Exemption August 2015, FAA granted a petition to operators with first and second generation GPS receivers to continue to use them until December 31, 2024 Exemption (12555) provides operators with an additional five years to transition to the best available positioning technology Exemption possible because Secondary Surveillance RADAR (SSR) will still be operational in many parts of the NAS for some time and thus reduce impact 20

Exemption Exemption is not an extension to the ADS-B OUT mandate and does not change or amend 14 CFR or Operators must still be ADS-B OUT equipped, as specified in 14 CFR and to fly in rule airspace after January 1,

Exemption Exemption allows operation with reduced accuracy and integrity performance if the FAA determines there is an acceptable means of surveillance for the specific operation You must apply for an exemption, refer to: For more details on Exemption 12555, including a Fact Sheet, InFO, Letter of Notification template, and Upgrade Plan template, refer to: 22

Policy Update AC A (change 1) Added information regarding experimental aircraft compliance with mandate Provides initial flight planning guidance for ADS-B operations and certain avionics-specific failure events. Revised ADS-B Installation Policy Memorandum Signed 3/2/16 (not published yet) Identifies approval requirements for initial ADS-B transmitter/gps pairings (TC, STC) and subsequent installation of approved pairings (field approval, minor alteration) Increases efficiency for mandate equipage 34

Policy Update (Policy Memo) Identifies criteria for ADS-B installations under minor alteration All ADS-B installations require submittal of FAA form 337 Supporting Technical Paper under revision to provide additional guidance on policy changes Policy Memo & Tech Paper will be available on AFS-300 Major Repair/Alteration Job Aid soon 35

ADS-B Compliance Monitor Generates two types of reports Certification reports (think - new, first of kind, STC) Compliance reports (think - ops check) Certification report for certification of new ADS-B systems per AC A section 4-3 a (1) 9-avs-air-130flttest@FAA.gov 36

AFS Avionics Monitoring Avionics Monitoring: Conducted by ADS-B Focus Team (AFT) via Compliance Monitor Focus is on mitigation of high-priority avionics behavior: Mode 3/A codes (missing, erroneous, etc) Invalid/duplicate 24-bit ICAO codes Egregious kinematics (position jumps) 38

Avionics Monitoring High-Priority behavior aircraft identified via CM AFT currently notifying Mode 3/A & ICAO aircraft owner/operators Owners of egregious kinematics aircraft with performance sufficient for display to ATC or ADS-B IN are contacted immediately following detection Immediate compliance action taken for any aircraft identified as potential safety risk to NAS 39

Avionics Monitoring Additional High-Priority behavior identified for compliance action: Invalid ICAO & Flight ID matches Delayed due to ground system induced issue Missing Barometric Altitude (AJM risk) Missing Geometric Altitude (AJM risk) Aircraft with Air/Ground status issues Many aircraft with air/ground issue Additional analysis needed to determine appropriate mitigation action 40

Compliance Tracking, Trending & Reporting AFT began using Avionics Trend Analysis Tool data in Jan to track, trend & report monthly avionics performance Monthly ATAT reports are used to create owner/operator/repair shop notification lists for AFT action 41
