EUROMED GNSS II Achievements and expectations Presented By: M. Akram HYDRI Head of Air Traffic Studies and Planning Division OACA
Presentation Overview Generalities Current Situation LPV approaches in Monastir Future actions and barriers Conclusion 04/06/2014 Ministry of Transport
GENERALITIES 04/06/2014 Ministry of Transport
Generalities Tunisia has shown its interest in EGNOS since 2003 by hosting entity of a RIMS station installed in Djerba airport Djerba RIMS is the first operational station out of the European Region Civil Aviation and Airports Office (OACA) is providing facility and assuming local maintenance activities of Djerba RIMS 04/06/2014 Ministry of Transport
Generalities Tunisia has also adhered the EuroMed GNSS II project in September Civil Aviation and Airports Office (OACA) commitment was formalized in November 2012, as national ANSP. Tunisia is interested in the use of EGNOS services to implement its Performance-based Navigation Plan. 04/06/2014 Ministry of Transport
CURRENT SITUATION 04/06/2014 Ministry of Transport
Current situation: Enroute Basic Area Navigation B-RNAV (equivalent to RNAV5) was implemented in the Tunisian airspace since December 2006 (from FL155). 04/06/2014 Ministry of Transport
Current situation: APPROACH In Tunis FIR/UIR, the use of GPS constellation reinforced by Aircraft Based Augmentation System (ABAS), is the framework for the use of Non precision RNAV (GNSS) approach procedures. When preparing a flight to a Tunisian aerodrome with RNAV GNSS procedure, the availability of RAIM (or equivalent algorithm) must be checked by the operator (RAIM available 15 min before ETA (Estimated Time of Arrival) and up to 15 minutes after ETA). (RAIM NOTAMs consultation) 04/06/2014 Ministry of Transport
Current situation: APPROACH 2 LPV procedures have been developed under the MEDUSA project for runways 07 and 25 at Monastir airport. 04/06/2014 Ministry of Transport
Current situation: PBN Plan Tunisia Civil Aviation Authority agreed in 2009 the development of a national PBN plan, A PBN committee is set under CAA supervision and introduced by ministerial order, including representatives from OACA, the Ministry of Defense and Tunisian airliners. The committee was called upon to develop, implement and monitor PBN operations in Tunisia, A PBN master plan has been developed and communicated to ICAO. 04/06/2014 Ministry of Transport
Current situation Short term Medium term Long term > 2019 En-route RNAV 5/RNP4 RNAV 5 RNAV 1/RNAV2 4D Trajectory Terminal Conventionnal SID and STAR & RNAV 1 & basic RNP 1 Conventionnal SID and STAR & RNAV 1 & basic RNP 1 RNAV 1 & A-RNP Approach NPA /PA APV BARO VNAV & RNP APCH NPA /PA APV BARO VNAV & RNP APCH RNP AR APCH PA GNSS BARO VNAV & RNP APCH & RNP AR APCH 04/06/2014 Ministry of Transport
Current situation En-route: RNAV & RNP Operations in Tunisia Airspace From December 2014: B-RNAV (RNAV5) will become applicable on all Tunisia ATS routes in controlled airspace areas (1,2,3 and 4) as promulgated in the Tunisia AIP, RNP 4: will become applicable on southern part of Tunis FIR/UIR. 04/06/2014 Ministry of Transport
Current situation Approach: DTTJ RNAV GNSS RWY27 LNAV only, DTTX RNAV GNSS RWY15 and 33 LNAV and LNAV/VNAV, DTTG RNAV GNSS RWY06 and 24 LNAV only, DTTZ RNAV GNSS RWY27 and 09 LNAV only, DTMB RNAV GNSS RWY07 and 25 LNAV, LNAV/VNAV and LPV, DTTZ RNAV GNSS RWY09 and 27 LNAV, LNAV/VNAV (planned for 2014). 04/06/2014 Ministry of Transport
LPV PROCEDURES AT MONASTIR AIRPORT 04/06/2014 Ministry of Transport
LPV at Monastir airport In the framework of EuroMed GNSS II/MEDUSA project which deals with the introduction of the European Geostationary Navigation Overlay Service (EGNOS) in the MEDA region, MEDUSA team led by Telespazio as a project manager and composed by ENAV, OACA, INECO, and Helios with ESSP assistance, have validated GNSS based approach procedures for Monastir Airport, Performances obtained during more than 4 months monitoring period has shown that the implementation of EGNOS based operations was feasible, in particular LPV approach procedures. 04/06/2014 Ministry of Transport
LPV at Monastir airport The validation flight campaign was carried out by ENAV with the support of Telespazio, OACA and ESSP in order to obtain a qualitative assessment of the procedure design including obstacles, terrain and navigation data and provide an assessment of the flyability of the procedure. 04/06/2014 Ministry of Transport
LPV at Monastir airport 10/06/2014 Ministry of Transport
LPV at Monastir airport 10/06/2014 Ministry of Transport
LPV at Monastir airport EGNOS service availability at Monastir is sufficient to support LPV approaches. Good opportunity to count the benefits of EGNOS based operations and the added LPV approaches value in a concrete case. Monastir presents an encouraging model for the exploitation of RNAV APCH procedures down to LPV minima. Stimulate and motivate the decisions-makers to generalize this model to several northern airports. 04/06/2014 Ministry of Transport
FUTURE ACTIONS AND BARRIERS TO IMPLEMETATION 04/06/2014 Ministry of Transport
LPV at Monastir airport Steps forward: Prepare the ground for the publication of Monastir LPV procedures Extend the experience of Monastir to the rest of Tunisian Airports (MEDUSA has been provided with our priorities for airports) Define the operational implementation path 04/06/2014 Ministry of Transport
LPV at Monastir airport Barriers to implementation GNSS/EGNOS an essential key enabler for PBN implementation, but: Guidance on the necessary steps to put in place monitoring and recording systems A backup plan to implement for any degraded situations (jamming, ) even signals are very reliable AUGUR coverage was limited to ECAC airspace only. 04/06/2014 Ministry of Transport
LPV at Monastir airport Needed actions to meet operational requirements: EGNOS SoL geographical coverage provision across the Euromed region, SBAS status and performance information provision 04/06/2014 Ministry of Transport
CONCLUSION 04/06/2014 Ministry of Transport
CONCLUSION Tunisia reiterates its interest in EGNOS to implement PBN operations. The implementation of PBN operations in Tunisia will be closely related to the various changes taking place at the European level and the decisions that may be made, especially the EGNOS coverage extension. Will continue to cooperate with MEDUSA for the next steps. 04/06/2014 Ministry of Transport
