuance, continuation, change, conversion, suspension or revocation of NCAR Part-147 Approved Maintenance Training Organization. The record-keeping system shall ensure that all records are accessible whenever needed within a reasonable time. These records should be organized in a consistent way throughout the CAA Nepal in numerical order as per organization approval number. All records containing sensitive data regarding applicants or organisations should be stored in a secure manner with controlled access to ensure confidentiality of this kind of data. All computer hardware used to ensure data backup should be stored in a different location from that containing the working data in an environment that ensures they remain in good condition. When hardware or software changes take place special care should be taken that all necessary data continues to be accessible at least through the full period specified in Para 3.3 of this section. 3.2 The record the oversight of maintenance training organization will include as a minimum: a. application an organizational approval. 55 b. the organization approval certificate including any changes c. a copy of the audit program listing the dates when audits are due and when audits were carried out. d. continued oversight records including all audit records. e. copies of all relevant correspondence. f. details of any exemption and encement actions. g. any report from other competent authorities relating to the oversight of the organization. h. organization exposition and amendments. 3.3 the minimum retention period the Para 3.2 records shall be 4 years. 4. Maintenance training Organizations located outside Nepal (NCAR 147.B.110) Applications of eign ATO seeking validation under NCAR Part-147 are dealt differently as CAA Nepal only validates the ATO certificate of the organization, an audit component of the organization will be done on random basis as per requirements laid down in NCAR Part-147 as per Annual Surveillance Plan Foreign AMO and ATO organization. All such applications will be accompanied by the following: (i) Duly filled Application (CAAN Form 12) (ii) Letter of Intent from the Nepalese operator desirous of using the facility. (iii) Copy of valid ICAO contracting state approval (FAA or EASA or Local Authority) (iv) Recent audit findings from the above mentioned authorities and internal audit report. (v) Resolution of the above audit findings (if any) (vi) Work done on similar scope in the last two years. (vii) Maintenance Training Organization Exposition (MTOE) & Capability List. (viii) Completed compliance checklist (Checklist # 41 Compliance checklist NCAR-147 approval) (ix) Completed Checklist # 40 Checklist Approval of Maintenance Training Organization Exposition (Part I) (x) CAA Nepal Fee (As per CAR 2002, Schedule-1) The CAA inspector will verify application package its completeness through a checklist (Checklist # 43 Checklist reviewing application package Issuance/Renewal of ATO Validation-Foreign ATO ). The applicants will be inmed in writing (via or letter) regarding the incomplete or deficient application corrective action bee proceeding with the approval process. 56 application package Issuance/Renewal of ATO Validation-Foreign ATO ) in this regard must be used to avoid missing of essential check points of approval. Approvals of the ATO may be issued only after confirming that no deficiency is pending closure. For training organization located outside Nepal the investigation and continued oversight of the approval may be carried out by a team appointed by the Director General, CAA Nepal when deemed required as per NCAR Part-147 as per Annual Surveillance Plan Foreign AMO and ATO organization. Where audit is conducted, the procedure audit as per Maintenance Training Organization located inside Nepal in this section will be followed. 5. Maintenance Training Organization located inside Nepal (NCAR 147.B.110) CAA Nepal will follow following procedures domestic Maintenance Training Organization seeking approval under NCAR Part-147: Approval procedure (NCAR 147.B.110) 5.1 Initial phase approval The Airworthiness Inspector who look after the approval process will follow the following procedures while processing the approval request. 5.2 Introductory Meeting: Introductory meeting with the applicants, especially with the proposed accountable manager along with post holders will be organized to emphasis the responsibility of upholding the training quality and safety. The applicant may be asked to give a presentation on preparedness to compliance the requirements stipulated in the NCAR Part-147 and growth plan prior to start operation. Record of discussions during this meeting will also be maintained in the organization file. 5.3 Opening of Organization File: On receipt of application Form CAAN Form 12 (Appendix-11), a file with unique number will be opened each organization. All correspondence related to the organization will be filed in this folder Receipt of Completed Application The Airworthiness Inspector responsible dealing this organization will ensure that the submitted application is made in a prescribed mat along with requisite fees and supporting documents. The Airworthiness Inspector will verify whether the applicant submitted the following along with covering letter: (i) Duly filled application (CAAN Form 12). (ii) Evidence of internal audit covering the entire areas of operation. (iii) Resolution of above audit findings (if any). (iv) Maintenance Training Organization Exposition (MTOE) and Capability List. October 2016 Page 56

57 (v) Declaration of Accountable Manager (Corporate commitment by Accountable Manager). (vi) Nomination of Post holders (CAAN Form 4). (vii) Completed compliance checklist (Checklist # 41 Compliance checklist NCAR-147 approval). (viii) Completed Checklist # 40 Checklist Approval of Maintenance Training Organization Exposition (Part I). (ix) CAA Nepal Fee (As per CAR 2002, Schedule-1). The CAA Nepal inspector will verify application package its completeness through a checklist (Checklist # 42 Checklist reviewing application package NCAR Part-147 approval- Domestic AMO). The applicants will be inmed in writing regarding the incomplete or deficient application corrective action bee proceeding with the approval process. 5.4 Detailed Review of application Acceptance of Management Personnel (NCAR 147.B.110) The partially filled CAAN Form 4 (Appendix-8 of Section I) submitted acceptance of post holders Training Manager, Quality Manager and other Management Personnel will be reviewed based on the qualification, experience, skill and competency stipulated in the MTOE. The decision on the minimum number of post holders required may be taken on the basis of fleet-size and nature of operation. The organization has liberty to have more number of post holders to function effectively and efficiently. The guidelines examining and approving the post holders are as follows: a) Accountable Manager: The initial presentation of Accountable Manager demonstrating how he will monitor the functioning of training quality and safety system may be considered as means acceptance of Accountable Person. The MTOE will indicate the duties and responsibilities including criteria acceptance. He/ She must have authority to finance aircraft maintenance. CAA Nepal may reject an accountable manager where there is clear evidence that he/she previously held a senior position in CAA Nepal approved organization and abused that position by not complying with the particular CAA Nepal requirements. b) Training Manager and other Post holders may be appointed separately or one person can look after all activities. It is all depends on the size of the organization. c) The organization should set up a quality system in the organization and appoint Quality Manager to look after all activities of the organization and Quality System. 58 d) Assessment of suitability of Post holders should be determined based NCAR Part- 147 qualification requirements, the Term of Reference issued to the managers or described in the MTOE. Technical competency in aircraft maintenance, Qualification and training requirements laid down in MTOE, management capabilities including communication and PR skills may be assessed to accept as maintenance post holder. e) Competency Assessment of the post holder should be carried out through oral interview the record of which should be recorded in organization file. Checklist # 45 Competency Assessment of post holders should be filled by the inspector. f) On satisfactory assessment of post holders suitability, if the Post Holder is found suitable the position, the partially filled CAAN Form 4 will be completed by the examining Airworthiness Inspector and indicate the acceptance by signing the copies. g) In the set of three signed copies of CAAN Form 4, one copy is maintained at the organization file of CAA Nepal, while two signed copies in the sealed envelope are warded to the Accountable Manager maintaining a copy at the organization and to issue a copy to the individual post holders. h) Submission of CAAN Form 4 is not a requirement accepting Accountable Executive. Approval of MTOE in writing implies the acceptance of Accountable Manager Approval of MTOE (NCAR 147.B.110 (a(1))) The Airworthiness Inspector who has been given the responsibility to examine the suitability of organization will scrutinize the MTOE. The MTOE is scrutinized focusing that it covers the broad policy of the organization. It will serve as reference handbook containing policies and procedures that the organization committed to follow. The chapter-wise content of the MTOE will be verified with detailed checklist [Checklist # 40 Checklist Approval of Maintenance Organization Exposition (Part I) ]. The approval of MTOE is intimated to the organization by issuing MTOE approval letter which also serves as letter of acceptance of the Accountable manager. The approval of the exposition will be intimated in writing. The following pages will be signed and stamped with office seals: (e) (f) (g) (h) List of effective pages Compliance Report: Scope of activities (at each site if applicable). List of nominated persons (Including Accountable Manager). Facility details (at each site if applicable). The para-wise compliance report submitted by the applicant (Checklist # 41 Compliance checklist NCAR Part-147 approval) will be reviewed to confirm the availability of organization facility, personnel requirements, availability of document October 2016 Page 58

59 system, record system, internal occurrence reporting system and Quality and safety system. Airworthiness Inspector will also verify the same during the physical inspection. The audit will cover minimum following areas of major maintenance and line stations. (a) (b) (c) (d) (e) (f) (g) (h) (i) (j) (k) Facility Requirements Personnel Requirements Records of Instructors, Examiners and Assessors Instructional Equipment Maintenance training Material Record System Training Procedures and Quality System Examinations MTOE Privileges of the Maintenance Training Organization Changes to the Maintenance Training Organization The organization will also include the evidence of closing all the finding raised during the internal audit Acceptance of Deficiency: No deficiency in compliance of requirements, especially on appointment of post holders and acquiring training materials, facilities are allowed the initial approval. However, any deficiencies that no way hamper the operation may be permitted a limited period by following the procedures given in Para 11 of this Section. Example, training materials that may not be required immediately may be agreed upon limited period and such acceptance is granted based on written request and justification as per the procedure given concession and exemptions. 5.5 CAA audit (NCAR 147.B.110 (a(2))) A team of minimum two auditors will carry out audit at the maintenance facility using detailed checklist. The detailed checklist [Checklist # 14 Checklist Approval of Maintenance Training Organization (NCAR Part-147) ] will cover the salient points of the requirements stipulated in the Operating Procedures and NCARs parts CAA Audit Team size For a large organization, one large team audit or a short series of small team audits may be carried out. Small team will have minimum of two auditors. October 2016 Page 59

60 5.5.2 Accompanying of Senior Officers The auditors will always ensure that they are accompanied by a senior technically qualified member of the organization throughout the audit. Normally, the quality manager accompanies the audit team. The reason being accompanied is to ensure the organization is fully aware of any findings noted during the audit Complete or Sample Check It is recommended that the audit is carried out on a product line type basis in that, example, in the case of an organisation seeking approval training of Airbus A310, A320 and A340 ratings, the audit be concentrated on one type only a full compliance check. Depending upon the result, the second type may only require a sample check against those activities seen to be weak on compliance the first type Audit de-briefing The Airworthiness Inspection Division will de-brief the senior technical member of the organization at the end of the audit visit on all findings made during the audit. In the event of producing any evidence rectification or complying with any requirement during the audit, all such findings need not be included in the report. The filled checklist must be enclosed in the organization file Decision on Compliance Issues There may be occasions wherein auditor may find situations in the applicant's organization which is unsure or unclear about compliance. In this case, the organization will be inmed about possible non-compliance at the time and the fact that the situation will be reviewed within the Airworthiness Inspection Division bee a decision is made. If the decision is a finding of being in compliance then a verbal confirmation to the organization will suffice Issuance of deficiency Form Findings will be recorded in the Checklist # 14 Comments and Observation Column with a provisional categorization as a level 1 or 2. Subsequent to the audit visit that identified the particular findings, Airworthiness Inspector will review the provisional finding levels, adjusting them if necessary and change the categorization accordingly In the event of finding any deficiency, a standardized deficiency Form CAAN Deficiency Form (Appendix-7) may be issued. Findings are classified as level 1 or level 2 based on the criticality. All findings will be confirmed in writing to the applicant organization within 2 weeks of the audit visit. The Airworthiness Inspector will inm the Chief, Airworthiness Inspection Division of the findings made during the audit. Then, inm the same to the Quality Manager necessary corrective action by CAAN Deficiency Form. October 2016 Page 60

61 Corrective actions all findings must be confirmed in writing from the organization in CAAN Deficiency Form along with root cause analysis as per guidance issued by CAA Nepal within 1 month from the date of receipt of CAAN Deficiency Form. For confirmation of corrected findings, a re-inspection through spot checks will be carried out upon intimation of corrective action. In any case, all findings are to be closed to issue an initial approval. The Airworthiness Inspector will record all findings, closure actions (actions required to close a finding) and recommendations Closure Findings: The reports will include the date each finding was cleared together with reference to the Airworthiness Report or letter. For initial approval all findings must be corrected bee the approval can be issued. 5.6 Audit Completion Report: Audit completion report in a standard mat CAAN Form 22 (Appendix-12) including approval recommendation page are required to be submitted to the Chief, Airworthiness Inspection Division or approving authority facilitating issue of initial approval Approval Recommendation: The audit completion report will be submitted through CAAN Form 22. The completed CAAN Form 22 including approval recommendation page will be reviewed by the Chief, Airworthiness Inspection Division, approving authority or any other officer authorized by the Director General, CAA Nepal. The review will take into account the relevant paragraphs of NCAR Part-147, the categorization of finding levels and the proper closure action taken. Completion of satisfactory review of the audit m and acceptance of organization will be indicated by the signature of the auditors and approving authority in the CAAN Form Issue of approval (NCAR 147.B.110) The Airworthiness Inspector in CAA Nepal will mally issue to the applicant the duly filled CAAN Form 11 (Appendix-13), the approval certificate, which includes the Certificate, approval schedules or ratings and capability register. The certificate of approval will only be issued when the organization is in full compliance with NCAR Part-147 requirements Capability Listing The approval will be based only upon the organizational capability (including any associated sub-contractors) relative to NCAR Part-147 and not limited by reference to FAA/ CAA Nepal type certificated products. For example, if the organisation is capable of training within the limitation of NCAR Part-147 the Boeing series aircraft, the approval schedule will state TB1 Boeing series and not Boeing 737-2H6 which is a particular airliner designator one of many -200 series. 62 5.7.2 Signing of Approval Certificate On satisfying that the organization is complying all requirement stipulated in the regulation, the CAA Nepal may issue an organization approval Certificate ensuring the following. (i) (ii) (iii) (iv) (v) Signing of Approval Certificate Signing of Approval Schedule Verifying and signing of Capability List Ensure that the organization file contains all necessary document approval evidence Update the Register of Approved Organization Approval Validity (NCAR 147.B.110 (d)) The conditions of the approval will also be indicated on the CAAN Form 11 approval certificate. The validity of the NCAR 145 approvals will be a period not exceeding 24 months Approval Number (NCAR 147.B.110 (d)) The reference number will be included on the CAAN Form 11 approval certificate. The numeric sequence will be unique to the particular Approved Maintenance Training Organization Multi-base Operation For organizations having multiple locations, the approval will be issued the main base. In such cases the Airworthiness Inspector may carry out the inspection at the sub base and line stations and ward the recommendations to include the sub-base or line station in the schedule. The periodic renewal may also be carried out by the CAA Nepal based on the receipt of recommendations of the Airworthiness Inspector Fees For grant of approvals, or changes to the approval ratings by inclusion of additional type of Aircraft (aircraft and engine combination) on the Certificate of approval, fees will be charged in accordance with Civil Aviation Regulations 2002 and its amendments. Enhancement of the scope of maintenance of an aircraft already included in the certificate of approval will not attract charging of additional fees. For renewal of approvals the fees will be charged in accordance with Civil Aviation Regulations 2002 and its amendments. 6 Continuation of an approval (NCAR 147.B.120) The continuation of an approval will be monitored in accordance with the applicable initial approval process under NCAR 145.B.110. In addition, the Airworthiness October 2016 Page 62

63 Inspection Division will maintain and update a program listing the approved maintenance training organization under its supervision, the dates when audit visits are due and when such visits were carried out. Credit may be claimed by the Airworthiness Inspector specific item audits completed during the preceding 23 months period subject to following four conditions: (i) (ii) the specific item audit will be the same as that required by NCAR Part-147 latest amendment; there will be satisfactory evidence on record that such specific item audits were carried out and that all corrective actions have been taken; (iii) the Airworthiness Inspector will be satisfied that there is no reason to believe standards have deteriorated in respect of those specific item audits being granted a back credit; and (iv) the specific item audit being granted a back credit will be audited not later than 24 months after the last audit of the item. 6.1 Each organization must be completely reviewed (audited) by the Airworthiness Inspection Division compliance with NCAR Part-147 at periods not exceeding 24 months. (i) CAA Nepal will carry out audit at the approved facility as per the Annual Surveillance plan of eign AMO and ATO. Where it has been decided that a series of audit visits are necessary to arrive at a complete audit of an organisation, the program will indicate which aspects of the approval will be covered on each visit. (ii) It is recommended that part of an audit concentrates on two ongoing aspects of the NCAR Part-147 approval, namely the organisation internal self monitoring quality reports produced by the quality monitoring personnel to determine if the organization is identifying and correcting its problems and secondly the number of concessions granted by the quality manager and the procedures followed there under. (iii) At the successful conclusion of the audit including approval of the exposition, an audit report m will be completed by the Airworthiness Inspector including all recorded findings, closure actions and recommendation. A CAAN Form 22 will be used this activity. (iv) In the case of line stations a sampling program based upon number of line stations and complexity may be adopted. 6.2 A meeting with the accountable manager will be convened at least once every 24 months to ensure he/she remains inmed of significant issues arising during audits and to ensure he/she fully understands the significance of the approval. The minutes of the meeting will be preserved in the organization files. October 2016 Page 63

64 7 Changes (NCAR 147.B.120) 7.1 Airworthiness Inspector will receive application from the organization of any proposed change as listed in below. To have adequate control over any changes to the management personnel specified in NCAR 147.A.105 will require an amendment to the exposition. Changes to the NCAR Part-147 approvals include the following: Name change Address change Approval scope and rating New training facility The applicable part(s) of the CAAN Form 22 will be used the change. 7.2 Airworthiness Inspector will comply with the applicable elements of the initial process any change to the organisation. 7.3 Airworthiness Inspector may prescribe the conditions under which organisation may operate during such changes unless it determines that the approval will be suspended. 8 Amendment of MTOE 8.1 The Airworthiness Inspector will verify that the procedures specified in the exposition are in compliance with NCAR Part-147 bee mally notifying the approved organization of the approval. 8.2 A simple exposition status sheet will be maintained which contains inmation on when an amendment was received by Airworthiness Inspector and when it was approved. 8.3 The organization will submit each exposition amendment to the airworthiness Inspector approval. On being satisfied that the amendment meets the requirement of NCAR Part-147, an approval to the same will be grated in writing. 9 Suspension or Limiting of approval In the event of organization that are not complying with the NCAR Part-147, Airworthiness Inspector may issue admonition, warning, revocation, suspension and limitation of approval as may be deemed fit. The procedure as laid down in Rule 29 of Civil Aviation Regulation 2002 and its amendments and instructions issued by Director General, CAA Nepal from time to time will be followed in order to: (a) (b) suspend an approval on reasonable grounds in the case of potential safety threat; or admonish, warn, suspend, revoke or limit the approval granted to a person or organization. 65 10 Findings (NCAR 147.B.130) When during audits or by other means evidence is found showing non-compliance with the requirements of NCAR Part- 147, the following actions will be taken: 10.1 For level 1 findings, failure to complete the rectification within 3 days of written notification shall entrails revocation, suspension or limitation in whole or in part of approval, depending upon the extent of the level 1 finding, the maintenance organization approval, until successful corrective action has been taken by the organization. In practical terms, a level 1 finding is noted where a significant noncompliance with NCAR Part-147 is found. The following are examples of level 1 finding: Failure to gain access to the organisation during normal operating hours of the organisation after two written requests For a level 1 finding it may be necessary Airworthiness Inspector to ensure that further training and re-certification of all affected products is accomplished, dependent upon the nature of the finding For level 2 findings, the corrective action period granted must be appropriate to the nature of the finding, but in any case initially notification must not be more than three months duration to the quality manager. In certain circumstances and subject to the nature of the finding, the three month period may be extended to 3 month more subject to a satisfactory corrective action plan agreed with the notice to accountable manager. In practical terms where an Airworthiness Inspector finds a non-compliance with NCAR Part -147 against one product, it is deemed to be a level 2 finding Action will be taken to suspend in whole or part the approval in case of failure to comply within the timescale granted. In exceptional circumstances and subject to a realistic action plan being in place, the Director General, CAA Nepal may specifically vary the maximum 6 month corrective action period. However, in granting such a change the past permance of the organization will be considered. 11 Exemption and concession control (NCAR 147.B.120) At times the organization may seek exemption from the manufacturer established maintenance task or concession deviating from the CAA Nepal approved procedures. This paragraph provides authority the procedures such exemptions and concession Exemptions procedures Maintenance task exemptions are permitted provided the organization submits justification including technical substantiation from the aircraft manufacturer such exemption. If the Director General, CAA Nepal is convinced that the exemption is no way affecting the safety of the aircraft or hazardous to the flight, Airworthiness October 2016 Page 65

66 Inspection Division can issue exemption. All exemptions granted as per Rule 41 of Civil Aviation Regulation and its amendments will be recorded and retained by the Airworthiness Inspection Division Concession procedures Any concessions sought on organization approved procedures may be granted provided the organization submits justifications stating that the concession will not hamper the safety of the aircraft. If the Director General, CAA Nepal is convinced that the concession is no way affecting the safety of the aircraft or hazardous to the flight, Airworthiness Inspection Division can grant concession. All such concession granted as per Rule 41 of Civil Aviation Regulation and its amendments will be recorded and retained by the Airworthiness Inspection Division. Scope (M.B.101) AIRWORTHINESS INSPECTORS HANDBOOK PART-II Subpart A General Organization engaged in the Continuing Airworthiness Management of Aircraft will be approved by the Civil Aviation Authority of Nepal (CAA Nepal). This section describes the administrative procedures that the Airworthiness Inspector will follow while exercising their power of delegation to perm the tasks of issuance, continuation, change, suspension or revocation of continuing airworthiness management organization approval certificate under applicable rules and NCAR Part-M and the oversight of aircraft owners, Operators, M.A. Subpart F Approved Maintenance Organization and M.A. Subpart G Continuing Airworthiness Management Organization. Applications approval of Continuing Airworthiness Management Organization are to be processed by the Airworthiness Inspection Division following the procedures explained in this section. 2. Civil Aviation Authority of Nepal General (AMC M.B.102 (a)) 2.1 CAA Nepal and Power of Delegation Director General of Civil Aviation is the Chief Executive of CAA Nepal under Civil Aviation Authority Act The Director General delegates his power to the officers working under various division of the Authority. The Airworthiness Inspection Division has been vested with the responsibilities of issuance, continuation, change, suspension or revocation of Continuing Airworthiness Management Organization following the guidelines stipulated hereunder. Notwithstanding the procedures described here, all applicable national regulations in connection with approval of Continuing Management Organization will also be followed. No procedures will override or contradict with national regulations. Will there be any such contradiction or overriding, the matter be brought to the notice of Director General, CAA Nepal necessary clarification and resolution. The power of delegation is given in Appendix Organizational Structure CAA Nepal has established an organizational structure in manner it could discharge various functions continuously and smoothly. Theree, the organizational structure is med to ensure that the various tasks and obligations are not relying on individuals. The organization structure is made in such a way to ensure continuing and undisturbed fulfillment of these tasks and obligations of the CAA Nepal during illness, accident or leave of individual employees. Terms of Reference (TOR) has been issued to each Airworthiness Inspector to perm his function as well as standby or contingency activities of other Airworthiness Inspector who are on leave. The CAA Nepal established its system to retain effective control of important surveillance/inspection functions and not to delegate them in such a way that aircraft owners, Operators, M.A. Subpart F approved Maintenance Organization and M.A. Subpart G continuing airworthiness management organization, in effect, regulate themselves in airworthiness matters. The organization structure is shown in Appendix- 2. October 2016 Page 69

70 2.3 Resources In order to ensure satisfactory permance of approval and associated activities, the CAA Nepal has to ensure availability of adequate resources in terms of facilities, manpower, procedural system and authority. Theree, the CAA Nepal been vested with financial power to establish the required resources. This includes resources required approving and monitoring of continued compliance of aircraft owners, Operators, M.A. Subpart F approved Maintenance Organization and M.A. Subpart G continuing airworthiness management organization. It is important to note that the Airworthiness Inspection Division will have resources and capabilities in commensurate with the scope and nature of the organization that seeks approval. In other words, the organization desire to maintain new generation airliners or training aircraft seeking approval may be dealt in an appropriate manner which the Airworthiness Inspection Division will have adequate resources as mention below: Description of Facilities The inspectors will be provided with facilities and office space equipped with adequate number of office equipment such as computers, printers, scanners, document/record storage racks and security system as laid down in Appendix-3. The office accommodations are environmentally controlled to provide comtable work place to the Airworthiness Inspectors Manpower plan and Review: Qualified and trained personnel in commensurate with quantum of activities have to be appointed to perm the approval tasks in a systematic and competent manner. The adequacy of personnel is assessed and quantified based on reasonable justification considering the quantum of existing activities and future activities in terms of man-hours. Manpower requirements are being reviewed during the month of July every fiscal year via Calculation of Manhour Airworthiness Inspector or in the situation of increased activities; or based on number of certificates issued and to be issued; the number and size of potential NCAR Part-M Continuing Airworthiness Management Organization within the country and outside, as well as the level of civil aviation activity, number and complexity of aircraft and the size of Nepal s aviation Industry Systems and Procedure: Airworthiness Inspection Division procedures are endorsed by the Director General, CAA Nepal systematic processing of application, auditing and approval of organization. This procedure manual is a reference document that provides guidance day-to-day activities of Airworthiness Inspectors Authority: Each Airworthiness Inspector is issued with duties and responsibilities. The powers of delegation relevant to the approval of Continuing Airworthiness Management Organization have also been issued by the Director General, CAA Nepal. The Inspector card has also been issued by Director General, CAA Nepal in pursuant with Rule 84 of October 2016 Page 70

71 Civil Aviation Regulations 2002 and its amendments. Furthermore, Airport Security Pass has also been issued to Airworthiness Inspectors access inside all the Airports within Nepal as per Annual Surveillance Plan of CAMO. 2.4 Qualification and training (AMC M.B.102 (c)) Airworthiness Inspectors who perms this function will have requisite qualification, experience, skill and competency. Personal files containing the evidence of qualification, experience, skill and competency assessment will be maintained each Airworthiness Inspectors. Chief, Airworthiness Inspection Division will ensure that the Airworthiness Inspectors involved in the process of approving Continuing Airworthiness Management Organization under NCAR Part-M must have: practical experience and expertise in the application of aviation safety standards and safe operating practices; comprehensive knowledge of: a) relevant parts of implementing rules, certification specifications and guidance material; b) the CAA Nepal s procedures; c) the rights and obligations of an inspector; d) quality systems; e) continuing airworthiness management. f) Operational procedures when affecting the continuing airworthiness management of the aircraft or the maintenance of aircraft training on auditing techniques five years relevant work experience to be allowed to work as an inspector independently. This may include experience gained during training to obtain the Para qualification a relevant engineering degree or an aircraft maintenance technician qualification with additional education. 'Relevant engineering degree means an engineering degree from aeronautical, mechanical, electrical, electronic, avionic or other studies relevant to the maintenance and continuing airworthiness of aircraft/ aircraft components knowledge of a relevant sample of the type(s) of aircraft gained through a malized training course including Fuel Tank Safety (FTS) training as described in Appendix XII to AMC to M.A.706 (f) and Para 2.4. These courses will be at least at a level equivalent to Part-66 Appendix III Level 1 General Familiarisation. Relevant sample means that these courses will cover typical systems embodied in those aircraft being within the scope of approval knowledge of maintenance standards In addition to technical competency, inspectors will have a high degree of integrity, be impartial in carrying out their tasks, be tactful, and have a good understanding of human nature. 72 2.4.9 A programme continuation training will be developed which provides the inspectors, at regular intervals, to visit appropriate manufacturers and attend technical symposia as well as training or refresher courses to gain first-hand knowledge of new developments. As a general policy, it is not desirable the inspectors to obtain technical qualifications from those entities under their direct regulatory jurisdiction CAA Nepal Procedures (AMC M.B.102 (d)) The Director General, CAA Nepal is the Chief Executive of CAA Nepal approval Continuing Airworthiness Management Organization. He may delegate the power under Rule 87 of Civil Aviation Regulation 2002 and its amendments, to the Airworthiness Inspectors to ensure that all aviation activities including the continuing airworthiness management activities are permed in an orderly manner. The CAA Nepal has established documented procedures containing the following inmation:. (a) The title(s) and name(s) of the Inspector(s) of the CAA Nepal and their duties and responsibilities. (b) Organisation chart(s) showing associated chains of responsibility of the senior persons. (c) A procedure defining the qualifications staff together with a list of staff authorised to sign certificates. (d) A general description of the facilities. (e) Procedures specifying how the CAA Nepal ensure(s) compliance with NCAR Part- M. (f) The CAA Nepal has established this procedure detailing in this section as how compliance with this section is accomplished. The procedures are required to be reviewed once in a year in the month of December. The documentary evidence implementation of the above mentioned guidelines are already covered in this section. 3. Record-keeping (NCAR M.B.104) CAA Nepal will establish a system of record-keeping which will be retained an adequate period that allows adequate traceability of the process to issue, continue, change, suspend or revoke each certificate. The record-keeping system will ensure that all records are accessible whenever needed within a reasonable time. These records will be organized in a consistent way throughout in numerical order as per unique approval number of organization. Copies of policy letter will also be retained in separate folders future reference. All these records containing sensitive data regarding applicants or organization will be stored in a secure manner with controlled access to ensure confidentiality of this kind of data. All computer hardware used to ensure data backup will be stored in a different location from that containing the working data in an environment that ensures they remain in good condition. When hardware or software changes take place special October 2016 Page 72

73 care will be taken that all necessary data continues to be accessible at least through the full period specified in Para 3.1 and Para 3.3. The records the oversight of NCAR Part-M approved organisations will include as a minimum: (a) the application an organisation approval. (CAAN Form 2) (Appendix-14) (b) the organisation approval certificate including any changes. (CAAN Form 14) (Appendix-15) (c) a copy of the audit program listing the dates when audits are due and when audits were carried out (Annual Surveillance Plan CAMO) (d) the CAA Nepal continued oversight records including all audit records. (CAAN Discrepancy Reporting Form) (Appendix- 7) (e) copies of all relevant correspondence including CAAN Form 4 (Appendix-8) or equivalent (f) details of any exemption and encement actions. (g) organisation exposition or manual and amendments. (h) copy of any other document directly approved by the CAA Nepal. 3.1 The retention period the Para 3 records will be at least four years. 3.2 The minimum records the oversight of each aircraft will include, at least, a copy of: (a) aircraft certificate of airworthiness, (b) airworthiness review certificates, (c) Section A Subpart G organisation recommendations (CAAN Form 13) (Appendix- 16), (d) reports from the airworthiness reviews carried out directly by CAAN, (e) all relevant correspondence relating to the aircraft, (f) details of any exemption and encement action(s), 3.3 The records specified in Para 3.2 will be retained until four years after the aircraft has been permanently withdrawn from service. Maintenance programme (NCAR M.B.301) AIRWORTHINESS INSPECTORS HANDBOOK PART-II Subpart C Continuing Airworthiness 5.1 The CAA Nepal will verify that the maintenance programme is in compliance with NCAR M.A.302. The Airworthiness Inspector will receive training on maintenance program development and control while verifying compliance with NCAR M.A.302. The Airworthiness Inspector will complete Checklist # 8 Checklist Approval/Revision of Maintenance program. The design and application of Maintenance Program shall take into consideration human factor principles as laid down in Checklist # 8, Para Except where stated otherwise in point M.A.302(c) the maintenance programme and its amendments will be approved directly by the CAA Nepal. When assessing aircraft maintenance programmes approval, the CAA Nepal will verify that the maintenance programme is acceptable the continued airworthiness of the specific aircraft listed and it is appropriate the proposed operating environment and scheduled utilisation. The CAA Nepal will assess the contents taking into account the origins of the document i.e. the manufacturers recommended maintenance programme, a MRB report, the operators own experience or another approved programme. The CAA Nepal will complete the Checklist # 8 Checklist Approval/Revision of Maintenance Program and after satisfactory evaluation of maintenance program, issue a approval letter Maintenance Program. The List of Effective Page, Record of Revision and Table of Content of Maintenance programme will be stamped. A original copy of the approved programme will be retained by the CAA Nepal in its technical library as per procedure laid down in Technical Library Procedure Manual, unless the programme is approved by a M.A. Subpart G approved organisation. The second copy of the operator Maintenance Program is returned back to operator along with approval letter and stamp of office seal on The List of Effective Page, Record of Revision and Table of Content of Maintenance programme. The CAA Nepal may elect to publish a proposed maintenance schedule a piston engined aircraft type or a group of piston engined aircraft types below 2730 Kgs maximum take off mass (MTOM) or a sailplane, powered sailplane or balloon type or a group of sailplanes, powered sailplanes or balloon types. When owners/operators of the aircraft mentioned above elect to use a CAA Nepal proposed maintenance schedule, all the out of phase manufacturer recommendations will be incorporated into the final maintenance programme in order it to be approved. The documentation issued by the CAA Nepal to approve the operator s maintenance programme Checklist # 8 Checklist Approval/Revision of Maintenance Program will include details of who may issue certificates of release to service in a particular situation and may define which tasks are considered as complex maintenance tasks or October 2016 Page 75

76 limited pilot owner maintenance according to Appendix VIII to NCAR Part M as required. In the case of commercial air transport or large aircraft, development of the approved operator s maintenance programme is dependent upon sufficient satisfactory inservice experience which has been properly processed. In general, the task being considered escalation beyond the MRB limits will have been satisfactorily repeated at the existing frequency several times bee being proposed escalation. Appendix I to AMC M.A.302 and M.B.301 (b) gives further inmation in this regards. The CAA Nepal may approve an incomplete maintenance programme at the start of operation of an aircraft or an operator, subject to limiting the approval of the maintenance programme to a period that does not exceed any required maintenance not yet approved. If the CAA Nepal is no longer satisfied that a safe operation can be maintained, the approval of a maintenance programme or part of it may be suspended or revoked. Events giving rise to such action include: (a) An operator changing the utilisation of an aircraft; (b) The owner or M.A. Subpart G approved organisation has failed to ensure that the programme reflects the maintenance needs of the aircraft such that safe operation can be assured. 5.3 In the case of indirect approval, the maintenance programme indirect approval procedure will be approved by the CAA Nepal through the continuing airworthiness management exposition. Approval of an aircraft maintenance programme through a procedure established by a M.A. Subpart G organisation will require the organisation to demonstrate to the CAA Nepal that it has competence, procedures and record keeping provisions, which will enable the organisation to analyse aircraft reliability, TC holder s instructions, and other related operating and maintenance criteria. According to the complexity of the aircraft and the nature of the operation, the maintenance programme procedures will contain reliability centred maintenance and condition monitored maintenance programme procedures and have procedures relating to the programme control which contain the following provisions: (a) task escalation or adjustment, (b) maintenance programme review, (c) SB or Service Inmation assessment, (d) component and structures in service permance review, (e) maintenance programme revision, (f) maintenance procedure effectiveness review and amendment, (g) maintenance review board report (MRBR) or manufacturer maintenance planning document (MPD) review and assessment, as appropriate, October 2016 Page 76

77 (h) AD review and assessment, (i) owner/maintenance/m.a. Subpart G organisation liaison, (j) training. When the CAA Nepal requests, the organisation will make provision the attendance a CAA Nepal representative at meetings held to consider maintenance implications arising from reviews of the above provisions. The operator should request presence of Airworthiness Inspector in writing during 3 monthly Reliability Review Meeting this purpose. 5.4 In order to approve a maintenance programme according to Para 5.2, the CAA Nepal will have access to all the data required in points NCAR M.A. 302 (d), (e) and (f). Programmes and all associated airworthiness data, including that data used substantiating the escalation of programmes will be made available to the CAA Nepal upon request. CAA Nepal will issue a mal letter to State of Manufacturer and State of design to provide an adequate access to the technical documents related to the aircraft on CAA Nepal Aircraft register. CAA Nepal will ensure technical documents related to aircraft are up to date in Technical Library as per the procedure laid down in Technical Library Procedure Manual. 6. Exemptions (NCAR M.B.302) At times the organization may seek exemption from the manufacturer established maintenance task or concession deviating from the CAA Nepal approved procedures. This paragraph provides CAA Nepal the procedures such exemptions and concession. 6.1 Exemptions procedures Maintenance task exemptions are permitted provided the organization submits justification including technical substantiation from the aircraft manufacturer such exemption. If the Director General, CAA Nepal is convinced that the exemption is no way affecting the safety of the aircraft or hazardous to the flight, Airworthiness Inspection Division can issue exemption. All exemptions granted will be recorded and retained by the Airworthiness Inspection Division. 6.2 Concession procedures Any concessions sought on organization approved procedures may be granted provided the organization submits justifications stating that the concession will not hamper the safety of the aircraft. If the Director General, CAA Nepal is convinced that the concession is no way affecting the safety of the aircraft or hazardous to the flight, Airworthiness Inspection Division can grant concession. All such concession granted will be recorded and retained by the Airworthiness Division. 7. Aircraft continuing airworthiness monitoring (NCAR M.B.303) 7.1 The CAA Nepal will develop a survey programme (Annual Surveillance Plan CAMO) to monitor the airworthiness status of the fleet of aircraft on its register. 78 CAA Nepal will use Checklist # 3 Checklist C of A & RML Issue/ Renewal/ Validation the aircraft in its register, which it perms the Survey Inspection as per Annual Surveillance Plan CAMO. 7.2 The Annual Surveillance Plan CAMO will include sample product surveys of aircraft. Sample product surveys of aircraft include: (a) in depth surveys carried out during extensive maintenance that fully encompass selected aspects of an aircraft s airworthiness. (b) ramp surveys carried out during aircraft operations to monitor the apparent condition of an aircraft s airworthiness. (c) in-flight surveys, as deemed necessary by the CAA Nepal. CAA Nepal will undertake regular sample product surveys of aircraft on its register to verify that: (a) the condition of an aircraft as sampled is to a standard acceptable the Certificate of Airworthiness to remain in ce, (b) the operator/owner s management of the airworthiness of their aircraft is effective, (c) satisfactory levels of continued airworthiness are being achieved, (d) the approval and licenses granted to organisations and persons continue to be applied in a consistent manner to achieve the required standards. 7.3 The Annual Surveillance Plan CAMO will be developed taking into account the number of aircraft on the register, local knowledge and past surveillance activities. CAA Nepal will create an Annual Surveillance Plan CAMO selecting aircraft and/or operators depending on local knowledge of the maintenance environment, operating conditions, airworthiness standards and past surveillance experience. The programme will be used to identify the operator/fleet/aircraft, which are causing the greatest concern. 7.4 The product survey will focus on a number of key risk airworthiness elements and identify any findings. Furthermore, the CAA Nepal will analyse each finding to determine its root cause. Appendix III of AMC M.B. 303 (d) is an example mat an annual in depth survey programme (which is included in Checklist # 3 Checklist C of A & RML Issue/ Renewal/ Validation. A sample of the key risk airworthiness elements identified on Checklist # 3 will be assessed during each survey and the survey will include the aircraft as the product sample. The survey will be a deep cut through the elements or systems selected and all findings will be recorded. Airworthiness Inspectors in conjunction with the owners, operators and maintenance organisations will identify the root cause of each confirmed finding. October 2016 Page 78

79 In addition, an Annual Ramp Inspection Programme (included in Annual Surveillance Program of AMO ) will be developed based on geographical locations, taking into account airfield activity, and focusing on key issues that can be surveyed in the time available without unnecessarily delaying the aircraft as per AOCI Manual Chapter 15 Ramp Inspection of Nepalese Air Operators Attachment N (Ramp Inspection Airworthiness Checklist Airworthiness Inspectors should be satisfied that the root cause found and the corrective actions taken are adequate to correct the deficiency and to prevent reoccurrence. Where the aircraft continuing airworthiness monitoring survey visit can be linked to the oversight of an approved organisation then credit can be taken in the monitoring process of that approved organisation. 7.5 All findings will be confirmed in writing to the person or organisation accountable according to NCAR M.A.201 via a mal letter or Discrepancy Reporting Form. 7.6 The CAA Nepal will record all findings, closure actions and recommendations via Audit findings Tracking Form and Ramp Inspection Findings Tracking Form. 7.7 If during aircraft surveys evidence is found showing non-compliance to a NCAR Part-M requirement, the CAA Nepal will take actions in accordance with Para 26 and Aviation Encement Policy and Procedure Manual. 7.8 If the root cause of the finding identifies non-compliance with any Subpart of NCAR Part-M or with another NCAR Parts (NCAR Part 145, NCAR Part 147, NCAR Part -66), the non-compliance will be dealt with as prescribed by the relevant NCAR Parts. 8. Revocation, suspension and limitation (NCAR M.B.304) The CAA Nepal will: (a) suspend an airworthiness review certificate (C of A) on reasonable grounds in the case of potential safety threat, or; (b) suspend, revoke or limit an airworthiness review certificate (C of A) pursuant to Para 7.7 October 2016 Page 79

82 Subpart F Maintenance Organization 9. For Organization Located inside Nepal (NCAR M.B. 602) 9.1 Initial Phase Approval (NCAR M.B.602) The Airworthiness Inspector who look after the approval process will follow following procedures while processing the approval request. 9.2 Introductory Meeting Introductory meeting with the applicants, especially with the proposed accountable manager along with post holders will be organized to emphasis the responsibility of upholding the maintenance quality and safety. The applicant may be asked to give a presentation on preparedness to compliance the requirements stipulated in the NCAR Part M Subpart F and growth plan prior to starting operation. Record of discussions will also be maintained in the organization file. 9.3 Opening of Organization File On receipt of application Form CAAN Form 2, a file with unique number will be opened each organization. All correspondence related to the organization will be filed in the folder. 9.4 Receipt of Completed Application The Airworthiness Inspector responsible dealing this matter will ensure that the accepted application is made in a prescribed mat submitted with requisite fees and supporting documents. The Airworthiness Inspector will verify whether the applicant submitted the following items: (i) Duly filled application (CAAN Form 2) (ii) Evidence of internal audit covering the entire areas of operation (iii) Resolution of above audit findings (if any) (iv) Maintenance Organization Manual (MOM) and Capability List (v) Declaration of Accountable Manager (Corporate commitment by Accountable manager) (vi) Nomination of Post holders (CAAN Form 4) (vii) Completed compliance checklist (Checklist # 36 Compliance checklist NCAR-Part M Subpart F approval) (viii) Complete Checklist # 44 Checklist approval of Maintenance Organization Manual (MOM) NCAR Part M Subpart F organization (Part I) (ix) CAA Nepal Fee (As per Civil Aviation Regulation, Schedule-1) The Airworthiness Inspector will verify application package its completeness through a checklist (Checklist # 39 Checklist reviewing application package NCAR Part M Subpart F organization). 83 regarding the incomplete or deficient application corrective action bee proceeding with the approval process. 9.5 Acceptance of Management Personnel The partially filled CAAN Form 4 submitted acceptance of post holders Maintenance Manager, Quality Manager and other Management Personnel will be reviewed based on the qualification, experience, skill and competency stipulated in the Maintenance Organization Manual (MOM) and NCAR Part M Subpart F. The decision on the minimum number of post holders required may be taken on the basis of fleet-size and nature of operation. The organization has liberty to have more number of post holders to function effectively and efficiently. The guidelines examining and approving the post holders are as follows: a) Accountable Manager: The initial presentation of Accountable Manager demonstrating how he will monitor the functioning of maintenance quality and safety system may be considered as means acceptance of Accountable Manager. The Maintenance Organization Manual (MOM) will indicate the duties and responsibilities including criteria acceptance. He/ She must have authority to finance continuing airworthiness management of aircraft. CAA Nepal may reject an accountable manager where there is clear evidence that he/she previously held a senior position in CAA Nepal approved organization and abused that position by not complying with the particular CAA Nepal requirements. b) Maintenance Manager, Workshop Manager and Production Manager may be appointed separately or one person can look after all activities. It is all depends on the size of the organization. c) The organization should set up a quality system in the organization and appoint Quality Manager to look after all activities of the organization and Quality System. d) Assessment of suitability of Post holders should be determined based NCAR Part M Subpart F qualification requirements, the Term of Reference issued to the managers or described in the Maintenance Organization Manual (MOM). Technical competency in aircraft maintenance, Qualification and training requirements laid down in MOM, management capabilities including communication and PR skills may be assessed to accept as maintenance post holder. e) Competency Assessment of the post holder should be carried out through oral interview the record of which should be recorded in organization file. Checklist # 45 Competency Assessment of post holders should be filled by the inspector. f) On satisfactory assessment of post holders suitability, if the Post Holder is found suitable the position, the partially filled CAAN Form 4 will be completed by the examining Airworthiness Inspector and indicate the acceptance by signing the copies. 84 g) In the set of three signed copies of CAAN Form 4, one copy is maintained at the organization file of CAA Nepal, while two signed copies in the sealed envelope are warded to the Accountable Manager maintaining a copy at the organization and to issue a copy to the individual post holders. h) The CAA Nepal will establish that the procedures specified in the Maintenance Organisation Manual comply with NCAR Part-M Subpart F and ensure that the accountable manager has signed the Corporate Commitment in MOM. i) Submission of CAAN Form 4 is not a requirement accepting Accountable Manager. Approval of MOE in writing implies the acceptance of Accountable Manager. 9.6 Approval of Maintenance Organization Manual The Airworthiness Inspector who has been given the responsibility to examine the suitability of organization will scrutinize the Maintenance Organization Manual (MOM). The MOM is scrutinized focusing that it covers the broad policy of the organization. It will serve as reference handbook containing policies and procedures that the organization committed to follow. The chapter-wise content of the MOM will be verified with detailed checklist [Checklist # 44 Checklist Approval of Maintenance Organization Manual (MOM) NCAR Part M Subpart F organization (Part I) ]. The approval of MOM is intimated to the organization by issuing MOM approval letter which also serves as letter of acceptance of the Accountable manager. The approval of the MOM will be intimated in writing. The following pages will be signed and stamped with office seals: (a) (b) (c) (d) List of effective pages. Scope of activities (at each site if applicable). List of nominated persons (Including Accountable Manager). Facility details (at each site if applicable). 9.7 Compliance Report: The para-wise compliance report submitted by the applicant (Checklist # 36 Compliance Checklist NCAR Part M Subpart F Organization approval) will be reviewed to confirm the availability of facility, management personnel, Certifying staff and Certification system; it to be verified availability of document system, record system, internal occurrence reporting system and Quality and safety system. Airworthiness Inspector will also verify the same during the physical inspection. Airworthiness Inspector will also verify the same during the physical inspection. The audit will cover minimum following areas of major maintenance and line stations. The detailed checklist Part 5 of [Checklist # 32 Checklist Approval of CAMO (NCAR Part M) ] will cover the salient points of the requirements stipulated in the Operating Procedures and NCARs parts. The audit will cover minimum Appendix IV to AMC M.A.604 Maintenance Organization Manual areas to verify compliance with NCAR Part M Subpart F requirements. 9.9 CAA Audit Team size For a large organization, one large team audit or a short series of small team audits may be carried out. Small team will have minimum of two auditors Accompanying of Senior Officers The auditors will always ensure that they are accompanied by a senior technically qualified member of the organization throughout the audit. Normally, the quality manager accompanies the audit team. The reason being accompanied is to ensure the organization is fully aware of any findings noted during the audit Complete or Sample Check It is recommended that the audit is carried out on a product line type basis in that, example, in the case of an organisation with Socata TB20 and Piper PA 28 ratings, the audit is concentrated on one type only a full compliance check. Dependent upon the result, the second type may only require a sample check that will at least cover the activities identified as weak the first type Audit de-briefing The Airworthiness Inspection Division will de-brief the senior technical member of the organization at the end of the audit visit on all findings made during the audit. In the event of producing any evidence rectification or complying with any requirement during the audit, all such findings need not be included in the report. 86 9.13 Decision on Compliance Issues There may be occasions wherein auditor may find situations in the applicant's organization which is unsure or unclear about compliance. In this case, the organization will be inmed about possible non-compliance at the time and the fact that the situation will be reviewed within the Airworthiness Inspection Division bee a decision is made. If the decision is a finding of being in compliance then a verbal confirmation to the organization will suffice Issuance of deficiency Form Findings will be recorded in the Checklist # 32 Comments and Observation Column with a provisional categorization as a level 1 or 2. Subsequent to the audit visit that identified the particular findings, Airworthiness Inspector will review the provisional finding levels, adjusting them if necessary and change the categorization accordingly In the event of finding any deficiency, a standardized deficiency Form CAAN Deficiency Form may be issued. Findings are classified as level 1 or level 2 based on the criticality. All findings will be confirmed in writing to the applicant organization within 2 weeks of the audit visit. The Airworthiness Inspector will inm the Chief, Airworthiness Inspection Division of the findings made during the audit. Then, inm the same to the Quality Manager necessary corrective action by CAAN Deficiency Form. Corrective Actions all findings must be confirmed in writing from the organization in CAAN Deficiency Form along with root cause analysis as per guidance issued by CAA Nepal within 1 Month from the date of receipt of CAAN Deficiency Form. For confirmation of corrected findings a re-inspection through spot checks will be carried out upon intimation of corrective action. In any case, all findings are to be closed to issue an initial approval. The Airworthiness Inspector will record all findings, closure action (action required to close a finding) and recommendations via Audit Finding Tracking Form Closure Findings: The reports will include the date each finding was cleared together with reference to the Airworthiness Inspector report or letter. For initial approval all findings must be corrected bee the approval can be issued Audit Completion Report: Audit completion report in a standard mat CAAN Form 6F (Appendix-17) including approval recommendation page are required to be submitted to the chief of the Airworthiness Inspection Division or approving authority facilitating issue of initial approval Approval Recommendation: October 2016 Page 86

87 The audit completion report will be submitted through CAAN Form 6F. The completed CAAN Form 6F including approval recommendation page will be reviewed by the chief of Airworthiness, approving authority or any other officer authorized by the Director General, CAA Nepal. The review will take into account the relevant paragraphs of NCAR Part-M, the categorization of finding levels and the proper closure action taken. Completion of satisfactory review of the audit m and acceptance of organization will be indicated by the signature of the auditors and approving authority in the CAAN Form 6F. 10 Issue of Approval (NCAR M.B.603) The Airworthiness Inspector in CAA Nepal will mally issue to the applicant a duly filled CAAN Form 3, the approval certificate, which includes the Certificate, approval schedule or ratings and capability register. The Certificate of Approval will only be issued when the organization is in full compliance with NCAR Part M Subpart F requirements Capability Listing The approval will be based only upon the organizational capability (including any associated sub-contractors) relative to NCAR Part M Subpart F and not limited by reference to FAA/ CAAN type certificated products. For example, if the organisation is capable of maintaining within the limitation of NCAR Part M Subpart F the Cessna 208a series aircraft, the approval schedule will state A2 Cessna 208 series and not Cessna 208a which is a particular airliner designator one of many Cessna 208 series Signing of Approval Certificate On satisfying that the organization is complying all requirement stipulated in the regulation, the CAA Nepal may issue an organization approval Certificate ensuring the following. (i) (ii) Signing of Approval Certificate Signing of Approval Schedule (iii) Verifying and signing of Capability List (iv) Ensure that the organization file contains all necessary document approval evidence (v) Update the Register of Approved Organization 10.3 Approval Validity The conditions of the approval will also be indicated on the CAAN Form 3 approval certificate. The validity of the NCAR Part-M Subpart F approvals will be a period not exceeding 24 months. October 2016 Page 87

88 10.4 Approval Number 10.5 Fees The reference number will be included on the CAAN Form 3 approval certificate. The numeric sequence will be unique to the particular approved maintenance organization. For grant of approvals, or changes to the approval ratings by inclusion of additional type of Aircraft (aircraft and engine combination) on the Certificate of approval, fees will be charged in accordance with Civil Aviation Regulations 2002 and its amendments. Enhancement of the scope of maintenance of an aircraft already included in the certificate of approval will not attract charging of additional fees. For renewal of approvals the fees will be charged in accordance with Civil Aviation Regulations 2002 and its amendments. 11 Continuation of an approval (NCAR M.B.604) The continuation of an approval will be monitored in accordance with the applicable initial approval process under NCAR M.B.602. In addition, the Airworthiness Inspection Division will maintain and update a program listing the approved maintenance organization under its supervision, the dates when audit visits (Annual Surveillance Plan NCAR Part M Subpart F organization) are due and when such visits were carried out. Credit may be claimed by the Airworthiness Inspector specific item audits completed during the preceding 24 months period subject to following four conditions: (i) (ii) the specific item audit will be the same as that required by NCAR Part-M Subpart F latest amendment; there will be satisfactory evidence on record that such specific item audits were carried out and that all corrective actions have been taken; (iii) the Airworthiness Inspector will be satisfied that there is no reason to believe standards have deteriorated in respect of those specific item audits being granted a back credit; and (iv) the specific item audit being granted a back credit will be audited not later than 24 months after the last audit of the item Each organization must be completely reviewed (audited) by the Airworthiness Inspection Division compliance with NCAR Part-M Subpart F Organization at periods not exceeding 24 months. (i) CAA Nepal will carry out audit at the approved facility as per the Annual Surveillance Plan of NCAR Part-M Subpart F Organization. Where it has been decided that a series of audit visits are necessary to arrive at a complete audit of an organisation, the program will indicate which aspects of the approval will be covered on each visit. 89 (ii) It is recommended that part of an audit concentrates on two ongoing aspects of the NCAR Part-M Subpart F Organization Approval, namely the organisation internal self monitoring quality reports produced by the quality monitoring personnel to determine if the organization is identifying and correcting its problems and secondly the number of concessions granted by the quality manager and the procedures followed there under. (iii) At the successful conclusion of the audit including verification of the Maintenance Organization Manual, an audit report m (CAAN Form 6F) will be completed by the Airworthiness Inspector including all recorded findings, closure actions and recommendation via Audit Finding Tracking Form (iv) In the case of line stations a sampling program based upon number of line stations and complexity may be adopted A meeting with the accountable manager will be convened at least once every 24 months to ensure he/she remains inmed of significant issues arising during audits and to ensure he/she fully understands the significance of the approval. The minutes of the meeting will be preserved in the organization files. 12 Findings (NCAR M.B.605) When during audits or by other means evidence is found showing non-compliance with the requirements of NCAR Part-M, the following actions will be taken by CAA Nepal: 12.1 For level 1 findings, immediate action will be taken to revoke, limit or suspend in whole or in part of approval, depending upon the extent of the level 1 finding, the maintenance organization approval, until successful corrective action has been taken by the organization. In practical terms, a level 1 finding is noted where a significant non-compliance with NCAR Part-M is found For a level 1 finding it may be necessary Airworthiness Inspector to ensure that further maintenance and re-certification of all affected products is accomplished, dependent upon the nature of the finding For level 2 findings, the corrective action period granted must be appropriate to the nature of the finding, but in any case initially must not be more than three months. In certain circumstances and subject to the nature of the finding, the three month period may be extended subject to a satisfactory corrective action plan agreed Action will be taken to suspend in whole or part the approval in case of failure to comply within the timescale granted by CAA Nepal. 13 Changes (NCAR M.B.604) 13.1 Airworthiness Inspector will receive application from the organization of any proposed change as listed in NCAR M.A.617. 90 To have adequate control over any changes to the management personnel specified in NCAR M.A.606 (a) and (b) will require an amendment to the Maintenance Organization Manual. Changes to the NCAR Part-M approvals include the following: Name change Address change Approval scope and rating New base facility The applicable part(s) of the CAAN Form 6F will be used the change Airworthiness Inspector will comply with the applicable elements of the initial process paragraphs any change to the organisation Airworthiness Inspector may prescribe the conditions under which organisation may operate during such changes unless it determines that the approval will be suspended due to the nature or the extent of the changes. 14 Amendment of MOM (NCAR 145.B.606 (c)) 14.1 The Airworthiness Inspector will verify that the procedures specified in the exposition are in compliance with NCAR Part-M bee mally notifying the approved organization of the approval A simple manual status sheet will be maintained which contains inmation on when an amendment was received by Airworthiness Inspector and when it was approved The organization will submit each exposition amendment to the Airworthiness Inspector approval. On being satisfied that the amendment meets the requirement of NCAR Part-M, an approval to the same will be grated in writing. 15 Suspension or Limiting of approval In the event of organization that are not complying with the requirements of NCAR, Airworthiness Inspector may issue admonition, warning, revocation, suspension and limitation of approval (NCAR M.B.607) as may be deemed fit. The procedure as laid down in Rule 29 of Civil Aviation Regulation 2002 and its amendments and instructions issued by Director General, CAA Nepal from time to time will be followed in order to: (a) suspend an approval on reasonable grounds in the case of potential safety threat; or (b) admonish, warn, suspend, revoke or limit the approval granted to a person or organization pursuant to NCAR M.B.605. 91 Subpart G Continuing Airworthiness Management Organization 16. For Continuing Airworthiness Management Organization Located Outside Nepal (NCAR M.B.702) Applications of Foreign Continuing Airworthiness Management Organization seeking validation under NCAR Part-M are dealt differently as CAA Nepal only validates the CAMO certificate of the organization, audit component of the organization will be done on random basis as per requirements laid down in NCAR Part-M as per Annual Surveillance Plan of Continuing Airworthiness Management Organization. All such applications will be accompanied by the following: (i) Duly filled application (CAAN Form 2) (ii) Letter of Intent from the Nepalese Operator desirous of using the facility. (iii) Copy of Evidence of valid ICAO Contracting State approval(faa or EASA or Local Authority) (iv) Recent audit findings from the above mentioned authorities and internal audit report. (v) Evidence of internal audit covering the entire areas of operation (vi) Resolution of above audit findings (if any) (vii) Work done on similar scope in last 2years (viii) Continuing Airworthiness Management Exposition (CAME) and Capability List (ix) Declaration of Accountable Manager (Corporate commitment by Accountable manager) (x) Completed Compliance Checklist (Checklist # 35 Compliance checklist NCAR-Part M Subpart G Organization approval) (xi) Complete Checklist # 33 Checklist approval of Continuing Airworthiness Management Exposition (CAME) NCAR Part M Subpart G organization (Part I) The CAA Nepal Inspector will verify application package its completeness through a checklist (Checklist # 38 Checklist reviewing application package NCAR Part-M Subpart G Organization ). The applicants will be inmed in writing (via or letter) regarding the incomplete or deficient application corrective action bee proceeding with the approval process. Upon satisfactory scrutiny, the internal memo will be submitted to the Chief of the Airworthiness Inspection Division. Checklists (Checklist # 38 Checklist reviewing application package NCAR Part-M Subpart G Organization ) in this regard must be used to avoid missing of essential check points of approval. Approvals of the CAMO may be issued only after confirming that no deficiency is pending closure. For Continuing Airworthiness Management Organization facilities located outside Nepal the investigation and continued oversight of the approval may be carried out by a October 2016 Page 91

92 team appointed by the Director General, CAA Nepal when deemed required as per NCAR Part-M Subpart G as per Annual Surveillance Plan Foreign CAMO organization. Where audit is conducted, the procedure audit is as per Continuing Airworthiness Management Organizations located inside Nepal in this section will be followed. 17. For Continuing Management Organization Located inside Nepal (NCAR M.B. 702) 17.1 Initial Phase Approval (NCAR M.B.702) The Airworthiness Inspector who look after the approval process will follow following procedures while processing the approval request Introductory Meeting Introductory meeting with the applicants, especially with the proposed accountable manager along with post holders will be organized to emphasis the responsibility of upholding the maintenance quality and safety. The applicant may be asked to give a presentation on preparedness to compliance the requirements stipulated in the NCAR Part M Subpart G Organization and growth plan prior to starting operation. Record of discussions will also be maintained in the organization file Opening of Organization File On receipt of application Form CAAN Form 2, a file with unique number will be opened each organization. All correspondence related to the organization will be filed in the folder Receipt of Completed Application For commercial air transport the CAA Nepal will receive application approval with the initial application the air operator s certificate and where applicable any variation applied and each aircraft type to be operated: (a) the continuing airworthiness management exposition (CAME); (b) the operator s aircraft maintenance programmes; (c) the aircraft technical log; (d) where appropriate the technical specification of the maintenance contracts between the operator and NCAR Part-145 approved maintenance organisation. The Airworthiness Inspector responsible dealing this matter will ensure that the accepted application is made in a prescribed mat submitted with requisite fees and supporting documents. The Airworthiness Inspector will verify whether the applicant submitted the following items in addition to the items mentioned above: (i) Duly filled application (CAAN Form 2) (ii) Evidence of internal audit covering the entire areas of operation (iii) Resolution of above audit findings (if any) (iv) Continuing Airworthiness Management Exposition (CAME) and Capability List October 2016 Page 92

93 (v) Declaration of Accountable Manager (Corporate commitment by Accountable manager) (vi) Nomination of Post holders (CAAN Form 4) (vii) Completed compliance checklist (Checklist # 35 Compliance checklist NCAR-Part M Subpart G Organization approval) (viii) Complete Checklist # 33 Checklist approval of Continuing Airworthiness Management Exposition (CAME) NCAR Part M Subpart G organization (Part I) The Airworthiness Inspector will verify application package its completeness through a checklist (Checklist # 38 Checklist reviewing application package NCAR Part M Subpart G organization). The applicants will be inmed in writing regarding the incomplete or deficient application corrective action bee proceeding with the approval process. The CAA Nepal will not expect the documents listed in NCAR M.B.701 (a) to be submitted in a completed state with the initial application grant or change since each may require approval in its own right and may be subject to amendment as a result of CAA Nepal assessment during the technical investigations. Draft documents will be submitted at the earliest opportunity so that investigation of the application can begin. Grant or change cannot be achieved until the CAA Nepal is in possession of completed documents. This inmation is required to enable the CAA Nepal to conduct its investigation, to assess the volume of maintenance work necessary and the locations at which it will be accomplished. The applicant will inm the CAA Nepal where base and scheduled line maintenance is to take place and give details of any contracted maintenance which is in addition to that provided in response to M.A.201 (h) 2 or M.A.708 (c). At the time of application, the operator will have arrangements all base and scheduled line maintenance in place an appropriate period of time, as accepted to the CAA Nepal. The operator will establish further arrangements in due course bee the maintenance is due. Base maintenance contracts high-life time checks may be based on one time contracts, when the CAA Nepal considers that this is compatible with the operator s fleet size Acceptance of Management Personnel The partially filled CAAN Form 4 submitted acceptance of post holders Continuing Airworthiness Manager, Quality Manager and other Management Personnel will be reviewed based on the qualification, experience, skill and competency stipulated in the Continuing Airworthiness Management Exposition and NCAR Part M Subpart G. The decision on the minimum number of post holders required may be taken on the basis of fleet-size and nature of operation. The organization has liberty to have more number of post holders to function effectively October 2016 Page 93

94 and efficiently. The guidelines examining and approving the post holders are as follows: a) Accountable Manager: The initial presentation of Accountable Manager demonstrating how he will monitor the functioning of maintenance quality and safety system may be considered as means acceptance of Accountable Manager. The Continuing Airworthiness Management Exposition will indicate the duties and responsibilities including criteria acceptance. He/ She must have authority to finance continuing airworthiness management of aircraft. CAA Nepal may reject an accountable manager where there is clear evidence that he/she previously held a senior position in CAA Nepal approved organization and abused that position by not complying with the particular CAA Nepal requirements. b) Continuing Airworthiness Manager, Other Managers may be appointed separately or one person can look after all activities. Contracts subcontracting Continuing Airworthiness Management tasks by operators should be included in the Continuing Airworthiness Management Exposition. CAA Nepal will verify that the standards set th in AMC M.A.201 (h) 1 have been met when approving the exposition. CAA Nepal while investigating the acceptability of the proposed subcontracted Continuing Airworthiness Management tasks arrangements will take into account, in the subcontracted organization, all other such contracts that are in place irrespective of state of registry in terms of sufficiency of resources, expertise, management structure, facilities and liaison between the contracting Continuing Airworthiness Management Organization, the subcontracted organization and where applicable contracted NCAR Part-145 Maintenance Organization. The approval of CAME is intimated to the organization by issuing CAME approval letter which also serves as letter of acceptance of the Accountable manager. Small team will have minimum of two auditors Accompanying of Senior Officers The auditors will always ensure that they are accompanied by a senior technically qualified member of the organization throughout the audit. Normally, the quality manager accompanies the audit team. The reason being accompanied is to ensure the organization is fully aware of any findings noted during the audit Complete or Sample Check It is recommended that the audit is carried out on a product line type basis in that, example, in the case of an organisation with Airbus A320 and Airbus A310 ratings, the audit is concentrated on one type only a full compliance check. Dependent upon the result, the second type may only require a sample check that will at least cover the activities identified as weak the first type. October 2016 Page 96

97 17.12 Audit de-briefing The Airworthiness Inspection Division will de-brief the senior technical member of the organization at the end of the audit visit on all findings made during the audit. In the event of producing any evidence rectification or complying with any requirement during the audit, all such findings need not be included in the report. The filled checklist must be enclosed in the organization file Decision on Compliance Issues There may be occasions wherein auditor may find situations in the applicant's organization which is unsure or unclear about compliance. In this case, the organization will be inmed about possible non-compliance at the time and the fact that the situation will be reviewed within the Airworthiness Inspection Division bee a decision is made. If the decision is a finding of being in compliance then a verbal confirmation to the organization will suffice Issuance of deficiency Form Findings will be recorded in the Checklist # 32 Comments and Observation Column with a provisional categorization as a level 1 or 2. Subsequent to the audit visit that identified the particular findings, Airworthiness Inspector will review the provisional finding levels, adjusting them if necessary and change the categorization accordingly. In the event of finding any deficiency, a standardized deficiency Form CAAN Deficiency Form may be issued. Findings are classified as level 1 or level 2 based on the criticality. All findings will be confirmed in writing to the applicant organization within 2 weeks of the audit visit. The Airworthiness Inspector will inm the Chief, Airworthiness Inspection Division of the findings made during the audit. Then, inm the same to the Quality Manager necessary corrective action by CAAN Deficiency Form. Corrective Actions all findings must be confirmed in writing from the organization in CAAN Deficiency Form along with root cause analysis as per guidance issued by CAA Nepal within 1 Month from the date of receipt of CAAN Deficiency Form. For confirmation of corrected findings a re-inspection through spot checks will be carried out upon intimation of corrective action. In any case, all findings are to be closed to issue an initial approval. The Airworthiness Inspector will record all findings, closure action (action required to close a finding) and recommendations via Audit Finding Tracking Form Closure Findings: The reports will include the date each finding was cleared together with reference to the Airworthiness Inspector report or letter. 98 17.16 Audit Completion Report: Audit completion report in a standard mat CAAN Form 13 (Appendix-16) including approval recommendation page are required to be submitted to the chief of the Airworthiness Inspection Division or approving authority facilitating issue of initial approval Approval Recommendation: The audit completion report will be submitted through CAAN Form 13. The completed CAAN Form 13 including approval recommendation page will be reviewed by the chief of Airworthiness, approving authority or any other officer authorized by the Director General, CAA Nepal. The review will take into account the relevant paragraphs of NCAR Part-M, the categorization of finding levels and the proper closure action taken. Completion of satisfactory review of the audit m and acceptance of organization will be indicated by the signature of the auditors and approving authority in the CAAN Form Issue of Approval (NCAR M.B.603) The Airworthiness Inspector in CAA Nepal will mally issue to the applicant a duly filled CAAN Form 14 (Appendix- 15), the approval certificate, which includes the Certificate, approval schedule or ratings and capability register. The Certificate of Approval will only be issued when the organization is in full compliance with NCAR Part M Subpart G requirements. In the case of commercial air transport, the inmation contained on a CAAN Form 14 will be included on the air operators certificate Capability Listing The approval will be based only upon the organizational capability (including any associated sub-contractors) relative to NCAR Part M Subpart G. The table shown the Approval Schedule in CAAN Form 14 includes a field designated as Aircraft type/series/group The intention is to give maximum flexibility to the CAA Nepal to customize the approval to a particular organization. Possible alternatives to be included in this field are as the following: A specific type designation that is part of a type certificate, such as Airbus or Cessna 172 R. A type rating (or series) as listed in NCAR Part-66 Appendix I to AMC, which may be further subdivided, such as Boeing /700/800, Boeing , Cessna 172 Series. An aircraft group such as Cessna single piston engine aircraft. October 2016 Page 98

99 Reference to the engine type installed in the aircraft may or may not be included, as necessary. In all cases, CAA Nepal should be satisfied that the organization has the capability to manage the requested types/groups/series Signing of Approval Certificate On satisfying that the organization is complying all requirement stipulated in the regulation, the CAA Nepal may issue an organization approval Certificate ensuring the following. (i) (ii) Signing of Approval Certificate Signing of Approval Schedule (iii) Verifying and signing of Capability List (iv) Ensure that the organization file contains all necessary document approval evidence (v) Update the Register of Approved Organization 18.3 Approval Validity The conditions of the approval will also be indicated on the CAAN Form 14 approval certificate. The validity of the NCAR Part-M Subpart G approvals will be a period not exceeding 24 months Approval Number The reference number will be included on the CAAN Form 14 approval certificate. The numeric sequence will be unique to the particular NCAR M.A. Subpart G continuing Airworthiness Management Organization. 19 Continuation of an approval (NCAR M.B.704) The continuation of an approval will be monitored in accordance with the applicable initial approval process under NCAR M.B.702. In addition, the Airworthiness Inspector will maintain and update a program listing the approved maintenance organization under its supervision, the dates when audit visits (Annual Surveillance Plan of CAMO) are due and when such visits were carried out. Credit may be claimed by the Airworthiness Inspector specific item audits completed during the preceding 24 months period subject to following four conditions: (i) (ii) the specific item audit will be the same as that required by NCAR Part-M Subpart G latest amendment; there will be satisfactory evidence on record that such specific item audits were carried out and that all corrective actions have been taken; October 2016 Page 99

100 (iii) the Airworthiness Inspector will be satisfied that there is no reason to believe standards have deteriorated in respect of those specific item audits being granted a back credit; and (iv) the specific item audit being granted a back credit will be audited not later than 24 months after the last audit of the item Each organization must be completely reviewed (audited) by the Airworthiness Inspection Division compliance with NCAR Part-M Subpart G at periods not exceeding 24 months. (i) (ii) CAA Nepal will carry out audit at the approved facility as per the Annual Surveillance Plan of CAMO. Where it has been decided that a series of audit visits are necessary to arrive at a complete audit of an organisation, the program will indicate which aspects of the approval will be covered on each visit. It is recommended that part of an audit concentrates on two ongoing aspects of the NCAR Part-M Subpart G Organization Approval, namely the organisation internal self monitoring quality reports produced by the quality monitoring personnel to determine if the organization is identifying and correcting its problems and secondly the number of concessions granted by the quality manager and the procedures followed there under. (iii) A relevant sample of the aircraft managed by the NCAR M.A. Subpart G approved organization shall be surveyed in every 24 month. The size of the sample will be decided by CAA Nepal based on the result of prior audits and earlier product surveys. (iv) When an operator subcontracts Continuing Airworthiness Management tasks, all subcontracted organizations should also be audited by CAA Nepal of the operator at the period not exceeding 24 month (credits per Para 19 are permitted) to ensure they fully comply with NCAR M.A. Subpart G. For these audits, CAA Nepal Airworthiness Inspector should always ensure that he/she is accompanied throughout the audit by the senior technical member of the operator. All findings should be sent to and corrected by the operator. (v) When perming the oversight of the organization that holds both NCAR M.A. Subpart F and NCAR M.A. Subpart G approvals, CAA Nepal should arrange the audits to cover both approvals avoiding duplicated visit of a particular area. (vi) At the successful conclusion of the audit including verification of the Continuing Airworthiness Management Exposition, an audit report m (CAAN Form 13) will be completed by the Airworthiness Inspector including all recorded findings, closure actions and recommendation via Audit Finding Tracking Form (vii) All findings will be confirmed in writing to the applicant organization via a CAAN Discrepancy Form 19.2 A meeting with the accountable manager will be convened at least once every 24 months to ensure he/she remains inmed of significant issues arising during audits October 2016 Page 100

101 and to ensure he/she fully understands the significance of the approval. The minutes of the meeting will be preserved in the organization files. 20 Findings (NCAR M.B.605) When during audits or by other means evidence is found showing non-compliance with the requirements of NCAR Part-M, the following actions will be taken by CAA Nepal: 20.1 For level 1 findings, immediate action will be taken to revoke, limit or suspend in whole or in part of approval, depending upon the extent of the level 1 finding, the Continuing Airworthiness Management Organization approval, until successful corrective action has been taken by the organization. In practical terms, a level 1 finding is noted where a significant non-compliance with NCAR Part-M is found For a Level 1 findings, CAA Nepal should inm the Owner/operator of any potentially affected aircraft in order that corrective action can be taken to ensure possible unsafe conditions on these aircraft are corrected bee further flight Furthermore, a level 1 findings could lead to a non compliance to be found on an aircraft as specified in Para 7.7. In this case, proper action as specified in Para 7.8 will be taken For level 2 findings, the corrective action period granted must be appropriate to the nature of the finding, but in any case initially must not be more than three months. In certain circumstances and subject to the nature of the finding, the three month period may be extended subject to a satisfactory corrective action plan agreed Action will be taken to suspend in whole or part the approval in case of failure to comply within the timescale granted by CAA Nepal. 21 Changes (NCAR M.B.706) 21.1 Airworthiness Inspector will receive application from the organization of any proposed change as listed in NCAR M.A.713. To have adequate control over any changes to the management personnel specified in NCAR M.A.706 (a), (c),(d) and (i) will require an amendment to the Continuing Airworthiness Management Exposition. Changes to the NCAR Part-M approvals include the following: Name change Address change Approval scope and rating New base facility The applicable part(s) of the CAAN Form 6F will be used the change. 102 21.2 Airworthiness Inspector will comply with the applicable elements of the initial approval any change to the organization notified in accordance with NCAR M.A Airworthiness Inspector may prescribe the conditions under which organisation may operate during such changes unless it determines that the approval will be suspended due to the nature or the extent of the changes. 22 Amendment of CAME (NCAR 145.B.706 (c)) 22.1 The Airworthiness Inspector will verify that the procedures specified in the exposition are in compliance with NCAR Part-M bee mally notifying the approved organization of the approval A simple manual status sheet will be maintained which contains inmation on when an amendment was received by Airworthiness Inspector and when it was approved The organization will submit each exposition amendment to the Airworthiness Inspector approval. On being satisfied that the amendment meets the requirement of NCAR Part-M, an approval to the same will be grated in writing. 23 Suspension or Limiting of approval In the event of organization that are not complying with the requirements of NCAR, Airworthiness Inspector may issue admonition, warning, revocation, suspension and limitation of approval (NCAR M.B.707) as may be deemed fit. The procedure as laid down in Rule 29 of Civil Aviation Regulation 2002 and its amendments and instructions issued by Director General, CAA Nepal from time to time will be followed in order to: (a) suspend an approval on reasonable grounds in the case of potential safety threat; or (b) admonish, warn, suspend, revoke or limit the approval granted to a person or organization pursuant to NCAR M.B.705. 104 Subpart I Airworthiness Review Certificate 24 Assessment of recommendations (NCAR M.B.901) Upon receipt of an application and associated airworthiness review certificate recommendation in accordance with NCAR M.A.901: 24.1 Appropriate qualified personnel from the CAA Nepal will verify that the compliance statement contained in the recommendation demonstrates that a complete NCAR M.A.710 airworthiness review has been carried out The CAA Nepal will investigate and may request further inmation to support the assessment of the recommendation The result of the verification and the investigation of a recommendation will be sent to the applicant within 30 days. If corrective action has been requested bee the issuance of an airworthiness review certificate, the CAA Nepal may decide a further period the assessment of the requested corrective action The verification of the compliance statement required by NCAR M.B.901 does not mean repeating the airworthiness review itself. However the CAA Nepal will verify that the M.A. Subpart G organisation has carried out a complete and accurate assessment of the airworthiness of the aircraft Depending on the content of the recommendation, the history of the particular aircraft, and the knowledge of the M.A.Subpart G organisation or NCAR M.A.901 (g) certifying staff making the recommendation in terms of experience, number and correction of findings and previous recommendations the extent of the investigation will vary. Theree, whenever possible the person carrying out the investigation will be involved in the oversight of the M.A. Subpart G organisation making the recommendation In some cases, the inspector may decide that it is necessary to organise: - a physical survey of the aircraft, or; - a full or partial airworthiness review. In this case, the inspector will inm the M.A.Subpart G organisation or M.A.901(g) certifying staff making the recommendation with sufficient notice so that it may organise itself according to M.A.901 (j). Furthermore, this part of the investigation will be carried out by appropriate airworthiness review staff in accordance with Para Only when satisfied the aircraft is airworthy, should the inspector issue an airworthiness review certificate. 25 Airworthiness Review by CAA Nepal (NCAR M.B.902) 25.1 When the CAA Nepal carries out the airworthiness review and issues the airworthiness review certificate CAAN Form 15a, the CAA Nepal will carry out an airworthiness review in accordance with point NCAR M.A.710. 105 25.2 The CAA Nepal will have appropriate airworthiness review staff to carry out the airworthiness reviews. (a) For all aircraft used in commercial air transport, and aircraft above 2730 kg MTOM, except balloons, these staff will have acquired: (i) at least five years experience in continuing airworthiness, and; (ii) an appropriate licence in compliance with Annex III (NCAR Part-66) or a nationally recognized maintenance personnel qualification appropriate to the aircraft category (when Annex III (NCAR Part-66) refers to national rules) or an aeronautical degree or equivalent, and; (iii) mal aeronautical maintenance training, and; (iv) a position with appropriate responsibilities. Notwithstanding the points i to iv above, the requirement laid down in Para 25.2(a)ii may be replaced by five years of experience in continuing airworthiness additional to those already required by Para 25.2(a)(i). (b) For aircraft not used in commercial air transport of 2730 kg MTOM and below, and balloons, these staff will have acquired: (i) at least three years experience in continuing airworthiness, and; (ii) an appropriate licence in compliance with Annex III (NCAR Part-66) or a nationally recognized maintenance personnel qualification appropriate to the aircraft category (when Annex III (NCAR Part-66) refers to national rules) or an aeronautical degree or equivalent, and; (iii) appropriate aeronautical maintenance training, and; (iv) a position with appropriate responsibilities. Notwithstanding the points i to iv above, the requirement shown in Para 25.2(b)(ii) may be replaced by four years of experience in continuing airworthiness additional to those already required by Para 25.2(b)(i) A person qualified in accordance with Para will be considered as holding the equivalent to an aeronautical degree Experience in Continuing Airworthiness means any appropriate combination of experience in tasks related to aircraft maintenance and/or continuing airworthiness management (engineering) and/or surveillance of such tasks An appropriate licence in compliance with Annex III (NCAR Part-66) is a category B or C licence in the subcategory of the aircraft reviewed. It is not necessary to satisfy the recent experience requirements of NCAR Part-66 at the time of the review or to hold the type rating on the particular aircraft To hold a position with appropriate responsibilities means the airworthiness review staff will have a position within the CAA Nepal that authorizes that person to sign on behalf that CAA Nepal. These courses will be at least at a level equivalent to NCAR Part-66 Appendix III Level 1 General Familiarisation. Relevant Sample means that these courses should cover typical systems embodied in those aircraft being within the scope of approval For all balloons and any other aircraft of 2730 kg MTOM or below, not used in commercial air transport, appropriate aeronautical maintenance training means demonstrated knowledge of the following subjects: Relevant parts of continuing airworthiness regulations. Relevant parts of operational requirements and procedures, if applicable. Knowledge of the internal procedures continuing airworthiness. Knowledge of a relevant sample of the type(s) of aircraft gained through a malised training course.
