2 ICAO Safety Information Monitoring Service (SIMS) The ICAO Safety Information Monitoring System (SIMS) is an ICAO web-based information system comprised of different applications, which generate indicators in support of State Safety Programmes (SSP) and Safety Management Systems (SMS).

3 Purpose of SIMS Sharing and exchanging information is a fundamental tenet of a safe air transportation system. Tools, systems and legal frameworks need to be available to enable States and service providers to collect, analyze, and share in order to accurately assess and improve safety performance while optimizing support resource allocation. ICAO collaborates with interested organizations to start the design and development of a collection of modules ; each providing analytical services related to a specific function of a States oversight and monitoring capability. Participating members will subscribe to applicable generic modules or to custom modules created for their unique needs.

4 Why participate in SIMS Track key indicators for SSP Analyze various air navigation efficiency indicators for airspace use Prioritize areas with identified safety concerns Assist in achieving the GASP Targets Illustrate bottom line economic and social impacts of aviation development Communicate (to the approved audience) status reports and progress towards agreed goals

5 SIMS Module Ramp Inspection (RI) Comprises safety data from national ramp inspection programs in accordance with ICAO Doc 8335 Air Navigation Monitoring (ANM) Processing of safety data collected through Automatic Dependent Surveillance- Broadcast (ADS-B), radar surveillance systems and other types of flight parameter monitoring systems. Operational Safety Data (OSD) Comprised of data collected through flight data monitoring and other types of flight parameter monitoring systems. Safety Indicator Dashboard (SID) Allows States to monitor and have their State activity and operational indicators and metrics visualized for decision making.

10 FAA IASDEx Transfer to SIMS Under the International Aviation Safety Data Exchange (IASDEx) program, the FAA has managed and operated a shared web-based IASDEx system for participating Civil Aviation Authorities (CAAs) worldwide over the last several years. Using a common criteria for aircraft condition (Ramp) inspections, participating CAAs have been able to review ramp inspection results across several States worldwide. The IASDEx system is a vital component of a combined effort by participating CAAs to raise global awareness on the importance of sharing safety data between aviation authorities for air carriers of common interest.

11 FAA IASDEx Transfer to SIMS It is natural that the storage of such data not be held by any particular authority, but appropriately by ICAO. The FAA is working to license components of the IASDEx software to ICAO for its continued evaluation and use in support of its effort to consolidate such information.
