5 Introduction This report details the basis on which Type Acceptance Certificate No.96/09 was issued in accordance with NZCAR Part 21B. Specifically the report aims to: (a) Record the airworthiness certification standard used for type acceptance of the applicable model(s) in New Zealand; (b) Summarise any outstanding requirements which must be complied with for the issue of a NZ Airworthiness Certificate to any models covered by the Type Acceptance Certificate. Noise Category: French Noise Certificate Supplied/FAR 36 plus amendments 1-5 The certification basis of the FA152 is AIR 2052 with amendments at The full details on this airworthiness standard are unknown, although it was also used for the MS 880 aircraft which was accepted here. However a fax from Reims Aviation states that once the FA152 had been certified by the DGAC they also obtained FAA certification in the US under TC No. A13EU. The certification basis for this is CAR 3 including amendment 3-4, the same as the parent Cessna 150 series. This is an acceptable certification basis in accordance with NZCAR Part 21B Para 21.41, as CAR 3 is the predecessor to FAR Part 23 which is the basic standard for Normal Category Airplanes called up under Appendix C. There are no non-compliances and no special conditions have been prescribed by the Director under Reims stated the FoT aircraft, S/N 0379, was eligible for certification under A13EU, although only TC 38 was referenced on the aircraft dataplate. The TCDS for A13EU states that a US airworthiness certificate may be issued on the basis of a Certificate of Airworthiness for Export signed by a representative of the DGAC containing a statement of compliance with CAR Part 3 and TC No.A13EU. No such statement was available for Serial No so it was type accepted in NZ under the French TC, the same as the previous examples of Reims Cessna aircraft. 6 Type Acceptance Application The applicant for New Zealand type acceptance was from the importer of the First-of-Type example, Ms Elly Blanche, by CA 24021/02 dated 8 August Type Acceptance Certificate No.96/09 was granted on 13 September Type Data The type data requirements of NZCAR Part 21B Para have been satisfied by supply of the following documents: (1) Type certificate: French DGAC TC No.38 Type Certificate Data Sheet: French DGAC No Copy supplied by Reims (2) Airworthiness design requirements: CAR 3 already held by the CAA (3) Certification compliance listing: Not supplied. However a full set of type data for the parent Cessna 152 Series is already held by the CAA (4) Flight manual: The Cessna Pilot s Operating Handbook for the particular FA152 Model is listed under Note 3 to FAA TC A13EU. For the 1982 Manual FA152 the applicable POH is Cessna P/N D PH - Already CAA Approved as AIR 2181 The FoT aircraft had been imported from England. The Flight Manual contained a cover page and two sets of additional pages required by the UK CAA: (i) Additional Limitations and Information for United Kingdom Certification - One page which listed the applicable Cessna POH for the various Reims Cessna models and years, and which also required the performance to be factored - The take-off distance to be increased by 5% and the rate of climb reduced by 60 ft/min. (ii) CAA Supplement 1 Issue 1 - Additional Information for British Certification - A five page supplement with some additional general information on Limitations, Emergency and Normal Procedures and Performance. Air 2181 was adopted as the flight manual for the FA152 without any of the UK CAA pages as it has been type accepted on exactly the same basis as a standard Cessna A152 Aerobat. 7 Additional New Zealand Certification requirements Compliance with the following additional NZ requirements has been reviewed and were found to be covered by either the original certification or the basic build standard of the aircraft, as noted: NZCAR Section C4 PARA: REQUIREMENT: MEANS OF COMPLIANCE: 2.13(a) ASI shall be marked in knots Standard for FAR 23/US aircraft - See POH Section (b) Altimeter main scale to be calibrated in feet Standard for FAR 23/US aircraft - See POH Section (c) Altimeter barometric scale in millibars or hectopascals Superseded by DCA/INST/ (a) Counter/pointer altimeters Complies by type design - See POH Section Seats, Safety Belts and Harnesses Complies by Type Design - 4-point harness fitted 3.3 Fire extinguisher operating instructions and types Not required - MTOW less than 1500 kg NZCAR Volume 2 GEN AD: TITLE: REQUIREMENT: MEANS OF COMPLIANCE: DCA/GEN/6 Cable end assemblies proof load Test before installation Compliance with the Cessna 150 Series AD schedule. Because of the US TC FAA ADs include.the Reims Series. CASO 4 The Reims FA152 is classified as a Group E aeroplane under CASO 4.
