1 Seychelles Civil Aviation Authority Safety Notice SAFETY NOTICE Number: OPS SN- 2014/13 Issued: 8 August 2014 EU-OPS 1 and JAR-OPS 3 Subpart K and L Compliance Document This Safety Notice contains recommendations regarding operational safety. Recipients are asked to ensure that this Safety Notice is copied to all members of their staff who may have an interest in the information (including any in-house or contracted maintenance organisations and relevant outside contractors). Applicability: All Aeroplane and Helicopter AOC Holders 1. Background 1.1 All AOC holders are required to comply with the instruments and equipment requirements of Sub-part K, and the communication and navigation equipment requirements of Sub-part L contained in either EU-OPS 1 or JAR-OPS 3. Each operator should be able to demonstrate, from the available aircraft records (manufacturers and subsequent modifications), how compliance with either EU-OPS 1 or JAR-OPS 3 Sub-part K and L is achieved for each individual aircraft that he operates. The SCAA Airworthiness Inspector verifies that an aircraft is in conformity with type design requirements and approves the installation of modifications including repairs but does not determine equipment complement and compliance. Furthermore, it is not considered practical for the Flight Operations Inspector, during ramp or flight inspections or base inspections, to conduct verification samples on individual aircraft without this information having been drawn together in a composite document which specifies how compliance is achieved. Without a compliance document, therefore, an operator will have difficulty demonstrating compliance. 1.2 EU-OPS 1 and JAR-OPS 3 Sub-Parts K and L Compliance Document Operators shall at all times hold a controlled Compliance Statement document for each aircraft in their fleet that provides a compliance statement against each requirement in either EU-OPS 1 or JAR-OPS 3 Sub-part K and L as appropriate. Such documents shall be available on request to Airworthiness and/or Flight Operations Inspectors during their audits to enable compliance to be sampled The compliance document shall also be utilised by the Operator s Quality Assurance Programme to ensure conformity as part of the periodic quality audit required by AMC to EU-OPS 1 and JAR-OPS 3.035, (i and k). Procedures shall be established to review (and revise as required) the document at least every six months to ensure conformance to the latest EU-OPS 1/JAR-OPS 3 standards The recommended format and skeleton compliance documents for EU-OPS 1 and JAR- OPS 3 Sub-parts K and L are attached at Appendix A. Appendix B contains some examples. Page 1 of 12
2 1.3 Method of Compliance Applicability dates shall be included where the EU-OPS 1 or JAR-OPS 1 provision has stated a compliance date. In the absence of dates specified, Current shall be stated The method of compliance shall be described in terms of statements relating specifically to the nature of the requirement. For example, for items such as first aid Kit, Medical kit, crash axe require a number of such equipment and particular installation locations. The compliance statement shall address both the number installed and locations Certain items in EU-OPS 1 and JAR-OPS 3 Subpart K and L refer to a particular functionality or capability or performance level. Examples include Altitude Alert System, GPWS, TCAS, FDR, CVR, PBE, ELTs etc In such cases references to TSOs shall be the means to demonstrate compliance as opposed to a description of functionality. The product name may also be added for clarity The compliance date shall be stated. In the case of factory installation, the term Exfactory or At Built shall be stated and date of aircraft registration shall be stated. In the case of subsequent modification, the date shall be specified as the date of such installation as well as the SB or STCs references thereto. 2. The survivability of memory protection meets the EUROCAE 56 specifications. The 18-megabyte memory stores and holds the last 25 hours of operation and a FDR dedicated impact switch is installed to remove the power on aircraft crash. To meet the JAR requirement, parameters 1 to 7 of EUROCAE 55 table A1.1 and parameters 6 to 15 of table A1.5 are recorded. These signs are illuminated and can be operated by the pilots from the flight deck. Ex-Factory 12/04/ Internal doors and curtains Date: Current Applicable: Y The flight deck door is lockable and is provided with a crew only placard. Internal curtains can be secured in the opened position and placards are installed at the galley area and cabin crew station, indicating, Curtains must be stowed during take-off and landing.
