11 Coordination and Next Steps The draft revision has been delivered to the ISSG for review and comment Initial discussions took place during a telecon held on 15 Nov A face to face meeting is planned for early 2012 to discuss: Specific comments on the draft revision, including discussions on actions required for co branding Related discussions on the need for amendments to the GASR Eventual consolidation of GASP and GASR into a single document The revised GASP will be presented to the ANC subsequent to the incorporation of any necessary amendments resulting from these discussions LPRI Workshop, Vienna, 21 February Regional Aviation Safety Groups LPRI Workshop, Vienna, 21 February

12 ICAO Council decision to establish RASGs Assembly Resolution A36 7: ICAO Global planning for safety and efficiency ICAO Global Air Navigation and Global Aviation Safety Plans: framework in which regional, subregional and national implementation ti plans will be developed dand implemented, thus ensuring harmonization and coordination of efforts aimed at improving safety and efficiency. Current regional mechanisms (such as EANPG, Regional Safety Oversight Organisations, DGCA meetings): not sufficient to fully address and coordinate regional aviation safety issues Need for Regional Aviation Safety Groups RASGs to support the implementation of the Global Aviation Safety Plan (GASP) and the associated Global Aviation Safety Roadmap (GASR). LPRI Workshop, Vienna, 21 February ICAO Council decision to establish RASGs On 25 May 2010, the 190th Session of the ICAO Council having reviewed C WP/13558 presented by the ANC on the establishment of the RASGs: approved the establishment of the following RASGs: RASG PA for the Caribbean, South American, and North American regions (including Central America); RASG EUR for the European region; RASG APAC for the Asia Pacific regions; RASG AFI for the African region and RASG MID for the Middle East region, with the aim of supporting a regional performance framework for the management of safety; agreed to draft terms of reference for the RASGs; and agreed that the reports of RASG meetings, similar to reports of PIRGs, would be reviewed by the ANC on a regular basis and by the Council as deemed necessary. 16 Objectives of the RASG EUR To support the implementation of the GASP and the associated GASR in the EUR Region by ensuring effective coordination and cooperation between all stakeholders and monitoring progress in the implementation of the GASP and GASR; and As part of the GASP and GASR and building on the work already performed by States and regional organisations, to support the establishment and operation of performance based safety systems within the Region. LPRI Workshop, Vienna, 21 February RASG EUR Decision 01/01 Priorities for the RASG EUR work programme In the short term: a) Assess the activities and mechanisms already in place in the region to address the three top killers identified by ICAO at global level (runway excursions/incursions, loss of control in flight (LOC I)and controlled flight into terrain (CFIT)) and, after performing a gap analysis, report back to the RASG EUR regarding areas which would need to be addressed by the RASG EUR; and b) Support the development of a Russian language version of the software and database developed by the European Co ordination Centre for Aviation Incident Reporting Systems (ECCAIRS). In the longer term: In order to have the necessary safety data to thoroughly assess safety risks throughout the region, support States lacking effective safety occurrence reporting, collecting and analysissystems systems to implement/strengthen these systems through: a)improved legislative and regulatory frameworks; b) The establishment and maintenance, in each State, of an aircraft accident and incident database using a taxonomy compatible with that of the ICAO accident and incident reporting system (ADREP), such as the ECCAIRS database; and c)the establishment, training and maintenance of qualified teams of safety analysts LPRI Workshop, Vienna, 21 February
